Use of Village Hall for Church Activities, Cont'd.
curtailment in use of fuel oil•due to shortage, it might be necessary to close up
some of the week day activities unless they can secure space somewhere else. He
asked permission to use rooms in the Village Hall for Brownie and Scout meetings.
It was left with the Village Clerk to work out the above schedule with Reverend
Martinson.
Assistant Fire Cheif Appointed
Trustee Jorvig, Chairman of the Fire Department Committee reported the
need of one more assistant chief for the Department, and suggested that Kurt
Scheibe be appointed to act as assistant chief until examination for filling
the position could be held.
On motion of Trustee Jorvig, seconded by Trustee Perkins, Kurt Scheibe
was appointed to act as assistant chief in the Fire Department at a salary of

$275.00 per month, effective February 1, 1948, until the Fire Civil Service
Commission hold an examination to fill the position permanently, by unanimous
vote of the Council.
Position of Assistant Fire Chief Created
On motion of Trustee Jorvig, seconded by Trustee Perkins, the position of
another Assistant Fire Chief was created and the Fire Civil Service Commission
was directed to hold examinations for the purpose of filling this position, by
unanimous vote of the Council.
Bus Service on Cedar Lake Road '
Trustee Jorvig discussed bus service along Cedar Lake Road from France
Avenue West, with the Village Council. It was suggested that Trustee Perkins
check with the County Highway Department and find out what plans the County has
at present for the future of Cedar Lake Road.
White Colonial Office Building
A letter dated January 12, 1948 from Wheaton Realty Company was read
relative to building a white colonial semi-temporary office building on Lot 8,
Block 13, St. Louis Park (a commercial lot). The members of the Council felt
that there were no restrictions to a request of this nature and suggested that
Wheaton Realty Company be asked to bring in building plans to a future Council
Meeting for Council Approval.
Minutes
The•minutes of meetings held December 29, 1947, January 5 and 12, 1948
were read and approved as read.
Meeting Adjourned
The meeting was adjourned by President Erickson at 10:40 P. M.

A meeting of the Village Council was cglled to order by President Erickson
at 8:35 P. M., with the following Councilmen present at roll call: III

Taxes - Brooklawns Area
Fred Cook of Brooklawns spoke about the 1947 taxes in that area. He
presented some figures he had assembled, and asked the Council to take account
of it. No action was taken.

Building Permit for Bungalow Office
On motion of Trustee Perkins, seconded by Clerk Justad, the Building
Inspector was authorized to issue a building permit to Wheaton Realty Company
for construction of a bungalow office building on Lot 8, Block 13, St. Louis \ _
Park, with setback to conform with apartment house to be built on the NE corner
of Alabama Avenue and 35th Street. Motion was passed by unanimous vote of
Council Members present.
Licenses Approved (1948)
• On motion of Trustee Perkins, seconded by Clerk Justad, the following
applications for 1948 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1948, by unanimous vote of
Council Members present:

III Street Lights Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company was instructed to erect street lights at the following loca-
tions, by unanimous vote of Council Members present:

Power for Testing Wells
On motion of Trustee Perkins, seconded by Trustee Jorvig, the President

Gentlemen:
A report by our engineers shows that considerable
investment will be necessary on our part to provide three
phase electric facilities at the site of your new well on
Zarthan Avenue South of Forty-second Street. Since the amount
of this investment is substantial-, approximately 13300, we
would prefer to deal directly with you rather than with the
contractor for the supply of electric energy for testing
, purposes at this well. Please be advised, therefore, that
we are more than willing to make the above extension of our
facilities if you will agree to take your permanent supply
of electric energy for this new pumping site in accordance
with Municipal Water Pumping Contract dated November 13, 1944,
under which we are supplying water pumping service to your
existing wells.
Acceptance by you of this letter will constitute a
modification of such contract so as to include such new
location as a fifth point of supply.

Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present :
RESOLUTION SETTING ASSESSMENT HEARINGS
WHEREAS, pursuant to resolutions of the Village Council heretofore adopted,
construction of sidewalks has been completed within thirty days prior hereto at
the following locations in said Village:
South side of 41st Street from Webster Avenue
to Zarthan Avenue.
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said Council will meet at the Village Hall in said Village on the 1st day
of March, 1948, and will at said time and place hear testimony of all persons
interested or affected and ascertain the amount of benefits to property front-
ing such sidewalks by reason of the construction thereof.
Damage Suit to Police Car
On motion of Trustee Perkins, seconded by Clerk Justad, the Village
Attorney was given authority to proceed with suit against Walter Pavey, 5021
Nest 36th Street, covering damage to Police car due to accident on November 7,
1947 at the intersection of Highway No. 100 and West 36th Street. Motion was
passed by unanimous vote of Council Members present.

Ordinance,
On motion of Trustee Perkins, seconded by Clerk Justad, the following
Ordinance was adopted by unanimous vote of all members of the Council present:
ORDINANCE NO. 293
AN ORDINANCE CREATING SANITARY
SEWER DISTRICT NO. 2-C
The Village Council of the Village of St. Louis Park do ordain as follows:
Section I. There is hereby created and established a Sanitary Sewer
District of the Village of St. Louis Park to be served by District Sewer to be
constructed in Excelsior Boulevard from Wooddale Avenue to Dakota Avenue to be
known as Sanitary Sewer District No. 2-C, the boundaries to which hsall be as
follows:
Commencing at the intersection of Yosemite Avenue and the Center
Line, of the East and West Alley, if produced East, in Block 63, St.
. Louis Park Addition; thence West along the Center Line of the
Alleys in Blocks 63 to 67 inclusive, St. Louis Park Addition to
the North and South Section line between Sections 20 and 21, Township
117, Range 21; thence South on said section line to the South line
of Lot 6, Block 11, Brookside Addition; thence East on the South
line of Lot 6, Block 11 and Lot 9, Block 12, Brookside Addition to
the SE Corner of Lot 9, Block 12, Brookside Addition; thence North
along the East line of Lots 9 and 10, Block 12, Brookside Addition
to the Center line of West 41st Street (Lowell Street); thence East
along the Center line of West 41st Street (Lowell Street) to where
the said Center Line if produced East would intersect the North
and South center line of Block 6, Suburban Homes Company's Addition;
thence North along the Center Line of said Block 6 to the Center
Line of West 41st Street (Isabel Street); thence East along the
Center Line of West 41st Street (Isabel.Street) to the Center Line
of Vernon Avenue; thence North along the Center Line of Vernon
Avenue, if produced North, to the Center Line of Wooddale Avenue,
if produced SEly; thence Northwesterly along the Center Line of
Wooddale Avenue to where the Center Line of the East and_West
Alley in Block 74, St. Louis Park Addition, if produced East,
would intersect said Wooddale Avenue; thence West along the Center
Line of the Alleys in Blocks 74 and 73, St. Louis Park Addition to
the Center Line of Yosemite Avenue; thence North along the Center
Line of Yosemite Avenue to place of beginning.
Resolution
On motion of Trustee Perkins, seconded by Clerk" Justad, the following
resolution was adopted by unanimous vote of four members of the Council present:
RESOLUTION
for
CONSTRUCTION OF DISTRICT SEWER
WHEREAS the Village Council deems it necessary and in the public interest
that a District Sewer be constructed in Excelsior Boulevard from Wooddale Avenue
to Dakota Avenue to serve Sanitary Sewer District 2-C and the said sewer be
constructed of sufficient capacity to provide for sewerage of the Village of
Hopkins as provided in agreement heretofore entered into between the Village of
Hopkins and the Village of St. Louis Park, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that Sanitary District Sewer be constructed.at said location in accordance with
plans and specifications which have been prepared by the Village Engineer and
which are hereby approved and which plans have heretofore been approved by the
Village Council of the Village of Hopkins and the Clerk is hereby directed to
advertise for bids for construction of said sewer to be opened by the Village
Council March 8, 1948.

said Village, and ascertain the amount of special benefits received by any
properties in said Village by reason of the construction of said improvements
and hear the testimony in that connection of all persons interested or whose
property is affected, who may appear in person or by attorney and present wit-
nesses for examination.
