REGULAR MEETING - NOVEMBER 1, 1948 '�
A meeting of the Village Council was called to order by President
Erickson at 8:05 P. M., with the following Council Members present at roll
call:

Hearing - Two-family Dwelling
A hearing was had on the application of Walter H. Sager for a special
November 1, 1948 ' . 38,5
Hearing - Two Family Dwelling, Cont'd.
permit to erect a two-family dwelling on Lots 17 and 18 and 19, Block 194, Re-
arrangement of St. Louis Park; no one. appeared. On motion of Trustee
Bolmgren, seconded by Trustee Perkins, the Building Inspector was instructed
to issue a Building Permit to Walter H. Sager for a two family dwelling to be
erected on Lots 17, 18, 19, Block 194, Rearrangement of St. Louis Park, by un-
animous vote of Council Members present.
Bid Awarded - Drain at :Well .#6
On motion of Trustee Bolmgren, seconded by Trustee Perkins, Phelps-Drake
Company, Inc., Minneapolis, Minnesota was determined to be the lowest responsible
bidder for the construction of drain at Well #6, 4241 Zarthan Avenue received
III October 25, 1948 --- $1,288.00; and the President and Clerk are hereby authorized
to enter into a contract with Phelps-Drake Company on behalf of the Village for
the construction of said drain at price bid - •($1,288.00) . Motion was passed
by unanimous vote of Council Members present. -
Bid Awarded - Sanitary Sewer
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid -of '
Orfei and Mariani, St. Paul, Minnesota received October 4, 1948 for the cons-
truction of sanitary sewer in 'Excelsior Boulevard from Webster Avenue to Dakota
Avenue, in the amount of $80,643.60 was determined to be the lowest bid received
from a responsible bidder; and the President and Clerk were authorized to enter
into a contract with Orfei and Mariani for the construction of said sanitary
sewer at price bid - ($80,643.60) . Motion was passed by unanimous vote of
Council Members present.
Licenses
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
applications for 1948 licenses were approved, and the President and Clerk are
hereby authorized to issue licenses to expire December 31, 1948, by unanimous
vote of Council Members present:

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Northern
States Power Company was granted permission to place one pole at Franklin and

Hearing - Alley Vacation
A heating was had on the petition of George A. Crone and others, for the
vacation of Alley in Block 1, Blakeman's 3rd Addition. No one appeared.

On motion of Clerk Justad, seconded by Trustee Jorvig, the following
Proclamation was approved by unanimous vote of the Council:
APROCLAMATION
VILLAGE OF ST. LOUIS PARK
Executive Department
. STATEMENT BY 0. B. ERICKSON, MAYOR OF ST. _LOUIS PARK: ^
. On November 10, 1775, the Continental Congress, Bitting at Philadelphia,
created a Corps of Marines. On Wednesday, November 10; the United States Marine
Corps will celebrate its One hundred and Seventy-Third_Anniversary:
The record of these soldiers of the sea is a proud'record. Ninety-Four
years of its one hundred and seventy-three years of existence, the-United States
Marine Corps has been in action against the Nation's foes and in the protection
of the life and property of American citizens. From the Battle of Trenton to
that of Okinawa, United States Marines have exhibited the highest standards of
bravery and service. - In periods of peace, generation after generation of ,
Marines have grown gray in the propection of,American Citizens in every corner of
the.globe. The term "Marine" has come to signify the highest standard of mili-
tary efficiency, and soldierly.virtue.
And so I am pleased to say this word in recognition of the long and
honored of the American Marines and to ask every patriotic citizen of St. Lquis
Park to give thought on this anniversary to the great debt which America owes
to its Marine Corps and to the qualities of manliness, of bravery, and of true
Americanism which are so highly exemplified in Marine Corps service.
Street Light Ordered •
On motion of Clerk Justad, seconded by Trustee Bolmgren, a street light
was ordered placed on West 36th Street at Colorado Avenue (between Pockrandt
Lumber Company and Harris Brothers Yard) . Motion was passed by unanimous vote
of the Council.
AMA Conference •
On motion of Trustee Perkins, seconded by Trustee Bolmgren, three members
of the Planning Commission and President Erickson were authorized to attend ,
the American Municipal Association conference, December 12 - 15, 1948 with
necessary expenses paid. Motion was passed by unanimous vote of the Council.
Building Permit - Two-Family Dwelling
On motion of Trustee Boluig.reit,,,Iconded by Trustee Perkins, the Building
Inspector ww.s..instructed to issue-a-building permit to Rodney Billman for the
construction of a two-family dwelling on Lots 21 and 22, Block 206, Rearrangement
of St. Louis Park. Motion was passed by unanimous vote of the Council.
International Fire Chief's Convention _
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Fire Chief
C. M. Williams was authorized to attent the International Fire Chief's Convention
to be held at Miami, Florida,November 9, 10, 11, 1948, with necessary expenses
paid. Motion was passed by unanimous vote of the Council.
New Grade Established on South Street
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the new grade
established by the Village Engineer on- South Street and Rhode Island Avenue
was approved; and the Village Engineer was instructed to complete grading job
to comply with new grade. Motion was passed by unanimous vote of the Council.
Ordinance
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
ordinance was adopted by the unanimous vote of the Council:
ORDINANCE NO. 310
AN ORDINANCE AMENDING ORDINANCE NO. 78 LICENSING
THE SALE OF INTOXICATING LIQUOR _
The Village Council of the Village of St. Louis Park do ordain as follows:
" Section 1. The second paragraph of Section 4 of Ordinance No. 78 entitled
"AN ORDINANCE LICENSING AND REGULATING THE SALE OF INTOXICATING LIQUOR, REPEAL-
ING INCONSISTENT ORDINANCES, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF",

adopted by the Village Council, December 12, 1934, as heretofore amended by
Ordinance No. 249, is hereby further amended to read as follows: ,
• "The annual fee for an "on sale's license shall be Two
Thousand Dollars ($$2,000.00) payable in two equal in-
• stallments in advance, and a receipt from the Village
Treasurer for the first installment shall accompany
the application for the license. the second install-
' ment shall be payable on or before the first day. of
July of each year. When any license is issued for an
unexpired portion of a license.year, the fee shall be
pro-rated and a receipt from the Village Treasurer
_ , for the portion of the license fee shall accompany the
application, provided the minimum thereof shall be Two
Hundred Fifty Dollars ($$250.00) . Failure to pay the
second installment of the license fee promptly when due
shall be cause for revocation of any "on sale" license
without notice."
Resolution
• On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council:
RESOLUTION VACATING ALLEY
•
' WHEREAS a petition of a majority of the owners of real property fronting
ori alley in Block 1, Blakeman's 3rd Addition and Block 1, Oak Lawn has been
filed with the' Village Council requesting that said alley be vacated, and the
Village Council has met at the time and place specified in a notice duly pub-
lished and posted, which notice embraced a• copy of said petition,- and has ,
conducted a public hearing at its regular meeting held at the Village Hall in
said Village at the time and place specified in said notice and has duly
determined that it is in the public interest that said alley be vacated, there-
fore,
• BE IT RESOLVED by the Village Council of the Village of St. Louis Park

that alley in Block 1, Blakeman's 3rd Addition and Block 1, Oak Lawn as the
same is now dedicated and laid out within the corporate limits of said Village
be hereby vacated. - —'�•
