30, 1947, requesting permission to play Bingo at their annual carnival to be

Water in Alley
A discussion was had regarding the alley between Edgewood and Florida
Avenues and 32nd and 33rd Streets. It was suggested that alley be left as it is
and drain the water by storm drain to Edgewood storm sewer, after affected lots
are raised above the alley grade. The matter waa left in the hands of the
Street Department Committee as referred on June 30, 1947.
Petition for Grading
• A petition for grading Quentin Avenue from Cedar Lake Road to Douglas
Avenue, signed by Fred A. Schultz and others was read. Un motion of Clerk
Justad, seconded by Trustee Perkins, the above petition was referred to the
Street Department Committee, with the statement that the work would not be done
this year. Motion was passed by unanimous vote of the Council.
Permission to Park Truck
0. W. Johnson, 1401 Maryland Avenue appeared; discussed the closing of
alley in his block - hearing held June 30, 1947. He asked for permission to
park his truck on 14th Street and was told it was not legal.
Change of Density
On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of
A. W. Lampe for a change of Density from "C" to "D" on the SW corner of Bruns-
wick Avenue and Excelsior Boulevard was referred to the Planning Commission
for checking•and recommendation, by unanimous vote of the Council.
Hearing Date - Rezoning
On motion of Trustee Perkins, seconded by Trustee Bolmgren, July 28, 1947
was set as date for hearing on the request of G. S. Holt, 4110 Webster Avenue
to rezone Lot 17, Block 2, Minikanda Vista Second Addition from Residential to
Multiple Dwelling with "D" Density; and Lots 12, 13, 14, 15, 16, Block 2,
Minikanda Vista Second Addition from "C" Density to "D" Density, by unanimous
vote of the Council.
Inquiry Re: Hard Liquor License Off Sale)
Mr. McGlynn and Mr. Chamberlan asked regarding a new Off Sale hard
liquor license to be used in the neighborhood of Excelsior Boulevard and the
Belt Line. They were told to bring in an application for same for the Council
to consider, if he plans to go on.
Heating License Bond
On motion of Clerk Justad, seconded by Trustee Bolmgren, the following
bond was approved: H. 0. Soderlin as principal and Commercial Casualty Co. as
surety, in the amount of $1,000.00, dated June 28, 1947. Motion was passed by
unanimous vote of the Council.
Permission to place Poles
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the North-
western Bell Telephone Company was granted permission to place three (3) poles
in the alley between Brownlow and Louisiana Avenues, between 2nd Street NW
and 3rd Street NW, by unanimous vote of the Council.

On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Northern
States Power Company was granted permission to place six (6) poles in alley
between Florida and Georgia Avenues, between 27th and 28th Streets, by unani-
mous• vote of the Council.
SSoft Drink License
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the applica-
tion of William VanBrunt Eddy, 4010 Minnetonka Boulevard for a license to sell

Soft Drinks at the Miniature Golf Course at the. above address was approved,
and the President and Clerk were authorized to issue license to expire Decem-
ber 31, 1947, by unanimous vote of Council Members present - Trustee Perkins
absent from room at time action was taken.
Licenses Approved
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the applica-
tion of Curtis M. Reed for the following licenses was approved, and the Presi-
dent and Clerk were authorized to issue licenses to expire December 31, 1947;
and refund of $11.00 overpayment for license fees (see Receipt #8439) was
authorized by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the applica-
tion of John J. Leinenger and Ceil A. Leinenger for a license to operate a
kennel at 5626 West 36th Street was denied and refund of fee authorized by
unanimous vote of the Council.
Action on Soft Drink License Recinded
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above
action approving application of William VanBrunt Eddy, 4010 Minnetonka Blvd.
for a license to sell soft drinks at the Miniature Golf Course at same address,
was recinded by unanimous vote of the Council.
License Fee Refunded
On motion of Trustee Perkins, seconded by Clerk Justad, the license fee
which accompanied application of William VanBrunt Eddy, 4010 Minnetonka Blvd.
for a license to sell soft drinks at same address was ordered refunded by the
unanimous vote of the Council.

Water Main (Special Permit)
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, G. E.
Nadler and Arnold P. Haglund were granted permission to lay a water service
line South from 2724 and 2730 Ottawa Avenue to connect to the water main in
West 28th Street at Ottawa Avenue, it being understood that they are willing
to pay an assessment for water main extensions made in the future. Motion was
passed by unanimous vote of the Council.
Sidewalk Bid Awarded
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
George Madsen for sidewalk construction received June 30, 1947 was determined
to be the lowest bid of a responsible bidder, and the President and Clerk were
authorized to execute a contract for sidewalk construction in the name of the
Village with George Madsen, by unanimous vote of the Council.
Hearing Date
On motion of Trustee Jorvig, seconded by Trustee Perkins, July 28, 1947
was set as date for hearing on petition of Board of Education of Independent
School District of St. Louis Park, owners df Lots 1 to 14, inclusive; and
Lots 23 to 29, inclusive, Block 4, Lenox Addition, dated June 12, 1947, for
the vacation of alley adjacent to said Lots, by unanimous vote of the Council.
Advertise for Bids - Power Mower
- On motion of Trustee Jorvig, seconded by Trustee Perkins, the Clerk was
authorized to advertise for bids on power mower for the Park Board according
to specifications prepared by the Village Engineer; bids to be opened July 21,
1947, by unanimous vote of the Council.
Hearing Date - Two-Family Dwelling
On motion of Trustee Perkins, seconded by Clerk Justad, July 28, 1947
was set as date for hearing on the request of John Dufkiwiz, 804 South 10th
Street to arrange house on-Lots 25, z6, 27, 28, Block 313, Rearrangement of
St. Louis Park, to accommodate two families. Motion was passed by unanimous
vote of the Council.
Hearing Date - Rezoning
On motion of Trustee Perkins, seconded by Trustee Bolmgren, August 11,
1947 was set as date for hearing on petition of Crossroads Development Co.
for rezoning from :o:esidential to Multiple Dwelling; and Density District
changed to "D" of the following described property: The East 1/8 of the NW
July 7, 1947

