Ordinance On motion of Trustee Perkins, seconded by Trustee Jorvig, the following ordinance was adopted by unanimous vote of Council Members present: ORDINANCE NO. 300 AN ORDINANCE AMENDING ORDINANCE NO. 299, REGULATING PARKING OF VEHICLES The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Ordinance No. 299 of the Village of St. Louis Park entitled "An Ordinance Regulating Parking of Vehicles on the Public Streets and Places of the Village of St. Louis Park" adopted by the Village Council May 3, 1948 is hereby amended by adding thereto,the following section: "Section 16. Any person who shall violate any provision of this ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not more than $100 or by imprisonment not to exceed 90 days. Hay Taxicab Driver License Bonds and Others On motion of Trustee Jorvig, seconded by Trustee Perkins, the following bonds were approved by unanimous vote of Councilmen present: HEATING LICENSE BOND with E. C. Graham, DBA Conditioned Air Equipment Company of Minneapolis as principal, and St. Paul-Mercury Indemnity Company of St. Paul as surety, dated May 7th, 1948, in the amount of $1,000.00 HEATING LICENSE BOND with Ernest A. Johns and Robert H. Odell, DBA Northwest Sheet Metal and Air Conditioning Company as principal, and Columbia, Casualty Company as surety, dated May 17, 1948, in the amount of $1,000.00. PLUMBING LICENSE BOND with Alvin J. Deters, BBA Deters Plumbing and Heating Company of St. Louis Park as principal, and American Surety Company of New York, New York City, N. Y. as surety, dated May 10, 1948, in the amount of $4,000.00. SIDEWALK, CURB & GUTTER CONSTRUCTION BOND of Axel H. Ohman and Chester E. Thompson, dated May 24, 1948, in the amount of 3500.00. Ordinance No. 303 On motion of Trustee Jorvig, seconded by Clerk Justad, the following ordinance was adopted by the Village Council Members present: 5-24-48 249 Bid Awarded - Dump Truck, Cont'd. as per specifications from Boyer and Gilfillan at price bid of $2,384.53, by unanimous vote of Council Members present. Temporary Fireman On motion of Trustee Jorvig, seconded by Trustee Perkins, the Fire Depart- ment was authorized to hire a temporary firemanCat once for a 90 day period at $238.00 per month; selecting such' man first from the eligibles on the Civil Service list, if any are available, otherwise from the Volunteer Fire Department roll, for the purpose of taking up the slack during Firemen' s vacations. Motion was passed by unanimous vote of Council Members present. - - Permission to Place Pole On motion of Trustee Perkin's, seconded by Trustee Jorvig, the Northwest- ern Bell Telephone Company was granted permission to place one pole on the North Side of Franklin Avenue, between Hampshire and Idaho Avenues, by unanimous vote of Councilmen present. Permission to Construct Manhole and Duct Line On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern States Power Company was granted permission to construct a manhole and duct line at approximately Idaho Avenue and West Lake Street, by unanimous vote of Council Members present. Gas Main Extension On motion of Trustee Perkins, seconded by Trustee Jorvig, the Minneapolis Gas Light Company was granted permission to extend gas main (#4333) in Excelsior Boulevard, on South Side from 265 feet of the East line of Princeton Avenue to 4725=Excelsior Boulevard. Motion was passed by unanimous vote of Council Members present. Request for Grade Change On motion of Trustee Perkins, seconded by Clerk Justad, the request of F. B. Finnegan, 4708 West 43rd Street for a probable grade change on said Street was referred to the Village Engineer for checking and recommendation, by unani- mous vote of Councilmen present. Refund Fee - Street Vacation On motion of Trustee Jorvig, seconded by Trustee Perkins, the Clerk was 'instructed to refund the fee of $25.00, which was paid April 3, 1946, by John Peek, 3273 Webster Avenue (Receipt #5983) for the vacation of a portion of 33rd Street, as rio action was taken. Motion was passed by unanimous vote of Council Members present. Building Permit Cancelled, Fee Refunded On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of Eduard C. Petry for the cancellation of Building Permit #5471, dated March 25, 1948 which he had been unable to use was approved, and the fee of $13.00 paid therefor refunded, by unanimous vote of Council Members present. Justice of Peace Report of Fines Justice of Peace, N. W. Joubert's report of fines covering Cases 282 thru #314, were read and ordered filed. Resolution On motion of Trustee Perkins, seconded by Clerk Justad, the following reso- lution was addopted by unanimous vote of Council Members present: RESOLUTION CANCELING CERTAIN SANITARY SEWER ASSESSMENTS BE IT RESOLVED that the assessments levied by Resolution dated October 20, 1941, for Lake Street Joint District Sewer against the following lots be can- celled for,the reason that it now appears that said lots are lower than the grade of the sewer, thereby making it impossible to take advantage of sanitary sewer service, and the Treasurer and Auditor of Hennepin County are hereby requested to cancel assessments on their respective records: Lot 1, Block 8, Blakeman' s Third Addition Joint District Sewer 1-E 1948 $5.60 1949 5.45 1950 5.30 1951 5.15 2150 OC1 May 24, 1948 Resolution Canceling Sewer Assessments, Cont'd V Lateral Sewer District 1-E 1948 17.47 1949 17.00 1950 16.53 1951 16.07 Lot 3, Block 2, Blakeman!s Third Addition Joint District Sewer 1-E 1948 5.60 1949 5.45 1950 5.30 1951 _ 5.15 Bids for Painting Water Tank Rejected A tabulation of bids for painting water tank #2, received May 17, 1948 was read as follows: 1. Robinette Brothers of Minn. 32,700.00 2. Midway Water Proofing Co. 3,815.00 3. Midwest Tank & Painting Co. 3,885.00 4. National Tank Maintenance Co. 6,250.00 5. Steel Maintenance Engineers, Inc. 9,857.00 After some discussion, it was suggested that due to the early dryness of the season, it would be better to do this painting next fall. On motion of Trustee Perkins, seconded by Trustee Jorvig, all the above bids received May 17, 1948 for painting of water tank #2 were rejected and the Clerk was authorized to return bid deposits, by unanimous vote of Council Members present. Building Permit - Light Industrial Upon the recommendation of the Planning Commission, and after the checking of the business as to class by the Building Inspector, it was moved by Trustee Perkins, seconded b y Trustee Jorvig that the Building Inspector be instructed to issue a building permit to the Super Radiator Corporation, 652 Stinson Blvd. Minneapolis for the construction of a Light Industrial building on Lots 26, 27, 28, 32, 33, 34, 35, 36, 37, 38, 39, Block 174, Rearrangement of St. Louis Park, by unanimous vote of Councilmen present. Petition - Vacation Alley On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition of Independent School District of St. Louis Park, signed by Charles D. Sparkes, its President, for the vacation of the following described street or alley near the Eliot School: • All of that certain street or alley being sixty (60) feet in width and lying immediately adjacent to and South of Lots Eleven (11) and Twenty (20), Richmond 3rd Addition, according ' to the map or plat thereof on file and of record in the office of the Register of Deeds in and for said County and State was referred to the Planning Commission for checking and recommendation, by unanimous vote of Council Members present. Street Damage On motion of Trustee Jorvig, seconded by Trustee Perkins, the Clerk was instructed to write to Bonander and Company to take care of the damages done by them during the construction of sanitary sewer in Alabama Avenue from Mtka. . Boulevard South to a point approximately 490 feet within 15 days, otherwise the Village will proceed to take care of same and bill the cost to Bonander and Company. Motion was passed by unanimous vote of Council Members present.
