Ordinance No. 310, Continued
adopted by the Village Council, December 12, 1934, as heretofore amended by
Ordinance No. 249, is hereby further amended to read as follows: ,
• "The annual fee for an "on sale's license shall be Two
Thousand Dollars ($$2,000.00) payable in two equal in-
• stallments in advance, and a receipt from the Village
Treasurer for the first installment shall accompany
the application for the license. the second install-
' ment shall be payable on or before the first day. of
July of each year. When any license is issued for an
unexpired portion of a license.year, the fee shall be
pro-rated and a receipt from the Village Treasurer
_ , for the portion of the license fee shall accompany the
application, provided the minimum thereof shall be Two
Hundred Fifty Dollars ($$250.00) . Failure to pay the
second installment of the license fee promptly when due
shall be cause for revocation of any "on sale" license
without notice."
Resolution
• On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council:
RESOLUTION VACATING ALLEY
•
' WHEREAS a petition of a majority of the owners of real property fronting
ori alley in Block 1, Blakeman's 3rd Addition and Block 1, Oak Lawn has been
filed with the' Village Council requesting that said alley be vacated, and the
Village Council has met at the time and place specified in a notice duly pub-
lished and posted, which notice embraced a• copy of said petition,- and has ,
conducted a public hearing at its regular meeting held at the Village Hall in
said Village at the time and place specified in said notice and has duly
determined that it is in the public interest that said alley be vacated, there-
fore,
• BE IT RESOLVED by the Village Council of the Village of St. Louis Park
.

same is now dedicated and laid out within the corporate limits of said Village

Minutes
The minutes of meetings held October 25, 1948 and November 1, 1948 were
read and approved as read.
Hearing - Two-Family Dwelling
A hearing was had on the application of John Miller for a special permit
to reconstruct his home at 5704 West 34th Street to a two-family dwelling; and
the following persons appeared ---
Mr. Jim Otis, 3356 Xenwood Avenue, representing people on Xenwood and
vicinity appeared in opposition to John Miller's request. Mr. Miller spoke
in his own favor -- said he was'married and would like to use `part of the
house for himself and rent the other part to a Minister who now lives in the
house. Mr. Otis said the feeling is that as a two-family dwelling it would
reduce the value of other property in the vicinity as well as invite other
similar requests which would tend to further reduce the values of homes. There
were eight people in the room and they presented a petition signed by eleven
single family home owners in the neighborhood.
• Mr.' Alexis Caswell, Jr.; 3355 Xenwood Avenue spoke in favor of single
family dwellings in the residential district. A petition signed by W. I.
Lerhdahl and three others stating that they were in favor of Mr. Miller's_
application was read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
matter was referred to the Committee of the Whole for further consideration.
Polling Places, Election Judges
and Clerks - Village Election
On motion of Trustee Bolmgren, seconded by Trustee Perkins, and passed
by unanimous vote of Council Members present, the following polling places were
designated for the Village Election to be held Tuesday, December 7, 1948:

Bus Route - -
A petition signed by Mrs. R. Engstrom and others, objecting to the loop of
Minnetonka Bus on Florida Avenue to 31st to Georgia to Minnetonka Boulevard was
read. Trustee Bolmgren explained to the audience the reason for said loop.
John Ularek stated that the Lenox PTA at their last meeting adopted a'reso-
lution asking for extension of bus route to obliterate the loop, this resolution
to be forwarded to the Railroad and Warehouse Commission. Those present
suggested that loop be made to the north of the Boulevard. It was suggested
by President Erickson that we proceed to demand for extension in order to
eliminate the loop objected to.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Council Members present:
RESOLUTION - BUS TRANSPORTATION -
WHEREAS, numerous requests have been made by residents of the Village of St.
Louis Park residing in the area adjacent to Minnetonka- Boulevard between
Georgia Avenue and County Highway #18 that bus service now furnished in this
Village on Minnetonka Boulevard by the Minneapolis Street Railway Company be
extended on Minnetonka Boulevard from Georgia Avenue to County Highway #18, and
WHEREAS the Minneapolis Street Railway Company is apparently willing to
make such desired extension in its bus service, which bus service will provide
passengers in that area with a convenient means of transportation within the
Village of St. Louis Park and between St. Louis Park and Minneapolis; the rare
for a ride wholly within the limits of the Village of St. Louis Park being the
authorized bus fare, and the fare for a ride between any point within the
Village of St. Louis Park and any point within the City of Minneapolis being a
combination of the authorized bus fares in St. Louis Park and Minneapolis, and
WHEREAS, in addition there is another point of importance, namely, the
danger of the bus looping at the Lenox School, this point being covered in a
protest petition bearing the signatures of the residents in this locality, now
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
it approves the request for the extension of the bus transportation out Minnetonka
Boulevard from Georgia Avenue to County Highway #18, and hereby requests the
Railroad and Warehouse Commission of the State of Minnesota to approve such an
application when received and issue its order granting a certificate permit-
ting the operation of said bus line extension in accordance with the terms and
conditions recited in this resolution, and further, that if a hearing is to be
held by the Railroad and Warehouse Commission with regard to this extension,
that the hearing be held in the Village of St. Louis Park.
Petition Re: Premises at 3256 Webster
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition
signed by C. G. Peterson and others relative to the unsanitary condition of
the premises at 3256 Webster Avenue was referred to Health Officer, Dr. H. W.
Darby, M. D. for definite action and a prompt report to the Village Council.
Julia Steele Property
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the condition
of the Julia Steele property at 33rd and Webster Avenue was referred to the
Fire Department Committee for checking and recommendation, by unanimous vote of
the Council.
Special Permit to Connect to Sewer
On motion of Trustee Perkins, seconded by Trustee Bolmgren, St. George's
Episcopal Church was granted a special permit to connect the new church build-