Quarter of the NW Quarter, and that part of the NE Quarter of the NW Quarter
Lying West of a line parallel with and distant 250 feet East from the West
line of the East 1/8 of the NW Quarter of the NW Quarter, except road - Section
6, Township 28, Range 24, containing 6.86 acres except the North 150-feet
thereof. Motion was passed by unanimous vote of the Council.
Transfer - Toledo Avenue
A commuhication, dated July 5, 1947 from Fred N. Furber, Senior Warden
of St. Georges Parish was read relative to transfer of Toledo Avenue adjacent
to Lots 8 to 17, inclusive, Latham's Minnetonka Boulevard Tract, from the State
Highway Department to the Village so that same may be vacated and revert back
to owners of above mentioned lots.
On motion of Trustee Jorvig, seconded to Trustee Perkins, the above
mentioned communication was referred to the Village Attorney for checking and
recommendation, by unanimous vote of the Council.
Bids Rejected - Storm Sewer #17
On motion of Trustee Bolmgren, seconded by Clerk Justad, all bids for
Storm Sewer #17 received June 16, 1947 were rejected because of opposition of
Residents who would be assessed for same, by unanimous vote of the Council.
Contract Awarded - Storm Sewer #16
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Bart Carlone for the construction of Storm Sewer #16 was determined to be the
lowest bid of a responsible bidder received June 16, 1947, and the President
and Clerk were authorized to execute contract with Bart Carlone for cons-
truction of Storm Sewer #16 in the name of the Village, specifying V.C.P. @
$1194.00. Motion was passed by unanimous vote of the Council.

On motion_of Trustee Perkins, seconded by Trustee Bolmgren, the following
Ordinance was passed by unaimous vote of the Council:

AN ORDINANCE AMENDING
ORDINANCE NO. 268
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. Ordinance No. 268 of the Village of St. Louis Park entitled
"An Ordinance Amending the Zoning Ordinance of the Village of St. Louis Park"
adopted by the Village Council May 19, 1947, is hereby amended to read as fol-
lows:
"Section 1. The Zoning Ordinance of the Village of St.
Louis Park adopted by the Village Council January 20,
1932, is hereby amended by deleting from the Light Indus-
trial District and Commercial District as designated in
Section 2 of said Ordinance, and the Use District map in-
corporated therein, as heretofore amended, and by adding
to the Multiple Dwelling District as designated in the said
Section 2 of said Ordinance and the Use District map re-
ferred to therein, the following area of said Village:
Blocks Forty-eight (48); Forty-nine (49); Fifty (50);
Fifty-six (56); Fifty-seven (57); Fifty-eight (58); Fifty-
nine (59); except Lots Five (5) and Six (6); Sixty (60);
Sixty-six (66); and Seventy (70); and that portion of
III Blocks Sixty-seven (67) and Sixty-nine (69) lying East
of the Minneapolis, Northfield & Southern Railroad right-
of-way and the South half of Block Forty-seven (47), all

RESOLUTION SETTING HEARINGS FOR STREET IMPROVEMENTS
WHEREAS, the Village Council desires on its own motion to improve the
following named Streets within the corporate limits of the Village of St.
Louis Park as authorized by Chapter 382, Laws of Minnesota, 1903, therefore,
BE IT RESOLVED that it is necessary and expedient to improve the follow-
ing portions of existing streets in said Village by grading and graveling:

Hall in said Village on the 28th day of July, 1947, at 8 o'clock P. M. and will
at said time and place hear all persons interested for and against said im-
"provements, and each of them, a separate hearing to be conducted as to each
Street and determine whether said improvements or any of them shall be made;
that in case said improvements, or any of them, shall be made, the total cost
thereof, or so much thereof as represents the benefits received as determined
by said Council, will be assessed against lots, parts of lots, pieces or parcels
of land benefited by said improvements.
Readvertise for Bids
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk
was authorized to readvertise for bids for grading and graveling Projects
#M-36 to M-65 in the event that Groves-Skelton Company fails to execute con-
tract by July 10, 1947, bids to be opened July 21, 1947. Motion was passed by
unanimous vote of the Council.

AN ORDINANCE CREATING
SANITARY SEWER DISTRICT
NO. 1-0
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. There is hereby created and established a sanitary sewer
district of the Village of St. Louis Park to be known and designated as Sani-
tary Sewer District No. 1-0, the boundaries of which shall be as follows:
Commencing on West line of Utica Avenue 150 feet North of
the North Line of Minnetonka- Boulevard; thence West parallel
with the North line of Minnetonka Boulevard to the West line
of Vernon Avenue; thence South along the West line of Vernon
Avenue to the Northeast corner of Lot One, Auditors Subdivision
No. 277; thence West along the North lirie:of Lot, 1;. Auditors
Subdivision No. 277, to the North and South line between Lots
1 and 4, Auditors Subdivision No. 277; thence South to the

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the follow-
ing resolution was adopted by unanimous vote of Councilmen present: III
RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENTS
BE iT RESOLVED by the Village Council of the Village of St. Louis Park
that the following assessments levied pursuant to resolution adopted September
16, 1946, be hereby canceled, for the reason that said lands were used either
for business or were vacant lands and were not served by the garbage collection
service of the Village, and the President and Clerk etre hereby authorized to
refund the amount paid on receipt of a verified claim signed by the taxpayer:
