Resolution Canceling Garbage Assessments, Cont'd.
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that .the following assessments levied pursuant to resolution adopted September
16, 1946, be hereby canceled for the reason that said lands were used either for
business or were vacant lands and were not served by the garbage collection
service of the Village, and.the Treasurer and Auditor of Hennepin County are
hereby authorized to cancel said assessments .on their respective records.

Police Car Bid Awarded
Bids for Police car received April 28, 1947, and tabulated by Police Com-
mittee were read as follows:

Cn motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Dahlberg Brothers, Incorporated for 1 - 1947 100 H. P. 8 cylinder De Luxe
Tudor car, black with all factory equipment, less spare tire, including hot
water heater, heavy duty springs and cushions, rubber foot rests, extra heavy
front floor mat, 12-13 leaf springs, heavy duty clutch, all in accordance with
specifications was determined the lowest bid of a responsible bidder received
pursuant to advertisement for bids; and the President and Clerk were directed
to enter into a written contract in behalf of the Village on forms approved by
the Village Attorney, with Dahlberg Brothers, Incorporated for above car.
Motion was approved by unanimous vote of the Council.
Meeting Adjourned
The meeting was adjourned by President Erickson at 11:31 P. M.

Amendment to Zoning Ordinance .
The Village Attorney was instructed to prepare an amendment to the Zoning
Ordinance covering changes advertised and heard May 5, 1947, with the ex-
ception of Lots 5, 6, Block 59, St. Louis Park.
Petition Re: Speed, Etc.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
of Mrs. C. U. Colliander, 3801 Joppa Avenue and others, dated May 9, 1947,
regarding speed, etc. was referred to the Police Department for checking and
recommendation, by unanimous vote of the Council.
Mosquito Eradication
On motion of Trustee Bolmgren, seconded by Clerk Justad, the letter
dated May 12, 1947 from Gavin Shaw was referred to the Public Health and Wel-
fare Department, by unanimous vote of the Counci.
Delegation Re: Storm Sewer #15
A delegation appeared regarding Storm Sewer #15 proposed for Minikanda
Vista area. Trustee Perkins gave the audience the.amount of bids received. The
method of assessment was asked but it was explained that the problem tonight
was whether the sewer should be constructed. Attorney Hessifitgrged that the
Village Council take action this evening. Mr. Peterson suggested that if the
Assessor wanted to set a sliding scale on assessments, he was willing to take
his chance on the type of assessment. ]fir. Barrett urged that the work be done.
Bid for Storm Sewer #15 Awarded
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Bart Carlone for construction of Storm Sewer Districts/#15, according to plans
and specifications prepared by the Village Engineer, of $17,604.05 was deter-
mined the lowest bid of a responsible bidder received pursuant to advertisement
for bids, and the President and Clerk were directed to enter into a written
contract in behalf of the Village on forms approved by the Village Attorney .
Motion was passed by unanimous vote of the Council.
Permission to erect Pole
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company were given permission to erect one pole on Huntington
Laneir.between Glenhurst and Huntington Avenues, by unanimous vote of the CounIII

cil.
Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
applications for 1947 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1947, by unanimous vote of
the Council:

Street Light Ordered
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a street
light was ordered at 37th Street and Highway #100 Service Road, by unanimous
vote of the Council.
Bingo
A letter dated May 12, 1947, signed by J. F. Devine, 4100 Raleigh Avenue
in behalf of the Men's Club of the Most Holy Trinity Church, stating that they
will hold a bingo party at the American Legion Hall on ExcelsiorBoulevard,
Friday, June 13, 1947, was read. No action taken.
Building Permit for Hamburger Stand
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit to H. P. Mc Dermott to •
construct a l6.' x 16' building to be used for a hamburger and root beer stand
at 7425 Walker Street. Motion was passed by unanimous vote of the Council.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENTS

BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the following assessments levied pursuant to resolution adopted September 16, 1946,
be hereby canceled, for the reason that said lands were used either for a farm or
that a dwelling was not completed and were not served by the garbage collection
service of the Village, and the Treasurer and Auditor of Hennepin County are here-
by authorized to cancel said assessments on their respective records:

of Cedar Lake Road and North of Great Northern Right-of-

License Bond - Heating
On motion of Clerk Justad, seconded by Trustee Bolmgren, the heating license
bond with 0. H. Anderson and W. L. Dahlen, DBA Anderson and Dahlen Sheet Metal
Works as principal, and Columbia Casualty Company as surety, dated April 17, 1947,
in the amount of $1,000.00, was approved by unanimous vote of the Council.
New Mileage Rate L a^"r' Ay
On motion of Trustee Perkins, seconded by Trustee Jorvig the new rate for e.l -
Village Employees driving their own car for Village business was set at 7¢ per
mile as of May 15, 1947, by unanimous vote of the Council.
Resolution
On motion of Clerk Justad, seconded by Trustee Bolmgren, the following reso-
lution was adopted by unanimous vote of all members of the Council present:
ASSESSMENT RESOLUTION
WHEREAS, proposed assessments for the cost of Improvement K-76 and L-82
have been duly filed with the Village Clerk and opened to public inspection, and
notice has been published in the St. Louis Park Dispatch April 18, 1947, that
the Village Council would pass upon said proposed assessments at its meeting May
5, 1947, and said Council has met at the time and place and place specified in
said notice, and no one appeared in opposition to said assessments and filed no
objections thereto, and the matter having been regularly continued to this present
meeting; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said proposed assessments which are hereby referred to and made a part here-
of and hereby adopted, and an assessment is hereby levied against each of the
lots, parts of lots, and parcels of land described therein in the sums therein
specified, and each of said piece of land is hereby found to be benefited in the
amount of the assessment levied against it herein.

