On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bid was referred to the Street Department and Village Engineer for checking and recommendation,' by unanimous vote of the Councilmen present. Trustee Jorvig Trustee Jorvig arrived at the meeting at this time - 8:10 P. M. Vacating Toledo Avenue Discussed The matter of vacating Toledo Avenue adjacent to St. Georges Church was discussed with Mr. Fred Furber and Mr. Van Krevelen from the State Highway Department who presented a letter dated August 14, 1947. Justice of Peace Report Justice of Peace report of fines for period of April 3, 1947 through May 22, 1947, signed by Justice E. A. Linnee was read and ordered filed. Petition for Rezoning °A petition for rezoning of Lots 1 to 11 inclusive, Block 1, Adolph Fine's Addition from Residential to Multiple Dwelling - D Density to permit construct- ion of four-family dwellings was presented by John J. Kelly, Attorney for Mr. Fine was read. No action taken. Building Permit for Gas Station • • On motion of Trustee Perkins; seconded by Trustee Bolmgren, the Building Inspector was authorized to issue building permit to R. C. Alexander for the construction of a Gas Station on Lots 18 and 19, Block 4, Meadowbrook Addition, with a set-back of 20 feet for the -pumps. Motion was passed by unanimous vote of the Council. • Request for Stop Light/Signal Light - The request of Anthony V. Flored, 2929 Princeton Avenue for a stop light or signal light on Lake Street, either on Ottawa or Princeton Avenues at the Theater was referred to the Police Department for checking and recommendation. • Report on Bus Service -Trustee Bolmgren made a report on Bus Service, stating that something very definite would be forthcoming soon. - • Committee Meeting/ Gas Franchise • Trustee Bolmgren stated that he -had called a meeting of the Public Utili- ties Committee for Wednesday evening, -August 20, 1947, to discuss the Gas Franchise. • Petition for Grading - The petition dated August 1, 1947, signed by Wallace E. Johnson, 3354 Brownlow Avenue and others, for grading of Alley in Block 174, Rearrangement of St. Louis Park was read and referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of the Council. Licenses Approved • On motion of Trustee Perkins, seconded by- Trustee Jorvig, the following applications for/1947 licenses were approved, and the President and Clerk were authorized to issue licenses to expire December- 31, 1947, by unanimous vote of the Council: - McVicker Sales & Service • Heating Harriett W. Jennings Cigarette • Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of the- Council: • • RESOLUTION FOR PURCHASING OF OUTSTANDING BONDS FROM THE- STATE RESOLVED, by the Village Council of the Village of St. Louis Park, Henne- pin County, Minnesota, that the Treasurer of the Village be authorized and directed to invest $15,000.00 plus accrued interest and premium of the Lake Street Joint District Sewer Fund 1-E by purchasing the following bonds issued by the Village, and now owned by the State of Minnesota; and further that the Treasurer hold said bonds as an investment until maturity-date for the Lake Street Joint District Sewer Fund 1-E. Byllesby American Legion Post #345 for permission to play Bingo at the Frank Lundberg Legion Hall on Friday night, September 19, 1947 was read. No action taken. Bingo The request of Frank Lundberg Post #282, American Legion, St. Louis Park for permission to play Bingo on the following listed dates was read and no action taken: September 20, October 3, November 8, October 18, November 22, and Dec- ember 13, 1947, and January 9, January 24, February 21, March 5, March 20, April 2, April 17, May 8, and May 22, 1948. Assignment of Securities On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following described securities now on deposit with the Federal Reserve Bank of Minneapolis as security for Village funds on deposit with the Northwestern National Bank of Hopkins were approved, and the assignment of same executed by the Northwestern National Bank of Hopkins on August 7, 1947 was accepted: Motion was passed by un- animous vote of the Council - $10,000.00 U. S. Treasury Bonds of 1950/52, dated April 15, -1943, due September 15, 1952 $30,000.00 U. S. Treasury Bonds of 1950/52, dated October 19, 1942, due March 15, 1952 $10,000.00 U. S. Treasury Bonds of 1950/52, dated October 19, 1942, due March 15, 1952. Assignment of Securities On motion of Trustee Perkins, seconded by Trustee Bolmgren, the $270,000.00 U. S. Treasury Bonds of 1967/72, dated November 15, 1945, due December 15, 1972 now on deposit with the Federal Reserve Bank of Minneapolis as security of Vil- lage Funds on deposit at the Northwestern National Bank of Minneapolis were approved, and the assignment of same executed by the Northwestern National_ Bank of Minneapolis, August 11, 1947, was by unanimous vote of the Council. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of the Council: RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENT BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following assessments levied pursuant to resolution adopted September 16, 1946, be hereby canceled, for the reason that said lands were used either for business or were vacant lands and were not served by the garbage collection service of the Village, and the President and Clerk are hereby authorized to refund the amount paid on receipt of a verified claim signed by the taxpayer - Thorpe Bros. University Club Addition, Block 1, Lot 17 Boulevard Heights, Block 3, Lot 7 Browndale Addition, Block 11, Lot 31 Trailers On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of Lewis E. Vrooman for permit to inhabit two trailers at 4800 Excelsior Blvd. was approved subject to approval of the Village Health Officer as tosanitation. Motion was approved by unanimous vote of the Council. Plans & Specifications - Well #6 On motion of Trustee Bolmgren, seconded by 'trustee Perkins, the plans and specifications for Well #6 were approved, and the Clerk was authorized to advertise for bids on same to be opened September 15, 1947, by unanimous vote of the Council. Wylie 1,000.00 Complaints/Rezoning A discussion was had with a group of residents in the neighborhood of Minnetonka Boulevard and Brunswick Avenue with regard to the petition of Adolph Fine 'for the rezoning of Lots 1 to 11, Block 3, Adolph Fine Addition, from Residential Use to Multiple Dwelling Use. All present were opposed to any change in the zoning of this property. The question was asked if this matter could be closed forever, and President Erickson explained that a taxpayer could bring in a petition as often as he desired. Bids/Record Cards for Voter Registration Bids were received on Record Cards for Voter Registration as advertised in the St. Louis Park Dispatch, as follows: American Printing Company ' $201.55 Miller-Davis Company $216.50 The Park Press $162.05 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids were referred to the Clerk for checking and recommendation, by unanimous vote of the Council. Hearing Date Set/Rezoning On motion of Trustee Perkins, seconded by Trustee Jorvig, September 15, 1947 was set as the date for hearing on request of A. W. Lgmpe for the rezoning of that part of Lot 1, Block 10, Brookside Addition lying North of the South 122 feet thereof from "C" Density to "D" Density District. Motion was passed by unanimous vote of the Council. Bid Awarded/Grading On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of Terry Excavating Company for grading certain streets named in advertisement for bids in the St. Louis Park Dispatch was determined the lowest bid of a respon- sible bidder - 38,905.06; and the President and Clerk were directed to enter
