Water and Sewer School and Plumbers School On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Ira Vraalstad was authorized to attend the Water and Sewer School to be held at the University of Minnesota, March 15th to 20th, 1948; and Edwin Gilbert to attend the Plumbers School during the same period, with all necessary expenses paid. Motion was passed by unanimous vote of Council Members present. Licenses Approved (L. V. Foye) , _ IIIOn motion of Trustee Bolmgred, seconded by Trustee Jorvig, the application of L. V. Permission to Place Poles On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was authorized to place two (2) poles in alley between Raleigh and Salem Avenues and 27th and 28th Streets, by unanimous vote of Council Members present. Minutes The minutes of meeting held February 16, 1948 were read and approved as read. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Clerk Justad, a special permit was granted to -Alfred E. Johnson to connect the home at 5521 West 42nd Street to the water main in Webster Avenue and West 42nd Street for water service in said home, with the understanding that the owner of said property pay an assessment of $67.50; said payment to be credited to the future water main assessment when the III water main is laid past the said property. Permit to Erect Gas Station The Village Planning Commission recommended the approval of the application of J. L. Engstrom and Mr. Leinberger `for a permit to erect a gas service station on Lots 1 and 2, Block 5, Meadowbrook Addition. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a building permit to Mr. .Engstrom and Mr. Leinberger for the construction of a gas service station on Lots 1 and 2, Block 5, Meadowbrook Addition (NW Corner of Zarthan Avenue and Excelsior Boulevard), by unanimous vote of Council Members present. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit was granted to Reinhard Naustdal to connect his home at 2844 Alabama Avenue, St. Louis Park (Lot 12, Block 15, Park Manor) to the 6 inch water main located 109 feet North of hydrant on Alabama Avenue at 29th Street, with the understanding that the owner of said property pay an assessment of $54.00; said payment to be credited to the future water main assessment if and when water main is laid past said property. Motion was passed by unanimous vote of Council Members present. Protest against Alley Vacation A letter dated March 2, 1948, signed by Morris G. Brown, owner of Lots 4, 5 and 6, Block 2, St. Louis Park, voicing his objection to the vacation of alley in said Block, was read. As the Council had no petition before them to vacate said alley, the letter was ordered placed on file. Bingo A letter dated February 27, 1948 from the Henry M. Byllesby Post No. 345, American Legion, stating that they were planning a party for May 21st at the Legion Hall on Excelsior Boulevard and Xenwood Avenue, and plan to play Bingo; the proceeds of party to be used in their Heart Hospital Fund. No action was taken. Cigarette License Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application of Arthur J. Eaton for a 1948 Cigarette License for the Pastime Arena Roller Skating Rink was approved, and the President and Clerk were authorized to issue license to expire December 31, 1948, subject to 'hand sale' , not by machine. Motion was passed by unanimous vote of Council Members present. Warning Signs A letter dated March 2, 1948, signed by Otto G. Batzli, 2740 Huntington Avenue representing the parents in his block was read, requesting that 'Warning Signs' be placed at the entrance to alley between Cedar Lake Road and 28th Street, running parallel with Inglewood and Huntington Avenues, cautioning drivers to watch out for children. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Police Department was ordered to procure signs and have same placed at both entrances to alley, by unanimous vote of the Council Members present. 1703 March 8, 1948 tom' Mobile Units Display A letter dated January 27, 1948, signed by Irving W. Parker, Public Relations Officer for the Marine Corps League Welfare Foundation was read, requesting permission to exhibit and display their mobile units in the Village of St. Louis Park. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Marine Corps League Welfare Foundation were given permission to display their mobile units in the Village of St. Louis Park, by unanimous vote of Council Members present. Permit to Build Church A recommendation was read from the Planning Commission, dated March 8, 1948, approving the plans of the Evangelical Free Church Association, for a Church to be built on Lots 27, 28, 29 and 30, _Block 315, Rearrangement of St. Louis Park. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Building Inspector was authorized to issue a permit to the Evangelical Free Church Association for their new church building on Lots 27, 28, 29, 30, Block 315 Rearrangement of St. Louis Park, and to call their attention to the desire of the Village to have a neat finished building and grounds, by unanimous vote of Council Members present. Hearing Date Set - Alley Vacation The Planning Commission recommended the vacation of alley lying adjacent to Lots 20, 21, 22, 23, Lilacway Terrace. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, March 22, 1948 was set as date for hearing on the petition of Wm. A. Reiners and Chester Newby for the vacation of alley adjacent to Lots 20, 21, 22, 23, Lilacway Terrace, by unanimous vote of Council Members present. Permission to Place Poles On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern States Power Company was granted permission to place poles at the following lo- cations, by unanimous vote of Council Members present: 1 pole at 28th Street and Blackstone Avenue 1 pole on 22nd Street between Idaho and Jersey Avenues 7 poles in alley between West Lake Street and North Avenue, North of Pennsylvania Avenue. Schools On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Mildred Mel- bourne, Ellida Parchem, and Joseph Justad were authorized to attend Municipal Finance Officers School to be held at University of Minnesota Continuation Center, March 18, 19 and 20, 1948; and