HE IT FURTHER RESOLVED that plans and specifications for said sewer pre- pared by the Village Engineer be hereby approved, and his tabulation of the estimated cost of the construction of such sewer be filed with the Clerk, and that the Clerk advertise for bids for construction of such sewer to be Opened June 16, 1947. M., with the following Councilmen present at roll call: Trustee Bolmgren Trustee Jorvig Trustee Perkins President Erickson In the absence of the Clerk, the Village Attorney was appointed acting Clerk`to take the minutes of the meeting. Church Signs Approved Several representatives of Most Holy Trinity Catholic Church appeared in support of request made by Pastor J. Wilson Brady for permission to erect signs stating church service schedules. On motion of Trustee Perkins, seconded by Trustee Jorvig, permission was granted to erect two signs of the nature and at locations set forth in application of Pastor J. Wilson Brady, dated May 22, 1947, by unanimous vote of Councilmen present. Permit - Double Bungalow Application of Henry Nystrom, 3232 Florida Avenue, for permit to erect a double bungalow on Lot 24 and North 15 feet of Lot 23, Block 4, Meadowbrook was read and referred to the Planning Commission. A hearing date was set for June 9, 1947. Playground Residents of Webster Avenue between 28th and 29th Streets appeared and requested the Council to provide facilities for playground or ball playing in their neighborhood, because no property was available except public streets for small boys to play ball. The delegation was referred to Mr. Keller of the Park Board. Bid Accepted for Liquid Chlorine Trustee Bolmgren reported on bids for liquid chlorine received May 19, 1947, stating that the Water Department Committee considered the bid of Tom Richards at 100 per lb. in 150 lb. cylinders, FOB St. Louis Park, Terms 1% ten days, the lowest bid of a responsible bidder received pursuant to advertisement for bids, and recommended that same be purchased from him. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recommenda- tion of the Water Department Committee for the purchase of liquid chlorine from Tom Richards at 10¢ per lb. in 150 lb. cylinders, FOB St. Louis Park, Terms 1% ten days, was approved by unanimous vote of Councilmen present. Bid Accepted for Corporation Stops Trustee Bolmgren reported on bids for corporation stops received May 19, 1947, stating that the Water Department Committee considered the bid of American Radiator and Standard Sanitary Corporation of $1.29 each for 400 5/8" x 3/4" Mueller Corporation Stops, FOB St. Louis Park, Terms 1% ten days, the lowest bid of a responsible bidder received pursuant to advertisement for bids, and recommended that same be purchased from them. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recommen- dation of the Water Department Committee for the purchase of 400 H-15000 - 5/8" x 3/4" Mueller Corporation stops, FOB St. Louis Park, Terms 1% ten days, from American Radiator and Standard Sanitary Corporation at $1.29 each was approved by unanimous vote of Councilmen present. Motion was passed by unanimous vote of Councilmen present. Police Civil Service Examinations On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Police Civil Service Commission was requested to conduct examinations for appointment of two patrolman between June 25th and July 1st, 1947. Motion was passed by unanimous vote of Councilmen present. Heating License Approved • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application of Thomas J. Doyle, DBA Economy Furnace Company, for a license to do heating work in St. Louis Park was approved, and the President and Clerk were authorized to issue license to expire December 31, 1947. Motion was passed by unanimous vote of Councilmen present, subject to filing and approval of surety bond. Application for Sign The application of General Outdoor Advertising Company for permit to erect an advertising sign on Excelsior Boulevard - Si of Section 20, Township 117, III Range 21; sign to be 12' x 40' . On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was instructed to inform the applicant that the Zoning Ordi- nance does not permit the proposed sign at that location. Motion was passed by unanimous vote of Councilmen present. Permission to Erect Poles On motion of Trustee Perkins, seconded by Trustee Jorvig, the application of Northern States Power Company for permission to erect 3 poles on West 31st Street between Brunswick and Dakota Avenues; 4 poles on West 34th Street West of Texas Avenue; 1 pole on Walker (Weser 36th between Oregon and R. R.); and one pole in alley between Sumpter and Texas Avenues 'and 33rd and 34th Streets. Motion was passed by unanimous vote of Councilmen present. Plumbing License Bond On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Plumbing 4 � May 26, 1947 Plumbing License Bond, Cont'd. license bond with William G. Murphy, DBA St. Louis Park Plumbing and Heating Company as surety, and American Aurety Company of New York as surety, dated May 14, 1947, in the amount of $4,000.00, was approved by unanimous vote of Councilmen present. This bond replaces U. S. Fidelity and Guaranty bond which was approved May 5, 1947 and later canceled. Adjustment of Garbage Collection Assessment The application of Henry A. Cousineau for adjustment of garbage assessment on Lots 14, 15, 16 and 17, Block 4, Latham' s Minnetonka Boulevard Tract, was read and considered. Action was deferred until after payment of assessment. F Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of Councilmen present: RESOLUTION DETERMINING SUFFICIENCY OF CURB AND GUTTER PETITIONS BE IT RESOLVED by the Village Council of the Village of St. Louis Park that each of the following petitions for construction of curbs and gutters in said Village on file with the Village Clerk, be hereby determined to be suffi- cient petitions respectively signed by owners of more than 35% of real property ffonting on the portion of the respective streets where said curbs and gutters are to be constructed: PETITION OF FOR CURB AND GUTTER ON Merlin A. Appointment to Police Civil Service Commission On motion of Trustee Bolmgren, seconded by Trustee Perkins, Ove H. Good- ing, 4101 Brunswick Avenue was appointed as a member of the Police Civel Service Commission to fill the unexpired term of Oscar L. Johnson (10-1-48), by unani- mous vote of the Council members present. Application for Advertising Sign The application of Robert R. Andrews for a permit to erect an advertising sign on part of Lots 1 and 2, Block 3, Browndale Addition was read and action deferred for additional information. Request for Rezoning The application of St. Louis Park Theater Company for rezoning certain property South of their theater was referred to the Planning Commission. Resolution Trustee Perkins offered the following resolution and moved its adoption: May 26, 1947 425 Resolution, Continued: WHEREAS, the Village Council of the Village of St. Louis Park, Hennepin County, Minnesota, has received from the County Auditor of Hennepin County, Minne- sota, a list of lands in said Village which became the property of the State of Minnesota under the provisions of law declaring the forfeiture of lands to the State for non-payment to taxes, which said list has been designated as List 224-C, dated May 21, 1947, and WHEREAS, each parcel of land described in said list has heretofore been classified by the Board of County Commissioners of Hennepin County, Minnesota as non-conservation land and the sale thereof has heretofore been authorized by said Board of County Commissioners: NOW THEREFORE, HE IT RESOLVED by said Village Council, acting pursuant to Minnesota Statutes for 1945, Section 282.01, that the classification by said Board of County Commissioners of each parcel of land described in said list as non-conservation land be and the same is hereby approved and that the sale of each such parcel of land be and the same is hereby approved. The question was on the adoption of the resolution and the roll being called there were 4 YEAS and No NAYS, as follows: Trustee Bolmgren, Yea Trustee Jorvig, Yea Trustee Perkins, Yea President Erickson, Yea And so the Resolution was adopted. Garbage Assessment The application of Elizabeth E. Heath for abatement of garbage assessment was read. Meeting Adjourned . The meeting was adjourned by President Erickson at 11:05 P.
