Bid Awarded - 1947 Financial Report -
Clerk Justad reported on bids received March 15, 1948, for printing of
1947 Financial Report, and recommended that- the offer of Gile Letter Service be
accepted. •
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to issue an order to the Gile Letter Service for the printing of
5,000 booklets of 1947 Financial Report at the price bid of $350.00, by unani-
mous vote of Council Members present.
Construct Steps - 5920 Oxford Street •
On motion of Trustee Jorvig, seconded• by Trustee Bolmgren, the Village
Engineer was instructed to construct steps up to sidewalk from street in front
of 5920 Oxford Street, because of deep cut left when street was graded. Motion
was passed by unanimous vote of Council Members present.

The minutes of meetings held March 8,• 15, and 17, 1948, were read and
approved as read.

Dog Catcher Appointed
• On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Alfred Hay
was appointed Dog Catcher on a part time basis, at $2.50 per hour, to cover both
salary and rental of his truck. Motion was passed by unanimous vote of Council
Members present.

Separate hearings were had upon each of the proposed improvements numbered
N-1 to N-45 inclusive as listed in resolution setting hearings for street im-
provements adopted by the Village Council March 8, 1948. No persons appeared in
_ opposition.

On motion of Trustee Bolmgren, seconded•by Trustee Perkins, the following
resolution was adopted by unanimous roll call vote of all members of the Council

RESOLUTION FOR IMPROVEMENT OF STREETS AND ALLEYS
WHEREAS, pursuant to resolution setting hearings for street improvements
adopted by the Village Council March 8, 1948-and published in the St. Louis Park
Dispatch March 19, 1948, the Village Council has met at the time and place
specified therein and has heard all persons interested with reference to said
proposed improvements; therefore,

BE IT FURTHER RESOLVED that said improvements and each of them shall be
done by contract after publication of advertisement for bids upon specifications
to be prepared by the Village Engineer.
BE IT FURTHER RESOLVED that the entire expense of each of said improvements
shall be separately determined and reported to the Council by the Engineer for
assessment against the benefited property as authorized by Chapter 382, Laws of
Minnesota 1903.
Baseball Park - Minikanda Vista
Mr. F. D. Weld, 3720 Glenhurst Avenue spoke about baseball playing by
youngsters .in St. Louis Park. He suggested that we have a ball park in the
Minikanda Vista area.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the matter of
a baseball diamond in the Minikanda Vista area was referred to the Park Board
and Council Park Committee Chairman for checking and recommendation, by unanimous
vote of the Council.
Petition - Alley Vacation
A petition signed by H. V. Kindseth, 604 South Fourth Street, Minneapolis
and others, dated April 5, 1948, for the vacation of alley in Block 174,Rearrange- •
ment of St. Louis Park adjacent to Lots 26 to 28 inclusive and Lots 32 to 39,
inclusive was presented to the Council.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, April 26th,
1948 was set as date of hearing for vacation of alley in Block 174, Rearrange-
ment of St. Louis Park, adjacent to Lots 264to 28 inclusive and Lots 32 to 39
inclusive. _Motion was passed by unanimous vote of Councilmen present.
(Note) It was suggested by H. V. Kindseth that the West 15 feet of Lot
26 could be deeded to the Village for an outlet to the alley if the above
portion is closed.
Deed - Property for Street III
A deed was presented by Melvin P. Johnson and Barbara Lee Johnson for
"the East Thirty (30) feet of the South Half (Si) of the East Half (E2) of the
West Half (W2) of the West Half (W2) of the NE Quarter (NE4) of the Southwest
Quarter (SW4) of Section Thirty-one (31), Township Twenty-nine (29), Range
Twenty-four- (24), according to the U. S. Government Survey thereof, for Street
purposes.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above deed
was referred to the Village Engineer and Street Department Committee Chairman
for checking and recommendation, by unanimous vote of the Council.
Rusty Water (Complaint)
Mr. Elliott Ehlen, 3413 Brunswick Avenue brought in a sample of the rusty

water he has been getting the last two days. He said one of his neighbors
called up the Village Hall and someone in the water department told him he had
better get used to it as there would be lots of it this summer. Trustee Bolm-
gren explained what caused the rusty water.. . Mr. Ehlen suggested that main
connections be made at night to prevent this condition. Trustee Bolmgren said
that that was a good suggestion.
Speed Limit
E. E. Canfield, 3340 France Avenue and R. H. Barnum, 3344 France Avenue of
the Minikanda Oaks group asked about setting speed limit on France Avenue North
of Excelsior Boulevard to 75 miles andhaur. On motion of Trustee Jorvig, seconded
by Trustee Perkins, the above matter was referred to the Police Committee for
checking and recommendation, by unanimous vote of Council Members present.
Parking Space Off Street
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
instructed to write Adolph Fine to provide parking space off the street for the
occupants of apartments on 34th Street between Brunswick Avenue and West Lake
Street. Motion was passed by unanimous vote of the Council.
Building Permit - Commercial
On motion of Trustee Holmgren, seconded by Trustee Jorvig, the Building
Inspector was instructed to issue a building permit to Howard Behning, for a
commercial building to be constructed on the West 30 feet of Lots 1 and 2,
Block 1, Calhoun Addition. Motion was passed by unanimous vote of the Council.
1948 Licenses Approved
_On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1948 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1948, by unanimous vote of
the Council:

