M., with the following Councilmen present at roll call: Trustee Jorvig Trustee Perkins Clerk Justad Bids/Water Mains • • Pursuant to advertisement for bids on water main extensions in the St. Louis Park Dispatch, bids were received from the following bidders: 1. Orfei & Mariani 100,853.00 On motion of Clerk Justad, seconded by Trustee Jorvig, the above bids were referred to the Village Engineer and Water.Department Committee for checking and.tabulation, by unanimous vote of Councilmen present. Bids/Sidewalk Pursuant to advertisement for bids in the St. Louis Park Dispatch, bids were 'received from the following bidders. on sidewalk construction: 1. George Madsen $2.34 per sq. yard 2. Building Permit/Shop & Warehouse On motion of Clerk Justad, seconded by Trustee Jorvig, the Building Ins- pector was authorized to issue a building permit to Edwin H. Renner & Sons, St. Di September 22, 19471.1 Building Permit/Shop & Warehouse, Cont'd. Louis Park, for the erection of a concrete block building to be used as a Shop, Office and Warehouse, on Lots 19, 20, 21, Block 314, Rearrangement of St. Louis Park (Northwest corner of Quebec Avenue and Highway No. 7 Service Road). Motion was passed by unanimous vote of Councilmen present. Hearing Date Set/Double Bungalows On motion of Clerk Justad, seconded by Trustee Jorvig; October 6, 1947 was set as date for hearing on'the petition of Albert Monson, 3716 Huntington Avenue, for a special permit to erect double bungalows on Lots 1, 2, 3, 4, 5, Block 2, Minikanda Vista Second Addition. Motion was passed by unanimous vote of Councilmen present. Develop Property E of Village Hall Ed Renner spoke for the Volunteer Fire Department regarding the develop- ment of property East of present Fire Station. It was suggested that this matter be turned over to a Committee to study and report with request that the September 22, 1947 Develop Property E of Village Hall, Cont'd. leveling of the property be done this year so that sowing of seed can be done this Fall -- Committee to be Trustee Bolmgren, Trustee Jorvig and Village Engineer, J. C. Utton. Request for Stop Signs Roy Whipps asked that STOP SIGNS be placed on curves on Wooddale Avenue between Excelsior Boulevard and 44th Street. It was suggested that this be turned over to President Erickson and Police Department for checking and action. Sanitary Sewer/Lynn Avenue-25th to 27th The matter of Sanitary Sewer on Lynn Avenue from 25th Street to 27th Street was discussed, and the Village Attorney was asked to bring in an Ordinance on September 29, 1947 describing the area, and resolution to do the work. Request for 3.2 Beer On-Sale License VFW's' made an oral request for 3.2 Beer On-Sale License to be used at their Hall at the corner of 36th Street and the Belt Line. This was referred to the Committee of Whole to check on procedure, and report on same at meeting of September 29, 1947. Request for Permit to Build Service Garage On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a request from Earl Baker for a permit to erect a service garage on Lots 7 and 8, Block 5, Roxbury Park was referred to the Planning Commission for checking and recom- mendation by unanimous vote of Councilmen present. Permit/Commercial Building On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Building Inspector was authorized to issue a building, permit to Homer Dickenson for the erection of a commercial building as per plans presented 9-22-47, on the W2 of Lot 4 and all of Lots 5, 6, 7, 8, Block 4, Minikanda Vista, by unanimous vote of Councilmen present. Permit for Multiple Dwelling Denied Action on the A. W. Lampe request for multiple dwelling permit on the SW corner of Brunswick Avenue and Excelsior Boulevard was asked for by President pro tem, H. W. Perkins. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the request of A. W. Lampe for change from "C" Density to "D" Density of the SW corner of Brunswick Avenue and Excelsior Boulevard was denied by un- animous vote of Councilmen present. Petition/Water Main 0"; On motion of Trustee Bolmgren, seconded by Trustee Jorvig, petition for water main extension on Quebec Avenue from Walker Street to West 34th Street, signed by Lucille N. Preston and others, was referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of Council- men present. . Offer Rejected/Lot 82, Aud. Sub. #301 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was authorized to write to John K. Reid and advise him that the Village doesn't wish to purchase Lot 82, Auditors Subdivision #301 for Park purposes. Motion was passed by unanimous vote of Councilmen present. Improve Park Property On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the suggestion of the Planning Commission in their report dated September 21, 1947 for improv- ing property bounded by Cedar Lake Road, France Avenue and Glenhurst Avenue marked "Park Board" in the Plat Book (page 19); and the vacating of Glenhurst Avenue adjacent to this property, was referred to the Village Engineer and Park Board for study and recommendation, by unanimous vote of Councilmen present. Petition/Sanitary Sewer 4-14, On motion of Clerk Justad, seconded by Trustee Jorvig, petition for Sanitary Sewer in Brook Avenue from Morningside Road to 432 Street, dated July 30, 1947, signed by R. M. Olson, 4333 Brook Avenue and others, was referred to the Village Engineer for listing, by unanimous vote of Councilmen present. License/Taxi Driver On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of Charles D. Messenger, 1821 Portland Avenue, Minneapolis, for a 194.7 license to drive a taxicab for Blue & Grey Taxicab Company was approved, and the President and Clerk were authorized to issue license to expire December 31, 1947, by un- animous vote of Councilmen present. 3® 00September 22, 1947 07 Sidewalk Bid Awarded The Village Engineer returned the bids received for sidewalk construction, reporting that Norman Finstad was the lowest bidder and recommended that the contract be awarded to him. • On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the bid of Norman Finstad received September 22, 1947 for sidewalk construction was de- termined to be the lowest bid of a responsible bidder, and the President and Clerk were authorized to enter into a contract for the Village with Norman -Finstad for the work. Motion was passed by unanimous vote of Councilmen present. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of Councilmen present: RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENTS BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following assessments levied pursuant to resolution adopted September 16, 1946, be hereby canceled, for the reason that said lands were used either for business or were vacant lands and were not served by the garbage collection service of the Village, and the President and Clerk are hereby authorized to refund the amount paid on receipt of a verified claim signed by the taxpayer. Blvd. Addn. 7.90 Request for Street Light On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of D. J. Hoffman, 2825 Glenhurst Avenue for a street light on Minnetonka Boulevard near Inglewood Avenue that would give light to the new shops on the NW corner, was referred to the Northern States Power Company for recommendation, by unani- mous vote of Councilmen present. • Bid Awarded/Well #6 Bids for the drilling of Well #6 at Zarthan Avenue and West 42nd Street received September 15, 1947, and tabulated by the Village Engineer were read as follows: 1. McCarthy Well Company $22,780.00 2. Layne-Western Company x$18,072.00 3. Keys Well Drilling Company x$19,805.00 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Layne-Western Company for the drilling of Well #6 at• Zarthan Avenue and West 42nd Street was determined the lowest bid of a responsible bidder received pursuant to advertisement for bids, and the President and Clerk were directed to enter into a contract in behalf of the Village on forms approved by the Village Attorney with Layne-Western Company. Motion was passed by unanimous vote of Councilmen present. Special Permit to Connect to Water Main On motion of Trustee Jorvig, seconded by Trustee Bolmgren, a special permit was granted to Roy E. Olson to connect to the water main at the Southwest corner of West 27th Street and Georgia Avenue, with the understanding that the Owner of said property pay an assessment of p127.05 , said payment to be credited_ to the future assessment if and when the water main is constructed in Georgia Avenue in front of said property. Motion was passed by unanimous vote of Councilmen present. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following, resolution was adopted by unanimous vote of Councilmen present: RESOLUTION APPROVING PROPOSED ASSESSMENT FOR JOINT SEWER DISTRICT NO. 2 WHEREAS, the Village Engineer has calculated the proper amount to be specially assessed for construction of joint district sewers for Joint Sewer District No. 2 and has calculated the amount-to be specially assessed against September 22, 1947 4.1 Resolution/Proposed Sewer Assessrhents, Cont'd. each lot, piece or parcel of land benefited by construction of said sewer in said sewer district, and a tabulation thereof has been duly prepared and filed with the Clerk in duplicate as a proposed assessment and has been laid before the Village Council at this present meeting held not more than ten days after the filing thereof, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the total cost of the construction of said joint district sewer is hereby determined to be p659,000.00, including outlet in the City of Minneapolis and small appurtenances; and that said cost of $20,900.00 thereof represents the amount assessable against adjacent property'to be served by said joint district sewer as a lateral, and 1.38,100.00, the amount assessable on a unit basis for the joint district sewer and its appurtenances, and • BE IT FURTHER RESOLVED that said proposed assessment is hereby approved and that the Clerk' is directed to cause notice to be published in the St. Louis Park Dispatch on September 26, 1947, that the Village Council will pass on said proposed assessment at its next regular session to be held at the Village Hall, October 6, 1947. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of' Councilmen present: RESOLUTION CANCELING CERTAIN SANITARY SEWER ASSESSMENTS BE IT RESOLVED that the assessment levied by Resolution of August 19, 1946 for Sanitary Sewer District No. 1-H against the following described property, be adjusted for the reason that 153 feet of lateral sewer was assessed whereas only 105 feet of frontage is on the lateral sewer; and the President and Clerk are hereby authorized to refund the overcharges paid, upon receipt of a verified claim signed by the Taxpayer, together with paid tax statement to substantiate the claim: The amount to be refunded is as follows: 1947 charges of $56.16 should have been $43.68 - Amount of refund, $12.48 on property known as Robinson & Gregory's Subdivision, of the East 76 acres of Government Lots 5 & 6; that part of the East 2 of Lot 5 lying East of the West 153 feet thereof and North of the South 435 feet thereof except Street. BE IT FURTHER RESOLVED that the Auditor of Hennepin County is hereby requested and authorized to change his records on the following described property, covering assessment for Sanitary Sewer District 1-H as follows: Robinson and Gregory's Subdivision of the East 76 acres of Government Lots 5 & 6; that part of the East z of Lot 5 lying East of the West 153 feet thereof and North of the South 435 feet thereof except Street: For the year 1948, reduce $58.68 to $45.66 1949, " 56.96 to 44.32 1950, " 55.24'to 42.98 1951, '!
