Building Permit Approved - Two-family Dwelling
A hearing was had on the application of Mrs. Harry Semingsen, 3048 Maryland
Avenue for a special permit to convert her one-family dwelling to provide tem-
porary accomodations for two families. No one appeared.
On motion of Trustee Perkins, seconded by Clerk Justad, the Building Ins-
pector was authorized to issue a building permit to Mrs. Harry Semingson, 3048
Maryland Avenue to convert her home at same address to accomodate two families
for a period of two years, by unanimous vote of Council Members present.
Building Permit Approved - Two-family Dwelling
A hearing was had on the application of• Sigurd A. Johnson for a special
permit to erect a two-family dwelling on Lot 12, Block 1, Minikanda Vista 2nd
Addition. No one appeared.

" On motion of Trustee Perkins, seconded by Clerk Justad, the Building Ins-

pector was authorized to issue a building permit to Sigurd A. Johnson for the
construction of a two-family dwelling on Lot 12, Block 1, Minikanda Vista 2nd
Addition, by unanimous vote of Council Members present.
Hearing Date Set - Two-family Dwelling
On motion of Clerk Justad, seconded by Trustee Perkins, June 21, 1948 was
set as date of hearing on the application of Ray Sill to erect a two-family
dwelling on Lot E, Jewells Brookside Addition; by unanimous vote of Councilmen
present. _ _

The Fire Department' s report for May, 1948 was read and ordered filed.

Building Permit - Cold Storage Warehouse •
On motion of Trustee Perkins, seconded by Clerk Justad, the application
of Clement T. Burger, DBA Burger Decorating Company for a building permit•to
construct a cold storage warehouse on Lots 22, 23, 24, 25, Block 196, Rearrange-
ment of St. Louis Park was referred to the Planning Commission, by unanimous
vote of Council Members present.

Request to Reestablish Grade.
On motion of Clerk Justad, seconded by Trustee Perkins, the request of
Mary Lou Ferm, 2514 Girard Avenue South, Minneapolis and others to reestablish
the grade of 27th Street between Raleigh Avenue and Salem Avenue was referredIII
to the Street Department Chairman, by unanimous vote of Council Members present.
Street Patrol Operator •
On the request of Kenneth Johnson, Street Commissioner, it was moved by
Trustee Perkins, seconded by Clerk Justad, that Harvey Nelson be employed as
street patrol operator at a salary of $250.00 per month, effective as of May
1; 1948, subject to rules and regulations set -up in Ordinance No. 219 --- An
Ordinance Establishing Conditions of Employment for Non-elected Officers and Em-
ployees of the Village. Motion was passed by unanimous vote of Councilmen
present.

