August 30, 1948 Resolution ;,:la. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following C", resolution was adopted by unanimous vote of all members of the Council present: ' RESOLUTION FOR CONSTRUCTION OF DISTRICT SEWER WHEREAS the Village Council has heretofore by resolution adopted January 26, 1948 determined that it is necessary and in the public interest that a district sewer be constructed in Excelsior Boulevard from Wooddale Avenue to Dakota Avenue to serve sanitary sewer district No. 2C and -the portion of 'said sewer from Wooddale Avenue to Webster Avenue having been heretofore ordered constructed by contract; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis ParkIII that the Village Clerk be authorized and directed to advertise for bids for construction of said sewer in Excelsior Boulevard from Webster Avenue to Dakota Avenue in accordance with plans and specifications which have been prepared by the Village Engineer and which are hereby approved, said bids to be opened by the Village Council October 4, 1948, the cost of said sewer to be contributed jointly by the Village of St. Louis Park and the City of Hopkins as provided in agreement heretofore entered into between said Village and City, and the portion of the cost contributed by the Village of St. Louis Park to be assessed against improved property in said sewer district. . Ford Meter Box Company On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids were referred to the Water Superintendent and Chairman of the Water Department 00 330 September 7, 1948 00 Bids for Water Meters, Cont'd. Committee for checking and recommendation, by unanimous vote of Councilmen -- present. • Popcorn Wagon - G. Brooks, On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was instructed to write to George Brooks, informing him that his popcorn wagon is on Residential property and his permit is for a popcorn wagon on streets only. Motion was passed by unanimous vote of Council Members present. Street Condition, Street Lights John Burger and others of Brooklawns reported the bad condition of the streets in Brooklawns. They were informed :that work on these streets had been ordered - Jobs N-104, N-105, N-106, N-107 (June 21, 1948) . They were told to see Street Commissioner, Kenneth Johnson. _ The street light project was also discussed. They were told that there was .a petition on file canceling lights in Brooklawns. They were asked to bring in a reasonable petition for same, and the Village Council would order same. Fire• Department Requests Ed. Renner and Albert Lundberg appeared, representing the Fire Department Relief Association and requested that the levy of 1/10 of 1 mill_for the Assn. be raised, as there are now 32 men in the Association and the fund is growing too .slowley. They also asked the Council to considdr in next year's budget, the completion of the Fire Department's Drill Field on property East of the Fire Station --- this would include a water hydrant in the center of the field and a fire drill tower. After considerable discussion, these matters were taken under advisement. Amendment to Ordinance #A-10 Mr. Farnsworth requested a change in our Ordinance #A-10, to allow for the installation of a circulating heater in office of oil stations, not connected with a grease room or gasoline storage. On motion of Trustee Jorvig, seconded by Trustee Perkins, the Village Attorney was authorized to prepare an amendment to Ordinance #A-10, after a con- ference with the Building Inspector, Peter Stienstra and Fire Chief, C. M. Williams, and bring same in for the approval or disapproval of the Village Coun- cil, by unanimous vote of the Council. Speci▪ al Permit for Residence and Artist's Studio A resolution prepared by the Village Attorney, granting a permit to use premises on Lots 3 and 4, Hanke's Replat for a single residence incorporating an artist's studio was discussed at length. On motion of Trustee Perkins, seconded. by Trustee Jorvig, the above men- tioned resolution was referred to the Planning Commission for recommendation, by unanimous vote of the Council. Grads• Approved • On motion of Trustee Perkins, seconded by Trustee Bolmgren, the grade established by the Village Engineer, J. C. Utton for West 28th Street from Joppa to Natchez Avenues as per profile presented to the Village Council was approved by unanimous vote of the Council. Trap.▪ Shooting - Mpls. Golf Club On motion of Trustee Perkins, seconded, by Trustee Bolmgren, the Minneapolis Golf, Club was granted permission to operate a trap shooting range on their proper- ty at the same location as last year, subject to receipt by the Village Council of a letter from the Club stating that they will not make this same request for permission to operate on the same location in 1949, by unanimous vote of Council. New Road in Huntington Woods Accepted On motion of Trustee Perkins, seconded by Trustee Jorvig, the new road in Huntington Woods - an extension, of 36th Street, which has been graded by Douglas Rees was accepted, and the Bonding Company were given permission to ter- minate performance bond #148996, with Douglas Rees, Maxine V. Rees, Richard B. Thompson, Evelyn