M., with tide following Councilmen present at roll call: Trustee Bolmgren Trustee Perkins President Erickson Acting Clerk Appointed E. T. Montgomery, Village Attorney was appointed Acting Clerk for the meeting due to absence of J. Justad, Village Clerk, by President Erickson. No one appeared. _ Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present. RESOLUTION FOR CONSTRUCTION OF WATER MAIN EXTENSION WHEREAS, the Village Council has met at the time and place specified in a notice to all property owners whose property may be assessed for proposed construction of Village water main in Louisiana Avenue from 31st Street to 32nd Street, published in the St. Louis Park Dispatch May 21 and May 28, 1948 and has heard all persons appearing at said meeting and has fully considered said improvements; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it is hereby determined to be necessary to construct Village water main in Louisiana Avenue from 31st Street to 32nd Street in accordance with plans and specifications for construction of such main which have been prepared by the Village Engineer and filed with the Village Clerk, which plans and specifications are hereby accepted and approved; and, BF IT FURTHER RESOLVED that the cost of said improvement is to be assessed against the property benefited as authorized by Chapter 425, Laws of Minnesota 1921 as amended. RF IT FURTHER RESOLVED that advertisement for bids for said water main published May 21, ,1948 be hereby ratified. 258 June 7, 1948 Licenses Approved On motion of Trustee Bolmgren, seconded by Trustee Perkins, the follow- ing application for 1948 licenses were approved, and the President and Clerk were authorized to issue licenses to expire December 31, 1948, subject to the Health Officer' s approval. Motion was passed by unanimous vote of Council Members present; Bud's Drive Inn - Restaurant and Cigarette. Bids - Water Main Construction Bids were received from the following bidders, for the construction of water mains in Louisiana Avenue from Kentycky Avenue to West 32nd Street, and others (N-46), as advertised in the St. Louis Park Dispatch: Orfei & Mariani $49,217.87 De Graff-Wolff 44,521.14 Phelps-Drake Co. 43,722.55 On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids were referred to the Village Engineer and Water Department Committee-Chair- man for checking and recommendation, by unanimous vote of Council Members pre sent. Bids - Water Main Construction Bids were received from the following bidders, for the construction of water mains in Louisiana Avenue from 31st Street to 32nd Street, as advertised in- the St. Louis Park Dispatch: Orfei & Mariani $5,394.32 • Phelps-Drake Co. • 4,561.80 • • On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids were referred to the Village• Engineer and Water Department Committee Chair- man for checking and recommendation, by unanimous vote of Council Members- present. embers•present. • Bids - Grading • Bids were received from the following- bidder, for grading and graveling of streets and alleys at 23 locations in the Village, as advertised in the St. Louis Park Dispatch: (Improvements N-1 - N-28) • Terry Brothers Excavating Co. $16,692.50 • • On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bid was referred to the Village Engineer and Street Department Committee Chair- man for checking and recommendation, by unanimous vote of Council Members present. _ Objections to Grading Mr. Reed and Mr. Epstein appeared and objected to the grading of alley in Block 21, Park Manor Addition. They were informed that a hearing was_ set for June 21, 1948. _ -Bids - Equipment Rental Bids were received and read from the following bidder, for equipment rental on an hourly basis - equipment to consist of crawler tractor, 55 H. P. or over and scraper of 8 cubic yard capacity or over, as advertised in the• St. Louis Park Dispatch: Terry Brothers Excavating Co. 621 H. P. Ceterpillar tractor $11.50 per hour 106 H. P. Insect Eradication, Etc. Monroe Severson and John Shank appeared, requesting improvement of pond in Browndale Park and insisted upon insect eradication. They also mentioned the street light at skating rink. The street light was ordered discontinued. Petition for Rezoning and Hearing Date Set The planning Commission's report on the petition of C. K. Bros for the rezoning of Block 36, Rearrangement of St. Louis Park and certain lots in Blocks 195 and 196, Rearrangement of -St. Louis Park was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, July 12, 1948 was set as a date for hearing on above mentioned petition of C. K. Bros for rezoning, by unanimous vote of Council Members present. June 7, 1948 259 Petition for Rezoning and Hearing Date Set The Planning Commission' s report on the petition of Vincent Johnson for the rezoning of Lots 2 and 3, Minikanda Vista Second Addition was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, July 12, 1948 was set as date for hearing on the above mentioned petition of Vincent Johnson, by un- animous vote of Council Members present. On motion of Trustee Perkins, seconded by Trustee Bolm- gren, the Building Inspector was authorized to issue a building permit to Burger Decorating Company for above building, by unanimous vote of Councilmen - present. Petition far Double Bungalow - Hearing Date Set ° The Planning Commission's report on the application for a special permit to erect a double bungalow on Lot 19, Block 3,'Brookview Park, made by A. W. Lampe, was read; and July 12, 1?48 was,set as date for hearing on same. -a Building Permit Approved_ ° The Planning Commission' s report on the application of Dr. B. J. Building Permit Approved ' The Planning Commission' s report on the application of Alden-Syverson fora building permit for the construction of a commercial building on Lots 28 and 29, Block 34, Rearrangement of St. Louis Park, was read: On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building Inspector was authorized to issue a building permit to Alden Syverson for the construction of the above mentioned building, by unanimous vote of Council Members present. Petition- for Vacation of Street The Planning Commission's report on the petition signed by L. V. Feldman, 4201 Cedar Lake Road, and others, dated May 12, 1948 for the vacation of portion of Street abutting-Lot 1, Block 3; Lot 4, Block 4; and Lot 5, Block 4, Forest Tract, Lake Forest .Addition, was read as follows: "The Planning Commission recommends that no action,be taken on the above matter until similar petitions are .obtained from the owners of Lots 6, 7, 8, and 10, Block 4, Forest Tract, III Lake Forest Addition as well as those already obtained." J. Donnelly Construction Company covering the construction 8 of Sanitary Sewer No. 2-D, in the amount of $12,256.00; and bond covering the construction of Sanitary Sewer No. 2-C, in the amount of 540,055.00, was approved by unanimous vote of Council Members present.
