Sewer 2-E • Separate hearings were had on proposed assessments for Sanitary Sewer District No. 2-E and Storm Sewer District No. 18. No one appeared. Resolution ' On motion of' Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION LEVYING ASSESSMENT FOR SEWERS WHEREAS, pursuant to notice published in the St. Louis Park Dispatch December 10, 1948, the Village Council has'met and passed upon proposed assess- ments for construction of sanitary sewer for Sanitary Sewer District No. 2-E in south service drive of State Highway No. 7 east from Wooddale Avenue, a distance of 180 feet and proposed assessment for construction of storm sewer for Storm Sewer District No. 18 extending across Lots 21 and 22; Block 1, Brooklawns, no objections having been filed or made to said assessments, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that each of said proposed assessments is hereby affirmed and adopted and shall constitute the special assessment against the lands named therein, and each lot, piece, or parcel of land included in said assessment is hereby found to be benefited by said improvement in the amount of the assessment levied against it, and, BE IT FURTHER RESOLVED that such assessments shall be payable in equal annual installments over a period of ten years, the first of said installments to be payable on the first day of January, 1950, and succeeding installments on the first day of January in each year thereafter until the full amount of said assessments are paid. Said special assessments and each installment thereof shall bear interest at the rate of five per cent per annum until fully paid, said interest to be computed from the date of this resolution. Special said assessments with the accruing interest thereon shall be a paramount lien upon the property included therein from the time of the adoption of this resolution and shall remain such lien until fully paid; as authorized by Chapter 312, Laws ` b 7 3 December 20, 1948 4-2 Resolution Levying Assessment for Sewers, Cont'd. of Minnesota, 1903, as amended; and BE IT FURTHER RESOLVED that the Clerk of the Village is hereby directed to make up and file in the office of the County Auditor a certified statement of the amount of such unpaid assessments and the amount of interest which will be due thereon; and " BE IT FURTHER RESOLVED that all moneys collected on any such special assessments shall constitute a fund for the payment of the cost of said improve- ments for the district for Which such assessment was made, and the same shall be credited to the proper sewer district fund under the designation: FUND OF SANITARY SEWER DISTRICT NO. 2-E and STORM SEWER DISTRICT NO. 18. Bids - For Construction of Elevated Steel Water Tank Pursuant to advertisement for bids in the St. Louis Park Dispatch and Construction Bulletin, bids were opened and read for the construction of 500,000 and 1,000,000 gallon elevated steel water storage tank, from the follow- ing bidders: Pittsburgh-Des Moines Steel Co. $87,635.00 for 500,000 gal. tank - $164,500 fpr 1,000,000 gal. tank 651 $174,900 n n tt n 711 Chicago Bridge and Iron Company $91,100.00 for 500,000 gal. tank - $182,000 for 1,000,000 gal. tank On motion of Trustee Bolmgren, seconded by Clerk Justad, the above bids were referred to the Village Engineer and Water Department Committee Chairman for tabulation and recommendation, by unanimous vote of Council Members present. Ball Park Elmer Dale appeared with a group of interested citizens in the matter of the suggested ball park adjacent to •Wayzata Boulevard near Zarthan Avenue. They were told that there was nothing on this before the Council at this time, but that an application for rezoning is expected right after the first of the year. Anton Yngve said he had contacted approximately 60 people in the vicinity of the above mentioned location and finds them in favor of the ball park. He has a petition signed by these people and said he would get some more signatures between now and the time of hearing. Mr. J. M. Baylor from Golden Valley spoke in favor, and asked to be notified of the• hearing. Trustee Jorvig Trustee Jorvig arrives at the meeting at this time - 8:25 P. M. Petition for Water Main P-279 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition signed by Lena Swanson, 721 East 24th Street and others, dated December 2Q, 1948 , for the construction of water main in Kentucky Avenue from 27th Street to 28th Street, was referred to the Village Engineer and Chairman of the Vater Department Committee, by unanimous vote of Council Members_present. Permission to Place Pales - On motion of Trustee Bolmgren, seconded by.. Trustee Jorvig, the Northern States Power Company was granted permission to place poles at the following locations, by unanimous vote of .Council Members' pre sent: 3 poles on Princeton - 37th and 38th 5 poles on 38th Street - Natchez and Quentin 1 pole on Ottawa between Excelsior Blvd. & 38th ..2 poles on Natchez between 29th and 40th ,1 pole on 40th - Natchez and Ottawa Permission to Place Poles and Anchors On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northwestern Bell Telephone Company was granted permission to place eleven.(11) poles and two ,(2)_anchors in alley between Rhode Island Avenue and Sumpter Avenue - ,321 Street to 34th Street, by unanimous vote of Council Members present. Plat Approved On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the plat .of Jeffrey Addition presented by M. P. Johnson was approved and'the President, and Clerk were authorized to sign same for the Village, by unanimous vote of Council Members present. December 20, 1948 425 Resolution Adopting 1948 Levy Amended On motion of Trustee Jorvig„ seconded by Trustee Bolmgren, the Resolution adopting the 1948 Levy, Collectible in 1949, adopted October 4, 1948 was amended to read "$155,500.00 for General Fund Purposes", and the Clerk was instructed to notify the County Auditor of the amendment and request that the change in our levy be made. Motion was passed by unanimous vote of Council Members present. Bid Awarded for Printing New Proposed Charter On motion of Clerk Justad, seconded by Trustee Bolmgren, the bid of Syndicate Printing Company, 501 Seventh Avenue South, Minneapolis received December 13, 1948, for the printing of 6000 copies (forty pages and cover) of new proposed charter of $540.00 was determined to be the lowest bid of responsible bidders, and the Clerk was authorized to issue a Purchase Order for same, by unanimous vote of Council Members present. Workman's Compensation for 1949 On motion of Trustee Bolmgren, seconded by Clerk Justad, Anchor Casualty Company's Policy No. 59088 covering period of January 1, 1949 thru December 31, 1949, for Workmans Compensation and Employees Liability presented by E. H. Shursen, Agent for Associated Agencies, was approved by unanimous vote of Council Members present. • Possibility of Extending 27th Street ' On motion of Trustee Bolmgren, seconded by Trustee Jorvig, Clerk Justad was instructed to check on the possibility of extending 27th Street one-half Block from Raleigh Avenue, by unanimous vote of Council Members present. Resolution ' On motion of Trustee Bolmgren, seconded by Clerk Justad, the following resolution was adopted by roll call vote of all members of the Council as follows: Trustee Jorvig, yea; Trustee Bolmgren, yea; Clerk Justad, yea; Presi- dent Erickson, yea: RESOLUTION SETTING HEARINGS FOR STREET IMPROVEMENT • ' WHEREAS, the Village Council desires on its own motion to improve the following named- street within the corporate limits of the Village as authorized by 'Chapter 382, Laws of 1903, therefore, • ' BE IT RESOLVED by the Village Council or the Village of St. Louis Park that it is necessary and expedient to improve' the following portions of exist- ing street by graveling and grading to grade established by the Village Council: IMPROVEMENT NUMBER STREET FROM TO 0-1 28th Street' Joppa Avenue Natchez Avenue ' BE IT FURTHER RESOLVED that the Village Council will meet at the Village Hall in said Village on the 17th day of January, 1949, at 8 o'clock P. M. and will at said time and place hear all persons interested for and against said improvement and determine whether' said improvement shall be made; that in case said improvement shall be made the total cost' thereof or so much thereof as represents the benefits received as determined by said Council will be assessed against the lots, parts of lots, pieces or parcels of land benefited by said improvement. Hearing on Telephone Rates • ' On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Attorney was instructed to appear for the Village at a hearing to be held January 12, 1949 of the Railroad and Warehouse Commission relative to raise in telephone rates, by unanimous vote of Council' Members present.
