Bids - Corporation Stops Bids for- corporation stops as advertised in the St. Louis Park Dispatch were received and opened from the following Bidders: 1. Goodin Company $1.55 each 2. American Standard Radiator and Sanitary Corp. 1.29 " On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids were referred to the Water Department for tabulation and recommendation, by un- animous vote of the Council. Permit for Multiple Dwelling On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building Inspector was authorized to issue to Lars Hjelvek, a permit to build a multiple dwelling on all of Lot 9 and 14 feet of Lot 10, Block 14, St. Louis Park, by un- animous vote of the_ Council. License Bonds - Heating On motion of Clerk Justad, seconded by Trustee Bolmgren, the heating license bond with Tony Ferrara and Mildred Ferrara, DBA Standard Heating Company as grin- . cipal, and Standard Accident Insurance Company as surety, dated May 16, 1947, in the amount of $1,000.00; and Arnold Madsen, DBA Madsen Heating Service as principal, and United States Fidelity and Guaranty Company as surety, dated May 16, 1947, in the amount of $1,000.00; and Edmund Cole Graham, DBA Conditioned Air Equipment as principal, and St. Paul-Mercury Indemnity Company as surety, dated May 7, 1947, in the amount of $1,000.00 were approved by unanimous vote of the Council. Licenses Approved On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following applications for 1947 licenses were approved, subject to checking and approval of Police Department and filing of insurance policy as required by Ordinance, and the President and Clerk were authorized to issue licenses to expire December 31, 1947, by unanimous vote of the Councilmen present. Licenses Approved On motion of Clerk Justad, seconded by Trustee Bolmgren, the following applications for 1947 licenses were approved, and the President and Clerk were authorized to issue licenses. to expire December 31, 1947, by unanimous vote of the Council: Ann Nelson Restaurant Station Wagon. Operate Taxicab - 3 cabs Bond for Gradin& On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bond for grading of streets in Basswood Addition of Northern Development Company, signed by Joseph A. Bass, President, dated April 29, 1947, was accepted by unanimous vote of the Council. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION DESIGNATING DEPOSITORY FOR VILLAGE FUNDS BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the Northwestern National Bank of Hopkins, Minnesota is hereby designated as a depository for funds of the Village, and the Treasurer of the Village is hereby directed to deposit in said bank all receipts of the Village for licenses, inspection fees, permits, fines, and such other funds as may be directed by the Village Council, provided that the aggregate amount of said deposits with said Depository Bank shall not exceed $50,000.00 at any one time, and provided fur- ther that said Bank deposits with the Federal Reserve Bank of Minneapolis, for the Treasurer of the Village, securities of such kind and amount as to comply with Mason's Minnesota Statutes, 1927, Section 1973-1, and furnishes the Treas- urer of the Village with an assignment of said securities, as provided by said statute; and BE IT FURTHER RESOLVED that the withdrawals from said account shall be upon the written order of the Treasurer and countersigned by the Clerk. Advertise for Crawler Tractor Shovel On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was authorized to advertise for bids for Crawler Tractor Shovel in accordance with specifications on file; bids to be opened June 16, 1947. Motion was passed by unanimous vote of the Council. Rent of #12 Patrol On motion of Trustee Perkins, seconded by Trustee Jorvig, the rate of rental on #12 Patrol was set at $7.00 per hour for machine only, by unanimous vote of the Council. Agreement - Temporary Pumping Equipment On motion of Trustee Bolmgren, seconded by Trustee Perkins, the proposal of Layne-Western Company, dated May 9, 1947, for temporary pumping equipment for new well at West 41st Street and Natchez Avenue was approved, and the President and Clerk were authorized to execute agreement for same in the name of the Vil- lage, by unanimous vote of the Council. May 19, 1947 419 League of Minn. Municipalities On motion of Trustee Bolmgren, seconded by Trustee Jorvig, all members of the Village Council, Village Attorney and Village Engineer were authorized to attend meeting of League of Minnesota Municipalties at Duluth, June 11, 12, and 13, 1947, with expenses paid, by unanimous vote of Councilmen present. Minutes The minutes of meeting held May 12, 1947 were read and approved as read. Ordinance On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following Ordinance was passed by unanimous vote of the Council: ORDINANCE NO. 268 AN ORDINANCE AMENDING ZONING ORDINANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. The Zoning Ordinance of the Village of St. Louis Park adopted by the Village Council January 20, 1932, is hereby amended by deleting from the Light Industrial District as designated in Section 2 of said ordinance, and the use district map incorporated therein, as heretofore amended, and by adding to the Multiple Dwelling District as designated in the said Section 2 of said or- dinance and the use district map referred to therein, the following area of said Village: Blocks Forty-eight (48); Forty-nine (49); Fifty (50); Fifty-six (56); Fifty-seven (57); Fifty-eight (58); Fifty-nine (59), ex- cept Lots Five (5) and Six (6); Sixty (60); Sixty-six (66); and Sixty-seven (67); and that portion of Blocks Sixty-seven (67) and Sixty-nine (69) lying East of the Minneapolis, Northfield and Southern Railroad right-of-way and the South half of Block Forty-seven (47), all in St. /Louis Park, St. Louis Park Center and Rearrangement of St. Louis Park Additions; also unplatted area lying West of Dakota Avenue, East of Minneapolis, North- field and Southern Railroad right-of-way and South of Chicago, Milwaukee, St. Paul and Pacific Railroad right-of-way. Said area will hereafter be subject to all regulations of said ordinance relating to the multiple dwelling district. Police Convention On motion of Trustee Perkins, seconded by Trustee Bolmgren, President Erickson, Trustee Perkins and Police Chief, A. Nelson were authorized to attend Police Convention, June 22, 23, 24, 1947, at.Brainerd, Minnesota, with expenses paid, by unanimous vote of the Council. Ordinance On motion of Trustee Holmgren, seconded by Trustee Perkins, the following Ordinance was passed by unanimous vote of the Council: ORDINANCE NO. 270 The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Resolution On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of the Council: III RESOLUTION FOR CONSTRUCTION OF STORM SEWER FOR STORM SEWER DISTRICT NO. 17 WHEREAS, it appears necessary and in the public interest that a storm sewer be constructed for Storm Sewer District No. 17, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that a storm sewer be constructed for Storm Sewer District No. 17 at the follow- ing location in said District: STREET FROM TO Zarthan Avenue Minnetonka Boulevard Alley in Block 17, Park Manor Alley Block 17 Park Manor Addition Alley Block 18 Park Manor Addition Across Lot 17, Block 18 Alley Minnetonka Boulevard Minnetonka Boulevard Alley R. R. Outlet BE IT FURTHER RESOLVED that plans and specifications for said sewer pre- pared by the Village Engineer be hereby approved, and his tabulation of the Estimated cost for construction of said sewer be filed with the Village Clerk, and that the Clerk advertise for bids for construction of such sewer to be opened June 16, 1947. III Resolution On,motion of Trustee Bolmgren, seconded by Trustee Perkins, the follow- ing Resolution was adopted by unanimous vote-of the Council: RESOLUTION AUTHORIZING PURCHASE OF PROPERTY FOR VILLAGE WELL WHEREAS, the Village Council deems it necessary and in the public interest that an additional well be constructed for the Village water supply system and the following described lands have been approved by the State Board of Health as a site for such well, and the owners appear willing to sell the same to the Village at the prices hereinafter specified, which prices the Village Council 4,. deem fair and reasonable, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the following described lands be purchased at the prices not greater than hereinafter set forth: The West 140 feet of the East 280 feet, Lot 4, Brookside Addition; North half of West 140 feet of the East 280 feet, Lot 5, Brookside, $525.00. South half of East 280 feet, Lot 5, Brookside Addition, $270.00. North 50 feet of East 140 feet of Lot 5, Brookside Addition, $700.00. III BE IT FURTHER RESOLVED that the President and Clerk are authorized to execute warrants in said amounts to the respective owners on certificate by the Village Attorney as to title. License Agreement On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the President and Clerk were authorized to execute license agreement with Chicago, Milwaukee, St. Paul and Pacific Railway for putting sewer trunk under tracks at Wooddale Avenue, by unanimous vote of the Council. May 19, 1947 421 Advertise for Sidewalk On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and specifications for following listed sidewalk construction were approved, and the Clerk was authorized to advertise for bids for same to be opened June 30, 1947. Motion was passed by unanimous vote of the Council. ORDINANCE NO. 269 AN ORDINANCE CREATING STORM SEWER DISTRICT NO. 16 The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. There is hereby created and established a storm sewer district of the Village of St. Louis Park to be known and described as Storm Sewer District No. 16, the boundaries of which shall be as follows: Commencing at the intersection of the center line of West Lake Street with the center line of West 34th