John Finstad & Son 2.15 &_2.28 " On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids for sidewalk construction were referred to the Village Engineer for checking and recommendation, by unanimous vote of the Council. Hearing - Water Main Extensions Separate hearings were had upon each of the proposed water main extensions described in the following resolution. Ira Edwards appeared in opposition to extension on Monterey Avenue from 266 to 26th Streets. - Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION FOR WATER MAIN CONSTRUCTION IIIWHEREAS, the Village Council has met at the time and place specified in a notice to all property owners whose property may be assessed for proposed cons- truction of Village water main extensions at the following locations in said Village published in the St. Louis Park Dispatch June 6 and 13, 1947: North side Excelsior Blvd. from 38th St. to Kipling Avenue Kipling Avenue from Excelsior Blvd. to 36th Street 36th Street from Kiplins Avenue to Lynn Avenue Lynn Avenue from 36th Street to N. line of Lot 12, Block 1, Minikanda Vista Addition Brunswick Avenue from Minnetonka Blvd. to 31st Street Colorado Avenue from Minnetonka Blvd. to 32nd Street 36th Street from Kiplins Avenue to Excelsior Boulevard 446 June 30, 1947 Resolution - Water Main, Cont'd. Kipling Avenue from 36th Street to a point 327 feet N thereof 35th Street from Lynn Avenue to Huntington Lane Monterey Avenue from 27th Street- to 26th Street Hamilton Street from Alabama Avenue to Zarthan Avenue 34th Street from Alabama Avenue to Brunswick Avenue Kipling Avenue from 26th Street to a point 375 feet N thereof Inglewood Avenue from 26th Street to a point 375 feet N thereof Huntington Avenue from 26th Street to a point 375 feet N thereof - 26th Street from France Avenue to Lot 5, Block 5, Basswood 25th Street from France Avenue to West line of Lot- 6, Block 4, - Basswood Basswood Road from Lot 22, Block- 1, Basswood to Lot 6, Block 3, III Basswood - 24th Street from Lot 1, Block 1, Basswood, to Lot 4, Block 3, Basswood - • Ottawa Avenue from 42nd Street to Morningside Road - AND WHEREAS, the Village Council has likewise met at the time and place specified in a notice to all property owners whose property may be assessed for proposed construction of Village water main extensions at the following locations in said Village published in the St. Louis Park Dispatch June 13, and 20, 1947: Texas Avenue from 300 feet N of Walker Street to West 34th Street • West 34th Street from Texas Avenue to 1,000 feet W. of Texas Ave. • West 35th Street from Brunswick Avenue to Zarthan Avenue Zarthan Avenue from West 35th Street to Hamilton Avenue West 26th Street from Huntington- Avenue to France Avenue - France Avenue from West 26th Street to West 24th Street - AND WHEREAS, separate hearings have been conducted as to each of said pro- posed extensions and all persons appearing at said meeting have been heard, and the Council has duly considered each of the proposed improvements, therefore; BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it is hereby determined to be necessary to construct Village water main exten- sions at each of the locations above described, and that for purposes of economy said proposed extensions be consolidated as Improvement No. III BE IT FURTHER RESOLVED that plans and specifications for such water main extensions be prepared by the Village Engineer and filed with the Village Clerk, and the Clerk be directed to advertise for bids on the basis of cash payment for such work to be opened by the Village Council, August 25, 1947. The Village Council reserves the right to refuse any and all bids, and,- BE IT FURTHER RESOLVED that the cost of said improvement will be assessed against the property benefited as authorized by Chapter 425, Laws of Minnesota 1921 as amended. Hearing - Rezoning A hearing was had on the rezoning of Lots 44, 45, 46, Block 1, Brooklawns. Mr. Davenport of the Minneapolis, Northfield and Southern Railroad appeared in opposition. Two others in favor. On motion of Trustee Perkins, seconded by Trustee Jorvig, the action on above hearing was deferred to July 7, 1947, by un- animous vote of the Council. Hearing - Alley Vacation A hearing was had on the vacation of alley adjacent to Lots 1 to 30, inc- lusive, Richmond Second Addition. Clarence A. Johnson appeared in favor. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: III RESOLUTION VACATING ALLEY WHEREAS, petition of a majority of owners of real property fronting on the line of alley adjacent to Lots 1 to 30 inclusive, Richmond Second Addition, has been duly filed with the Village Council requesting vacation of said alley, and said Council has met at the time and place specified in a notice embracing a copy of said petition duly published and posted and has heard all interested persons, and the matter having been regularly adjourned to this present meeting, and it appearing in the interest of the public that said alley be vacated, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that alley adjacent to Lots 1 to 30, Richmond Second Addition, as the same is now dedi- cated and laid out within the corporate limits of said Village is hereby vacated. June 30, 1947 447 Storm Sewer No. 17 A delegation appeared in regard to awarding of the contract for Storm Sewer No. 17, calling attention to the two petitions opposing this Sewer. C. W. Gangelhoff asked about the lowering of Minnetonka Boulevard. Mr. Emerson called attention to the danger to children in the neighborhood. Mr. Thompson said he has no worry about the children's hazard but is opposed to the work being done now due to the cost. Mrs. Hyman, 2940 Alabama Avenue said she was in favor of the Storm Sewer being constructed at once. Mrs. Fornell, 2944 Alabama Avenue says her garage gets under water six months out of the year. Mr. Rasmussen asked whose fault the sewer is needed. He feels the Engineer is to blame. Mrs. Bissen said she would like to have the Sewer put in. Mr. Thompson suggested that the low lots be filled in and let the water run some other way. Mr. Gangelhoff said he had an open mind and was asking his questions to be sure that there was no other way to take care of the situation and would like to see it put off a year or two when it might be done cheaper. President Erickson suggested that this matter be taken under consideration. Mr. Gangelhoff said he and five others would like to go along with the Council if they feel that there is no other way to take care of this problem. The matter was laid over until July 7th, 1947. Eight-Family Dwelling Opposed. A group appeared in opposition to the application of A. W. Lampe in support of their petition of opposition to the proposed eight-family building to be built by A. W. Lampe. Mr. Lampe was present and said he had nothing to say at the present time and would talk to his Attorney. Mr. Lampe was told that the property in question (SW corner of Brunswick Avenue and-Excelsior Boulevard) was in C Density District. Mr. Wayne Stone who handled the sale of property to Mr. Lampe said he understood that there would be only a two-family dwelling built thereon. It was explained that there existed no permit at this time for the proposed building on the SW corner of Brunswick Avenue and Excelsior Boulevard. Huntington Woods Plat Accepted On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Huntington Woods 1st Addition was approved and accepted, and the President and Clerk were authorized to sign same in the name of the Village subject to receipt of performance bond for the completion of the streets. Motion was passed by unanimous', vote of the Council. Turf and Paddock Addition Plat Accepted On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of Turf and Paddock Addition was approved and accepted, and the President and Clerk were authorized to sign same in the name of the Village subject to receipt of check for $1,000.00, dated July 1, 1947, signed by M. P. Johnson Sales Company to be placed on deposit for finishing of streets. Motion was passed by unanimous vote of the Council. Swings, Warming Houses, Etc. A resolution from the Women's Club of St. Louis Park asking for permission to place some swings, etc.; also to build warming houses at certain locations, signed by Mrs. W. E. Sylvester, President, was read by President Erickson. On motion of Trustee Perkins, seconded by Trustee Bolmgren, Trustee Jorvig was authorized to accept any property from the Women's Club of St. Louis Park for the Village in conjunction with the Park Board that they may propose to pur- chase, by unanimous vote of the Council. Taxicab Licenses On_motion of Clerk Justad, seconded by Trustee Perkins, the application of Lewis E. Vrooman for licenses to operate three (3) taxicabs (formerly Blue and Gray) was approved, and the President and Clerk were authorized to issue licenses to expire December 31, 1947, subject to receipt of insurance policies, by unani- mous vote of-the Council. Petition - Vacation of Street On motion of Trustee Perkins, seconded by Trustee Bolmgren, a hearing was set for August 4, 1947 on the petition of Minneapolis, 1liorthfield and Southern Railroad and others for vacation of 39th Street from Brunswick to Dakota Avenues, by unanimous vote of the Council. 