Grading Discussed 29, Block 20; Irwin Johnson, 2404 Garfield Avenue, owner of Lots 20, 23, 28, Lots 20, 25, Block 13, Park Manor, was present. He said he was infavor of grad- ing.Colorado Avenue from Minnetonka Boulevard to 28th Street on the present con- tract. Sam Segal, owner of Lots 8, 9, 10, Block 12, Park Manor, and M. 'P. Johnson, owner of Lot 19, Block 20, Park Manor are also in favor according to Mr. Johnson. The Clerk was instructed to arrange a meeting with Mr. Bohling and,President Erickson for 10 A. M., Wednesday, September 3, 1947, to discuss this matter. Building Permit On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was authorized to issue.a building permit to the Federal Tool and Mfg. Company to erect a building on Lots 15 to 20, Block 42, Rearrangement of St. Louis Park, it being understood that the receiving and shipping platform will be on the West side of the building. Motion was passed by unahimous vote of Councilmen present. . t, Licenses Approved On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of Le Roy H. Johnson, DBA Park Delicatessen at 4204 West Lake Street for licenses to operate a restaurant and sell cigarettes, was approved by unanimous vote of Councilmen present. Licenses to expire December 31, 1947. Building Permit , On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the building inspector was authorized to issue a building permit to Alfred Hay for an addition to his present barn to accommodate four to six more horses at the SW corner of Minnetonka Boulevard and Texas Avenue, by unanimous vote of Council- men. pre sent. . License - Riding Stable . On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of Alfred Hay for a license to operate a riding stable at 3000 Texas Avenue was approved and the President and Clerk were authorized to issue license to expire December 31, 1947, by unanimous vote of the Council. Gas. Station & Tourist Cabins Vic. Pedel was present and asked the Council's reaction to a request for permit to erect a gas station and tourist cabins at the corner of Idaho Avenue and Wayzata Boulevard. It was suggested that• he canvass the neighborhood for their opinion before he goes too far. It Street Outlet Andrew Kindem was present and showed the Council his proposed location of Building North of the Village Garage. As it will be necessary to have a Street ourlet he asked the Village to sell or dedicate 30 feet for a street South of their property. The matter was referred to the Street Department for checking and recommendation. Letter Commending Police Chief . The following letter received from the Hennepin County Sheriff's Office was read and the Clerk ordered to have copy of same made for Police Chief, Andrew Nelson: . Through the tireless • efforts of Chief Nelson this case was cleared up. • With kindest personal regards, I remain Sincerely yours, 78/ Ed Ryan, Sheriff, Hennepin County " Bid for Voters Records Approved • Clerk Justad reported that he had checked the three bids received for record cards for permanent voters registration on August 25, 1947 and found the -following: • The Park Press $$162.05 • American Printing Co. 201.55 • Miller-David Company 216.50 and recommend the bid of the Park Press as the lowest bid' of a responsible bidder. - On motion of Clerk Justad, seconded by Trustee Bolmgren, the bid of the Park Press received August 25, 1947 for record cards for permanent voters regis- tration at $162.05 was determined to be the lowest bid of a responsible bidder, and -the Clerk was authorized to issue a purchase order for all items on the bid, 111 by unanimous vote of Councilmen present. Stop Signs On motion of Trustee Jorvig, seconded by Trustee Bolmgren, President Erickson was instructed to write Hennepin County Highway Department to place Stop signs on Minnetonka Boulevard and Louisiana Avenue, by unanimous vote of Councilmen present. C. Utton, Village Engineer Permit for Trailer House On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application - of Donald E. Maddox for a permit to park a trailer house on Lot 25, Block 3, Brookside Addition, from August 30, 1947 to November 30, 1947 was approved, and the President and Clerk were authorized to issue Permit, by unanimous vote of Councilmen present. - Resolution On motion of Clerk Justad, seconded by Trustee Jorvig, the following reso- lution was adopted by unanimous vote of Councilmen present: RESOLUTION REDUCING GARBAGE COLLECTION ASSESSKENT BE IT RESOLVED by the Village' Council of the Village of St. Louis Park that the following assessment levied pursuant to resolution adopted September 16, 1946, be hereby reduced for the reason that said assessment should have been in the amount of $7.90 instead of $12.64 as it appears on the tax statement. The President _and'Clerk are hereby 'authorized to refund the difference between $12.64 and $7.90 on receipt of a verified claim signed by the taxpayer. (Frank Prout, 5201 W. 28th St.) 1 Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of Councilmen present: RESOLUTION AUTHORIZING SALE OF CERTIFICATES HELD FOR THE CREDIT OF THE VILLAGE RESOLVED by the Village Council of the Village of St. Louis Park that the Northwestern National Bank of Minneapolis be hereby directed to sell $100,000. principal amount, 7/8% Treasury Certificates, dated November 11, 1947, now held Ei September 2, 1947 Resolution, Continued by the Bank under Agency Account for the Village, and to deposit the proceeds received from said Certificates to the credit of the Village. Bingo i A communication from the Marine Corps League, Signed by Joseph H. Connolly Commandant was read, in which permission to play Bingo at the American Legion Hall, October 16, -1947, was asked. No action taken. Permission to Place Pole On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of the Northern States Power Company for permission to place 1 pole on the West 26th Street between Raleigh Avenue and Salem Avenue was approved.by unanimous vote of Councilmen present. Governor's Fire Prevention Conference On motion of Trustee Bolmgren, seconded by Clerk Justad, President Erickson, Fire-Chief, C. M. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit was granted to the Chemical Plastics, Incorporated to connect to the water main at Oregon Avenue and North Street to supply the building at 7301 West Lake Street, with the understanding that the owner pays an assessment of $257.00; said payment to be credited to the future assessment if and when the water main is installed on Taft_ Street in front of said property.
