Building Permit - Factory Building
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit to H. D. Dahlquist, Jr.
for the erection of a factory building on Lot 20, Block 4, Lewiston Park, by
unanimous vote of the Council.
Police Report for April, 1947
Police report for the month of April, 1947 was read and ordered filed.
Storm Sewer #15 III
Several persons appeared regarding Storm Sewer #15. All spoke in favor
of construction as set up. Mr. Peteeson mentioned the inconvenience of water
hole at corner of Quentin Avenue at 40th Street. Said he feels if the work is
not done, that area will develope into an undesireable spot. Mr. Ronning
said he was very anxious to have the job done as water is over a foot deep
after rains. Mr. George Gelvies said water came up on his lawn. An attorney
for this group said the Village should keep up. conditions as the Village is
getting to be a real large place; and now is the time to do the work. The
Village Clerk's letter to Mr. Peterson dated October, 1946 was read. Mr.
• Breckheimer, 4837 West 40th Street said he knew how bad this Quentin and 40th
condition was and is anxious to have it cleared up.
Fire Report for,pril, 1947
Fire report for the month of April, 1947 was read by Trustee Jorvig and,
ordered filed.
Oil_ Station and Root Beer Stand .
Robert C. Alexander appeared regarding a permit to build an Oil Station
on Lot 19, Block 4, Meadowbrook and a Root Beer Stand and Kiddie Ride on Lots
20,, 21, Block 4, Meadobrook adjoining. The matter was referred to Committee
of Whole. .
Request for Black Dirt
. John Westbury, 4825 Cedar Lake Road asked permission to take out black
III
' dirt on South side of Cedar Lake Road at Princeton and replace with clean
fill. The matter was referred to Committee of. whole. .
Bid on Bituminous Plant Mix Awarded
Bids for furnishing and delivering bituminous plant mix in to Village
trucks in accordance with specifications, received April 28, 1947, and tabu-
lated by Village Engineer, J. C. Utton were read as follows:

Bid on Bituminous Plant Mix, Cont'd.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
J. V. Gleason to furnish delivered into Village trucks in accordance with
specifications, 3,000 tons, more or less, Bituminous Plant Mix at $4.10 per ton
was determined the lowest bid of a responsible bidder received pursuant to ad-
vertisement for bids, and the President and Clerk were directed to enter into
a written contract in behalf of the Village on forms approved by the Village
Attorney. Motion was passed by unanimous vote of the Council.
Date Set for Bids for Sanitary
Sewer No. 2A
On motion of Trustee Perkins, seconded by Trustee Bolmgren, June 2, 1947,
at 8:00 P. M. was set as the time for receiving bids for Sanitary Sewer No. 2A -
35th Street from Wooddale Avenue to Dakota Avenue, as per plans and specifica-
tions approved April 28, 1947. _ Motion was passed by unanimous vote of the Coun-
cil.
Water Main Bid Awarded
Bids for construction of water mains received April 28, 1947, and tabulated
by Village Engineer, J. C. Utton were read as follows:
1. Western Underground Const. Co. $60,000.00
2. Orfei & Mariani 152,720.00
3. Lametti & Lametti $48,270.00
4: Phelps-Drake Company $40,116.00
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Phelps-Drake Company for construction of water main extensions was determined
the lowest bid of a responsible bidder received pursuant to advertisement for bids,
and the President and Clerk were directed to enter into a written contract in be-
half of the Village on forms approved by the Village Attorney. Motion was passed
by unanimous vote of the Council.
Request for Drive In Permit
Robert Mc Neil applied orally for a "Drive In" permit on the Lohman property,
South of Highway No. 7 and West of Texas Avenue. The matter was referred to the
Committee of Whole. He also asked our opinion regarding a "Drive In" Theater.
No answer was given.
Fire School
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, all members of
the Fire Department were authorized to attend the annual Minnesota Fire School
in Minneapolis, May 10, 11, and 12, 1947, on their days off with expenses paid.
Motion was passed by unanimous vote of the Council.
Firemens Convention •
On motion of Trustee Jorvig, seconded by Trustee Perkins, two members of
the paid Fire Department and three members of the Volunteer Fire Department were
authorized to attend the Firemens Convention at Brainerd, Minnesota, June 9, 10,
11, 1947, with expenses paid. Motion was passed by unanimous vote of the Council.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
applications for 1947 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1947, by unanimous vote of
the Council - Restaurant Licenses subject to approval of Health Officer.