Street; thence Sally along the center line of West Lake Street to its intersection with the center line of Wooddale Avenue; thence SEly along the center line of Wooddale Avenue to its intersection with the center line of Hamilton Street; thence East along the center line of Hamilton Street to its intersection with the center line of the North Service Dfive of Highway No. 7; thence along the center line of said North Service Drive to its intersection with the center line of Webster Avenue, if produced South; thence North along the center line of Webster Avenue to its intersection with the center line of West 33rd Street; thence East along the center line of West 33rd Street; thence East along the center line of West 33rd Street to the East line of Section 16, Township 117, Range 21; thence North along said section line to the center line of West Lake Street; thence West along the center line of West Lake Street to its intersection with the West line of Lot 7, Block 1, West Lake Park Addition,- if produced North; thence SEly along the West line of said Lot 7 to the SW corner of said Lot 7; thence Swly along the South line of Lots 2, 3, 4, and 5, Block 1, West Lake Park Addition to the center line of alley running North and South through Block 3, Rearrangement of St. Louis Park; thence South along the center line of said alley to its intersection, if produced South, with the center line of West 34th Street; thence West along the center line of West 34th Street to place of beginning. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by inanimous vote of all members of the Council present: RESOLUTICN FOR CONSTRUCTION OF STORM SEWER FOR STORM SEWER DISTRICT NO. 16 WHEREAS, it appears necessary and in the public interest that a storm sewer be constructed for Storm Sewer District No. 16, therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that a storm sewer be constructed for Storm Sewer District No. 16 from Alabama Avenue across Lot 7, Block 2, West Lake Park; South in Alley to point adjacent to Lot 4 2 2 May 19, 1947 Resolution, continued 2, West Lake Park; South in Alley to point adjacent to Lot 2, Block 2, St. Louis Park Center. HE IT FURTHER RESOLVED that plans and specifications for said sewer pre- pared by the Village Engineer be hereby approved, and his tabulation of the estimated cost of the construction of such sewer be filed with the Clerk, and that the Clerk advertise for bids for construction of such sewer to be Opened June 16, 1947. Meeting Adjourned The meeting was adjourned by President Erickson at 10:59 P. M. M., with the following Councilmen present at roll call: Trustee Bolmgren Trustee Jorvig Trustee Perkins President Erickson In the absence of the Clerk, the Village Attorney was appointed acting Clerk`to take the minutes of the meeting. Church Signs Approved Several representatives of Most Holy Trinity Catholic Church appeared in support of request made by Pastor J. Wilson Brady for permission to erect signs stating church service schedules. On motion of Trustee Perkins, seconded by Trustee Jorvig, permission was granted to erect two signs of the nature and at locations set forth in application of Pastor J. Wilson Brady, dated May 22, 1947, by unanimous vote of Councilmen present. Permit - Double Bungalow Application of Henry Nystrom, 3232 Florida Avenue, for permit to erect a double bungalow on Lot 24 and North 15 feet of Lot 23, Block 4, Meadowbrook was read and referred to the Planning Commission. A hearing date was set for June 9, 1947. Playground Residents of Webster Avenue between 28th and 29th Streets appeared and requested the Council to provide facilities for playground or ball playing in their neighborhood, because no property was available except public streets for small boys to play ball. The delegation was referred to Mr. Keller of the Park Board. Bid Accepted for Liquid Chlorine Trustee Bolmgren reported on bids for liquid chlorine received May 19, 1947, stating that the Water Department Committee considered the bid of Tom Richards at 100 per lb. in 150 lb. cylinders, FOB St. Louis Park, Terms 1% ten days, the lowest bid of a responsible bidder received pursuant to advertisement for bids, and recommended that same be purchased from him. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the recommenda- tion of the Water Department Committee for the purchase of liquid chlorine from Tom Richards at 10¢ per lb. in 150 lb. cylinders, FOB St. Louis Park, Terms 1% ten days, was approved by unanimous vote of Councilmen present. Bid Accepted for Corporation Stops Trustee Bolmgren reported on bids for corporation stops received May 19, 1947, stating that the Water Department Committee considered the bid of American Radiator and Standard Sanitary Corporation of $1.29 each for 400 5/8" x 3/4" Mueller Corporation Stops, FOB St. Louis Park, Terms 1% ten days, the lowest bid of a responsible bidder received pursuant to advertisement for bids, and recommended that same be purchased from them.
