A meeting of the Village Council was called to order by Mayor Erickson

Bids for Storm Sewer Construction
Pursuant to advertisement in the St. Louis Park Dispatch, sealed bids
were received from the following bidders for the construction of storm sewers
for Storm Sewer Districts Nos. 17 and 13B:

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above bids
were referred to the Village Engineer and Chairman of the Sewer Department Com-
mittee for tabulation and recommendation, by unanimous vote of the Council.
No Bids for Grading
Pursuant to advertisement for bids in the St. Louis Park Dispatch, no bids
were received for grading certain streets of the Village designated as Improve-
ments 0-99, 0-115, 0-116, 0-149, 0-150 and 0-151.
Hearing - Rezoning
As per notice published in the St. Louis Park Dispatch, a hearing was had
on the petition of H. H. Naftalin for the rezoning of Lots 232, 231, 230, 119
and 118, Richmond Addition, from Residential to Commercial Use, and the Planning
Commission's recommendation to rezong Lots 3, 114 to 117, inclpsive, Richmond
Addition from Residential to Commercial Use
Mr. E. B. Herman and Mr. H. H. Naftalin appeared in favor of petition.
Messrs. J. C. Wilson, S. Pegors, J. Lash, W.M. Laidlaw, W. T. Williams and
K. H. Tanner appeared in opposition. Mr. Wilson stated that the lots are not
deep enough for commercial use and parking. Mr. Lash said the deeds for above
lots are restricted against their use for commercial purposes.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, this matter
was referred to the Village Attorney to check deeds to see if they restrict this
property against commercial use, and to report back to the ,Council. Motion
was passed by unanimous vote of the Council.
Hunting in Hillsboro Avenue Area
A delegation lead by Mr. Nelson appeared relative to hunting in the
Hillsboro Avenue area. Trustee Jorvig suggested that the area be policed by a
Special Policeman weekends during the hunting season.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Mayor Erickson
was instructed to place a man in the Hillsboro Avenue Area to take care of this
situation as he sees fit. Motion was passed by .unanimous vote of the Council.

Complaint Re: Sidewalk Construction yID
Mr. K. R. Strate, 3245 Jersey Avenue spoke regarding the bad condition
of sidewalk laid on the East side of Jersey Avenue in the 3200 Block.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village
Attorney was instructed to advice John Finstad and Son and their Bonding Co.
that the sidewalk on the East side of Jersey Avenue in the 3200 Block must be
replaced. Motion was passed by unanimous vote of the Council.
Earsfort Terrace Plat Accepted
On motion of Trustee Perkins, seconded by Trustee Jorvig, the plat of
Earlsfort Terrace presented by M. P. Johnson was approved and accepted, and the
Mayor and Clerk were authorized to sign the 'plat for the.Village, by unanimous
vote of the Council.
Trailer.Without Permit
Mr. Nelson of the Hillsboro area reported that there was a trailer in his
neighborhood being inhabited for which no permit has been taken out.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to notify Paul Altringer, 9408 Frederick Avenue that the trailer in
his yard must be removed by October 24, 1949. Motion was passed by unanimous
Vote of the Council.
Petition for Sidewalk P-468
On motion of Clerk Justad, seconded by Trustee Perkins, the petition of
James C. Hokenstrom, 2940 Hampshire Avenue and others, dated September 14, 1949,
for the construction of sidewalk on the NEST SIDE OF HAMPSHIRE AVENUE FROM MTKA.
BOULEVARD TO 29TH STREET was referred to the Village Engineer and Chairman of
the. Street Department Committee for checking and recommendation, by unanimous
vote of the Council.
Building Permit for Commercial Building
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permit to Meyer A Fingerman for the
construction of a commercial 'building on Lots 15, 16, and 17, Block 21, Park
Manor, with a 20 foot setback on Minnetonka Boulevard and 30 foot setback on
Dakota Avenue, by unanimous vote of the Council.
Permission to Place Buried Cable
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northwestern
Bell Telephone Company was granted permission to place buried cable at the
following locations, by unanimous vote of the Council.
In Brunswick Avenue between Mtka. Blvd. and
31st street; and in 31st Street between .
Brunswick Avenue and Colorado Avenue.
In 32nd Street between Jersey Avenue and
Nevada Avenue; also in West 29th street between
Idaho Avenue and Kentucky Avenue.
Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren', the Northern
States Power Company was granted permission to place poles at the following
locations, by unanimous vote of the Council:
2 poles on Cedar Lake Road, East of County
Road #18
One pole on West 41st Street between Natchez
and Quentin Avenues.
Electrical License Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
applications for 1949 licenses were approved, and the Mayor and Clerk are hereby
authorized to issue licenses to expire December 31, 1949, by unanimous vote of
the Council:

