Johnson Motor Sales • •On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above men- tioned bids were referred to the Village Engineer and Street Department Chairman for checking and recommendations, by unanimous vote of Councilmen present. Bids on Caterpillar #9 Bids for the sale of Caterpillar #9 patrol grader and snow plow were-re- _ ceived from the following bidders: 1. Wm. H. Ziegler & Company On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above bids were referred to the Street Department for recommendations by unanimous vote of Councilmen present. Minutes The minutes of meetings held January 27, 1947 and February 3, 1947 were read and approved as read. Hearing Date Set On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a hearing was set for February 24, 1947 on the request of E. L. Fitch for a permit to convert his present residence at 5700 West Lake Street to a two-family dwelling, by unanimous vote of Councilmen present. License Bonds (Heating) On motion of Clerk Justad, seconded by Trustee Bolmgren, the heating license bond with Economy Sheet Metal, Incorporated, 2601 East Franklin Avenue, Minneapo- lis as principal, and St. Paul-Mercury Indemnity Company, St. Paul Minnesota as surety, dated December 27, 1946, in the amount of $1,000.00, was approved by un- animous vote of Councilmen present. Petition -- Sidewalk • A petition signed by Sam Segal, 2853 Idaho Avenue, St. Louis Park, and 336 February 10, 1947 Petition, Sidewalk, Continued: others, dated February 5, 1947 for laying of sidewalk on the East side of Idaho Avenue between 28th and 29th Streets was read. On motion of Clerk Justad, seconded by Trustee Jorvig, the above petition was referred to the Village Eng- ineer and Village Attorney for checking and recommendation, by unanimous vote of Councilmen present. L. Knowles, DBA Marshall Heating Company, 1324 Marshall Street, NE, Minneapolis as principal, and American Employers' Insurance Co., Boston Massachusetts as surety, dated February 6, 1947, in the amount of $1,000.00, was approved by unanimous vote of Councilmen preselnt. 1 Permission to Set Poles On motion of Trustee Jorvig, seconded by Trustee Bolmgrien, the Northern States Power Company was granted permission to place three (3) poles in Alley between Rhode Island and Sumpter Avenues and Division Street and Highway #7, was approved by unanimous vote of Councilmen present. February 10, 1947 337 Bingo A letter from the Brookside PTA, signed by Mrs. R. M. Aker, President, requesting permission to play Bingo at the American Legion Hall, Tuesday evening, February 11, 1947 was read. No action taken. Licenses Transferred On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of Robert W. Anderson (Veteran) for transfer of Restaurant and Cigarette licenses formerly held by Nick Phillips at 5320 Excelsior Boulevard, was approved with- out fee by unanimous vote of Councilmen present. Minnesota Gum Company Special Permit On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of Fred M. Van Doren for a special permit to operate the Minnesota Gum Company in the basement of the Milk House at 4201 West Lake Street was approved for one year from this date, by unanimous vote of Councilmen present. Permit to Park Trailer On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Norman A. Shurdahl, a Veteran, was granted a permit to park a trailer at the rear of 3205 Webster Avenue until March 1, 1947, without fee, by unanimous vote of Councilmen present. Trustee Perkins Trustee Perkins came in at this time - 9:30 P. M. Watermain on Cambridge Street On motion of Trustee Bolmgren, seconded by Trustee Perkins, the matter of running watermains on Cambridge. Street (closed street), from Lake Street to Texas Avenue was referred to the Village Attorney for checking, by unanimous vote of the Council. Pump. Bids & Award The Water Committee made the following report on bids for pumps, etc. on WTell #4 and Well #5: "That the bid of Fadden Pump Company be accepted so that our pumping equip- ment will be standardized." On motion of Trustee Bolmgren; seconded by Trustee Perkins, the bid of Fadden Pump Company for furnishing and installing of pumps, piping, steel tank, heating and elec#rical equipment for Wells No. 4 and 5, of $16,756.00 each was approved, and the President and Clerk were authorized to enter into a contract with Fadden Pump Company in behalf of the Village, by unanimous vote of the Councilmen present. Fire Department Report The Fire Department report for the month of January, 1947 was read and ordered placed on file. Advertise for Bids on Street Signs On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was authorized to advertise for 100 more or less street signs as per specifications on file in the Street Department; bids to be opened March 3, 1947. Motion was passed by unanimous vote of Councilmen present. LOUIS PARK $1,000.00 CERTIFICATE OF INDEBTEDNESS FOR WATER MAIN EXTENSIONS THIS IS TO CERTIFY that the Village of St. Louis Park, Hennepin County, III State of Minnesota, hereby acknowledges itself indebted and, lfor value received, promises to pay to bearer One Thousand Dollars on the 15th day of March, 1949, with interest thereon at the rate of per cent per annum, payable semi- annually on the 1st day of September and the 1st day of March, on presentation and surrender of the annexed interest coupons, both principal and interest payable at the office of the Village Treasurer. This certificate is one of a series of certificates of like tenor, amount in the aggregate to one hundred and four thousand dollars, issued pursuant to Chapter 425, Laws of Minnesota, 1921, and all amendments thereto, for water main construction in said Village. February 10, 1947 339 Resolution For Issuance of C of. I, Cont'd. IT IS HEREBY CERTIFIED that all acts, conditions, and things required to be done precedent to and in the issuance of this certificate have been done and performed as required by law. The full faith, credit, and resources of the Village of St. Louis Park are hereby irrevocably pledged for the prompt payment of the principal and interest of this certificate according to its terms. IN WITNESS WHEREOF this certificate has been signed by the President of the Village Council and the Clerk and the corporate seal of said Village has been affixed hereto this 15th day of March, 1947. President of the Village Council Countersigned: Village Clerk" BE IT FURTHER RESOLVED that the Clerk is directed to publish notice in the St. Louis Park Dispatch fixing March 3, 1947 at 8 o'clock P. M. at the Village Hall as the time and place where bids for said certificates will be opened and considered. The Council reserves the right to reject any and all offers, and BE IT FURTHER RESOLVED that a special assessment fund is hereby created for these improvements and the proceeds from the sale of the certificates herein authorized shall be placed in such fund. Into such fund shall be placed all moneys received from the payment of any assessment levied on account of this fund. A sufficient amount of moneys to provide for the payment of the principal and interest of said certificates as they severally mature shall be without further authority transferred by the Village Treasurer into such fund from the general fund when the special assessment fund is insufficient to pay the principal and interest of said certificates as they severally mature, but the fund from which said moneys have been taken or used for the payment of the principal or interest shall be reimbursed with interest at 6% per annum from the collection of unpaid assessments on account of such improvements. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of all members of the Council present: , RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR STREET IMPROVEMENT ORDERS. WHEREAS, the Village Council has heretofore made certain street improvements in the Village of St. Louis Park and levied assessments covering the cost thereof by resolutions heretofore adopted as authorized by Chapter 382, Laws of Minnesota, 1903, and said Council intends to issue orders of said Village in an aggregate amount equal to the portion of said special assessments not paid March 3,-1947, which is anticipated will be $6,000.00; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it will receive and open bids on the 3rd day of March, 1947, at 8 o'clock P. M. •at the Village Hall 'in said Village for street improvement orders of said Village in the aggregate sum of $6,000.00, payable in three equal install-" ments to be dated March 1, 1947, in denominations with maturities as follows: - Nos. 30 to 31 inclusive for $1,000.00 each due March 1, 1948 Nos. 32 to 33 inclusive for $1,000.00 each due March 1, 1949 Nos. 34 to 35 inclusive for $1,000.00 each due March 1, 1950 Each of said installments shall be represented by separate orders in the face amount of $1,000.00 each and said orders shall bear interest at a rate of not more than 3% per annum, payable semi-annually and shall be signed in behalf of the Village by the President and Clerk, and shall be in form as follows: - STATE OF MINNESOTA COUNTY OF HENNEPIN VILLAGE OF ST. LOUIS PARK STREETIMPROVEMENT-ORDER, 340 February 10, 1947 Resolution For Street Improvement Orders, Cont'd. The Village Treasurer of the Village of St. Louis Park, Hennepin County, Minnesota, is ordered and directed to pay to bearer the sum of One Thousand ($1,000.00) on the 1st day of March, 1948, and to pay interest thereon at the rate of per cent per annum, payable semi-annually on the 1st day of March and September each year, interest to maturity being representated by separate interest coupons hereto attached; both principal and interest are payable at Northwestern National Bank of Minneapolis, Minneapolis, Minnesota, in any coin or currency, which at the date of payment is legal tender for public and private debts. This order is one of an issue of orders of like date and tenor except as to maturity, issued by the Village of St. Louis Park under the provisions of Chapter 382, Laws of Minnesota, 1903, in the aggregate amount of the unpaid balance of the cost of Public improvements on certain streets in said Village in anticipation of the collection of special assessments heretofore duly levied on the property benefited thereby to pay the cost of said improvements, and the full faith and credit and taxing powers of the Village have been and are irrevocably pledged to the payment of the principal and thelinterest hereof. IT IS HEREBY CERTIFIED and recited that all acts, proceedings and things required by the constitution and laws of the State of Minnesota to be done and performed precedent to the full issuance of this order have been done and per- formed in the time and manner as required by law, and that the issuance of this order did not cause the indebtedness of the Village to exceed any constitutional or statutory limitation of indebtedness. - IN WITNESS WHEREOF the Village of St. Louis Park, by its Village Council has caused this order to be executed in its behalf by the President of the Village Council and the Village Clerk this first day of March, 1947. The Council reserves the right to reject any and all bids and award orders to a lower bidder or re- advertise. Bids to be opened March 3, 1947, at 8:00 P. M. at Village Hall. . Bus Stops On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the report of the Public Utilities Committee recommending that the Twin City Bus Company be requested to make 4 additional stops on .Excelsior Boulevard as shown on plat was approved by unanimous vote of Councilmen present.