BE IT FURTHER RESOLVED that each assessment shall be payable in equal
annual installments over a period of three years, the first to be payable on the
first day of June, 1948, all deferred payments to bear interest at the rate of
five per cent per annum. Said assessments and interest shall be -a lien on the
property therein specified concurrent with general taxes as authorized by
Chapter 65, Laws of Minnesota 1919, as amended.

Ordinance
On motion of Clerk Justad, seconded by Trustee Bolmgren, the following
Ordinance was passed by unanimous vote of the Council:
ORDINANCE NO. 267
The Village Council of the Village of St. Louis:Park do ordain as follows:
Section 1. Ordinance No. 114 of the Village of St. Louis Park entitled
"An Ordinance Relating to Scavengers and Providing for the Licensing and Regula-
tion Thereof" adopted by the Village Council April 21, 1937, is hereby amended
by adding thereto the following paragraphs to be designated therein as Sections
7 and 8:
"Section 7. No person shall deposit the contents taken from any
fault, privy, cesspool, septic tank or private drain into any
sanitary sewer of the Village of St. Louis Park unless he shall
have first obtained a permit to do so from the Village Clerk. Such
permit may be issued by the Clerk to any person licensed herein as
a scavenger upon receipt by him of_ an application in writing as
hereinafter prescribed, upon payment of the fee hereinafter speci-
fied and if the Clerk is satisfied that the applicant has complied
and will comply with all provisions of this ordinance and all
other ordinances of the Village relating to the use of its sewers.
"Application for such permit shall be in writing and shall state:
(a) the location of the vault, privy, cesspool, septic tank or
private drain from which the material to be deposited into the
sewer will be obtained, (b) the approximate quantity of such ma-
terial to be deposited into the sewer, (c) the time when the
material will be deposited into the sewer, (d) the place where
applicant proposes to deposit the material into the sewer (e)
such further information as the Clerk may request.
"No permit shall be issued unless the applicant shall pay to the Village
Treasurer a permit fee of $1.00 for each separate vault, privy, cesspool,
septic tank or private drain the contents of which may be deposited in
a sewer.
"Each permit issued shall be in writing and shall specify (a)
the name of the permitee, (b) the source of the material to be
deposited in the sewer, (c) the time when and location where
the material will be deposited. The Clerk's receipt for the
permit fee which includes the foregoing required information
shall constitute the permit.
"Failure to comply with these specifications of the permit shall
constitute a violation of this ordinance.
"All permit fees received pursuant to this Section shall be paid
into the sanitary sewer maintenance fund of the Village and may be
used for sewer maintenance or payments to the City of Minneapolis
for use or maintenance of Minneapolis sewers used by the Village.
"No person to whom such permit is granted shall be required to notify
the Health Officer or Chief of Police as required by Section 4 be-
fore using a sanitary sewer in compliance with the permit.
"Section 8. All permits issued hereunder will be dated and shall
be invalid forty-eight (48) hours after their issuance.
"Section 9. No person shall deposit the contents of any vault,
privy, cesspool, septic tank or drain into any storm sewer of the
Village at any time, and no person shall deposit such contents
into any sanitary sewer of the Village in such a manner as to per-
mit any portion of such contents to be or remain on the surface
of the ground or within five feet of the surface of any manhole
or other place where such contents are deposited into the sewer."

Minutes
-The minutes of meetings held April 14, 21, 28, May 5, 1947 were read and
approved as read.
Purchase of Time Clock Authorized
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to purchase a time clock at $285.00, from Street Department funds;
clock to have In and Out shift and record in two colors as shown on cut by the
Recorder Cmpany. Motion was passed by unanimous vote of the
Council.

Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING SIDEWALK '
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is necessary and expedient to construct sidewalk on the West side of
Xenwood Avenue from 33rd Street to the South line of Lot 192, Norwaldo, such
sidewalk to be five feet in width and constructed in accordance with standard
Village sidewalk specifications now on file with the Village Clerk; the Village
III Engineer is directed to set stakes designating the exact location for said side-
walk, and
BE IT FURTHER RESOLVED that said sidewalk shall be completed by June 30,
1947, and
' BE IT RESOLVED that the names of the owners of all lots, parts of lots, and
parcels of ground fronting the street where said walk is to be constructed are
as follows:

Used Car License Denied
' On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of Mohrbacker Motor Sales (R. H. Mohrbacker, Owner) for a license to sell used
and second hand motor vehicles from lots directly East of the St. Louis Park
Garage, 4825 Excelsior Boulevard was denied and the Village Clerk was authorized
to refund the $50.00 fee which accompanied application to Mr. Mohrbacker. Motion
was passed by unanimous vote of the Council.
Warranty Deed Accepted
' On motion of Clerk Justad, seconded by Trustee Jorvig, the Warranty Deed
(limited) from Fred J. Cook and Lenore Cook, for Lots 30 to 36, Block 179, Re-
arrangement of St. Louis Park was accepted and ordered placed on file by the
Village Attorney. Motion was passed by unanimous vote of the Council.
Eldon E. Rempfer-Police Civil Service
' On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Eldon E.
Rempfer, 4113 Highwood Road was appointed to the Police Civil Service Commission
to fill the unexpired term of Fletcher K. Ware (10-1-49), by unanimous vote of
the Council. -