A. W. Wylie and R. B. Connery were authorized to " attend Assessor's School to be held at the same place March 11, 12, 13, 1948, all with necessary expenses paid. Motion was passed by unanimous vote of Council Members present. Petition - Tar Mat P-132 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition of F. P. Barnard, 2733 Inglewood' Avenue and others, dated March 1, 1948, for the application of tar mat on Huntington and Inglewood Avenues between 27th and 28th Streets, was referred to the Village Engineer and Street Department Committee for checking and recommendation, by unanimous vote of Council Members present. Petition for Grading P-133 On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition of Alfred S. Anderson, 2921 Natchez Avenue and others, for grading of Kentucky Avenue between 28th Street and Minnetonka Boulevard, was referred to the Village Engineer and Street Department Committee for checking and recommendation, by unanimous vote of Council Members present. Oil Streets in Parkwoods • A letter was read from Douglas Rees, dated February 16, 1948, regarding the oiling of streets in Parkwoods Addition, between Lake Forest and the Belt Line, and referred to the Village Engineer and Street. Department Chairman for recommendations. Membership; International Assn. of Fire Chiefs On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application for membership of Fire Chief, Charles W. Williams in the International Assn. of Fire Chiefs was approved, and the fee of $4.00 for one year paid, by unanimous vote of Council Members present. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Compre- hensive Automobile Liability Insurance Policy #7662328 from the American Auto- mobile Insurance Company, effective March 12, 1948, covering the Village owned automobiles was approved and accepted, by unanimous vote of all members of the Council present. Robbery and Burglary Insurance Policy #B A E - 923 - 00664, dated February 13, 1948 and effective March 12, 1948 from New York Casualty Company was presented by Associated Agencies with a total premium cost for three years of $92.50. On motion of Trustee Jorvig, seconded by Trustee Holmgren, the Mercantile Robbery and Safe Burglary Insurance Policy No. B A E - 923 - 00664 from the New York Casualty Company, effective March 12, 1948 was approved and accepted, by unanimous vote of Council Members present. • Minutes The minutes of meeting held March 1, 1948 were read and approved as read. Resolution On motion of Trustee Holmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of Council Members present: RESOLUTION CANCELING CERTAIN SANITARY SEWER ASSESSMENTS BE IT RESOLVED that the assessments levied by resolution of October 20, 1941, for the Lake Street Joint District Sewer against the following lots be canceled for the reason that it now appears that said lots are lower than the grade of the sewer, thereby making it impossible to take advantage of sanitary sewer service, and the President and Clerk are hereby authorized to refund the amounts of assessments paid upon receipt of a verified claim signed by the taxpayer; also present paid tax statements covering years to be refunded. Ordinance On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following 1 March 8, 1948 1 8 _ Ordinance, Continued ordinance was adopted by unanimous vote of Council Members present. , ORDINANCE NO. 296 AN ORDINANCE AMENDING ORDINANCE NO. 286 REGULATING THE USE AND DISCHARGE OF FIREARMS AND AIR RIFLES The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Section 3 of Ordinance No. 286 entitled 'An Ordinance Regula- ting the Use and Discharge of Firearms and Air Rifles Within the Village of St. Louis Park", adopted by the Village Council December 15, 1947, is hereby amended to read as follows: Section 3. (a) The president of the Village Council or the Chief of Police may grant a permit to any person on application for the use of appropriate firearms or air rifles for des- truction of diseased, dangerous or injured animals, but no such permit shall be valid for longer than twenty-four hours after given. (b) The Village Council may grant a permit to any person for the use on the property of the person to whom the permit is granted of appropriate firearms or air rifles, but only for the destruction of rabbits, crows, skunks or similar small animals and birds which are a nuisance to the property owner or are causing injury to trees or crops. Such permit shall be valid until December 31 of the year in which granted and shall be issued by the Clerk only upon payment of a fee of Two Dollars ($ 2.00). Section 2. This ordinance shall take effect and be in force from and after its publication. • Hearing - Sidewalk Assessments • - A hearing, deferred to this meeting from March 1st, 1948, was had on proposed assessment for sidewalk on the South side of 41st Street from Webster Avenue to Zarthan Avenue. No one appeared. ' Resolution • On motion of Trustee Jorvig, seconded -by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: SIDEWALK ASSESSMENT RESOLUTION • • WHEREAS, the Village Council has met at the time and place specified in a resolution adopted January 26, 1948, which was duly served on owners of property fronting on sidewalk constructed on the South side of 41st Street from Webster Avenue to Zarthan Avenue, and has heard all testimony offered by or on behalf of all• persons interested in or affected by the" construction of said walk, therefore, • BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it hereby determines that the amount of benefits caused by said construction to each lot, piece or parcel of ground fronting the portion of the Street where such walk was constructed are as set forth in the following assessment list which is hereby made a part of this resolution, and BE IT FURTHER RESOLVED that there is hereby levied against each lot, part of lot, piece or parcel of ground described in said list an assessment in the sums respectively therein set forth which shall be a charge against the same as in state, County and village taxes, payable in three annual installments the first of which shall be due concurrent with taxes collected in the year 1949.