Special Permit to Connect to Sewer
On motion of Trustee Perkins, seconded by Trustee Jorvig, a special permit
was granted to Herbert J. Bjork to connect his home at 3631 Huntington Avenue to
the sewer manhole in front of said home for a sewer service with the understanding
that he pay the sewer assessment of $275.00 at the time he takes out the permit.
Motion was passed by unanimous vote of the Council.

Special Permit to Connect to Sewer Manhole
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a special
permit was granted to Max Renner Well Company to connect his garage on the West
42' of Lot 11, Oak Manor to the manhole on Ottawa Avenue, north of the north
line of Minnetonka Boulevard for a sewer service; said connections to be made at
the bottom of the manhole. Work to be done under the supervision of the Village
Engineer. Motion was passed by unanimous vote of the Council.
Contractors Bond Approved
On motion of Trustee Perkins,- seconded by Trustee Bolmgren, Contractors
Bond with Phelps-Drake Company, Inc., Minneapolis, Minnesota as principal, and
United States Guarantee Company, New York, N. Y. as surety, dated October 3, 1949,
in the amount of $19,317.80, covering the construction of Sanitary Sewers in
Kipling Avenue from West 26th Street to West 25th Street; in Utica Avenue from
Wooddale Avenue to 325 feet South of West 41st Street, and in Xenwood Avenue fzom
Excelsior Boulevard to West 41st Street, was approved by unanimous vote-of the
Council.
Certify Monies to take up Water Works Bonds
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was
instructed to write a letter to the County Auditor, Hennepin County, certifying
that there is on hand in Water Department Funds, $$8,180.00, or sufficient amount
to take' up Water Works Bonds due May 15, 1950 and pay interest on same issue due
May 15, 1950 and November 15, 1950. Motion was passed by unanimous vote of
the Council.
Certify Monies to pay Interest on $200,000. P.I.R. Bonds
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
instructed to write a letter to the County Auditor, Hennepin County, certifying
that there is on hand in the Permanent Revolving. Fund, $6,300.00 or sufficient
afnount to pay interest on the $200,000. issue of Permanent Improvement Revolving
Bonds dated March 15, 1949, and due March 15, 1950 and September 15, 1950.

Justice of Peace Report of Fines (Yngve) -
Justice of Peace Anton Yngve's report of fines dated October 10, 1949 was
read and approved, and ordered filed.
Purchase of Pumper Authorized
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
• Nels Larsen for the furnishing of One (1) used Jaeger pumper with 22 inch outlet,
3 inch intake; 2 cylinder water cooled Le Roy engine Model M-B; 50 feet of
intake hose; 50 feet outlet hose, mounted on a two-wheel trailer at $200.00, was
determined to be the lowest bid of a responsible -bidder, and the Clerk was
authorized to issue a Purchase Order for same at price bid, by unanimous vote of
the Council.
Street Signs Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street Com-
missioner was ordered to place street signs at South Cedar Lake Road and Quebec
Avenue, and at South Cedar Lake Road and Rhode Island Avenue, by unanimous vote
of the Council.
Bid Awarded/Cleaning and Painting Reservoir
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Sullivan & Son, Island Park, Minnesota received October 10, 1949, for the clean-
ing and painting of 1,500,000 gallon steel water reservoir was determined to be
the lowest bid of a responsible bidder ($5,829.25), and the Mayor and Clerk are
hereby authorized to enter into a contract with Sullivan and Son for the above
work at price bid, by unanimous vote of the Council.
Estimate for Surfacing Rhode Island and Quebec Avenues
On motion of Trustee Perkins, seconded by Trustee Bolmgfinen, the Clerk was
instructed to send copy of Street Commissioner' s estimate to surface Rhode
Island and Quebec Avenues in South Westwood Hills Addition, with 12 inch black
top, 27 feet wide in the amount of $2,345.50, to Hyland Homes Company, Inc. by
unanimous vote of the Council.
Minutes
The minutes of meeting held October 3, 1949 were read and approved as
read.
Street Signs Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of
M. P. Johnson Sales Company for the installation of street signs in Earlsfort
Terrace Addition lying north of West 27th Street on Jersey, Kentucky and Louisiana