448 June 30, 1947 Special Permit for 2-Family Dwelling On motion of Clerk Justad, seconded by Trustee Jorvig, the application of itaurine F. Wing, dated June 30, 1947, for a special permit to alter building at 3350 Texas Avenue for use as a two-family dwelling was referred to the Plan- ning Commission, by unanimous vote of the Council. Permit for Used Car Lot Denied On motion of Trustee Bolmgren, seconded by Trustee Perkins, the appli- cation of Frank M. Ross for permit to operate a used car lot at 4429 Excelsior Boulevard, being part of the D X Station property was denied by unanimous vote of the Council. Gas Station License On motion of Clerk Justad, seconded by Trustee Perkins, the application of Stanley 0. Keller for a license to operate a 3-pump gas station at 4701 Excelsior Boulevard was approved and the President and Clerk were authorized to issue license to expire December 31, 1947, by unanimous vote of the Council. Licenses Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the follow- ing licenses were approved and the President and Clerk were authorized to issue licenses to expire December 31, 1947, by unanimous vote of the Council: 1. Skeldon and Green Electric, Inc. Electrical 2. Milton's Stoker & Heat Shop Heating Plumbing Inspector Appointed - On motion of Trustee Bolmgren, seconded by Trustee Perkins, the appoint- ment of Edwin Gilbert as plumbing inspector at a salary of $225.00 per month, effective July 15, 1947 was approved by unanimous vote of the Council. 3.2 Beer License On motion of Trustee Perkins, seconded by Trustee Bolmgren, the appli- cation of Evelyn H. Lawyer, DBA the Lilac Way Dairy Bar at 5922 Excelsior Blvd. for a license to sell 3.2 beer Off Sale was approved and the President and Clerk were authorized to issue license to expire December 31, 1947, by unanimous vote of the Council. Special Permit for 2-Family Dwelling On motion of Trustee Perkins, seconded by Trustee Jorvig, the applica- tion of John Dufkiwiz for a special permit to use his building on Lots 25, 26, 27, 28, Block 313, Rearrangement of St. Louis Park was referred to the Plan- ning Commission for checking and recommendation, by unanimous vote of the Council. Taxicab Drivers Licenses On motion of Trustee Bolmgren, seconded by Clerk Justad, the applica- tions of Ida Vrooman and Lewis E. Vrooman for licenses to drive, a taxicab in St. Louis Park were approved and the President and Clerk were authorized to issue the licenses to expire December 31, 1947, by unanimous vote of the Coun- cil. Permission to Place Poles On motion of Trustee Perkins, seconded by Trustee Bolmgren, the North- ern States Power Company was granted permission to place poles at the following locations, by unanimous vote of the Council: 2 poles in alley North of Division Street between Pennsylvania and Oregon Avenues 1 pole in alley between Raleigh and Salem Avenues and 26th and 27th Streets 2 poles on Raleigh Avenue between 32nd and 33rd Streets 1 pole on Georgia Avenue South of Minnetonka Blvd. Petition -Ihilft55=1==er A petition dated June 30, 1947 for grading-and graveling of alley in Block 2, Parkview was received and referred to Trustee Perkins, Chairman of the Street Department Committee, for checking and recommendation, by unanimous vote of the Council. Application for Rezoning, June 30, 1947 449 Application for Rezoning On motion of Trustee Perkins, seconded by Clerk Justad, the application of G. S. Holt, dated June 30, 1947 to change zoning of Lot 17, Block 2, Mini- kanda Vista Second Addition from Residential to Multiple Dwelling "D" Density; also change zoning of Lots 12, 13, 14 and 15, Block 2, Minikanda Vista from "C" Density to "D" Density, was referred to the Planning Commission by unani- mous vote of the Council. Appointment to Police Civil Service On motion of Trustee Jorvig, seconded by Trustee Perkins, the appointment of A. R. Dunkum was approved to the Police Civil Service Commission to fill the position vacated by the resignation of E. A. Beisang. Motion was passed by un- animous vote of the Council. Special Permit for Water Main On motion of Trustee Bolmgren, seconded by Trustee Perkins, Adolph Fine was .given a special permit to lay a service line on the West side of Princeton Avenue from 3976 Princeton Avenue South to West 40th Street and connect to the water main there; it being understood that he will pay in addition to the cost of t_he permit an assessment charge of $54.00 which will be credited against any future assessment when the water main is extended by the above address.
