HomeMy WebLinkAbout1947/06/02 - ADMIN - Minutes - City Council - Regular May 26, 1947 425 Resolution, Continued: WHEREAS, the Village Council of the Village of St. Louis Park, Hennepin County, Minnesota, has received from the County Auditor of Hennepin County, Minne- sota, a list of lands in said Village which became the property of the State of Minnesota under the provisions of law declaring the forfeiture of lands to the State for non-payment to taxes, which said list has been designated as List 224-C, dated May 21, 1947, and WHEREAS, each parcel of land described in said list has heretofore been classified by the Board of County Commissioners of Hennepin County, Minnesota as non-conservation land and the sale thereof has heretofore been authorized by said Board of County Commissioners: NOW THEREFORE, HE IT RESOLVED by said Village Council, acting pursuant to Minnesota Statutes for 1945, Section 282.01, that the classification by said Board of County Commissioners of each parcel of land described in said list as non-conservation land be and the same is hereby approved and that the sale of each such parcel of land be and the same is hereby approved. The question was on the adoption of the resolution and the roll being called there were 4 YEAS and No NAYS, as follows: Trustee Bolmgren, Yea Trustee Jorvig, Yea Trustee Perkins, Yea President Erickson, Yea And so the Resolution was adopted. Garbage Assessment The application of Elizabeth E. Heath for abatement of garbage assessment was read. Meeting Adjourned . The meeting was adjourned by President Erickson at 11:05 P. M., with the following Councilmen, present at roll call: Trustee Bolmgren Trustee Jorvig Trustee Perkins President Erickson In the absence of the Clerk, the Village Attorney was appointed acting Clerk to take the minutes of the meeting. . Bids for Sanitary Sewer, District 2-A The following bids were received and opened for Lateral Sanitary Sewer District 2-A - Phelps-DBake Company , 84,837.30 . Bonander & Company _ 4,650.55 Bart Carlone 3,714.50 plus $2,250 for Black top to be replaced Lametti & Lametti 5,161.14 On motion of Trustee Perkins, seconded by Trustee Bolmgren, the foregoing bids were referred to the Sewer Committee and Village Engineer for checking and recommendation, by unanimous vote of Councilmen present. 426 June 2, 1947 Bids for Street and Alley Grading The following bids were received and opened for grading various streets and alleys, as advertised in St. Louis Park Dispatch: Terry Excavating Company $21,736.60 Groves-Skelton Company 15,697.10 On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids were referred to the Village Engineer and Street Department Committee for tabu- lation and recommendation, by unanimous vote of Councilmen present. Petition for Alley Vacation Petition of Clarence A. Johnson and others for vacating alley adjacent to Lots 1 to 30, Richmond Second Addition was read. On motion of Trustee III Jorvig, seconded by Trustee Perkins, the petition was referred to the Planning Commission, and hearing was set for June 23, 1947, by unanimous vote of Council- men present. They were advised to submit a formal written application for same. Peddler's License Ray W. Olson, 3149 Edgewood Avenue appeared and presented his application for a license to sell frozen foods from door to door. This matter was referred to the Village Clerk for a recommendation. Fire Debris James Mc Donald, owner of Lots 79 and 81, Norwaldo appeared, requesting removal of fire debris from Lot 80, Norwaldo (Julia Steele property). On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village Attorney was directed to commence appropriate proceedings to abate the nuisance resulting from rubbish, rats, and hazzards of the partially burned building on Lot 80, Norwaldo, by un- animous vote of Councilmen present. Advertise for Hearing - Water Main Trustee Bolmgren presented a list of water main projects approved by the Water Department Committee. On-motion of Trustee Bolmgren, seconded by Trustee Jorvig, June 30, 1947 was set as hearing date on water main projects, and the Clerk was directed to advertise for bids on same, by unanimous vote of Councilmen pre sent. Change of Water Crane - C.M. & PAC. R.R. President Erickson read a letter from the Chicago, Milwaukee, St. Paul and Pacific R. R. relative to change of water crane at Wooddale Avenue and the tracks. Change of Voting Districts Trustee Bolmgren proposed redistricting of voting districts. This matter was referred to the Village Clerk. Request for Grading 27th St. Louis Fern, owner of Lots in Blocks 1, 2, 3, 4, Oaklawn Addition requested regrading.of West 27th Street from Salem Avenue to Raleigh Avenue. He was asked to bring in a petition signed by property owners. f Advertise for Snow Plows On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was directed to advertise for bids for two (2) V type snow plows for trucks, and one (1)_snow wing for motor patrol; bids to be opened July 14, 1947, by unanimous vote of Councilmen present. Move Street Light Perry Duff appeared - recommended that Street Light-Jon Xenwood between 28th and 29th Streets be moved to 28th Street and Xenwood. This matter was referred to the Street Committee. Fire Report - May, 1947 The Fire Department report for month of May, 1947 was read by Trustee Jorvig and ordered filed. Building Permit Approved On motion of Trustee Perkins, seconded by Trustee Jorvig, A. Lampe's appli- cation for permit to build apartment building on all that part of Lot 1, Block 10, Brookside, lying North of the South 125 feet thereof as shown on plat sub- mitted, dated May 14, 1947, was approved by unanimous vote of Councilmen present. Park Board Improvements Mr. Ramsdell reported on his studies and plans for Park improvements. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of Councilmen present: GRADING ASSESSMENTS CANCELED On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of Councilmen present: 428 June 2, 1947 RESOLVED that assessment adopted September 23, 1946 for Improvement L-46, grading of Division Street from Quebec Avenue to Texas Avenue, including assess- ment against Lots 1 to 9, inclusive, Block 337, Rearrangement of St. Louis Park by inadvertence be hereby canceled because not benefited. Resolution -----70E-Motion of Trustee Perkins, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION AUTHORIZING ACQUISITION OF LAND FOR STREET PURPOSES WHEREAS, it appears that Arne G. Bogen is owner of Lot 35, Block 8, Thorpe Brothers Cedar Lake Heights, having acquired title to same at delinquent tax sale, which title has been registered by decree of the District Court of Hennepin County, and WHEREAS, said lot has been used by the public as a street for several years, and it is necessary that the Village protect the public's right to use the same as part of 26th Street, and said Arne G. Bogen has offered to convey said lot to the Village by warranty deed for the consideration of $122.92 representing his acquisition cost, and the Village Council believes said offer to be reasonable, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the Village acquire said Lot 35, Block 8, Thorpe Brothers Cedar Lake Heights, by purchase from Arne G. Bogen for the sum of $122.92, and the Presi- dent and Clerk be authorized to execute warrant of the Village payable to his order in said amount. Resolution On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION RATIFYING CONVEYANCE OF VILLAGE LANDS WHEREAS, on July 29, 191+6, the Village Council of the Village of St. Louis Park authorized sale and conveyance of Lots 32 to 38 inclusive, Block 194, Re- arrangement of St. Louis Park, to C. H. Preston, and thereafter pursuant to written directions from C. H. Preston, the President and Clerk of the Village executed and delivered quit claim deed of the Village conveying said land to Lucille H. Preston which deed was dated August 6, 1946, and recorded in Book 758 of Deeds, Page 30, in the office of the Register of Deeds of Hennepin County, Minnesota, and the full purchase price specified in said motion of July 29, 1946, having been paid to the Village, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said conveyande to Lucille H. Preston is hereby ratified and confirmed. Gas Main Extensions On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of the Minneapolis Gas Light Company for permission to install gas mains at the following locations, was passed by unanimous vote of Councilmen present: 3 inch main on Excelsior Boulevard (North side) from 311 E. E. line Kipling Avenue (Face S) to Kipling Avenue (Face N), and 3 inch main on Kipling Avenue from Excelsior Boulevard to 36th Street West. Chief Deputy Assessor's Salary On motion of Trustee Perkins, seconded by Trustee Jorvig, the salary for Chief Deputy Assessor was established until further notice at 90¢ per hour, by unanimous vote of the Council members present. Estimates Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the follow- ing Estimates of contract work in progress as presented by Village Engineer, J. C. M. with the following Councilmen present at roll call: Trustee Bolmgren Trustee Jorvig Trustee Perkins Clerk Justad - President Erickson • Justice of Peace H. J. Kuhlman Resigns The resignation of Heinrich J. Kuhlman, Justice of the Peace, dated June 5, 1947, because of change of residence, and effective immediately was read. - On motion of Trustee Perkins, seconded by Trustee Jorvig•, the resignation of Heinrich J. Kuhlman ac•:Justice of Peace was accepted by unanimous vote of the Council. Resolution WHEREAS, Heinrich J. Kuhlman, a Justice of Peace of St. Louis Park, Minne- sota since 1937 has moved his residence to Morningside, and WHEREAS, due to the change of residence he has duly filed with the Village Council his resignation from the office of Justice of Peace and the Village Council has accepted same, now therefore, BE IT RESOLVED that the Village Council do hereby highly commend Heinrich J. Kuhlman for the excellent service he has rendered the Village of St. Louis Park during his terms as Justice of the Peace, and wish him success in his future efforts. On motion of Trustee Perkins, seconded by Trustee Jorvig, the foregoing resolution was adopted by unanimous vote of the Council.
