Engineer was authorized and directed to proceed as soon as possible to grade the property from Fire Station to Wooddale Avenue and 37th Street to Alley line, by unanimous vote of Council Members present. Release of Securities ▪ A request received from the Northwestern National Bank of Minneapolis dated December 30, 1947 was read, for the release of $270,000.00 United States Treasury Bonds of 1967-72 22% due December 15; 1972, which are now being held by the Federal Reserve Bank of Minneapolis, and substituting $270,000.00 United States Treasury Notes Series A 1948 12%, due September 15, 1948. On motion of Clerk Justad, seconded by Trustee Perkins ( release of the above mentioned Treasury Bonds and substitution was approved and the following additional securities to bring the total up to $350,000.00 were_approved: - United States Treasury Note Series A-1948-12%, Due 9-15-48 - 30,000.00 • St. Louis County, Minn. Ind. School Dist,. Refunding Bond, 1.40%, due 7-1-52 - - - - - - - 25,000.00 - IT n n n n n 1.40%, due 7-1-53 - _ - - - _ - - 25,000.00 and the assignment dated January 8,' 1948 coveting the full $350,00.00, was approved by unanimous vote of Councilmen present. W. by President Erickson vbi / A _ •t • • • President of the Village Council ATTEST: 407 J�MsPH JUSTAD age Clerk • • REGULAR MEETING - JANUARY 19,' 1948 • - A meeting of the Village Council was called to order by President Erickson with the following Councilmen present at roll' call: Trustee Bolmgren " Trustee Jorvig Trustee Perkins • Clerk Justad President Erickson • Permission to Set Poles - On motion of Trustee Jorvig, seconded bar Trustee Bolmgren, the Northern States Power Company were granted permission to place poles at the following locations, by unanimous vote of the Council: ' - 2 poles in Alley between Quebec and Rhode Island Avenues and 34th and 35th Streets • 3 poles West of Dakota Avenue, South of 33rd Street for skating rink. • Hearing - Double Bungalow - - A hearing was had on the petition of A. W. Hammerland for a special permit to construct a double bungalow on Lots 10 and 11, Block 319, Rearrangement of St. Louis Park. Mrs. Hammerland appeared in favor_ of petition. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Btiilding Inspector was author- ized to issue a special permit fora double bungalow on Lots 10 and 11, Block 319, Rearrangement of St. Louis Park, by unanimous vote of the Council. Taxes - Lot 18, Block 3, Brooklawns Mr. E. J. Cameron informed the Council that he understands that his real estate taxes on Lot 18, Block 3, Brooklawns Addition would be about $432.00. A. No one appeared in opposition. Matt Levitt, attorney for the St. Louis Park Theater Company appeared in favor. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council: RESOLUTION VACATING ALLEY WHEREAS petition of the owner of all real property fronting on the line of alley adjacent to Lots 3 to 11 inclusive, Block 2, Calhoun Addition to Minnea- polis, has been duly filed with the Village Council requesting that said alley be vacated and the Village Council has met at the,time and place specified in a notice embracing a copy of said petition duly published and posted and has heard all interested persons and it appears in the interest of the public that said alley be vacated, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said alley adjacent to Lots 3 to 11, inclusive, Block 2, Calhoun Addition to Minneapolis, according to the plat thereof on file and of record in the office of the Register of Deeds in and for said Hennepin County, as the said alley is now dedicated and laid out within the corporate limits of said Village, be hereby vacated. Permit - Shooting Range On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of the St. Louis Sportsman's Club for a permit to shoot on their shooting range in the abandoned section of Landers-Norblom-Christenson Gravel Pit which lies between Texas Avenue and Aquilla Avenue, was approved and permit granted subject to all the provisions in Ordinance No. 286, "An Ordinance Regulating the Use and Discharge of Firearms and Air Rifles Within the Village of St. Louis Park", adopted by the Village Council December 15, 1947. Motion was passed by unani- mous vote of the Council. Hearing Date Set - Street Vacation On motion of Trustee Perkins, seconded by Trustee Bolmgren, February 16, 1948 was set as date of hearing on the petition of Linde Air Products Company for the vacation of "All that portion of Rex Avenue adjacent to Lot 17, Block 164, Rearrangement of St. Louis Park, and Lot 1, Block 57A, Rearrangement of St. Louis Park. Motion was passed by unanimous vote of the Council. Traffic Engineering Conference On motion of Trustee Bolmgren, seconded by Trustee Perkins, President Erickson and two Police Officers were authorized to attend the Second Minnesota Traffic Engineering Conference to be held January 26, 27, and 28, 1948, at the Center for Continuation Study at the University of Minnesota, with expenses paid. Motion was passed by unanimous vote of the Council. Traffic Hazard - Cambridge & Brunswick A letter dated January 15, 1948 from the Cambridge Brick Company, regarding the traffic hazard that exists at the intersection of Cambridge Street and Brunswick Avenue was read. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above matter was referred to President Erickson, Chairman of the Police Committee, by unanimous vote of the Council. • Application - Hard Liquor On-Sale License A letter dated January 11, 1948 from John C. Mc Nulty, Secretary of Hy- land Homes Corporation, operators of Westwood Hills Country Club was read in which they made application for an On-Sale liquor license for the Club, if and when such a license if available. •••O P 146 January 19, 1948 Application, - Hard Liquor On-Sale License, Cont'd. On motion of Trustee Jorvig, seconded by Trustee Perkins, the above letter was ordered filed with 'Applications for Hard Liquor Licenses' , by un- animous vote of the Council. Application - Hard Liquor Off-Sale License A letter dated January 16, 1948 from H. W. Smith, owner of the property fronting on Excelsior Boulevard, formerly known as Rice Sand and Gravel Pit, expressing his desire to have an Off-Sale liquor license to be used on this prop- erty, if and when a license is available, was read. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above mentioned letter from W. H. Smith was referred to the Committee of Whole, by unanimous vote of the Council. Weed Inspector Appointed On motion of Trustee Bolmgren, seconded by Trustee Perkins, Peter Stienstra was appointed as Weed Inspector for 1948, by unanimous vote of the Council. Gas Station (3) Edward Plehal Heating _ Request for Two-Family Dwelling A request dated January 15, 1948 from Florence Enerson, 4245 Wooddale Ave., for a permit to build a two-family dwelling on Lots 17 and 18, Block 4, Wooddale Park Addition was discussed at length, and it was suggested that Miss Enerson be advised that the Village Council is of the opinion that this area should be • held to one family dwellings. Petition - Sidewalk On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition $ of Walter A. Jannicke, 3157 Georgia Avenue and Others, for construction of side- JD walk on the East, side of Georgia Avenue between 31st Street and 32nd Street, was referred to the Village Engineer and Street Department Committee, by unanimous vote of Council Members present. Petition - Curb and Gutter �9 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition of Walter A. Jannicke, 3157 Georgia Avenue and Others, for construction of curb and gutter on_the East side of Georgia Avenue between 31st Street and 32nd Street, was referred to the Village Engineer and Street Department Committee for check- ing and recommendation, by unanimous vote of the Council. Contour Maps On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Engineer was instructed to prepare a contour map of the property, contemplated additions and immediate surroundings of Park Area in Browndale Addition South of Morningside Road; and as soon as action is taken, to take over the Park Area in Westwood Park Second AddLtion, a similar contour map to be made for the Plan- ning Commission, by unanimous vote of the Council. School Stop Signs On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Police Department was instructed to place SCHOOL STOP SIGNS ,at the following locations, to be in operation during school hours: _ 1. 41st & Highway #169 - Brookside School corner 2. Quebec Avenue and Highway #7 - Oak Hill School January 19, 1948 147 Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of the Council: RESOLUTION REQUESTING FINANCIAL ASSISTANCE WITH TRAFFIC SIGNALS BECAUSE of the tremendous increase in traffic on Highways passing through the Village of St. Louis Park on County Highways (as well as others); and, BECAUSE the greater part of this traffic is coming from County districts outside of our Village; and, BECAUSE of our own Village growth in population from 7,737 in 1940 to a now estimated 20,000 people, it is extremely necessary to set up several traffic signals. Three of these would be located on County Highways within our Village limits; namely, at Brookside Avenue and Excelsior Boulevard; at Ottawa Avenue and Minnetonka Boulevard; and at Louisiana Avenue and Minnetonka Boulevard; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park, that the Board of County Commissioners, Hennepin County, Minnesota be hereby petitioned to furnish the Village with some financial assistance at this time, with two traffic signal installations; the cost of operation and maintenance to be borne by the Village. Dunkum, 3829 Kipling Avenue Term to expire October 1, 1950 Motion was passed by unanimous vote of the Council. - Justice of Peace Bond On motion of Clerk Justad, seconded by Trustee Perkins, the. bond with Enock A. Linnee, Justice of Peace as principal, and American Surety Company as surety, dated January 1, 1948 for a term of two years, in the amount of $500.00, was approved by unanimous vote of the Council. Dog Care Village Attorney Montgomery told the Village Council that he had assembled some material on Dog Care that could be incorporated in our Dog Ordinance. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above mentioned material on Dog Care was referred to the Police Committee for checking and recom- mendation, by unanimous vote of the Council. Use of Village Hall for Church Activities Reverend Martinson of the Union Congregational Church reported that due to _:.,,.- . 148 January 19, 1948 • CC i Use of Village Hall for Church Activities, Cont'd. curtailment in use of fuel oil•due to shortage, it might be necessary to close up some of the week day activities unless they can secure space somewhere else. He asked permission to use rooms in the Village Hall for Brownie and Scout meetings. It was left with the Village Clerk to work out the above schedule with Reverend Martinson. Assistant Fire Cheif Appointed Trustee Jorvig, Chairman of the Fire Department Committee reported the need of one more assistant chief for the Department, and suggested that Kurt Scheibe be appointed to act as assistant chief until examination for filling the position could be held. On motion of Trustee Jorvig, seconded by Trustee Perkins, Kurt Scheibe was appointed to act as assistant chief in the Fire Department at a salary of III $275.00 per month, effective February 1, 1948, until the Fire Civil Service Commission hold an examination to fill the position permanently, by unanimous vote of the Council. Position of Assistant Fire Chief Created On motion of Trustee Jorvig, seconded by Trustee Perkins, the position of another Assistant Fire Chief was created and the Fire Civil Service Commission was directed to hold examinations for the purpose of filling this position, by unanimous vote of the Council. Bus Service on Cedar Lake Road ' Trustee Jorvig discussed bus service along Cedar Lake Road from France Avenue West, with the Village Council. It was suggested that Trustee Perkins check with the County Highway Department and find out what plans the County has at present for the future of Cedar Lake Road. White Colonial Office Building A letter dated January 12, 1948 from Wheaton Realty Company was read relative to building a white colonial semi-temporary office building on Lot 8, Block 13, St. Louis Park (a commercial lot). The members of the Council felt that there were no restrictions to a request of this nature and suggested that Wheaton Realty Company be asked to bring in building plans to a future Council Meeting for Council Approval. Minutes The•minutes of meetings held December 29, 1947, January 5 and 12, 1948 were read and approved as read. Meeting Adjourned The meeting was adjourned by President Erickson at 10:40 P. He presented some figures he had assembled, and asked the Council to take account of it. No action was taken.
