HE IT FURTHER RESOLVED that the Auditor of Hennepin County is hereby
authorized and requested_to adjust his, records on the following described
property covering assessments for Sanitary Sewer in Lake Street Joint District
Sewer 1-E as follows:

A meeting of the Village Council was called to order by President Erickson
III at 8:25 P. M., with the following Councilmen present at roll call:

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following

Minutes
The minutes of meetings held August 4, 11, 18, 25, September 2, 8, 15,
and 22, 1947, were read and approved as read.
III Hearings/Water Main
Separate hearings were had upon each of the proposed assessments for
water main construction at the locations described in the following resolution.
No one appeared.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:

WHEREAS, the Village Council has met at the time and place specified in
said notice and has heard and passed upon all objections to said assessment,
therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that each of said proposed assessments which are hereby referred to and made a
part hereof is hereby adopted and an assessment is hereby levied against each
of the lots, parts of lots, pieces and parcele of land described therein in
the 'sums therein respectively set forth, and each of said tracts of land is
hereby found to be benefited in the amount of 'the assessment levied against it
herein, and
BE IT FURTHER RESOLVED that each assessment shall be payable in equal
annual installments extending over a period of ten years the first to be payable
on the first day of June, 1948.
All deferred payments shall bear interest at the rate of 5% per annum. Said
assessments and interest shall be a lien upon the property therein specified
concurrent with general taxes as authorized by Chapter 425, Laws of Minnesota
1921 as amended. _
Hearings/Curb & Gutter
Separate hearings were had upon each of the proposed assessments for curb
and gutter construction at the locations described in the following resolution.
No one appeared.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present.

RESOLUTION LEVYING ASSESSMENT FOR CURB AND GUTTER
ESTENSIONS
WHEREAS, proposed assessments for the cost of each of the curb and gutter
extensions at the following locations in said Village have been duly filed with
the Village Clerk and are open to public inspection, and notice has been pub-
lished in the St. Louis Park Dispatch September 12, 1947, that the Village Coun-
cil would pass upon said proposed assessments at this present meeting:
West side of Xenwood Avenue between 33rd Street and the
North line of Lot 122, Norwaldo
West side of Dakota Avenue from 28th Street to 29th Street
East side of Dakota Avenue from 28th Street to 29th Street
West side of Toledo Avenue from 41st Street to Wooddale
Avenue
West side of Idaho Avenue from 31st Street to 32nd Street
East side and West side of Raleigh Avenue from 27th Street
to 28th Street
West side of Xenwood Avenue from 33rd Street to end of
existing curb South of Lake Street
and

Petition/Grading
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
petitions for grading were referred to the Village Engineer and Village `Attorney
for checking and recommendation, by unanimous vote of the Council:

Petition/Sanitary Sewer 41r1
The petition dated September 22, 1947, for construction of sanitary sewer
in Browndale Avenue from Wooddale Avenue to 44th Street, signed by John P.
Manning and others was read. On motion of Trustee Bolmgren, seconded by Trustee
Perkins, the above petition was referred to the Village Attorney and Village
Engineer for checking and recommendation, by unanimous vote of the Council.
Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company were granted permission to place poles at the following
locations:
2 poles in alley between Hampshire Avenue
and Idaho Avenue South of Minnetonka Blvd.
1 pole in alley between 26th Street and
27th Street and Kentucky and Lousiana

Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the follow-
ing applications for 1947 licenses were approved, and the President and Clerk
were authorized to issue licenses to expire December 31, 1947, by unanimous
vote of the Council:

Permit to Connect to Water Main (Special)
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special
permit was granted to Harley Johnson to connect to the water main at corner of
Lynn Avenue and 25th Street, and pipe service to his home at 2529 Monterey
Avenue, with the understanding that the Owner of said property pay an assess-
ment of $179.90; said payment to be credited to the future assessment if and
when the water main is installed on Monterey Avenue, in front of said property.
Motion was passed by unanimous vote of the Council.
Notice of Hearing (Airports Commission)
A notice of hearing that the Minneapolis-Saint Paul Metropolitan Airports
Commission will hold and conduct at the Main Auditorium, State Office Building,
October 15, 1947, at 10 A. M. was read. No action taken.
Resolution
On motion of Trustee Perkins, Seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Councilmen present:

On motion of Trustee Perkins, seconded by Trustee Jorvig, the application
of Robert G. Klonder, 3304 Brownlow Avenue and others for a street light on
corner of 2nd Street NW and Brownlow Avenue was approved, and the Northern
States Power Company was instructed to install same, by unanimous vote of the
Council.
License Bonds
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
bonds were approved by unanimous vote of the Council:
PLUMBERS LICENSE BOND, with Henry 0. Soderlin
as Principal, and Commercial Casualty Insurance
Company as surety, dated September 24, 1947, in
the amount of $4,000.00.
PLUMBERS LICENSE BOND, with J. J. 'Berg and Tony
Ferrara, DBA Standard Plumbing and Heating Co.
as principal, and Standard Accident Insruance Co.
as surety, dated September 19, 1947, in the
amount of $4,000.00. ,
Bid Awarded/Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Phelps-Drake Company opened September 22, 1947, for the construction of water
main extensions, in the amount of $85,693.20 was approved and contract for same
authorized, by unanimous vote of the Council.
Complaint/Bus Service
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the letter

