HomeMy WebLinkAbout1947/03/03 - ADMIN - Minutes - City Council - Regular 0 REGULAR MEETING --- MARCH 3, 1947 A meeting of the Village Council was called to Order by President Erickson at 8:37, with the following Councilmen present at roll call: Trustee Bolmgren Trustee Jorvig President Erickson Joseph Justad Bids --- Street Signs ` Bids were received from the following Bidders for 10, more or less Street Signs, as per advertisement for bids in St. Louis Park Dispatch: 1. H. V. Johnston Culvert Company 2. Lyle Sign Company On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above mentioned bids were referred to the Street Department for checking and recom- mendation by unanimous vote of Councilmen present. Bids --- 1946 Financial Booklet Bids were received "fram following Bidders for the printing of Village ,1946 Financial Booklet from the following Bidders: 1. Gile Letter Service On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above men- tioned bid was referred to the Village Clerk and Finance Committee for checking and recommendation by unanimous vote of Councilmen present. Minutes The minutes of meeting held February 24, 1947 were read and approved as read. Trustee Perkins Trustee Perkins came in while minutes were being read - 9:10 P. M. Bids - C of I and S.I.O. ($110,000.00) Bids were received for the $110,000.00 bonds as per advertisement in St. Louis Park Dispatch, from following Bidders: 1. Allison Williams Co. on $104,000.00 C. of I. - 1.6 . Interest plus premium of $521.00 2. Kalman & Company) on $104,000.00 C. of I. - 2% Interest plus Juran & Moody ) premium of $1,061.00 No bids were received for $6,000.00 Street Improvement Orders. On motion of Trustee Bolmgren, seconded by Clerk Justad, the time for accepting bids on the $6,000.00 Street Improvement Orders was deferred until March 10, 1947. On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION PROVIDING FOR AWARD AND SALE OF CERTIFICATES OF INDEBTEDNESS WHEREAS, pursuant to resolution of the Village Council adopted February 10, 1947, for issuance of certificates of indebtedness for water main .construction, two weeks published notice has been given that the Village Council would open and consider bids 'at this present meeting for certificates of indebtedness aggregate- ing $104,000.00, and the Village Council has met at the time and place specified in said notice and has opened and considered the following bids: Kalman & Company) Juran & Moody ) 2% interest plus premium of, $1,061.00 Allison-Williams Co. 1.9% interest plus premium of $521.00 THEREFORE, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the said bid of Allison-Williams Company is hereby deemed most favorable and is hereby accepted, and the President and Clerk of the Village are hereby 351 March 3, 1947 Resolution - Award & Sale of C. of I., Cont'd. authorized and directed to execute and deliver certificates of indebtedness of the Village of St. Louis Park in the aggregate sum of $104,000.00 issued to finance construction of water mains as authorized by said resolution of February 10, 1947, said certificates to-bear interest at the rate of 1.9 per cent per annum payable semi-annually, upon payment to the Village Treasurer of the face amount thereof and accrued interest plus a premium of $521.00 in consideration therefor, and the President and Clerk are authorized to execute purchase agree- ment submitted by said bidder. It was suggested that Village Attorney, E. T. Mont- gomery prepare a 'resolution for granting a special permit to be ready for adopt- ion, March 10, 1947. President Erickson referred the request to Health and Wel- fare Committee for checking and recommendation. Motion was passed by unanimous vote of the Council. Advertise for Bids on Road Tar . On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was authorized to advertise for bids on the furnishing and application of approxi- mately 100,000 gallons of Road Tar at locations within the Village limits, and in quantities designated by the Village Engineer; bids to be opened on the 24th day of March, 1947. Motion was passed by unanimous vote of the Council. Clerical Help - Assessor's Office On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village Assessor was authorized to employ Alvera Johnson to do clerical work in the Asses- or's office at rate of 75¢ per hour. Assessor's School On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following persons were authorized to attend Assessor's School to be held at the Center for Continuation Study, University of Minnesota, March 24, 25, 26, 1947, with expenses paid, by unanimous vote of the Council: . Connery March 3, 1947 3 5 5 Finance Officers School On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following named persons were authorized to attend Finance Officer's School to be held at the Center for Continuation Study, University of Minnesota, March 27, 28, 29, 1947, with expenses paid, by unanimous vote of the Council& - Joseph Justad Mildred Melbourne Ellida Parchem Resolution On motion of Trustee Perkins, seconded by Trustee Jorvig, the following 111 resolution was