On motion of Trustee Perkins, seconded by Trustee Jorvig, Resolution for
Improvement of Streets and Alleys and Hearing on Improvements M-1 to h�-65 in-
clusive, as spread on the minutes of ineeting held April 7, 1947 is hereby re-
cinded, by unanimous vote of the Councilmen present.
Hearings - Street & Alley Improvements
' Sepa.rate hearings were had upon each of the proposed improvements numbered
�,4-1 to a4-b5 inclusive as listed in the resolution setting hearings for said im-
provements adopted by the Village Council March 24, 1947. The following persons
were heard: Sam Pegors and W. T. �l'dilliams said they were opposed to h� 3g;

TNf-�REAS, pursuant to resolution setting hearings for street improvements
adopted by the Village Council b4arch 21�, 1947, and published i.n the St. Louis
Park Dispatch l�arch 28, 1947, the Village Council has met at the time and place
specified therein and has heard all persons interested with reference to said
proposed irnprovements; therefore, `

BE IT FURTHER RESOLVEI7 that said improvements and each of them shall be under
the direction and supervision of the ViU.age Engineer acting as street commissioner
of the 9illage; the work shall proceed in the order determined by the Street De-
partment Colmnittee of the Council; application of seal coat, penetration tar, and
l�� tar mat will be under theacurrent contract between.the Republic Creosoting Co.
and the Village; grading and graveling improvements will be done by contract after
publicatian of advertisem�ent for bids upon speciii�ations to be prepa.red by the
Village Engineer.
BE IT FURTHER RESOLVED that the entire expense of each of said improvements
shall be sepa.rately determined and reported to the Council by the Engineer for
assessment against the benefited property as authorized by Chapter 3$2, Laws of
h�innesota, 1903.
Licenses Ap�roved
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
applications for 191�7 licenses were approved, and the President and Clerk were
authorized to issue licenses to expire December 31, 1947, by unanigwus vote of

Building Permit - Commercial Buildin�
Gn motion of Trustee Jorvig, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permii to Plehal Heating Company
for erection of commercial building on Lot 11, Block 3, Brookview Faxk Addition,
with set-back of 20 feet from lot line. �Iotion was passed by unanimous vote
of Councilmen present.

their support of the St. Louis Park Community Fund for 1947-4g.
On motion of Trustee Ferkins, seconded by Clerk Justad, the followi.ng
resolution was adopted by unanimous vote of Councilmen present:

Dog Problems
2�r. and i�irs. Pauly, 2857 Colorado Avenue asked about dog problems and
were told tha.t a dog pound setup was being worked on.

On motion of Trustee Ferkins, seconded by Trustee Jorvig, the �itzit Claim
Deed, dated April 11, 19k7 from Chester E. Thornpson and Alice V. Thompson,
jusband and wife, for the -
�,'sest 30 feet of the South three hundred twenty-
seven (327) feet of the North three hundred fifty-seven
(357) feet of the West one hundred sixty-three and
forty-eight hundredths (163.1{.�) feet of the East twenty-
five (25) rods of the SV�T quarter (SWy,) of the SE quarter
(SE�) of Section 6, Township 2$, Range 24 V�dest of the
l�th principal meridian according to the U. S. Govern-

Gas T,��ater Heater - Street Dept. Bldg.
On motion o Trustee Perkins, seconded by Glerk Justad, the proposal of
the Minneapolis Gas Light Company accepted January 13, 1947, to furnish and
install one (1) 20 gallon gas hot water in the garage at the Street Department
Building at a cost of r�y114.50 was increased to 'p130.00, due to increased
costs. �otion was passed by unanimous vote of Councilmen present.
Basswood Plat Accepted .
On motion of Trustee Perkins, seconded by Trustee Jorvig, the plat of
I3asswood Addition was approved anc�ccepted and the President and Clerk were
authorized to sign the original plat and affix Village seal on same, subject
to receipt of �p1;000.00 Performance Bond for finishing of Street. Motion
was passed by unanimous vote of Councilmen present.
Building Permit Authorized
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue building permi.t for addition to Jack Nitke�s
building at 1�209 Z�'est Lake Street on the East side of building as shown on
survey dated l�-14-47. 1�otion was passed by unanimous vote of Councilmen
present.
Request for Street Sign
Letter received from VJm. R. Chapman, da.ted April 7, 1947 was read in
which he requested a street sign placed at the corner of Kipling Avenue and
27th Street.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Street
Department was authorized to add this sign to the list of signs to be installed
during 19l{7, by unanimous vote of the Council.
Clerk to Attend rAFOA .
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village
Clerk, Joseph Justad was authorized to attend l+�unicipal Finance Officers Assn.,
May 26, 27, 28, 1947 in New York City with expenses paid, by unanimous vote of
Councilmen present. .
Automatic Signals
A letter from the Minneapolis, Tdorthfield & Southern Railway, dated April
11, 19�+7 was read in which they stated that the automatic signal signs at
Dakota Avenue just North of Lake Street, would be installed Tuesday or d';jednes-
day of the week of April ll�th, 1947. Letter was ordered filed with Trustee
Bolmgren, Chairman of Utilities Committee.

