SPECIAL MEETING --- APRIL 28, -1947
A meeting of the Village Council was called to order by President Erickson
at 8:15 P. M., with the following Councilmen present at roll call: Trustee
Bolmgren, Yea; Trustee Jorvig, Yea; Trustee Perkkns, Yea; President Erickson, Yea;
Clerk Justad, Yea.
Verified Claims
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
verified claims were approved, and the President and Clerk were authorized to
issue warrants for same, by unanimous vote of the Council by roll call - Trustee

Bids - Police Car -
The following bids for Police car as advertised in the St. Louis Park
Dispatch, April 18, 1947 were received and read:
1. C. E. Johnson Company $1,315.00 less Fed. Tax

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above bids
for Police car were referred to the Police Committee for checking and recommenda-
tion by unanimous vote of the Council.
Bids - Bituminous Plant Mix
The following bids for bituminous plant mix as advertised in the St. Louis
Park Dispatch, April 11, 1947 were received and read:
1. Bury & Carlson, Inc. $4.85 per ton
2. J. V. Gleason $4.10 " "
3. Johnson Contracting Co. $4.50 "
III On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids
for bituminous plant mix were referred to the Village Engineer and Street Depart-
ment for tabulation and recommendation by unanimous vote of the Council.
Bids - Water Main Extensions
Bids for water main extensions as advertised in the St. Louis Park Dispatch
were received and read from the following bidders:
1. Phelps-Drake Company $40,116.00
2. Lametti & Lametti $48,270.00
3. Orfei & Mariani $52,720.00
4. Western Underground Const. Co. $60,000.00
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Village Engineer and Water Department for tabulation and
recommendation by unanimous vote of the Council.

Bids - Storm Sewer Dist. 15
Bids were received for Storm Sewer construction for Storm Sewer District
No. 15, as advertised in the St. Louis Park Dispatch, April 4, 11, 18, 1947
from following Bidders:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above
bids for Storm Sewer District No. 15 were referred to the Village Engineer and
Sewer Committee for tabulation and recommendation, by unanimous vote of the
Council.
Hearing - Double Bungalow
A hearing was had on the petition of A. W. Lampe, dated April 7, 1947,
for a special permit to erect a double bungalow on the North 60 feet of the
South 125 feet of Lot 1, Block 10, Brookside. Addition. No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of A. W. Lampe for a special permit to erect a double bungalow on the North
6G feet of the South 125 feet of Lot 1, Block 10, Brookside Addition was granted,
and the Building Inspector was authorized to issue permit for same, by unanimous
vote of the Council.
Petitions
The following petitions were read -
1. Water Main Extension on 34th Street from
Alabama Avenue to Brunswick Avenue, signed
by Otto Olson and others.
2. Petition for Sidewalk in front of Lot 17,
Block 1, Parkview Addition, signed by Chas.
Barnum and others.
3. Sanitary Sewer construction in Utica Avenue
from 28th Street to 2910 Utica Avenue, signed
by 0. A. Bast and others. '
4. Grading Kentucky Avenue from Wayzata Boulevard
to 14th Street, signed by Walter Mc Alpine and
others.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above
petitions were referred to the Village Engineer and Village 'Attorney for check-
ing and recommendation, by unanimous vote of the Council.
Complaint Re: Plumbing Work
Perry Duff and Thomas Campbell appeared in regard to work being done by
C. J. Browne, Plumber. Mr. Duff claimed that work was being done without per-
mits as well as unsatisfactory work, and does not call for inspections. He
said that his license should be revoked. Mr. Campbell said that the Browne &
Murphy Company would be dissolved by May 1st, 1947.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was instructed to make an investigation of above complaints with
view of reporting to the Village Council for the purpose of holding a hearing.
Motion was passed by unanimous vote of the Council.
Complaints RE: Muddy Yards and Alley
A_group from the GI Housing Units attended the meeting and made a number
of complaints regarding muddy condition of yards and alley. On motion of
Trustee Bolmgren, seconded by Trustee Perkins, the matter of foregoing com-
plaints was referred to the Veterans Referral Board, by unanimous vote of the
Council.
Advertise for Bids - Corporation Stops
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to advertise for bids on 400 5/8" x 3/4" corporation stops, to be
opened May 19, 1947. Motion was passed by unanimous vote of'the Council
Advertise for Bids - Liquid Chlorine
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to advertise for bids for furnishing liquid chlorine per CVT FOB
April 28, 1947 397