adopted'by unanimous vote of all members of the Council present: ' RESOLUTION AUTHORIZING APPLICATION FOR TAX FORFEITED LANDS WHEREAS, the Village Planning Commission has recommended that Gorham Avenue from Highway No. 7 to Minnetonka Boulevard be established as a principal traffic street, and in order to provide a safe and adequate junction with Highway No. 7, it is necessary to lay out a curve over Lots 20 to 38 inclusive, Block 195, Re- arrangement of St. Louis Park, which lots have been forfeited to the State of Minnesota for non-payment of taxes; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the President and Clerk make application in behalf of the Village to the Board of County Commissioners of Hennepin County and the State Tax Commissioner for the conveyance of said lands to the Village of St. Louis Park to be used for street and highway purposes. Automobile Insurance The Comprehensive Automobile Liability Policy #7657869, dated February 26, 1947 and effective March 12, 1947 was presented by Associated Agencies, showing a total cost of $795.79 for one year. On motion of Trustee Perkins,-seconded by Trustee Bolmgren, the Comprehensive Automobile Liability Policy #7657869, from the American Automobile Insurance Co., effective March 12, 1947 covering the Village automobiles was apprmved and accepted by unanimous vote of the Council Special Permit to Connect to Water Main On motion of Trustee Bolmgren seconded by Trustee Perkins, a special permit was granted to owners of the North of the North z of Lot 2; and South of the North 2 of Lot 2, all in Auditors Subdivision #301, to construct a 1 inch copper water service line just outside of the curb on,France Avenue, South from West 38th Street to furnish above property with water, with the understanding that if and when the water main is extended on France Avenue adjacent to the property, the special assessments will paid. Motion was passed by unanimous vote of the Council. Resolution On motion of Trustee Perkins, seconded by Clerk Justad, the following resolu- tion was adopted by unanimous vote of all members of the Council present: RESOLUTION DETERMINING SUFFICIENCY . OF IMPROVEMENT PETITIONS RESOLVED by the Village Council of the Village of St. Louis Park that the following petitionsfiledwith the Village Clerk for extension of water mains in said Village are hereby respectively determined to be sufficient petitions signed by owners of more than 35% of property fronting upon the respectite streets to be improved by the water mains petitioned for: Petition of Samuel Fleisher and Joseph A. Bass for water main in. Kipling Avenue from 26th Street to 27th Street; Petition of E. H. Shursen and Lavina Shursen for water main in Louisiana Avenue from 33rd Street to 2nd Street NW; and in Kentucky Avenue from 33rd Street to 2nd Street NW. Resolution On motion of ,Trustee Perkins, seconded by Clerk Justad, the following resolu- tion was adopted by unanimous vote of all members of the Council present: RESOLUTION AUTHORIZING SALE OF CERTIFICATES HELD FOR THE CREDIT OF THE VILLAGE 356 March 3, 1947 Resolution, Continued: RESOLVED by the Village Council of the Village of St. Louis Park that Northwestern National Bank of Minneapolis be hereby directed to sell $50,000.00 principal amount, 7/8% U. S. Treasury Certificates, 11-1-47, now held by the bank under agency account for the Village and to deposit the proceeds received from said certificates to the credit of the Village. Bid Awarded - Ladder Cage Bids for the construction of a ladder cage on Water Tank No. 1, received February 24, 1947 and tabulated by Village Engineer, J. C. Utton were read as follows: Pittsburgh-DesMoines $1,595.00 Mississippi Valley Tank Co. 1,355.00III Chicago Bridge & Iron Co. 740.00 Minnesota Tank Maintenance Co. 676.00 On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the bid of Minnesota Tank Maintenance Company for the construction of a ladder cage on Water Tank No. 1, was determined the lowest bid of a responsible'bidder received pursuant to advertisement for bids, and the President and Clerk were directed to enter into a written contract in behalf of the Village on forms approved by the Village Attorney. V., Buck'for a special permit to build 2 two-family dwellings oh Lots 3 and 4, Block 3, Hanke's Minikanda Terrace Addition. Mr. Buck appeared in favor of his petition. On motion of Trustee Perkins, seconded- by Trustee Holmgren, the Building Inspector was authorized to issue a special permit to W. V. Buck for the cons- truction of 2 two-family dwellings on Lots 3 and 4, Block 3, Hanke's Minikanda Terrace Addition, by unanimous vote of the -Council. Bids for Street Improvement Orders - Bids for Street Improvement Orders aggregating $6,000.00 were opened and read. III On motion of Trustee Bolmgreh, seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present: RESOLUTION. FOR ISSUANCE AND AWARD OF STREET IMPROVEMENT ORDERS WHEREAS, the Village Council on September 3, 1946, duly adopted a resolution assessing the costs of Street Improvements K-40 at the following locations in the Village of St. Louis Park: ..
