Gooding, Secretary" Police Department Appointments • On motion of Trustee Perkins, seconded by Trustee Jorvig, on the basis of the above report, the following were appointed as patrolmen, subject to their ability to pass physical examinations by Dr. Archie M. Standal 193.00 " 25.00 " " On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the appointment of Herbert J. Bjork as special police officer to fill the position at the -roller skating rink as set up by the Village Council at their meeting of September 29, 1947, was approved with salary set at $1.05 per hour. Motion was passed by unani- mous vote of Councilmen present. Dump Fire President Erickson discussed the fire in the dump at 5050 Excelsior Blvd. Mr. Smith, owner of the property and Sam Elchuk, operator of the Dump were present. It was suggested that if the Dump be continued, the dumping should be done at the bottom of the hole and filled in with gravel as the pile grows up. The Fire Chief and his Assistant wil inspect often and will watch the progress so that no further fires will originate there. Trustee stressed that these rules mblst be followed. The Village Council agreed that the Dump could continue, and the Fire Chief and Assistant Chief be instructed to observe that all rules be followed. • Bus Transportation Mr. Morken, Attorney for the Deephaven Bus Line appeared on behalf of the Company and discussed the application of the Minneapolis Street Railway Company for extension of their service from Georgia Avenue to Lake Street on Minnetonka Boulevard. He said the Deephaven Bus Line would like the same privilege and have asked the Railroad and Warehouse Commission to hold a hearing in St. Louis Park at the same time the hearing is held on the Minneapolis St. Railway Company's Application. He asked the Village Council for their support of the application and left a copy for study. Mr. Peterson of the Deephaven Bus Line said the new schedule will be a definite St. Louis Park schedule - from Louisiana Avenue to 70 T October 20, 1947Ime,- Bus Transportation, Cont'd Minnetonka Boulevard and Lake Street, and then to Hennepin and Seventh - along Lake Street to Hennepin and along Hennepin tp the Minneapolis Loop, for a 100 fare. • • On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above application, and entire matter was referred to the Transportation Committee for study and report, by unanimous vote, of Councilmen present. Trap Shooting Everett Drake, Attorney for Mr. Wilkinson and others regarding the proposed Ordinance regulating the use and discharge of firearms and air rifles within the Village of St. Louis Park. The Ordinance was read to the Village Council and Public by E. T. Montgomery, Village Attorney. Mr. Corsol appeared for the Minneapolis Golf Club and said they were in sympathy with an ordinance to regu- late trap shooting. He explained the setup of the Minneapolis Golf Club as a taxpayer, etc. If the Ordinance is passed, the Minneapolis Golf Club would like to make application for a license. Mr. Drake presented the following petition: "We, the undersigned property owners in Crestview edition, Village of St. Louis Park, hereby petition and request the Village Council to deny any permit to the Minneapolis Golf Club for the operation of a trap shooting range. /s/ H. 0. Eaton, Mr. Drake said that the Minneapolis Golf Club was primarily a Golf Club and has so operated for years. He explained the many reasons why the Club should not operate a trap shooting range. He feels 300 feet is a good distance to have in the Ordinance. If Crestview is to be a residential district, the trap shoot- ing should not be there. President Erickson - When do you shoot? Mr. Drake - Fall time, and.on Sundays only, at the present time. Mr. Carmean said that we should consider carefully before passing the Ordinance stopping all hunting as he feels that folks living on acreage should have the right to shoot rabbits, etc. Mr. Sundt of Crestview Properties suggested a compromise and allow the present shooting spot to be used for 3 or 4 weeks, and then move farther away. Mr. Winterer, owner of Lot 13, Crestview said he had just purchased a lot in Crestview and did not object to the Golf Course, but does object to the shootirng on the course. He feels it will be an annoyance to anyone livin g nearby and it shouldn't be allowed in St. Louis Park. Mr. Neil D. Denson, owner of Lot 12, Crestview voiced his objection. Trustee Jorvig said when the Cillage Council asked the Village Attorney to draw up the Ordinance, we had in mind the interest of all'people of the Village. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the proposed ordinance was referred to the Committee of the Whole, by unanimous vote of the Council. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit was granted to Sigurd A. Johnson to connect to the water main that ends at ,2624 Webster Avenue to supply'the houses at 2612 and 2616 Webster Avenue with water service. It is understood that an assessment of $106.40 will be paid at the time the permit is taken out, said assessment money paid shall be credited to any future assessments for water main constructed by this property. Motion was passed by unanimous vote of the Council. _ Street Light Ordered On motion of Trustee Bolmgren, seconded by Clerk Justad, the Northern States Power Company was instructed to install a street light at 14th Street and Texas Avenue; and on 40th Street between Wooddale and Quentin Avenues, and at 26th Street and Hampshire Avenue, by unanimous vote of the Council. Trustee Perkins Trustee Perkins left the meeting at this time - 10:30 P. M. 7 October 20, 1947 License Approved - Plumbing On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application of A. Sachs, DBA A. Sachs Plumbing & Heating Company, 2021 Plymouth Avenue North Minneapolis for a license to do plumbing work was approved, and the President and Clerk were authorized to issue license to expire December 31, 1947, by