Utton, Village Engineer Gas Main Extension - #4368 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Minne- apolis Gas Light Company was granted permission to install a 3 inch gas main in 41st Street from feet East of East line of Quentin Avenue to connect with #4712 - Lot 34, Auditors Subdivision No. 308, by unanimous vote of Councilmen present. Petition for Grading - P-202 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition of Better Housing Corporation, 602 Pence Building, Minneapolis, Minnesota was read and referred to the Village Engineer and Chairman of the Street Depart- ment Committee for checking and recommendation, by unanimous vote of Council Members present. GRADING OREGON AVE. FROM MTKA. BLVD. TO WEST 32ND STREET. Petition for Grading - P-203 ' On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition - of Better Housing Corporation, 602 Pence Building, Minneapolis, Minnesota for, the grading of NEVARD AVENUE FROM 31ST STREET TO 32ND STREET, was read and referred to the Village Engineer and Chairman of the Street Department Committee for' checking and recommendation, by unanimous vote of Council Members present. Perthission to Place Pole ' On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern States Power Company was granted permission to place one (1) pole on Hunting- ton'Avenue between 25th and 26th Streets (Estimate #62-6725), by unanimous vote of Council Members present. Bohds Approved ' ' • On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following bohds were approved by unanimous vote of Council Members present: • -June 14,-.1948 � i 265 Bonds, Continued HEATING LICENSE BONDS, with John 0. Jensen, DBA Noble-Jensen, Incorporated as principal, and The Aetna Casualty and Surety Company as surety, dated April 28, 1948, in the amount of $1,000.00. HEATING LICENSE BOND, with Francis J. Fox, Minneapolis, Minnesota as principal, and United States Fidelity and Guaranty Company, Baltimore, Maryland as surety, dated April 6, 1948, in the amount of $1,000.00. CONTRACTORS BOND, with Phelps-Drake Company, Incorporated of Minneapolis as principal, and United States Guarantee Company, New York, New York, as surety, dated June 1, 1948, in the amount of $4,010.50, covering Storm Sewer Construction in District 17-3 - In Georgia Avenue from Minnetonka Boulevard to West 31st Street. Bids - Sewer'Construction Bids were received and read from the following bidders for the cons- truction of sanitary lateral sewer for Sanitary Sewer District No. 2-E in the South Service Drive of State Highway No. 7, East from Wooddale Avenue, a distance of 180 feet: 1. Phelps-Drake Company, Inc. $1,418.50 2. Orfei and Mariani 1,549.00 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids were referred to the Village Engineer and Chairman of the Sewer Depart- ment Committee, for checking and recommendation, by unanimous vote of Council Members present. Hearings Re: Street Improvements Separate hearings were had on Street Improvements N-79 through N-113, as advertised in the St. Louis Park Dispatch; each location being separately read. W. H. Griffith, 3986 Dakota Avenue who was interested in Improvement N-104 asked when the sewer would be constructed and questioned the advis- ability of a tar mat at this time. Mr. C. T. Helming, 4616 West 39th Street who was interested in Improvement N-97 asked about the extension of sewer in this street, and suggested the improvement of other streets in the vicinity. \The hearings were adjourned until June 21, 1948. Bid Awarded - Grading On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Bid of Terry Excavating Company was determined to be the lowest bid of a responsible bidder received June 7, 1948 for grading and graveling of streets and alleys at 23 locations in the Village (Improvements N-1 to N-28) - Amount $16,692.50, and the President and Clerk were directed to enter into a written contract on behalf of the Village, with Terry Excavating Company. Motion was passed by un- animous vote of Council Members present. Plat Approved - Gerard' s Meadowbrook Addition On motion of Trustee Perkins, seconded by Trustee Bolmgren, the proposed plat'of Gerard' s Meadowbrook Addition was approved by unanimous vote of Council Members present. Advertise for Bids - Chlorinating Equipment On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was authorized to advertise for bids for chlorinating equipment based on specifica- tions prepared by the Village Engineer, which are hereby approved --- bids to be opened July 12, 1948. Motion was passed by unanimous vote of Council Members pre sent. Bid Awarded - Water Main Construction The Village Engineer' s report and tabulation of bids received June 7, 1948 for the construction of water main extensions in Louisiana Avenue from 31st Street to 32nd Street was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of Phelps-Drake Company, Incorporated of $4,561.80 was determined to be the lowest bid of a responsible bidder, and the President and Clerk were directed to enter into a written contract on behalf of the Village 266 June 14, 1948 Cr 0.3 Bid Awarded - Water Main Construction, Cont'd. with Phelps-Drake Company for the construction of above water main extensions, on forms approved by the Village Attorney. Motion was passed by unanimous vote of Councilmen present. Bid Awarded - Water Main Construction - N-46 The Village Engineer's report and tabulation of bids received June 7, 1948 for the construction of water main extensions for Job N-46, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of Phelps- ' Drake Company, Incorporated of $43,722.55 was determined to be the lowest bill of a responsible bidder, and the President and Clerk were directed to enter into, a written contract on behalf of the Village with Phelps-Drake Company, Incor- porated for the construction of above water main extensions (N-46), on forms approved by the Village Attorney. Motion was passed by unanimous vote of111 Council Members present. Dangerous Intersection Mr. Fifield appeared --- called the Council's attention to the dangerous intersection of Quebec Avenue and State Highway #7. He described a near fatal recent accident to a child, and requested some protection to pedestrians at this crossing. President Erickson explained the long struggle of the Council with the State Highway Department to secure slower speed and protection at this intersection. The citizens present with Mr. Fifield were informed that a written petition would be referred to the Commissioner of Highways. Building Permits Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application of G. S. Holt for building permits for a commercial building to be constructed on Lot 15, Block 2, Minikanda Vista.Second Addition; and for a commercial build- ing to be constructed on Lots 34 to 37 inclusive, Block 177, Rearrangement of St. Louis Park, was approved by unanimous vote of Council Members present. Oppose Sidewalk Mr. Griffith called the Council's attention to the petition signed by himself and others, opposing construction of sidewalk on the West side of Dakota Avenue from the South line of Lot 4 to 10 feet North of the North line of Lot 15. Plans for Commercial Building E. Anderson presented plans for a commercial building and requested in= formation. He was referred to R. B. Connery. Letter Re Condition of West 40th Street A letter from Carlton Helming and others calling the Council's attention to the condition of West 40th Street was read. • "No Parking" Signs Fred Zabel, 4020 Xenwood Avenue requested that "No Parking" signs be placed on Xenwood Avenue, South of the Legion Hall. The matter_was referred _ to the Police Department for checking. Double Bungalow - A. W. Lampe . A. W. Lampe appeared and asked what had been done about his petition for a special permit to construct a double bungalow on Lot 19, Block 3, Brookview Park. He was told that July 12, 1948 was set as date of hearing on his petition. Meeting Adjourned On motion of Trustee Perkins, seconded by Trustee Bolmgren, the meeting was adjourned at 10:05 P.