On motion of Trustee Jorvig, seconded by Trustee Perkins, the application

Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present.
IIIRESOLUTION ORDERING SIDEWALK CONSTRUCTION
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
it is necessary and expedient to construct sidewalks at each of the following
locations in said Village:
On West 40th Street from Ottawa Avenue to West line of
Lot 10, Jerome & Wilder's Addition
On West side of Dakota Avenue adjacent to Lots 1 to 7,
inclusive, Block 1, Parkview
On East side of Edgewood Avenue adjacent to Lots 25 to
28 inclusive, Block 1, Parkview
On East side of Idaho Avenue between Minnetonka Blvd.
and 31st Street.

BE IT FURTHER RESOLVED that said sidewalks shall be completed by June 30,
1947.
BE IT FURTHER RESOLVED that the names of the owners of all lots, parts
of lots, or parcels of ground fronting the respective streets where said walks
are to be constructed are as follows:

Resolution
On motion of Trustee Perkins, seconded by Clerk Justad, the following
resolution was -adopted by unanimous vote of the Council:
RESOLUTION AUTHORIZING SALE OF
CERTIFICATES HELD FOR THE CREDIT
OF THE VILLAGE
RESOLVED by the Village Council of the Village of St. Louis Park that the
Northwestern National Bank of Minneapolis be hereby directed to sell $50,000.00
principal amount, 7/8% U. S. Treasury Certificates, dated 11-1-47, now held by
the bank under -agency account for the Village, and to deposit the proceeds
received from said Certificates to the credit of the Village:

On motion of Trustee Perkins, seconded by Clerk Justad, the order to grade
alley in Block 2, Park Manor was recinded by request of Thomas Lunborg and others,
by unanimous vote of the Council.

License Bonds - Plumbing
On motion of Clerk Justad, seconded by Trustee Bolmgren, the plumbing
license bond with Gabriel Burman as principal, and Commercial Casualty Insurance
Company as surety, dated April 19, 1947, in the amount of $4,000.00; and C. U.
Clarke, Principal and Commercial Casualty Insurance Company as surety, dated
April 23, 1947, in the amount of $4,000.00, were approved by unanimous vote of
the Council.
Hearing on Proposed Rezoning
A hearing was had on proposed rezoning of Blocks 48, 49, 50, 56, 57, 58,
59, 60, 66, and 70; and that portion of Blocks 67 and 69 lying East of the
Minneapolis, Northfield and Southern Railroad right-of-way and the- South half
of Block 47 in St. Louis Park, St. Louis Park Center, and Rearrangement of St.
Louis Park Additions; also unplatted area lying West of Dakota Avenue East of
the Minneapolis, Northfield and Southern Railroad right-of-way, and South of
the Chicago, Milwaukee, St. Paul and Pacific Railroad right-of-way, from Com-
mercial and Light Industrial Use respectively to Multiple Dwelling Use. H.
Dearstyne, Monroe Brown, F. Johnson and Harold Hofstrand were present and
approved the change.

Ordinance was passed by unanimous vote of the Council:

ORDINANCE NO. 261 RELATING TO DEALERS
IN USED MOTOR VEHICLES , _
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. Subdivision F. of Section 5. of Ordinance No. 261 entitled
"An Ordinance Regulating Dealers in Used Motor Vehicles in the Village of St.
Louis Park" adopted by the Village Council April 7, 1947, is hereby amended to
read as follows:
"F. No motor vehicles shall be offered for
sale, sold or exhibited to customers or pros-
pective customers, nor shall the licensed
premises be open for business on any Sunday
except between the hours of twelve o'clock
noon and six o'clock P. M."
Bids for Street Signs Rejected
On motion of Trustee Perkins, seconded by Trustee Jorvig, all bids for
100 Street signs received March 3, 1947 were rejected by unanimous vote of the
Council.

service of the Village, and the President and Clerk are hereby authorized to
refund the amount paid on receipt of a verified claim signed by the taxpayer.

Dahlberg Brothers, Incorporated for 1 - 1947 100 H. P. 8 cylinder De Luxe
Tudor car, black with all factory equipment, less spare tire, including hot
water heater, heavy duty springs and cushions, rubber foot rests, extra heavy
front floor mat, 12-13 leaf springs, heavy duty clutch, all in accordance with
specifications was determined the lowest bid of a responsible bidder received
pursuant to advertisement for bids; and the President and Clerk were directed
to enter into a written contract in behalf of the Village on forms approved by
the Village Attorney, with Dahlberg Brothers, Incorporated for above car.
Motion was approved by unanimous vote of the Council.