ORDINANCE NO. 304
AN ORDINANCE CREATING STORM SEWER DISTRICT NO. 18
The Village Council of the Village of St. Louis Park do ordain as
follows: -
Section 1. There is hereby created and established a storm sewer
district of the Village of St. Louis Park to be known and designated as Storm
Sewer District No. 18, the area of which shall comprise Lots 18-35 inclusive,
Block 1 and Lots 16-26 inclusive, Block 2, Brooklawns.
Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the following -
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR STORM SEWER CONSTRUCTION
WHEREAS, it appears necessary and in the public-interest'that storm sewer
be constructed for Storm Sewer District No. 18 across Lots 21 and 22, Block 1,
Brooklawns to serve catch basins to be installed at the intersection of Dakota
Avenue and 392 Street; therefore,
BE IT RESOLVED that storm sewer be constructed at said location, said
sewer to be constructed in accordance with plans and specifications which have
been prepared by the Village Engineer and which are hereby approved; the Village
Clerk is hereby authorized and directed to advertise for bids for construction
of said sewer to be opened by the Village Council July 6, 1948.
Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the following
resolution was adopted by unanimous vote of Council Members present:
REGULATING USE OF VILLAGE WATER RESOLUTION '
WHEREAS there is an apparent shortage of water due to dryness of the season
and lawn sprinkling, therefore,
BE IT RESOLVED that lawn sprinkling be restricted as follows: All property
owners on the even side of the street be permitted to sprinkle on even days ex-
cept between the hours of 4 and 8 P. M.; and all property owners on the odd side
of the street be permitted to sprinkle on odd days except between the hours of 4
and 8 P. M'., and the Water Department Committee is authorized to determine the
date restriction is to be put in force.
License Approved - Electrical
On motion of Trustee Perkins, seconded by Clerk Justad, the application
of L. R. Drinkhall, DBA American 'Electric Company, 5415 Nicollet Avenue, Mpls.
for a license to do electrical work was approved subject to approval of the
Building Inspector, and the President and Clerk were authorized to issue license
. to expire December 31, 1948, by unanimous vote of Council Members present.
Gas Main Extensions
On motion of Trustee Perkins, seconded by Clerk Justad, the following
gas main extensions were approved, by unanimous vote of Council Members present:
#4351 - In Rhode Island Avenue from Division
Street to State Highway #7 - 3 inch main.
#4358 ,- In Brunswick Avenue from 362 feet North
of North line Brooklawns to #3917, Lot 14,
Block 2, Brookview Park Addition. - 3 inch main.
#4345 - In Salem Avenue from 141 feet North of
North line West-27th Street to #2622, Lots 3 and
4, Block 2, Oak Lawn Addition. - 3 inch main.
#4346 - In Zarthan Avenue from Hamilton Street

On motion of Trustee Perkins, seconded by Clerk Justad, the following

Bids for Playground Equipment Rejected
On motion of Trustee Perkins, seconded by Clerk Justad'all bids received
May 17, 1948 for playground equipment were rejected, because of high prices
and late delivery dates; and the Clerk was instructed to return all bid checks,
by unanimous vote of Council Members present.
Petition for Grading P-199
On motion of Clerk Justad, seconded by Trustee Perkins, the petition of
Fred F. Lange, 809 Pence Building, Minneapolis, and others for grading Princeton
Avenue from Wooddale to Leary Avenues was read and referred to the Village
Engineer and Street Department Committee Chairman, by unanimous vote of Council
Members present.
Petition for Sanitary Sewer P-194-
On motion of Trustee Perkins, seconded by Clerk Justad, the petition
signed by Theodore S. Solle, 3046 Dakota Avenue, and others for construction of
sanitary sewer in DAKOTA AVENUE FROM MINNETONKA BOULEVARD TO WEST 31ST STREET,
was read and referred to the Village Engineer and Sewer Department Committee
Chairman for checking and recommendation, by unanimous vote of Council Members
present.
Advertise for Street Sweeper
On the recommendation of Kenneth Johnson, Street Commissioner, it was
moved by Trustee Perkins, seconded by Clerk Justad, the the Clerk advertise for
bids for one (1) power street sweeper; bids to be opened July 19, 1948. Motion
was passed by unanimous vote of Council Members present.
Advertise for Tar Distributor
On the recommendation of Kenneth Johnson, Street Commissioner, it was
moved by Trustee Perkins, seconded by Clerk Justad, that the Clerk be instructed
to advertise for bids on one (1) tar distributor; bids to be opened July 19,
1948. Motion was passed by unanimous vote of Council Members present.
Street Signs Ordered
On motion of Trustee Perkins, seconded by Clerk Justad, the Street Depart-
ment was ordered to place street signs on Dakota Avenue at the junction of
Colorado Avenue and Dakota Avenue; On Colorado Avenue at the junction of 39th
Street and Colorado Avenue; on Minnetonka Boulevard and Colorado Avenue. Motion
was passed by unanimous vote of Councilmen present.
Good Roads Conference
On motion of Trustee Perkins, seconded by Clerk Justad, Street Commissioner
Kenneth Johnson and Trustee Perkins were authorized to attend the Good Roads
Conference July 16th thru July 26th, 1948, with necessary expenses paid, by un-
animous vote of Council Members present. Conference to be held in Chicago, Ill.
Bond Approved
On motion of Trustee Perkins, seconded by Clerk Justad, the following
bond was approved by unanimous vote of Council Members present:
HEATING LICENSE BOND, with Gage-Reeves
Company of Minneapolis, Minnesota as
principal, and National Surety Corpora-
tion of New York as surety, dated May
26, 1948, in the amount $1,000.00.
Patrolman Appointed
On motion of Trustee Perkins, seconded by Clerk Justad, and additional
position of patrolman in the Police Department was created; and Herbert J. Bjork
) was appointed to"fill the position at previously specified salary of $198.00