ing now under construction at the Northeast corner of Toledo Avenue and Minne-
tonka Boulevard to the sewer manhole located at the alley North of Minnetonka
Boulevard and Toledo Avenue for sewer service. Motion was passed by unanimous
' vote of Council Members present.• _
Bingo
A letter dated November 5, 1948 from Mrs. Thomas C. Carson, 2901 Raleigh
Avenue, representing St. George's Episcopal Church requesting permission to
play Bingo at Lenox School on Saturday, December 4, 1948 was read. No Action
Taken. _

The following Police Report for the month of October, 1948 was read and

Special Permit for Bituminous Mixing Plant
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Bury and
Carlson, Incorporated were granted special' permission to operate their bitumi-
nous' mixing plant located approximately 300 feet West of Cedar Lake Road and
Raleigh Avenue; also to complete a temporary tool shed until November 30, 1949,
by unanimous vote of the Council.
Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1948 licenses were approved, and the President- and Clerk are
hereby authorized to issue licenses to expire December 31, 1948, by unanimous
vote of Council Members present:

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
bonds were approved by unanimous vote of Council Members present:

Gas Company as principal, and United States,
Fidelity and Guaranty Company as surety,
dated October 4, 1948, in the amount of
$1,000.00.
PLUMBING LICENSE BOND with John C. Doyle
as principal and Commercial Casualty
Insurance Company as surety, in the amount
of $4,000.00, dated October 18, 1948.

Special Permit to Connect to Sewer
On motion of Trustee Perkins, seconded by Trustee Holmgren, Minnesota
Rubber and Gasket Company was granted a special permit to connect the sewerage
waste outlet pipes from their building located at the Northwest corner of
Wooddale Avenue and West 33th Street to the existing manhole at the intersection
of said streets, with the understanding that they pay all cost of said con-
nection and agree to pay any future assessments for lateral sewer extensions if
and when same are constructed past their property. Motion was passed by
unanimous 'vote of the Council.
Justice of Peace Report of Fines
Justice of Peace, N. W. Joubert's report of fines covering Cases #625 thru
#651 was read and ordered filed.

Permission to Place Cable
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northwestern
Bell Telephone Company was granted permission to place buried cable in the —�
West side of France Avenue South. from 22nd Street to 26th Street; and in 26th
Street from France Avenue to Inglewood Avenue, by unanimous vote of the Council.
Permission to Place Poles'
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern
States Power Company was granted permission to place, two (2) poles on West 36th
Street, West, of Fern Avenue, by unanimous vote of the Council.

Insurance on Park Shelters
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Policy No.
OC 897226 of the Pearl Assurance Company presented by the Shursen Insurance
Agency, St. Louis Park, covering three Park Shelters in the amount of $3,600.
for three years beginning October 8, 1948, was approved by unanimous vote of '
the Council.
Gas Main Extension
On motion of Trustee Jorvig,• seconded by Trustee Bolmgren, the Minneapolis
Gas Company was granted permission to install a 3 inch gas main in Kentucky
Avenue from 92' South of the South Line of West 29th Street to West 28th Street,
by unanimous vote of the Council.
Petition for Tar Mat
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition
signed by John Hagen, 1653 Quentin Avenue, St. Louis Park, dated'November' 8,
1948, for the application of tar mat on Quentin Avenue from Cedar Lake Road
North to Golden Valley Limits, was referred to the Village Engineer and Chairman
of the Street Department Committee for checking and recommendation, by unanimous
vote of the Council. _
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to Karl H. Peterson to, connect his home at 5652 Wood Lane
to the water main on Yosemite Avenue just South of Minnehaha Creek,_ with the
understanding that he will pay_any future assessment for water main when it is
constructed past his property on Wood Lane. Motion was passed by unanimous
vote of the Council.
Application for Two-family Dwelling Denied
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of John Miller for a special permit to reconstruct his home at 5704 West 34th
Street to a two-family dwelling (hearing earlier in meeting) was denied by
unanimous vote of the Council. _
Claim for Car Damages Denied
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the claim
Of Edward Sherman for alleged damage to his automobile sustained when he ran
into a hole on Wooddale Avenue, September 16, 1948 was denied by unanimous vote
of the Council.
Advertise for Bids, Engineers Equipment
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
authorized to advertise for bids on Engineer's level, Tripod and Level Rod -
bids to be opened November 22, 1948. Motion was passed by unanimous vote of
the Council.
Complaint Re: Storm Sewer Drain
John Ularik, representing residents in vicinity of Edgewood and Florida
Avenues between 32nd and 33rd Streets, appeared in regard to the storm_sewer
drain. He said the drain was to have been laid out to Edgewood Avenue between
some houses and now it has been laid in the alley and run North; also it has
been assessed and they were told that the Village would pay the cost.
The above matter was referred to the Chairman of the Street Department
Committee to check and report back to the Council on Monday, November 15,
1948, if possible.
