Trustee Jorvig stated that it was not on the Park Board's schedule for this year --- he suggested that it be brought to the Park Board's attention. A warming house can be furnished by 5 2 September 27, 1948 Skating Rink - Minikanda Oaks, Cont'd. the Minikanda Oaks Association. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, this matter was referred to the Chairman of the Park Committee by unanimous vote of Council Members present. Justice of Peace Report of Fines Justice of Peace, E. A. Linnee's report of fines covering cases Nos. 8325 thru 8367 was read and ordered filed. License for Restaurant On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application of J. 0. Davis for a license to operate a restaurant at 6021 Excelsior Blvd. was approved and the President and1Clerk were authorized to issue license to expire December 31, 1948, by unanimous vote of Council Members present. Water Meter Bid Awarded On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of the Badger Meter Mfg. Company of Milwaukee, Wisconsin received September 7, 1948 for 500 5/8" x 3/4"; 6 1k" and 2 2" Badger water meters, was determined to be the lowest bid of a responsible bidder, and the Water Department was authorized to place an order for same at price bid, by unanimous vote of Council Members present. (See P. 0. #973 - 9-29-48) Bid Awarded - Copper Yokes, Corp. Stops • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Goodin Company, Minneapolis, Minnesota received September 7, 1948.for 500 5/8 inch copper yokes ($1.92 each); 500 5/8 inch corporation stops (96¢ each) and 12.1 inch corporation stops (1.70 each), was determined to be the lowest bid ofa. responsible bidder, and the Water Department was authorized to place order for same at prices bid, by unanimous vote of Council Members present. (See P. 0. #972 - 9-29-48). Street Lights Ordered On motion of Trustee Holmgren, seconded by Trustee Jorvig, the Northern States Power Company was ordered to install'street lights at corner of Kentucky Avenue and 1st Street NW and Georgia Avenue 'and West 27th Street, by unanimous vote of Council Members present. Petition for Curb and Gutter P-261 On motion of Clerk Justad, seconded by Trustee Bolmgren, the petition signed by Oscar R. Olsen, 3101 Edgewood Avenue and others, for the construction of curb and gutter on the EAST SIDE OF EDGEWOOD AVENUE FROM 31ST STREET TO 32ND STREET was referred to the Village Engineer and Chairman_of the Street Department Committee, by unanimous vote of Council Members present. Permit to Install Gas Storage Tanks • On motion'of Trustee Jorvig, seconded by Trustee Bolmgren, the application of Edwin H. Renner and Sons Well Company fot a permit to install two (2) 500 gallon gasoline storage tanks at the rear of their shop building located at 3640 Quebec Avenue was approved by unanimous vote of Council Members present. Permission to Place Underground Conduit On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of the Northwestern Bell Telephone Company for'permission to place underground conduit on the North side of Excelsior Boulevard between Meadowbrook Road and Interlachen Road, was approved by unanimous vote of Council Members present. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted unanimously by vote of the Council Members present: RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENT BE IT RESOLVED by the Village Council'of the Village of St. Louis Park that the following assessments levied pursuant to September 20, 1943, be hereby canceled for the reason that said lands were assessed twice in error, and the President and Clerk are hereby authorized to refund the amount paid on receipt of.a verified claim signed by the taxpayer:' B. Insurance on Shelters On motion of Trustee Jorvig, seconded by Trustee_Bolmgren, the Clerk was ordered to place insurance on shelters in Minikanda Vista Park, Oak Hill Park and Browndale Park, by unanimous vote of Council Members present. Petition for Rezoning Denied On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition of Adolph Fine, dated September 27, 1948, for the rezoning of -the following described property from Residential Use to Commercial Use was denied by un- animous vote of Council Members present: Lots 1, 2, 3, 4, Block 1; Lots 1, 2, 3, • 4, 13, 14, 15, 16,-Block 2; Lots 1, 2, 3, Block 3, all in Adolph Fines Addition. Specifications for Painting Water.Tank On motion of Trustee Bolmgren, seconded by Clerk Justad, the specifications prepared by Village Engineer, J. C. Utton, for the painting of the 500,000 gallon water tank was approved, by unanimous vote of Council Members present. Grade Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the grade-on Monterey Avenue between 26th Street as recommended by Village Engineer J.