Report• of Fires - March, 1948
Trustee Jorvig read the Fire Department's Report of Fires for March, 1948,
which was accepted and ordered_filed.
Excavate for Underground Conduit Repairs
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northwestern
Bell Telephone Company was granted permission to excavate for underground conduit
repairs in Wooddale Avenue, North of Morningside Road, as shown on Estimate No.
9431. Motion was passed by unanimous vote of the Council.
Deputy Assessor Appointed
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Donald F.
Murphy_was appointed as deputy assessor for 1948 assessing period at a wage rate
of $7.50 per day, by unanimous vote of Council Members present.
Permit to Inhabit Trailer
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Edwin Schumacher
was granted a permit to inhabit a trailer on Lots 26 and 27, Block 307, Re-
arrangement of St. Louis Park (35th Street & Pennsylvania Avenue), for a period
of six months, with_the understanding that he will commence building a home at
once. Motion was passed by unanimous vote of the Council.
Gas Main Extension
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Minneapolis
Gas Light Company was granted permission to extend the 4 inch gas main in Ex-
celsior Boulevard to serve 4419 Excelsior Boulevard. Motion was passed by un-
animous vote of the Council.

Petitions - Sewer and Water
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petitions
signed by M. P. Johnson for water main extension was referred to the Village
Engineer and Water Committee Chairman; and for sanitary sewer construction was
referred to the'Village Engineer and Sewer Committee Chairman --- both petitions
for the following location; 'QUENTIN AVENUE FROM 27TH STREET TO 28TH STREET.'
Motion was passed by unanimous vote of the Council.
Petition for Grading and Graveling
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
signed by Harry 0. Proctor, 4822 Littel Street, dated April 5, 1948, for grad-
ing and graveling of Littel Street between Wooddale Avenue and Ottawa Avenue,
was referred to the Village Engineer and Street Department Chairman, by unanimous
vote of the Council.

Application - Building Permit for Drive-In
B. J. Kenneally asked regarding his application for a permit to erect
a 'Drive-In' on Lots 19 and 20, Block 315, Rearrangement of St. Louis Park ---
on the NW corner of Pennsylvania Avenue and Highway #7. The Clerk read the
report of the Planning Commission, dated April 5, 1948, in which they suggest
that a petition from the owner of the property be filed with the Village before
action is taken, as B. J. Kenneally does not own the property.
A discussion was had regarding the project, and Mr. Fifield, 36th and
Quebec Avenue who was in the Council Chambers with one other neighbor, took Mr.
Kenneally out into the hall and asked a few questions, following which they
asked the Village Council to notify them before, action is taken on the request
for the Drive-In, as they have a definite objection to same. No action taken
at this time.
Bingo - Our Lady of Grace Church, Edina
A letter dated March 24, 1948 from Mrs. R. J. Roth, representing Our
Lady of Grace Church, Edina, was read, stating that they would like to have per-
mission to play Bingo on April 25, 1948, in the American Legion Hall, Excelsior
Boulevard and Xenwood Avenue. No action taken.
Bingo - Edina American Legion
A letter was read from Mrs. F. W. George, Chairman of the Edina American
Legion Auxilary, stating they were holding a dance on April 9, 1948, at the
American Legion Hall, Excelsior Boulevard and Xenwood Avenue, and planned to
play Bingo. No action taken.
Petition for Tar Mat - P-143 _
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
signed by Mrs. M. J. Livingston, 3020 Jersey Avenue and others, dated March 22,
1948, for the laying of tar mat on Jersey Avenue between Minnetonka Boulevard and
32nd Street, was read and referred to the Village Engineer and Chairman of the
Street Department Committee, by unanimous vote of Council Members present.
Petition,for Sidewalk - P-147
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
signed by Robert L. Dickson, 3330 Louisiana Avenue, dated March 26, 1948, for
the construction of sidewalk on the -West side of Louisiana Avenue from 2nd Street
NW to 1st Street NW, was read and referred to the Village Engineer and Chairman
of the Street Department Committee, by unanimous vote of the Council.
Petition - Sanitary Sewer - P-150
On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition of
Don C. Pickard, 4367 Coolidge Avenue, and others, dated March 22, 1948, for the
construction of sanitary sewer in Coolidge Avenue from.43rd Street to 44th Street,
was read and referred to the Village Engineer and Chairman of the Sewer Committee,
by unanimous vote of the Council.

