Petition for Curb and Gutter
On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition
signed by Ralph E. Burdick, 2800 Florida Avenue, and others, dated July 6,
1948, for the construction of Curb and Gutter on the WEST SIDE OF FLORIDA AVE-
NUE BETWEEN 28th STREET AND 29th STREET, was referred to the Village Engineer
and Chairman of the Street Department Committee for checking and recommendation,
by unanimous vote of the Council.

SPECIAL MEETING - JULY 12, 1948
A meeting of the Village Council was called to order by President Erickson
at 8:10 P. M., with the following Council Members present at roll call:

Verified Claims
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
verified claims were approved, and the President and Clerk were authorized to
issue warrants for same, by the following roll call vote: Trustee Bolmgren; Yea;

Bids - Sidewalk Construction
Bids for the construction of sidewalks at approximately seventeen locations
in the Village, according to specifications prepared by the Village Engineer, as
advertised in the St. Louis Park Dispatch, were received from the following
Bidders
1. George Madsen $2.81 per sq. yd.
2. John Finstad & Son 2.16 per sq. yd.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids
were referred to the Village Engineer and Chairman of the Street Department
Committee for checking and recommendation, by unanimous vote of the Council.
Bids - Chlorinating Equipment
Bids for furnishing and installing of chlorinating equipment for Wells #5
and #6, according to specifications prepared by the Village Engineer, as adver-
tised in the St. Louis Park Dispatch, were received from the following Bidders ---

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above
bids were referred to the Village Engineer and Chairman of the Water Department
Committee for checking and recommendation, by unanimous vote of the Council.
'Hearing - Rezoning
A hearing was had on the application of Minnesota Entertainment Associates,
Inc. to rezone NW Quarter of SW Quarter, Section 6, Township 117, Range 21,
from open development use to commercial us. N. W. Joubert, Attorney, asked if
there were any folks present who were interested in this proposition. He stated
that he had a client, and knew others, who wanted to be heard. He was asked
who his client is, and he stated Mr. Wilkinson of Crestview. President Erickson
asked if there were any present interested -- no one replied except petitioners.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the hearing
on the above rezoning was continued to July 19, 1948, by unanimous vote of the
Council.
Hearing - Two-family Dwelling
A hearing was had on the application of A. W. Lampe to erect a two-family
dwelling on Lot 19, Block 3, Brookview Park. No one_appeared.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permit to A. W. Lampe for the
erection of a two-family dwelling on Lot 19, Block 3, Brookview Park Addition,
by unanimous vote of the Council.
Hearing - Two-family Dwellings
A hearing was had on the application of Clarence K. Bros for two-family
dwelling permits to be erected on all lots in Block 196 and Lots 52-68, Block
174, Rearrangement of St. Louis Park. A letter from Kenneth S. Dubbe, 3362
Brownlow Avenue and others was read, objecting to changes unless the buildings
in Block 174 were started first. After some discussion, it was suggested that
Clarence K. Bros and Neighbors of that vicinity meet and talk the matter over.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
hearing was continued to July 19, 1948, by unanimous vote of Council Members
present.
Hearing - Rezonin&
A hearing was had on the petition of Vincent Johnson for rezoning of Lots
18, 19, 20, and 22-28 inclusive, Block 2, and Lots 21, 22, 29 and 30, Block 3;
Minikanda Vista, Second Addition from Residential Use to Multiple Dwelling Use.
A petition against the rezoning, signed'by Delvert W. Deming, 3736
Natchez Avenue and others was read and accepted. Attorney Willis B. Park spoke
for the opposition. It was suggested that thereare new individual homes built
in clost to the lots to be rezoned and the zoning should stay as it is to
protect present owners.
Mr. Johnson said he bought the lots in question from the State, and wants
to build rental property on this site - four-family or more buildings.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the hearing
was continued to July 19, 1948, by unanimous vote of the Council.
Request for Tarring Alley
A request for tarring alley in Block 15, Lenox Addition was made by a
few citizens present. They claimed to have put in a petition over a year ago.
They were told that this would be done this year --- Job N-100.

