Hearing - Proposed Grading of Alley
A hearing was held on proposed grading of alley in Block 1, Parkview
Addition. No one appeared. A release was presented signed by Ann L. Keldson
and others.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous roll call vote of all members of the Council
as follows: Trustee Perkins, Yea; Trustee Jorvig, Yea; Trustee Bolmgren, Yea;
Clerk Justad, Yea; President Erickson, Yea:
RESOLUTION FOR ALLEY IMPROVEMENT
WHEREAS, pursuant to resolution setting hearing for alley improvement
adopted by the Village Council October 13, 1947, and published in the St. LouisIII
Park Dispatch October 17, 1947, the Village Council has met at the time and
place specified therein and has heard all persons interested with reference to
said proposed improvement, therefore,
BE IT.RESOLVED by the Village Council of the Village of St. Louis Park
that alley in Block 1, Parkview, be improved by grading and graveling at a grade
established by the Village Engineer in plans and specifications for said grad-
ing prepared by him and which are hereby approved.

BE IT FURTHER RESOLVED that said improvement be hereafter consolidated
with similar Village improvements to be done in the Spring of 1948.
Bids - Grading Alley
Bids were received for grading of alley in Block 1, Parkview Addition
from the following:
1. Terry Brothers on Plan #1 only
(Home owners wanted Plan #2)
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bid
was rejected, and the project was ordered held up, to be added to other grading
jobs early in the Spring of 1948. Motion was passed by unanimous .vote of Coun-
cilmen present.
Street Lights - Order Canceled
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company were instructed to cancel the order for Street Corner
Lights at the following locations:
1. 40th Street and Colorado Avenue
2. Colorado Avenue, opposite 3988 Colorado Avenue
3. Dakota Avenue, opposite 3989 Dakota Avenue
4. Dakota Avenue and 40th Street if extended
Motion was passed by unanimous vote of the Council.

Hearing Date Set for Two-Family Dwelling
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, November 24,
1947 was set as the date for hearing for special permit requested in petition
of Clarence K. Bros for the construction of a two-family dwelling on Lots 1
to 4 and 15 to 18, inclusive, Block 337, Rearrangement of St. Louis Park; and
request was referred to the Planning Commission for checking and report, by the
unanimous vote of the Council.

Petition for Grading
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition
of Better Housing Corporation, dated October 21, 1947, and others for the
grading of Idaho Avenue from Franklin Street to 18th Street was referred to the
Village Attorney and Village Engineer for checking and recommendation, by unani-
mous vote of the Council.
Electrical License Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of Wilson Electric Company for 1947 License to do Electrical Work was approved,
subject to approval of Building Inspector, and the President and Clerk were
authorized to issue license to expire December 21, 1947, by unanimous vote of the
Council.
Permission to Place Pole
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of the Northern States Power Company for permission to place One (1) pole on
Xenwood Avenue between 36th and 37th Streets was approved and permission granted,
by unanimous vote of the Council.
Petition for Sidewalk W l
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
of Earl Ware for construction of sidewalk on the East Side of Kentucky Avenue
between 32nd and 33rd Streets was referred to the Village Attorney, Village En-
gineer and Street Committee for checking and recommendation, by unanimous vote
of the Council.
Petition for Water Main A '
On motion of Trustee Bolmgren, seconded'by Trustee Jorvig, the petition of
Earl C. Ware for water main extension in front of Lots 8, 9, 10 and 11, Block
8, Parkview Addition was referred to the Village Attorney, Village Engineer and
Water Committee for checking and recommendation, by unanimous vote of the Council.
Hard Liquor Licenses --- Off-Sale & On-Sale
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the applica-
tions for renewal of Hard Liquor Licenses for the following applicants for the
year beginning December 15, 1947 and ending December 15, 1948 were approved, and
the President and Clerk were authorized to issue said licenses, subject to the
approval of the State Liquor Control Commission. Motion was passed by unanimous
vote of the Council:

Contractor' s Bond
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Public
Contractor's Bond with Layne-Western Company as principal, and the Century In-
demnity Company as surety, in the amount of 4318,072.00, dated September 29,
1947, covering construction of Village Well #6, was approved by unanimous vote
of the Council.
Plumbing License Bond
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plumbing
license bond with August Ejur, DBA Paragon Hardware and Plumbing Company as
principal and United States Fidelity and Guaranty Company as surety, dated
October 31, 1947, in the amount of $4,000.00, was °approved by unanimous vote of
the Council.
Sidewalk Bond and Permit
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Sidewalk,
and Driveway Construction Bond and Owners' Permit with H. R. Youngren, 3032

Hampshire Avenue, St. Louis Park as principal, and Carl C. Carlson of J. A. John-
son Company, 511 South 9th Street, Minneapolis as surety, dated October 29th �--'
1947 , in the sum of $ 00.00, covering construction of concrete drive at Lot
26, Block 5, Lenox Addition, was approved by unanimous vote of the Council.
Contractor's Bond
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Public
Contractor's Bond with Kermit L. Bonander and Lawrence Bonander, co-partners
DBA Bonander & Company as principals, and The Aetna Casualty and Surety Co.,
Hartford, Connecticut as surety, dated November 6, 1947, in the amount of
$6,229.00, covering materials and all work for construction of sanitary sewers
for sewer districts 1-P and 1-Q, was approved by unanimous vote of the Council.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the follow-
ing resolution was_ adopted by unanimous vote of the Council:
RESOLUTION
RE: BUS TRANSPORTATION, OAK HILL SECTION
WHEREAS, numerous requests have been made by residents of the'Village
of St. Louis Park residing in the area known as Oak Hill for the extension of
the present Kenwood, St. Louis Park Bus from its present terminal at Lake
Street and Brownlow Avenue out Highway #7 to Texas Avenue, and
WHEREAS, the Minneapolis Street Railway Company is willing to make
such desired extension in its bus service during rush hours, morning and even-
ing, within the Village of St. Louis Park, now therefore,
HE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it approves the application of the Minneapolis Street Railway Company for
a Certificate of Convenience and Necessity to extend the Bus Line into the
Oak Hill section, and hereby requests the Railroad and Warehouse Commission
of the State of Minnesota, to approve said application and issue its order
granting a Certificate permitting the operation of said bus line extension as
set forth in said application.
Resolution
A hearing was had on the petition of Chicago, Milwaukee, St. Paul and
Pacific Railroad Company to vacate a portion of Xenwood Avenue described in
the following resolution. No one appeared.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the follow-
ing resolution was adopted by unanimous vote of all members of the Council
. present:
RESOLUTION VACATING STREET
WHEREAS, petition of all of the owners of real property fronting on
the line of Xenwood Avenue lying South of the original sixty feet (60')
right of way of the Chicago, Milwaukee, St. Paul & Pacific Railroad Company
and North of a line parallel with and eighty feet (80') South of the said.
Southerly line of said right of way, has been duly filed with the Village
Council requesting vacation of said portion of said street and. said Council
has met at the time and place specified in a notice embracing 'a. copy of said
petition duly published and posted and has heard all interested persons, and
it appears that said portion of said street is not in use and serves no public
purpose, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that that portion of Xenwood Avenue lying adjacent to Blocks Twenty-five
(25) and Twenty-six (26), Rearrangement of St. Louis Park and South of the
South line of the original right of way of the Chicago, Milwaukee, St. Paul
& Pacific Railroad Company and North of a line parallel with and eighty feet
(801 ) South of said Southerly line of said right of way as the same is now
dedicated and laid out in said Village be hereby vacated.

The minutes of meetings held October 27, 1947 and October 31, 1947 were
read and approved as read.
Request for Street Signs
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of M. J. Johnson of M. P. Johnson Sales Company that road running East and West
through Turf and Paddock Addition be designated as 14th Street by placement
November 10, 1947

of street sign; also that regular street marker be set at intersection of Penn-
sylvania Avenue and Wayzata Boulevard, was referred to the Street Committee by
unanimous vote of the Council. .
Sewer Tax Reduction Denied
• On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request
of 0. P. Jurgens, 2604 Vernons Avenue for reduction of lateral sewer tax against
Lots 1 and 2, Block 1, Birchwoods Addition was denied due to the request made
by him for the extension after it had been explained. to him that the sewer would
only be deep enough to drain the 1st floor, and not the basement of his home.
III Motion was passed by unanimous vote of the Council.
