SPECIAL MEETING - APRIL 12, 1948

A meeting of the Village Council was called to order by President Erickson,
with the following Councilmen present at roll call: (8:25 P. M.)

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
verified claims were approved, and the President and Clerk were authorized to
issue warrants for same, by the following roll call vote: Trustee Bolmgren, Yea;

Bids - Sanitary Sewer
Pursuant to advertisement in St. Louis Park Dispatch, bids were received
and read for the construction of sanitary sewer in Excelsior Boulevard, between
Wooddale Avenue and Dakota Avenue, from the following ---
1. Orfei and Mariani $103,926.70
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
mentioned bid for sanitary sewer was referred to the Village Engineer and Sewer
Committee Chairman for tabulation and recommendation, by unanimous vote of the
Council.
Hearing Date - Water Main Extensions
On motion of Trustee Bolmgren, seconded by Trustee Perkins, May 3, 1948
was set as date for hearing on the following water main extensions :

Motion was passed by unanimous vote of the Council.
Ingersoll Heating Units
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the matter of
Robert Mc Neal installing Ingersoll Heating Units was referred to President
Erickson and Peter Stienstra, Building Inspector, by unanimous vote of the Council.
Special Permit to Connect to Water Main .
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to the owners of Lots 33, 34, 35, 36, Block 155, Rearrangement
of St. Louis Park (H. V. Martin, 2701 -Chicago Avenue, Minneapolis 7, Minnesota)
to run a water service line from Cambridge Street across Lots 13, 14, 15, 16,
Block 155, Rearrangement of St. Louis Park (which he also owns) to service home
he is building on Lots 33, 34, 35, 36, Block 155, Rearrangement of St. Louis Park,
with the understanding that if and when the water main is extended in West Lake
Street adjacent to said property, the special assessment will be paid. Motion
was passed by unanimous vote of the Council.

Permit to Inhabit Trailer
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Thomas J.
Cronin's application for permission to park and inhabit a trailer at 3200
Colorado Avenue was approved, and the President and Clerk were authorized to
issue permit to expire October 15, 1948, by unanimous vote of the Council.
Deed for "Meadows" Lake Forest
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
instructed to notify Douglas Rees that the Village Council is in favor of re-
ceiving deed for four so-called "Meadows" in the Lake Forest Addition, labeled
"B", "C", "M", and "N" on the Lake Forest Plat. Motion was passed by unanimous
vote of,the Council.
Advertise for Bids-Painting 500,000 Water Tank
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the plans and
specifications prepared by the Village Engineer, J. C. Utton, for the painting
of 500,000 gallon water tank were approved, and the Clerk was authorized to
advertise for bids to be opened May 10, 1948, by unanimous vote of the Council.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special
( permit was granted to Ecklund and Swedlund Company to run 2 inch copper tubing
from the corner of Texas Avenue and Division Street North on Texas Avenue 225
feet to supply water to five homes about to be built on adjacent property. ' It
is understood that the Owner of the property pay an assessment_ of $562.00, said ,
payment to be credited to any future assessment, if and when water main is
constructed past said property. Motion was passed by unanimous vote of the
Council.

Trustee Bolmgren left the meeting at this time - 9:30 P. M.
Bid Rejected - Sanitary Sewer
On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid received
earlier in the meeting ,from Orfei and Mariani, for the construction of sanitary
sewer in Excelsior Boulevard, between Wooddale Avenue and Dakota Avenue, was
rejected by unanimous vote of Council Members present.
Advertise for Bids - Sanitary Sewer District 2-C
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
instructed to advertise for bids for the construction of District Sewer for
Sanitary Sewer District 2-C, in Excelsior Boulevard from Wooddale Avenue to
Webster Avenue, in accordance with plans and specifications prepared by Village
Engineer, J. C. Utton --- bids to be opened May 10, 1948. Motion was passed
by unanimous vote of Council Members present.
Additional Labor for Street Department
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street Com-
missioner was authorized to employ unskilled labor on a part time basis for
Summer street work at the wages set for 1948, not to exceed six (6) men at any ° -
one time. Motion was passed by unanimous vote of Council Members present.
Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the following
resolution,was adopted by unanimous vote of all members of the Council present:

BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is necessary and expedient to construct sidewalks at each of the follow-

1948.

Permission to Place Anchors and Excavate
For Underground Conduit
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northwestern
Bell Telephone Company was granted permission to place three anchors in alleys
between West 28th Street and West 27th Street, Dakota and.Georgia Avenues; two
anchors in alleys North of Minnetonka Boulevard between Edgewood and Georgia
Avenues; to excavate for underground cable installation in Brunswick Avenue North
of West 35th Street; to place underground cable in Dakota Avenue between Minne-
tonka Boulevard and West 29th Street, and in West 29th Street between Dakota and
Jersey Avenues; to excavate for underground conduit .repairs in Wooddale Avenue
between Princeton Avenue and West 42nd Street --- all shown in detail.on sketches
accompanying request dated April 2, 1948, approved by Village Engineer. Motion
was passed by unanimous vote of Council Members present.
Permission to Place Poles and Anchors
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Northwestern
Bell Telephone Company was granted permission to place two poles and one anchor
in 'alley between Yosemite and Zarthan Avenues North bf State Highway #7; also
one anchor in Alabama Avenue at alley between Hamilton Avenue and West 34th St.;
one pole in 16th Street (not cut through) between Kentucky and Louisiana Avenues;
also one anchor in alley between West 26th and 27th Streets, Hampshire and Idaho
Avenues, and one anchor in alley South of West 28th Street between Idaho and
Jersey Avenues --- all shown in detail on sketches accompanying request, dated
April 2, 1948 and approved by the Village Engineer. Motion was passed by unani-

Commissioner during the period of November 15, 1947 and January 1, 1948, in the
amount of $117.50, and ordered paid as payment in full for such services. Motion
was passed by unanimous vote of Council Members present.

Special Permit for Temporary Building -
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a special permit for a temporary building to
Tonka Housing, Incorporated, to be constructed-on the corner of Lynn Avenue and
Highway No. 7, with the understanding that building may be moved at any time the
Village Council may request same --- building to be used for demonstration pur-
poses only. Motion was passed by unanimous vote of Council Members present.
Dog-Catcher Authorized to Sell Dog Licenses -
- On motion of Trustee Jorvig, seconded by-Trustee Perkins, Alfred Hay,
Village Dog Catcher was authorized to carry 1948 dog licenses with him, and to
sell same whenever a dog owner wished one, and-he is to receive 25¢ fee for each
license sold. Motion was passed by unanimous-vote of Council Members present.
Dog -Catcher's Bond
• On motion of Trustee Perkins, seconded by Trustee Jorvig, the bond of Alfred
Hay,• dog catcher was set at $500.00 --- the Village to pay the premium and fur-
nish him with a badge, by unanimous vote of Council Members present.
Advertise for Bids - Curb and Gutter - M-29 to .N-45
• On motion of Trustee Perkins, seconded by Trustee Jorvig, plans and speci-
fications for curb and gutter improvements N-29 to N-45 inclusive as prepared by
Village Engineer J. C. Utton were approved, and the Clerk was authorized to ad-
vertise for bids to be opened on May 10, 1948. . Motion was passed by unanimous
vote of Council Members present.