Qn motion of Trustee Perkins, seconded by Trustee Jorvig, the above petitions

Taxicab Licenses
�n mo�tion of Trustee Perkins, seconded by Trustee Jorvig, the application
of Ruth S. Braun, Agent for Edina Auto Livery for eight (8) taxa.cab licenses
for year ending December 31, 1947 were approved, and the President and Clerk
were authorized to issue licenses to cover same, by unanimous vote of CounciLnen
present.
Permission to Place Poles, Anchors.
On m�tion of Trustee Jorvig, seconded by Trustee Perkins, the Northwestern
Be11 Telephone Company was granted permission to place one anchor in the alley
North of V'Test 37th Street just East of Tr'looddale Avenue; and one pole and one
anchor in the alley North of �1est 37th Street just East of�K�nwood Avenue, by
unanimous vote of the Council �iernbers present.
License Bond - Heating
On motion of Trustee Perkins, seconded by Trustee Jorvig, the heating
license bond with Louis De Gidio as pri.ncipal, and United States Fidelity and
Guaranty Company as surety, dated April 10, 1947, in-the amount of �1,000.00,
was approved by unanimous vote of Councilmen present.

On motion of Trustee Jorvig, seconded by Trustee Perkins, the assignment

tenance Company of Estimate �1 or advance due on ladder cage installation on
water tank and tower �l, authorizing the payment of said ampunt to the �dayzata

Resolution
On motion of Trustee Ferkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESGLUTION ORDERTNG SIDEWALK CONSTt�UCTIGN
BE IT �SOLVED by the Village Council of the Village of St. Louis Park
that it is necessary and expedient to construct sidevralk on the South side of
�Iinnetonka Boulevard from a point 151 feet East of the East ,line of Salem
Avenue to a pc�int 351 feet �,ast of said East line of Salem Avenue, such side-
walk to be monolithic conerete construction, five feet in width, in accordance
with standard Village sidewalk specifications now on file with the Village Clerk,
the exact location of said sidewalk to be designated by the Vi.11age Engineer,
and,
BE IT FURTHER RESOLVED that said sidewalk shall be completed by June 9,
1947, and
SE IT FURTHER i�SOLVED that the names of all owners of all Iots, parts of
lots, and parcels of ground fronting the street where said �ralk is to be cons-
tructed are as follows:

SE IT FL'RTHER Rc.SOLVED that if said walk shall not be fully constructed
in the manner and in the time herein prescribed, the Village Council may order
the same to be done by the Village Engineer acting as Street Commissioner or
by contract.
Re solut ion
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:

I-�ARINGS FOR CtIRB AND GUTTER
,NH�R�AS, pursuant to resolution adopted by the Village Council July 2,
1945, curb and gutter has been completed on the �4�`est side of Browndale Avenue
fro�n Lot 10, Block $, Browndale to biorningside Road, and pursuant to resolution
adopted August 26, 194b, curb and gutter has been constructed on both sides
of Georgia Avenue from 32nd Street to 33rd Street, and the Clerk with the
assistance of the Engineer has calculated the proper amount to be specially
assessed for each of said improvements against each lot, piece, or parcel of
land abutting upon the respective streets where said improvements were made
which proposed assessments are now on file with the Clerk and open to public
inspection; therefore,
SE IT RESOLV�D by the Village Council of the Village of St. Louis Paxk
that said curb and gutter improvements axe hereby accepted, and the Clerk be
directed to cause notice to be published in the St. Louis Park Dispatch that
the Council vrill meet �ay 5, 191�7, at eight o� clock P.?�. and pass upon said
proposed assessments.,
Injunction - Z. ��ax Renner
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Village
Attorney was directed to proceed with injunction against L. Max Renner for com-
mercial use of residential property (Lots 19 and 20, Oak �ianor), by unanimous
vote of Councilmen present.

The Zoning Ordinance of the Village of St. Louis Fark passed by the Village
Council Janua.ry 20, 1932, is hereby amended by deleting from that portion of the