Avenues was approved and the Street Commissioner authorized to place signs at
said locations, by unanimous vote of the Council.
Petition for Rezoning - Hearing--Date-Set
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition
of Clarence Bros for rezoning, dated May 27, 1948, was again referred to the
Planning Commission for checking and recommendation, by unanimous vote of the
Council.
Hearing Date Set for Twin Bungalows
On motion of Trustee Perkins, seconded by Trustee Bolmgren, November 7th,
1949 was set as date for hearing on the request of Wm. H. Siegel Company, for
a special permit to construct two twin bungalows on Lots 5, 6, 7, Block 1, Lenox
Addition which face North on Minnetonka Boulevard between Dakota and Edgewood
Avenues. Motion was passed by unanimous vote of the Council.
Lots for Drainage
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Village
Engineer was instructed to make a survey of Block 181, Rearrangement of St. Louis
Park to determine which lots are necessary for drainage and then turn the des-
cription of balance over to the Village Attorney to make application to the State
to secure same for Park purposes. Motion was passed by unanimous vote of the
Council.
Request for Street Opening
A letter from Adolph Finer Incorporated, dated October 5, 1949 was read
relative to their need for the full street on Quentin Avenue between 26th and 27th
Streets, and the full street between Quentin and Raleigh on 27th and 27th Streets,
in order to meet with the F. H. A. requirements in connection with the construction
of houses on Quentin from 213th to 26th Streets on the west side of the Street.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
letter was referred to the Village Attorney for checking and recommendation by
unanimous vote of the Council.
Readvertise for Sewer Bids (Storm Sewer District #20)
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
instructed to readvertise for bids for the construction of Storm Sewers for Storm
Sewer District #20, bids to be opened on November 7, 1949, by unanimous vote of
the Council.
Shaw-Walker Payroll System
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to' install a Shaw-Walker Simplified Payroll System, effective January
1, 1950 at a cost of $161.10, by unanimous vote of the Council.
Permit to Build Breezeway and Garage
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit to Robert Page, 3308 Alabama
Avenue for the construction of Breezeway Porch and Garage on the north side of
his home, by unanimous vote of the Council.
Building Permit
A Builder is ready to build a house on Lot 56, Auditors Subdivision #350
and wants to know if he has to allow any part_of the lot for street purposes.
After a study of the matter„
It was moved by Trustee Perkins, seconded by Trustee Jorvig, that the
Building Inspector be instructed to issue a building permit for the use of all
of Lot 56, Auditors Subdivision #350 for building of a home, as per plans sub-
' mitted. Motion was passed by unanimous vote of the Council.
Letter to G. S. Holt
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to write a letter to G. S. Holt stating that heating, and sheet metal
work associated with heating is not excluded from Commercial Use District.
Motion was passed by unanimous vote of the Council.
Street Dept. to Complete Work on S.S. #21
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Department was authorized to do the work necessary to complete Storm Sewer #21
(Block 3, Lathamts Minnetonka Boulevard) . Motion was passed by unanimous vote
of the Council.

The meeting was adjourned by Mayor Erickson at 11:30 P. M.