St. Louis Park, deliveries to be made as needed for the remainder of the year, 1947;
bids to be opened May 19, 1947. Motion was passed by unanimous vote of the Coun-
cil.
Plumbing License
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of A. G. Nelson for a license to do plumbing work in the Village of St. Louis
Park for balance of 1947 was approved, and the President and Clerk were authorized
to issue license to expire December 31, 1947, by unanimous vote of the Council.
Petition for Street Signs
A petition dated April 22, 1947, signed by George Stanley, 3924 Ottawa
Avenue for erection of the following street signs was read:
1. Vallacher and Ottawa Avenues
2. 40th Street and Ottawa Avenue
On motion of Trustee Perkins, seconded by Trustee Jorvig, above petition
for street signs was referred to the Street Department to be added to the list
of signs to be erected during 1947. Motion was passed by unanimous vote of the
Council.
Sidewalk, Curb & Gutter
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Robert H.
Karatz, 3831 Huntington Avenue was given permission to contract privately for
construction of sidewalk, curb and gutter in front of his home, subject to grade
regulations, stakes, etc. approved by the Village Engineer. Motion was passed
by unanimous vote of the Council.
Plans and Specifications - Grading and Graveling
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans
and specifications for the following grading and graveling, prepared by Village
Engineer, J. C. Utton were accepted and approved, and June 2, 1947 was set as
date for receiving of bids for this work. Motion was passed by unanimous vote
of the Council.

Ordinance
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
Ordinance was adopted by unanimous vote of the Council:
ORDINANCE NO. 264
AN ORDINANCE CREATING LATERAL
SANITARY SEWER DISTRICT NO. 2-A
The Village Council of the Village of St. Louis Park do ordain as follows:

Ordinance No. 264, Continued:
Section 1. There is hereby created and established a lateral sanitary
sewer district of the Village of St. Louis/Park to be known and designated as
Lateral Sanitary Sewer District No. 2-A x which shall comprise the following
area of said Village: Lot 37, Block 5; all of Blocks 16 and 17, Rearrange-
ment of St. Louis Park; Lots 1, 4, through 11 inclusive, Block 5, Central
Addition to St. Louis Park.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the follow-
ing resolution was adopted by unanimous vote of all members of the Council
present:
RESOLUTION FOR
CONSTRUCTION OF SANITARY SEWER
WHEREAS, it appears necessary and in the public interest that a lateral
sanitary sewer be constructed for Lateral Sanitary Sewer District No. 2-A in
35th Street from Dakota Avenue to Wooddale Avenue; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that a lateral sanitary sewer be constructed in 35th Street from Dakota Avenue
to Wooddale Avenue in accordance with plans and specifications therefor pre-
pared-by the Village Engineer which are hereby approved.
BE IT RESOLVED FURTHER that the Clerk be hereby authorized to advertise
for bids for construction of said sewer in accordance with said plans and
specifications.
Ordinance
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the follow-
ing Ordinance was adopted by unanimous vote of the Council:
ORDINANCE NO. 265
AN ORDINANCE PROVIDING FOR REGISTRATION
OF VOTERS PURSUANT TO CHAPTER 345 LAMS
OF MINNESOTA 1939
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. The Village Council of the Village of St. Louis Park as a
governing body of said Village do hereby elect to come within the provisions
of Chapter 345, Laws of Minnesota, 1939, and all amendments thereto.
Section 2. This ordinance shall take effect and be in force from and
after its publication.
Salary Increase
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the salary of
J. A. Werner was set as $255.00 per month as of May 1, 1947 (base pay $230.00
with $25.00 a month cost of living increase), by unanimous vote of the Council.
Purchase Park Property
On motion of Trustee Jorvig, seconded by Trustee Perkins, the President
and Clerk were authorized to purchase from Fred Cook, Lots 30 to 36, inclusive,
Block 179, Rearrangement of St. Louis Park for $350.00, for Park purposes.
Motion was passed by unanimous vote of the Council.
License Bond - Plumbing
On motion of Clerk Justad, seconded by Trustee Jorvig, the plumbing
license bond with A. G. Nelson of Minneapolis as principal, and Fidelity and
Deposit Company as surety, dated April 22, 1947, in the amount of $4,000.00,
was approved by unanimous vote of the Council.
Continuation Certificate - Plumbers Bond
On motion of Clerk Justad, seconded by Trustee Perkins, the Continuation
Certificate extending the coverage of the following bond up to April 10, 1948,
was approved by unanimous vote of the Council:
