A meeting of the Village Council was called to order by President Erickson
at 8:25 P. M., with the following Councilmen present at roll call:

Bids for Installation of Pumps,
Piping and Steel Tank, Well #6
Pursuant to advertisement for bids in the St. Louis Park Dispatch, bids
were received from the following for the installation of pumps, piping, steel
tank, etc. for Well #6:
1. Phelps*Drake Company $22,419.00
2. Fadden Pump & Equipment Co. $20,395.00
3. Layne-Western Company $18,156.00
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Water Committee and Village Engineer for checking and recom-
mendation by unanimous vote of Councilmen present.
Special Permit for Decorative
Home Furnishing Enterprise -
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Mrs. Amy Blom-
gren, 2924 France Avenue was granted a special permit to January 1, 1949 to
conduct a retail decorative home furnishing enterprise in the basement of her
home at 2924 France Avenue, with the provision that there will be signs of any
kind advertising the business visible on the exterior of the premises. Motion
was passed by unanimous vote of Councilmen present.
Special Permit-Double Bungalow
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit for a double bungalow to
C. R. Bros to be constructed on Lots 1 to 4 and 15 to 18 inclusive, Block 337,
Rearrangement of St. Louis Park, subject to proper setbacks. Motion was passed
by unanimous vote of the Councilmen present.
Bid Awarded for Water Meters
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Badger Meter Company received November 17, 1947 for 500 5/8" water meters was
determined to be the lowest bid of a responsible bidder, and the Water Depart-
ment was authorized to place an order with the Badger Meter Company for the 500
meters without connections @ $13.40 each. Motion was passed by unanimous vote
of Councilmen present.
Bid Awarded for Corporation Stops
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the bid of
Goodin Company received November 17, 1947 for 500 5/8 x 3/4 corporation stops
was determined to be the lowest bid of a responsible bidder, and the Water De-
partment was authorized to place an order with the Goodin Company for the 500
corporation stops --- Type H 15000 (Mueller) @ $1.10 each, by unanimous vote of
Councilmen present.
Bid Awarded for Copper Horns
On motion of Trustee Bolmgren, seconded by Trustee Bolmgren, the bid of
Mueller Company received November 17, 1947 for 500 copper meter horns with 3/4"
male swivels for iron pipe was determined to be the lowest bid of a responsible
bidder, and the Water Department was authorized to place an order with Mueller
Company for 500 copper meter horns @ $1.96 each. Motion was passed by unanimous
vote of Councilmen present.
Assistant Street Commissioner
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Henry Girard
was appointed as assistant Street Commissioner until further notice, due to
illness of Street Commissioner, K. Johnson. Motion was passed by unanimous vote
of Councilmen present.
Special Permit-Double Bungalow
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a building permit to A. W, Lampe for the
construction of a double bungalow on the SW corner of Brunswick Avenue and Excel-
sior Boulevard, being the North Section of Lot 1, Block 10, Brookside Addition,
with setback pf 27i feet on Brunswick Avenue and 20 foot setback on Excelsior
Boulevard. Motion was passed by unanimous vote of Councilmen present.
• Odors from Skippy Peanut Butter
President Erickson reported that he had contacted the Skippy Peanut
butter Company relative to odors and they had agreed to work out some plan to
control these odors.
Hearing Date Set-Vacation of Street & Alley
On motion of Trustee Perkins, seconded by Trustee Bolmgren, December 22nd,
1947 was set as date of hearing on the petition of Glenn Johnson for the vacation

of a portion of Gorham Avenue between 2nd Street NW and Third Street NW, and of
the alley in Block 204, Rearrangement of St. Louis Park, by unanimous vote of
Councilmen present.
Hard Liquor On-Sale License
On motion of. Trustee Perkins, seconded by Trustee Bolmgren, the applica-
tion of the Minneapolis Golf Club for a license to Sell Intoxicating Liquor On-
Sale (Club License) for 1948 was approved, and the President. and Clerk were
authorized to issue license to expire December 15, 1948, by unanimous vote of the
Council Members present.
Petition for Sanitary Sewer O1
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
of Leo J. Aro, 3104 Edgewood Avenue, and others for the construction of sanitary
sewer in Edgewood Avenue between 31st Street and 32nd Street were referred to
the Village Engineer -and Sewer Committee for checking and recommendation, by
unanimous vote of Councilmen present.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of Councilmen present:
RESOLUTION CANCELING GARBAGE COLLECTION ASSESSMENT
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following assessments levied pursuant to resolution adopted September
16, 1946, be hereby canceled for the reason that said lands were used wither
for business or were vacant lands and were not served by the garbage collection
service of the Village, and the President and Clerk are hereby authorized to
refund the amount paid on receipt of a verified claim signed by the taxpayer:
Albert N. Loberg Lots 47, 48, Block 312, Rearrangement of St. Louis Park
Stanley L. Brand Lot 28, Block 3, Suburban Home's Company's Addition
M. 'L. Peterson Lot 4, Block 2, Wooddale Heights Addition.
Transfer Gas Station Licenses
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of H. F. Pfremmer and F. W. Mitchell, DBA Belt Line Shell Service Station on
Excelsior Boulevard and the Belt Line for transfer of 1947 Gas Station (5 pumps)
license, and License to sell cigarettes, from Knapp's Shell Service to them,
was approved by unanimous vote of Councilmen present, without fee.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
bonds were approved by unanimous vote of Councilmen present:
HEATING LICENSE BOND with Suburban Equipment
Company as principal, and Fidelity & Casualty
Company, dated October 14, 1947, in the
amount of $1,000.00.
HEATING LICENSE BOND with Earl F. Beaudry
as principal, and Commercial Casualty Insurance
Company, as surety, dated October 21, 1947, in
the amount of $1,000.00.
Letter Re: Parks & Playgrounds
A letter received from the Village Planning Commission, dated November 20,
1947 regarding Parks and Playgrounds was read to the Council, and referred to the
Park Committee for checking and recommendation.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:

BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
the President and Clerk be hereby authorized and directed to execute and issue
orders of said Village in the aggregate amount of each of said assessments to
be dated January 15, 1948, with interest from said date until maturity at a
rate not to exceed 4% per annum payable in three equal annual installments due
June 1, 1949, June 1, 1950, and June 1, 1951, respectively, and the Clerk is
hereby authorized to advertise for bids for such orders to be opened December
15, 1947.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING ADVERTISEMENT FOR
BIDS FOR STREET IMPROVEMENT ORDERS -
WHEREAS, the Village Council has heretofore made certain street improve-
ments in the Village of St. Louis Park and levied assessments covering the cost
' thereof by resolution heretofore adopted as authorized by Chapter 382, Laws of
Minnesota, 1903, and said Council intends to issue orders of said Village in an
aggregate amount equal to the portion of said special assessments not paid
December 15, 1947, which it is anticipated will be $30,000, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it will receive and open bids on the 15th day of December, 1947, at 8
o'clock P. M. at the Village Hall in said Village for street improvement orders
of said Village in the aggregate sum of $30,000 payable in three equal instal-
lments to be dated January 15, 1948, in denominations with maturities as follows:
Nos. 1 to 10 inclusive for $1,000 each due January 15, 1949
Nos. 11 to 20 inclusive for $1,000 each due' January 15, 1950
Nos. 21 to 30 inclusive for $1,000 each due January 15, 1951

Each of said installments shall be represented by separate orders in . '
the face amount of $1,000 each, and said orders shall bear interest at a rate
of not more than 3% per annum payable semi-annually and shall be signed in be-
half of the Village of St. Louis Park by the President and Clerk and shall be
in form as follows:

STREET IMPROVEMENT ORDER
The Village Treasurer of the Village of St. Louis Park, Hennepin County,
Minnesota, is ordered and directed to pay to bearer the sum of One Thousand
("$1,000.00) and 00/100 Dollars on the 15th day of January, 1949, and to pay
interest thereon at the rate of per cent per annum, payable semi-annually
on the first day of July and January each year, interest to maturity being
represented by separate interest coupons hereto attached; both principal and
interest are payable at Northwestern National Bank of Minneapolis, Minneapolis,
Minnesota, in any coin or currency, which at the date of payment is legal tender
for public and private debts.
This order is one of an issue of orders of like date and tenor except as
to maturity, issued by the Village of St. Louis Park under the provisions of
Chapter 3$2, Laws of Minn. 1903, in the aggregate amount of the unpaid balance
of the cost of Public Improvements on certain streets in said Village in antici-
pation of the collection of special assessments heretofore duly levied on the
property benefited thereby to pay the cost of said improvements, and the full
faith and credit and taxing powers of the Village have been and are irrevocably
pledged to the payment of the principal and the interest hereof.
IT IS HEREBY CERTIFIED and recited that all acts, proceedings and things
required by the constitution and laws of the State of Minnesota to be done and
performed precedent to the full issuance of this order have been done and per-
formed in the time and manner as required by law, and that the issuance of
this order did not cause the indebtedness of the Village to exceed any consti-
tutional or statutory limitation of indebtedness._
IN WITNESS WHEREOF the Village of St. Louis Park by its Village Council
has caused this order to be executed in its behalf by the President of the
Village Council and the Village Clerk this 15th day of January, 1948.

Council reserves the right to reject all bids. •

certificates shall be dated January 15, 1948, and shall be in denominations of

This Certificate is one of a •series of Certificates of
like tenor, amounting in the aggregate to Ten Thousand Dollars,
issued pursuant to Chapter 65, Laws of Minnesota, 1919, and
all amendments thereto, for street improvements in said Village.
IT IS HEREBY CERTIFIED that all acts, conditions and
things required to be done precedent to and in the issuance of
this Certificate have been done and performed as required by
law.
The full faith, credit, and resources of the Village
- of St. Louis Park are hereby irrevocably pledged for the
prompt payment of the principal and interest of this Certifi-
cate according to its terms.
IN WITNESS WHEREOF this Certificate has been signed by
the President of the Village Council and the Clerk and the
corporate seal of said Village has been affixed hereto this
15th day of January, 1948.

