A meeting of the Village Council was called to order by President
Erickson at 8:08 P. M. with the following Councilmen present at roll call:

Licenses Approved
On motion of Trustee Jorvig, seconded by Clerk Justad, the following
applications for 1947 licenses were approved, and the President and Clerk were
authorized to issue same to expire December 31, 1947, by unanimous vote of
Councilmen present:
Sidney R. Brown Gas Station (4 pumps)
J. T. Howdeshell Company Plumbing
J. T. Howdeshell Company Heating
J. A. K. Sales Pin Ball Machines (2)
Sam Elchuck Public Dump
Permit for Office Building
On motion of Clerk Justad, seconded by Trustee Jorvig, the Building Ins-
pector was authorized to issue a building permit to C. L. Empey for erection of
small office building on Lots 11 and 12, Block 3, Sunset Gables Second Division, III
subject to receiving copy of survey. Motion was passed by unanimous vote of
Councilmen present.
Petition - Sanitary Sewer '
On motion of Clerk Justad, seconded by Trustee Jorvig, the following
petition was referred to the Village Engineer and Village Attorney for checking
and recommendation, by unanimous vote of Councilmen present,-

between 38th Street and 39th Street, signed
by Marie C. Krogstadt, 3844 Joppa Avenue

Hearing Date - Rezoning
On motion of Trustee Jorvig, seconded by Clerk Justad, April 21, 1947
was set as date for hearing on the rezoning ofBlocks 70, 66, 56, 57, 58, 59, 60,
50, 49 and 48; portions of Blocks 69 and 67 lying East of the Minneapolis, North-
field and Southern Railroad; the South half of Block 47, in St. Louis Park, St.
Louis Park Additions; and unplatted area lying West of Dakota Avenue, East of the
Minneapolis, Northfield and Southern Railroad and South of the Chicago; nilwaukee
and St. Paul Railroad be changed from Commercial or Light Industrial Use Districts
to Multiple Dwelling Use Districts, but retaining it in "C" Density District.
Also that the Commercial Use District, Lot 8, Block 1 and Lot 15, Block
2, Brookview Park Addition and Lots 45, 46, and 47, Block 1, Brooklawns Addition
be changed to Residential Use District.
Motion was passed by unanimous vote of Council members present.
Petition - Street Vacation
IIIOn motion of Clerk Justad, seconded by Trustee Jorvig, the petition to
vacate 39th Street from Brunswick to Dakota Avenues, dated August 17, 1946 and
signed by Minneapolis, Northfield and Southern Railroad and others was referred
to the Planning Commission for checking and recommendation, by unanimous vote of
Councilmen present.
Hearing - L-38-Grading
A hearing was had on the proposed assessment for street improvement L-38
grading of Zarthan Avenue from 39th Street to Cambridge Street. No one appeared.
On motion of Trustee Jorvig, .seconded by Clerk Justad, the following
resolution was adopted by unanimous vote of all members of the Council present:

ASSESSMENT RESOWTION
WHEREAS, pursuant to resolution adopted by the Village Council January
27,. 1947, and published in the St. Louis Park Dispatch February 14, 1947, the
Village Council has met at the time acid place specified in said resolution
and. has heard all testimony offered by interested persons in connection with
proposed assessment for the following street improvement:
L-38 Grading of Zarthan Avenue from 39th Street
to Cambridge Street

• BE IT RESOLVED by the Village Council of, the Village of St. Louis Park
that the cost of said improvement is hereby determined to be in the amount
hereinafter set forth, and the amount of benefits conferred by said improve-
ment upon each lot, part of lot, piece or parcel of ground so benefited thereby,
rateably and in proportion to the special benefits conferred upon it, is hereby
determined to be as set forth, and there is hereby levied and assessed against
each lot, part of lot, piece or parcel of ground desceibed therein, andassess-.
ment equal to the sums therein set forth, as authorized, by Chapter 382, Laws of
Minnesota, 1903, payable in three equal annual. installments, the first of which
shall be payable concurrent with the real estate taxes levied in 1946 and col-
lected in 1947 together with a penalty of 10% if not paid in full within 30
days after publication of this resolution and interest at 6% per annum from the
date of issuance of orders for financing this improvement.
Continuance of Louisiana Avenue to Highway #7 .
. On motion of Clerk Justad, seconded by Trustee Jorvig, the Village Attorney
was. instructed to contact owners of Lots 1, 2,. 3, 4, Block 336; Lot 30, Block
187. and the street marked vacated between them., Rearrangement of St. Louis Park
for, continuance of Louisiana Avenue to Highway. No. 7. Motion was passed by un-
animous vote of Councilmen present.
Property for Civic Center
On motion of Clerk Justad, seconded by Trustee Jorvig, the Village
Attorney was instructed to contact owners of Lots 1, 2, 3, 4, Block 1, Collins
Second Addition with view of securing ownership of same for Civic Center use,
by unanimous vote of Councilmen present.
▪ On motion of Clerk Justad, seconded by Trustee Jorvig, the Village
Attorney was instructed to contact owners of vacant property abutting the South
side of 36th Street, between Wooddale Avenue and Highway No. 7 for Civic Center,
by unanimous vote of Councilmen present.
Used Car Lot ,Ordinance
A' discussion of a Used Car Lot Ordinance was had and the Village Attorney
was instructed to prepare same.
Bids --- Sidewalk Orders
The following sealed bid for purchase of sidewalk orders was opened and
read:
St. Louis Park Fire Department Relief Association for 44,462.00
at 3%.
On motion of Trustee Jorvig, seconded by Clerk Justad, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AWARDING SIDEWALK ORDERS
WHEREAS, pursuant to resolution adopted by the Village Council January
27, 1947, two weeks published notice has been given that the Village Council
would open and consider bids at this present meeting for sidewalk orders of
said Village in denominations with maturity as specified in said resolution, and
the Council has met at the time and place specified in said notice and has
opened and considered the following bids:
St. Louis Park Fire Department Relief
Association for 44,462.00 at 3%.
THEREFORE BE IT RESOLVED by the Village Council of the Village of St. Louis
Park that the following bid is deemed most favorable and is hereby accepted :

and, •that the balance cif issue be sold to purchasers who may apply; and
BE IT FURTHER RESOLVED that the President and Clerk of the Village are
hereby directed to execute and deliver sidewalk orders of the Village in de-
nominations with maturities as specified in said resolution and notice to be
dated April 1, 1947, with interest from said date until maturity at a rate of
III 3% per annum payable annually upon payment to the Village Treasurer of the face
value and accrued interest' in consideration therefor.