V. Thompson, Walter H. Richter and Mary Ann Richter as principals, and Central Surety and Insurance Corporation as surety, dated January 2, 1948. Motion was passed by unanimous vote of the Council. Bus Fares- Deephaven Bus Line On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Attorney was instructed to represent the Village at the hearing September 13, 1948 being held by the Railroad and Warehouse Commission, and protest the increase Setember 1 . r ` 331 s p 7, 948 Bus Fares-Deephaven Bus Line of fares being requested by the Deephaven Bus Company for buses carrying ' passengers from St. Louis Park to Minneapolis and back. Motion was passed by unanimous vote of the Council. Special Permit to Connect to Water-Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special'permit was granted to Tonka Housing, Incorporated of Excelsior to -lay a 3/4" copper service line South from the end of the Water Main on Natchez Avenue South of West 31st Street to the house at 3119 Natchez Avenue; it being understood that they will pay an assessment of $67.50. This payment is to be credited to any _future assessment for water main if and when it is constructed past said property. ' Ill Motion was passed by unanimous vote of the Council. Hearing - Water -Main Extensions A hearing was had on proposed water main extensions set forth in the ' following resolution. No one appeared. A letter from Vestrymen of St. Georges Parish asking that Toledo Avenue ffom West 31st Street to North Line of Lot 17, Block 6, Lathams Minnetonka Boulevard Tract be suspended. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION FOR CONSTRUCTION OF WATER MAIN EXTENSIONS WHEREAS, the Village Council has met at the time and place specified in a notice to all property owners whose property may be assessed for proposed con- struction of Village Water Mains at the following locations in said Village: Quentin Avenue from 28th Street to 27th Street. South Street from-Pennsylvania Avenue to East line of Lot 45, Block 142, Rearrangement of St. Louis Park. West Lake Street from Pennsylvania Avenue to • Taft Avenue. West Lake Street from Louisiana Avenue to Wooddale Avenue, which notice was published in the St. Louis Park Dispatch August 20 and 27, 1948, and all persons appearing at said meeting having been heard; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it is hereby determined to be 'necessary to construct Village water main ex- tensions at the said locations in said Village in accordance with plans and specifications which have been prepared by the Village Engineer and filed with the Village Clerk, which plans and specifications are hereby accepted and ' approved; and, BE IT FURTHER RESOLVED that the cost of said improvement is to be assessed against the property benefited as authorized -by Chapter 425 Laws of Minnesota 1921 as amended; and the Village Clerk was authorized to advertise for bids for said mains. Petitions - Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following petitions were referred to the Village Engineer and Chairman of the Water Depart- ment Committee, by unanimous vote of Council Members present: PETITION FOR WATER MAIN, to be constructed in Idaho Avenue from West 27th Street to West 28th Street, signed by Leslie W. Nyck- lemoe, 2704 Idaho Avenue and others, dated September 7, 1948. PETITION FOR WATER MAIN, to be constructed in Quentin Avenue from 26th Street to 27th Street, signed by Melvin P. Johnson and others, dated September 7, 1948. Release of Securities A request received from the Northwestern National Bank of Minneapolis, dated August 12, 1948 was read, for the release of $300,000.00 United States Treasury Notes; Series A-48, 14%, due September 15, 1948, which are now being held by the Federal Reserve Bank of Minneapolis, and substituting $300,000.00 3 3 2 September 7, 1948 CXD Release of Securities, Cont'd. Governor's Conference on Youth On motion of Trustee Jorvig, seconded by Clerk Justad, President Erickson and Clerk Justad were authorized to attend as delegates for the Village of St. Louis Park, the Governor's State Conference on Youth to be held at Hotel Lowry, St. Paul, Minnesota, October° 18 and 19, 1948, with necessary expenses paid. _ . Motion was passed by unanimous vote of Council Members present. Bids Rejected - Storm Sewer 'On motion of Trustee Jorvig, seconded by Clerk Justad, all bids received. August 16, 1948 for the construction of storm sewer in Jersey Avenue from Minne- tonka Boulevard to 29th Street were rejected; and the Clerk was instructed to . return bid checks to all bidders. Motion was passed by unanimous vote of the Council. Street Grade On motion of Clerk Justad, seconded by Trustee Jorvig, the Village Engineer was instructed to set grade of street - Kentucky Avenue between 14th and 15th Streets. -Motion was passed by unanimous vote of the Council. This fund will be used primarily for the Recreational Program, as well as for Boy Scouts, Girl Scouts, Camp Fire Girls and Welfare, and, _ _ WHEREAS, the period of September 20th to 30th has been selected as dates for solicitation of these funds for the St. Louis Park Community Fund under,the direction of Reverend Einar M.