BE IT FURTHER RESOLVED that the Clerk is directed to publish notice in
the St. Louis Park Dispatch fixing December 15, 1947, at 8 o'clock at the
Village Hall as the time and place where bids for said Certificates will be
opened and considered. The Council reserves the right to reject any and all
offers.
- BE IT FURTHER RESOLVED that a special assessment fund is hereby created
for the above described improvements, and the Village Council hereby determines
that completion of said improvements as one improvement project will be more
economical, and the said improvements are hereby consolidated as one project
and the proceeds from the sale of the certificates herein authorized shall be
placed in a special assessment fund to be known as 1947 Curb and Gutter Fund;
into such fund shall be placed all moneys received from the payment of any
assessment levied on account of this fund. A sufficient amount of moneys to
provide for the payment of the principal and interest of said Certificates-as
they severally mature shall be without further authority transferred by the
Village Treasurer into such fund from the general fund when the special assess-
ment fund is insufficient to pay the principal and interest of said Certificates
as they severally mature, byit the fund from which said moneys have been taken
or used for the payment of the principal or interest shall be reimbursed with
interest at 6% per annum from the collection of unpaid assessments on account
of such improvements.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING CONFIRMATION OF
REGISTRATION OF CERTAIN LANDS
WHEREAS, it appears that under date of June 14, 1946, conveyances were
made to the-Village of St. Louis Park by various owners of Lots 20 to 30 in-
clusive, Block 319; Lots 19 to 29 inclusive, Block 320; Lots 19 to 29 inclusive,
Block 321, all in Rearrangement of St. Louis Park, who executed quit claim
deeds to the Village dedicating the North 30 feet of said lots for a public
street, said deeds being-executed by the grantors and accepted by the Village
upon the understanding that the purpose was to rededicate the North one-half
of Division Street as previously vacated, and
WHEREAS, the present owners of said premises have filed an application
for registration of said lands with the District Court of Hennepin County,
November 24, 1947
Resolution Authorizing Confirmation
of Registration of Certain Lands, Cont'd.
Therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the President and Clerk of the Village be hereby authorized to execute in
behalf of the Village a confirmation of registration of said lands for the
purpose of clarifying any ambiguity in said quit claim deeds and disclaiming
any interest in said lands by the Village excepting the North one-half of said
street as 'originally dedicated in the plat of Rearrangement of St. Louis Park.
Petition for Annexation of Land
On motion of Trustee Perkins, seconded by Trustee Jorvig the petition of
Gerard's, Incorporated for annexation of the following described lands to the
Village of St. Louis Park, was referred to the Committee of the Whole, by unani-
mous vote of Council Members present:
East ten (10) acres of that part of the NW Quarter
of the SW Quarter (NE4 of SW4) North of Excelsior
Boulevard, Section Twenty (20), Township One
Hundred Seventeen (117), Range Twenty-one (21) :
Commencing at the Northeast corner of the West one
half (W2) of the Southwest quarter (SW4) of Section
20, Township 117, Range 21; thence Westerly along
the North line of said Southwest quarter (SW4) of
Section 20, Township 117, Range 21, Seven Hundred
Feet (7001 ); thence Southerly along a line parallel
with the West line of said Southeast quarter Six
Hundred Forty Two and Five Tenths (642.5) feet to
the center line of Excelsior Avenue; thence Easterly
along the center line of Excelsior Avenue to the
East line of said West one-half (W2) of the South-
west quarter (SW4) of Section 20, Township 117, Range

School Board Letter Re: Speeding
On motion of Trustee Perkins, seconded-by Trustee Bolmgren, the following
letter from the School Board, dated November 17, 1947 was referred to the Police
Committee, by unanimous vote of Council Members present:

At a meeting of the Board of Education the following
motion was passed: -
•
"It was moved by Mr. Kobs, seconded by Mr. Swenson that the
• Village Council be requested to have the Police Department check
on car drivers who are violating speed limits and who are passing
• school buses while they are stopped for picking up or discharg-
ing school children. Motion carried."•
The Board greatly appreciates the fine work which Chief
- Nelson and his men have done in connection with the safety of school -
children. They have always been ready-to cooperate and give the
- school every possible assistance. Recently we have received several
complaints that cart:drivers are violating speed limits and are pass- -

Salary Increase - C. C. Wolford ›-
On motion of Trustee Jorvig, seconded by Trustee Perkins, C. C. Wolford
was given an additional $25.00 a month cost of living increase to his salary
beginning November 15, 1947, by unanimous vote of Councilmen present.
Minutes
The minutes of meetings held November 10 and 17, 1947, were read and
approved as read.