approved as read.

Advertise for Bids - Chlorinator Equipment
On motion of Trustee Perkins, seconded by Clerk Justad, the Clerk was
instructed to advertise for bid for the furnishing and installing of chlorinator
equipment for Wells #5 and #6, as per cpecifications on file with Village Clerk;
bids to be opened June 28, 1948. Motion was passed by unanimous vote of Council
Members present.
Report - Garbage Contract
Heretofore the method of arriving at the amount to be paid to the Contractor
for the collection of garbage and rubbish has been determined by the number of
building permits issued. During the past few months, the homes have not been com-
pleted in as short a time as previously; consequently many homes have been assess-
"' ed which have stood unfinished and unoccupied many months after the permits were
issued.
A recent survey brought out the fact that as of May 15, 1948, there had
been an overpayment to the Contractor in the amount of $2,301.42. To arrive at
this figure, a card has been made for each address and this file of cards will
be used as a basis of future payments; also as each home building permit is issued,
a card will be made and given to the Contractor who will keep same until the call
for service has been received --- at which time he will turn the card over to
the Assessment Clerk to be added to the permanent file. The Contractor will add
the number of new stops to his next monthly claim, entering thereon the new
addresses added during the previous 30 days. With this method of operation, it
does not appear that the 5% clause in Section 2 of the contract should be in
operation, but it is recommended that the full amount be set up, and then deduct
5% to apply against the overpayment until such a time as this amount has been
paid.
The above method meets with the approval of the Contractor and is the
recommendation of your Assessment Clerk.
Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the above report
of the Assessment Clerk was accepted, and the following resolution was adopted
by unanimous vote of Council Members present:
RESOLUTION ADJUSTING GARBAGE COLLECTION
PAYMENTS
WHEREAS, due to the unusual delay in completion of residences after the
issuance of building permits since the Aar, the usual method followed in arriving
at the number of homes serviced for garbage collection and disposal has proved
to be inaccurate during the past three years, And there has accumulated an over-
payment to the Contractor now determined to be $2,301.42 as of May 15, 1948,
and
WHEREAS, the method for arriving at the number of homes serviced for the
collection and disposal of garbage and refuse will be changed so that no addition
to the number to be paid for will be added until the Contractor files the address
of the new pickup with the Village Clerk, now therefore,
BE IT RESOLVED that the said overpayment be adjusted with the Contractor
by withholding the sum payable to the Contractor under the 5% clause of the
Garbage Collection Contract, and applying the same on said overpayment until re-
paid in full.
Application for Building Permit - Two-family Dwelling
On motion of Trustee Perkins, seconded by Clerk Justad, the application of
A. W. Lampe for a building permit for the construction of a two-family dwelling
on Lot 19, Block 3, Brookview Park, was referred to the Planning Commission by
unanimous vote of Council Members present.

Ordinance was adopted by unanimous vote of Council Members present:

The Village Council of the Village of St. Louis Park do ordain as follows:

Sewer District No. 2-F, the boundaries of which shall be as follows:

15th Street from Wooddale Avenue to Zarthan Avenue; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that sanitary district sewer be constructed in said location in accordance with
plans and specifications which have been prepared by the Village Engineer and
which are hereby approved and the Village Clerk is hereby authorized and directed
to advertise for bids for construction of said sewer to be_ opened July 6, 1948.