- C. Utton was approved, and the width-of roadway cut to 20 feet wide, was approved by unanimous vote of Council Members present. Bingo A request was read from the Frank Lundberg American Legion Post #282; dated September 22, 1948, for permission to play Bingo in_their Hall located at Xenwood Avenue and Excelsior-Boulevard throughout the winter 1948-1949. (October 2, 1948 thru May 30, 1949). No Action taken. Also, a request was read from the Men's Club of the Church- of the Holy Family, dated September 20, 1948,- for permission to play bingo in their Church located on West Lake and Zarthan Avenue on the following dates: October 19, 26, November 2, 9, 16, 23, 30-, December 7, 14, 21, 28, 1948. No action taken. Ordinance #306 On motion of Trustee Jorvig, -seconded by Trustee Bolmgren, the following Ordinance was adopted by unanimous vote of Council Members present: ORDINANCE NO. 306s. AN ORDINANCE AMENDING ORDINANCE NO. A-10 REGULATING THE STORAGE AND HANDLING OF DANGER- OUS LIQUIDS ' The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Subsection (d) of Section 7 of Ordinance No. A-10 entitled "An Ordinance Regulating the_Storage of and Handling of Dangerous Liquids", adopted by the Village Council July 30, 1926 is hereby amended to read as_ follows: 355 September 27, 1948 H Ordinance No. 306, Cont'd. (d) Buildings used at service stations shall be fireproof. No heating system installed in any service station shall be used unless first approved by the Chief of the Fire Department. There shall be no door or window leading directly or indirectly from any grease pit or grease room to any room or place where a heating system is located in a service station, and grease pits and grease rooms shall be heated by such indirect heating system as shall be approved by the Chief of the Fire Department; provided, however, that unit heaters, using oil or natural gas for fuel, of a type listed by Underwriters Laboratories, Inc. for use in garages, airplane hangers or similar locations, so suspended from the ceiling that the line of flame is a minimum of eight feet above the floor level, may be used in grease pits or grease rooms if approved by the Chief of the Fire Department. Buildings used at service stations for storage or sale of dangerous liquids shall be heated by steam or hot Water, the heating plant to be enclosed within a fireproof room. Section 2. This Ordinance shall take effect from and after its publi- cation. • Heating License Bond - On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following bond was approved by unanimous vote of Council Members present: HEATING LICENSE BOND with Earl Peterson of Minneapolis as principal, and Standard Accident Insurance Company of Detroit, Michigan as surety, dated :July 15, 1948, • in the amount of $1,000.00. Police Chief's Convention • • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Police Chief And Nelson was authorized to attend the Police Chief's Convention in New York City, October 10th thru 14th, 1948, with expenses paid, by unanimous vote of Council Members present. Building Permit Canceled • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Permit #6019 dated September 9, 1948 to Suburban Electric Company was canceled as it was not'approved by the Village Council as required, and because the proposed build- ing'would violate the setback requirements of the Zoning Ordinance. Motion was'passed by unanimous vote of Council Members present. Taxicab Bonds Approved • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the taxicab liability insurance policies with Robert T. -Steiner and Alfred W. Hay, DBA Park Radio Cab Company as principals and Casualty Reciprocal Exchange as surety, dated March 5, 1948 and August 14, 1948, covering three taxicabs as follows: ' 1948 Plymouth Sedan - Serial & Motor -P15-812895 - 11977615 ' 1946 Hudson Sedan - " " •3175690 • 1946 Plymouth Sedan •P15-88350 - 1518160 Amounts - $5,000, $10,000, $5,000.