Application for Public Dump
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application

of Charles Goldblatt, 1108 Newton Avenue North, Minnespolis, Minnesota to
operate a public dumping place on Lots 6 to 20, Block 163; Lots 2, 3, 4, Block
159; and Lots 2, 3, 4, Block 158, Rearrangement of St. Louis Park, was granted
subject to cancellation on or before August 12, 1948 unless the present
condition of property is satisfactorily cleaned up and all requirements of
Ordinance No. 145 strictly complied with. Motion was passed by unanimous vote
of the Council.
Watchmen for Well #5
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Watchmen were
authorized for Well'#5 @ $1.25 per hour until further notice - three shifts per
24 hours, under the supervision of the Water Superintendent. Motion was
passed by unanimous vote of the Council.
Seal Coat 'of Tar Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Street
Department was ordered to put a seal coat of tar on West 35th Street from Texas
Avenue to the West end of road, by unanimous vote of the Council.
Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1948 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1948, by unanimous vote of
the Council:

Salary Increase - Omar Mc Gary
On motion of Trustee Jorvig, seconded by Trustee Perkins, the salary of
Fireman Omar Mc Gary was set at $253.00 per month as of July 1, 1948 to conform
with the automatic increase, by unanimous vote of the Council.
Petition for Water Main P-220
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the petition
signed by Gust Hoglund, 3900 Xenwood Avenue, and others for water main ex-
tension in WEST LAKE STREET FROM WEST SIDE OF KENTUCKY AVENUE TO 8" WATER MAIN
IN WOODDALE AVENUE, dated July 12, 1948, was referred to the Village Engineer
and Chairman of the Water Department Committee for checking and recommendation,
by unanimous vote of the Council.
Petition for Grading P-219
On motion of Trustee Perkins, ,seconded by Trustee Jorvig, the petition
signed by Roy E. Olson, 157 Holly Road, Hopkins, for the grading of DAKOTA
AVENUE FROM 27TH STREET TO 28TH STREET, was referred to the Village Engineer
and Chairman of the Street Department Committee for checking and recommendation,
by unanimous vote of the Council.
Bonds Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
bonds were approved, by unanimous vote of Council Members present:
PLUMBING LICENSE BOND, with George J.
Johnstone, DBA South Side Plumbing Company
as principal, and Columbia Casualty Company
as surety, dated July 2, 1948, in the
amount of $4,000.00.
HEATING LICENSE BOND, with William J. Sellner
and John Hageman, DBA Minneapolis Gas Heat
Engineering Company, as principal, and New
Amsterdam Casualty Company of New York, as
surety, dated May 14, 1948, in the amount of
$1,000.00.
HEATING LICENSE BOND, with John P. Jensen,
Willis F. Ewing and Melvin Iserman, DBA St.
Anthony Sales & Service Company of Minneapolis
as principal, and American Automobile Insurance
Company of Missouri as surety, dated June 22,

Gas Main Extension
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Minneapolis
Gas Light Company was granted permission to lay'4!t gas main in Walker Street
from Lake Street West to 6716 -- Lots 32 to 39, Block 174, Rearrangement of St.
Louis Park, by unanimous vote of the Council.
Liability Policy Approved for Courtesy Benches
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Policy No.
56371, Anchor Casualty Company of St. Paul, covering liability insurance on 10
Courtesy Benches placed at various locations in the Village of St. Louis Park,
by Cal Scholtz, 4621 Ewing Avenue South, Minneapolis, Minnesota, was approved
by unanimous vote of the Council.
Qui• t Claim Deed Accepted
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Quit
Claim Deed of Frank H. Busegens and Eleanor S. Buesgens, dated July 9, 1948,
for an easement over and across that portion of vacated alley adjacent to Lot
Sixteen (16), Block Eighteen (18), Park Manor for the purpose of entering upon
said premises, excavating the soil and constructing and installing thereon a
storm sewer in accordance with plans and specifications which have been prepared
therefor by the Village Engineer for Storm Sewer District No. 17 of said Vil-
lage, including the free right to use said storm sewer forever for the drainage
of storm and surface waters and the right to maintain sufficient soil above said
sewer to prevent freezing of liquids therein, and also the right to enter upon
said premises at reasonable times for the purpose of inspecting, repairing and
replacing said sewer --- was approved by unanimous vote of the Council.
Extension of Time for Removal of Body & Fender Shop
On- motion of Trustee Jorvig, seconded by Trustee Bolmgren, Paul C.
Altringer, 9408 Frederick Avenue, St. Louis Park was given an extension of
time until July 31, 1948, to discontinue his Body and Fender Shop located in an
area zoned Residential, and the Clerk was Instructed to write him that this is
positively the last extension, and also request that he remove the property
belonging to him which is now parked in the adjacent street. Motion was passed
by unanimous vote of the Council.
Set• tle Pending Claims
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Attorney was authorized to settle two claims pending against the Village, due
to damages caused by holes in the street at France Avenue and 39th Street, as
follows ----