Special Permit to Connect to Sewer
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a special ,
permit was granted to Earl C. Ware to connect the house at 3240 Dakota Avenue `�
to the sewer manhole at Dakota Avenue and West 33rd Street - connection shall be
made under the supervision of Village Engineer, J. C. Utton. It is understood
that Owner of property pay an assessment of $220.00, said payment to be credited
to any future assessment if and when lateral sewer is constructed past said
property.' Motion was- passed by unanimous vote of Council Members- present.
Salary Adjustment - Robert M. Sorensen & Dan Whalen
On motion of Trustee Perkins; seconded by Trustee Bolmgren, the salary
of Officer Robert M. Sorensen was set at $258.00 per month; and the salary of
Dan Whalen was set at $253.00 per month, effective March 31, 1948, to conform
with the automatic increases. Motion was passed by unanimous vote of Council
Members present.
Permit to• Use Firearms
On motion of Trustee Perkins, seconded by Trustee Bolmgren, S. R. Sinkey,
2909 Toledo Avenue, was granted- a permit to use firearms on his property to
shoot destructive animals as per Ordinance. Motion was passed by unanimous
vote of the Council. •

Building Permits - Double Bungalows
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a hearing was
set for May 3rd, , 1948 on the request of Merle 0. Anderson, dated April 2, 1948,
for permission to erect three double bungalows on Lots 30, 31, 32, Block 5,
Meadowbrook Addition. Motion was passed by unanimous vote of the Council.
Fire Insurance Policies Approved
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
fire insurance policies were approved and accepted, and the Clerk was authorized
to sign the 80%- co-insurance clause:

Bus Bench Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the applica-
tion of Cal A. Scholtz for permit to place bench at Bus Stop at the NW corner
of West Lake Street and Frances was approved by unanimous vote of the Council
Dog Care
On motion of Trustee Jorvig, seconded- by Trustee Bolmgren, the President
and Clerk were authorized to enter into an agreement in behalf of the Village,
with Dr. E. L. Fitch, Veterinarian, for dog care for the balance of 1948, on the
following basis:
$ .75 per day for stray dogs
1.25 per day for accident cases
1.00 per dog - to dispose of body of dog.
Building Permit - Two-family Dwelling
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a Building Permit to Nystrom Builders for a
two-family dwelling on Lots 29 and 30, Block 206, Rearrangement of St. Louis Park,
by unanimous vote of the Council. -
Building Permit - Commercial Building
On recommendation of the Planning Commission, it was moved by Trustee
Bolmgren, .seconded by Trustee Perkins, the Building Inspector was authorized to
issue a Building Permit to a Commercial Building to be constructed on Lot 21,
Norwaldo Addition, to Keller, Hunt and Keller, subject to setbacks as shown on
sketch presented - 20 feet on Lake Street and 30 feet on Webster. Motion was
passed by unanimous vote of the Council.

Letter RE: Telephone Service for North Side
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a copy of the
letter dated March 22, 1948, from the Northwestern Bell Telephone Company re-
garding telephone service for North Side was ordered mailed to the Railroad &
Warehouse Commission for comments. Motion was passed by unanimous vote of the
Council.
Rezoning Denied
The report of the Planning Commission dated April 3, 1948, recommending
that there be no change in zoning on Oregon Avenue and Minnetonka Boulevard was
read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the
application of George H. Brown for the rezoning of Lot 7, Block 3, Boulevard
Heights Addition to St. Louis Park, from Residential to Commercial was denied
by unanimous vote of the Council.
Building Permit - Commercial Building
On motion of Trustee Perkins, seconded by Trustee Jorvig, the recommenda-
tion of the Planning Commission, dated April 5, 1948, was accepted and the
Building Inspector was authorized to issue a Building Permit to Colonial Inn
to erect a commercial building on Lot 3, Bassfords Addition, with a 15 foot set-
back from the Joppa Avenue line, by unanimous vote of the Council.
Hearing Date Set - Rezoning
On motion of Trustee Perkins, seconded by Trustee Jorvig, May 3, 1948 was
set as the date for hearing on the rezoning to commercial of Lots 16 and 17,
Block 1; Lots 7, 8, 9, 18, 19, Block 2, John A. Johnsons Addition; and an area
in the unplatted property West of Dakota Avenue, bounded by the South line of
Lot 9, Block 2, John A. Johnsons Addition, extended Westward to a point/165 feet
West of the center line of Dakota Avenue; thence North to Wayzata Boulevard and
East to Dakota Avenue. Motion was passed by unanimous vote of the Council.
Petition - Sanitary Sewer P-153
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
dated April 5, 1948, signed by Carl 0. Linnee, 3236 Georgia Avenue and others
for the construction of lateral sewer in Georgia Avenue from 32nd Street to 33rd
Street was referred to the Village Engineer and Chairman of the Sewer Depart-
ment Committee for checking and recommendation, by unanimous vote of the Council.

unanimous vote of four Members of the Council voting --- Clerk Justad not voting.