received from Florence L. Nelson, 3305 Glenhurst Avenue, dated September 24,
1947, regarding Sunday morning bus service on Excelsior Boulevard was referred
to the Clerk to write to the Twin City Rapid Transit Company, by unanimous vote
of the Council.
Bid Awarded/Sanitary Sewer 2-B
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Western Underground Construction Company received September 2, 1947, for the cons-
truction of Sanitary Sewer No. 2-B was approved with the replacing of streets
omitted, and the contract authorized. Motion was passed by unanimous vote of the
Council.
Garbage Contract Bond
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Performance
Bond with Helen L. Bradley, DBA•Suburban Sanitary Drayage Company as principal,
and.New York Casualty Company of New York as surety, dated September 11, 1947
and -effective September 23, 1947, in the amount of $ 5,000.00, was approved by un-
animous vote of the Council.
Special Police/Roller Rink
The Police Committee recommended that a Special Police Officer be employed
to police the Pastime Arena Roller Skating Rind at 5626 West Lake Street during
the hours the Rink is open. On motion of Trustee Perkins, seconded by Trustee
Jorvig, the report and recommendation of the Police Committee was approved and
the Chairman of the Police Committee was instructed to make the selection of
Officer for Council approval. Motion was approved by unanimous vote of the
Council.
Ordinance No. 279
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
Ordinance was passed by unanimous vote of the Council:

AN ORDINANCE DETERMINING COST OF
GARBAGE COLLECTION AND OBLIGATING
PROPERTY OWNERS FOR PAYMENT THEREOF
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. The total cost incurred by the Village of St. Louis Park for
regular collection and disposal of garbage and refuse from dwellings and places
of business within said Village pursuant to contract for the period from Septem-
ber 1, 1946 to August 31, 1947, is hereby determined to be Thirty-five Thousand
Three Hundred Seventy-eight and 74/100 Dollars ($35,378.74). The total number
of dwellings and places of business served by such regular service during said
period was 4,467. The proportionate cost of such service to the respective
properties served during said period was Seven and 92/100 Dollars ($ 7.92) per
unit served which sum the owners of the respective properties served shall be
obligated to pay to the Village, and said sum-shall be due and payable October 1,
1947. In default of payment the Village Council shall levy an assessment on
October 4, 1947, against each lot or parcel of land so served for which the service
charge is unpaid.

Ordinance No. 280
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
Ordinance was passed by unanimous vote of Councilmen present:

AN ORDINANCE CREATING
SANITARY SEWER DISTRICT NO. 1-P
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. There is hereby created and established a sanitary lateral
sewer district of the Village of St. Louis Park to be known and designated as
Sanitary Sewer District No. 1-P which will be served by a lateral sanitary sewer
in Lynn Avenue from 26th Street to 27th Street, and the area of the district
shall be as follows:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
Ordinance was passed by unanimous vote of Councilmen present:

The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. There is hereby created and established a sanitary lateral
sewer district of the Village of St. Louis Park to•be known and designated as
Sanitary Sewer District No. 1-Q which will be served by a lateral sanitary sewer
in Alabama Avenue from Minnetonka Boulevard to four- hundred ninety (490) feet
South thereof, and the boundaries of the district shall be as follows:
Commencing at the intersection of Minnetonka Boulevard
and Alabama Avenue; thence East along the center line of
Minnetonka Boulevard to a point where the center line of
Block 1, Del Monte Heights, if produced North, would
intersect same; thence South along said center line of
Block 1 to the South line of Lot 23, Block 1, Del Monte
Heights; thence West along the South line of said Lot
23, extending said line West to the West line of Alabama
Avenue; thence North along the West line of Alabama Avenue
to the Northeast corner of Lot 8, Block 2, Del Monte
Heights; thence West along the North line of said Lot 8,
Block 2 to the Northwest corner of Lot 8, Black 2, Del
`Monte Heights; thence North along the West line of Lots
1 to 7, inclusive, Block 2, Del Monte Heights to the
center line of Minnetonka Boulevard; thence East along
the center line of Minnetonka Boulevard to point of be-
ginning.

On motion of Clerk Justad, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of Councilmen present:

WHEREAS, it appears necessary and in the public interest that a lateral
sanitary sewer be constructed in Lynn Avenue from 26th Street to 27th Street to
serve Sanitary Sewer District No. 1-P, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that lateral sanitary sewer be constructed in Lynn Avenue from 26th Street to
27th Street, and
BE IT FURTHER RESOLVED that plans and specifications for said sewer pre-
pared by the Village Engineer be hereby approved and the Engineer's estimated
cost for construction of said sewer be filed with the Clerk, and
BE IT FURTHER RESOLVED that the Clerk be directed to advertise for bids
for construction of said sewer.