un- animous vote of Councilmen present. License Bonds On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following bonds were approved by unanimous vote of Councilmen present: PLUMBING LICENSE BOND - A. Sachs, DBA A. Sachs Plumbing and Heating Company as Principal and Commercial Casualty Ins. Company as Surety, dated October 18, 1947, in the amount of $4,000.00. HEATING LICENSE BOND - A. G. Spencer, DBA Automatic Heat Service Company as Principal and Standard Accident Insurance Company as Surety, dated October 15, 1947, in the amount of $1,000.00. License Approved - Oil Burners On motion of Trustee Bolmgren, seconded by Clerk Justad, the application of A. G. Spencer, DBA Automatic Heat Service Company, for a license to install oil burners was approved, and the President and Clerk were authorized to issue license to expire December 31, 1947, by unanimous vote of Councilmen present. Contractor's Bond On motion of Clerk Justad, seconded by Trustee Bolmgren, the Contractor's Bond with Phelps-Drake Company, Incorporated, Minneapolis, Minnesota as princi- pal, and United States Guarantee Company, New York, N. Y. as surety, dated October 6, 1947, in the amount of $85,693.20, covering contract for water main- extensions in the Village of St. Louis Park, was approved by unanimous vote of Councilmen present. Ordinance No. 283 , On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following ordinance was adopted by unanimous vote of Councilmen present: ORDINANCE NO. 283 AN ORDINANCE AMENDING ORDINANCE NO. 277 AMENDING THE ZONING ORDI-= DANCE OF THE VILLAGE OF ST. LOUIS PARK The Village Council of the Village of St. Louis Park do ordain as follows: Section 1. Section 1 of Ordinance No. 277 entitled "An Ordinance Amend- ing the Zoning Ordinance of the Village of St. Louis Park" adopted by the Village Council September 15, 1947, is hereby amended to read as follows: "Section 2 and Section 14 of the Zoning Ordinance of the Village of St. Louis Park adopted January 20, 1932, as heretofore amended, is hereby further amended, and the maps referred to therein are hereby further amended by deleting from that portion of the Village zoned for residential use "C" Density the following described property: The West Two Hundred Fifty feet (250' ) of the following described premises: the West five-eighths (5/8) of the Northeast Quarter of the Northwest Quarter and the East one-eighth (1/8) of the North- west Quarter of the Northwest Quarter of Section six (6), Township Twenty-eight (23), Range Twenty- four (24), Hennepin County, Minnesota, except the North One Hundred Eighty-three feet (183' ) thereof; and including said property within that portion of the Village zoned for multiple dwelling use "D" Density. Section 14 of the Zoning Ordinance of the Village of St. Louis - Park adopted January 20, 1932, as heretofore amended, is hereby further amended, and the maps referred to therein are hereby further amended by deleting from that portion of the Village zoned "C" Density the following described property: Lots Sixteen (16), Seventeed (17), and Eighteen (18), Block Three (3), Brookview Park and including said property within that portion of the Village zoned "D" Density. LOUIS PARK . $1,000.00 CERTIFICATE OF INDEBTEDNESS FOR WATER MAIN EXTENSIONS THIS IS TO CERTIFY that the Village of St. Louis Park, Hennepin County, State of Minnesota, hereby acknowledges itself indebted and, for value received, promises to pay to bearer One Thousand Dollars on the 15th day of November, 1949, with interest thereon at the rate of per cent per annum, payable semi-annually on the 1st day of September and the 1st day of March, on presenta- tion and surrender of the annexed coupons, both principal and interest payable at the office of the Village Treasurer. This certificate is one of a series of certificates of like tenor, amount in the aggregate to Eighty Thousand Dollars, issued pursuant to Chapter 425, Laws of Minnesota 1921, and all amendments thereto, for water main construction in said Village. • • IT IS HEREBY CERTIFIED that all acts; conditions, and things required to be done precedent to and in the issuance of this certificate have been done and performed as -required by law. • The full faith, credit, and resources of the Village of St. Louis Park are hereby irrevocably pledged for the prompt payment of the principal and in- terest of this certificate according to its terms. • IN WITNESS WHEREOF this certificate has been signed by the President of the Village Council and the Clerk and the corporate seal of said Village has been affixed hereto this 15th day of November, 1947. • President of the Village Council Countersigned: • • Village Clerk" 74 cc, October 20, 1947 Resolution/C. of I., Continued: BE IT FURTHER RESOLVED that the Clerk is directed to publish notice in the St. Louis Park Dispatch fixing November 10, 1947, at 8 o'clock P. M. at the Village Hall as the time and place where bids for said certificates will be opened and considered. The Council reserves the right to reject any and all offers, and, BE IT FURTHER RESOLVED that a special assessment fund is hereby created for these improvements and the proceeds from the sale of the certificates herein authorized shall be placed in such fund. Into such fund shall be placed all moneys received from the payment of any assessment levied on account of this fund. A sufficient amount of moneys to provide for the payment of the principal and III interest of said certificates as they severally mature shall be without further authority transferred by the Village Treasurer into such fund from the general fund when the special assessment fund is insufficient to pay the principal and interest of said certificates as they severally mature, but the fund from which said moneys have been taken or used for the payment of the principal or interest shall be reimbursed with interest at 6% per annum from the collection of unpaid assessments on account of such improvements.
