Hearing/Rezoning
A hearing was had on the petition of Rudolph 0. Trones and P. B. Otnes
for rezoning Lots 16, 17, 18, Block 3, Brookview Park from "C" Density to "D"
Density. No one appeared.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the rezoning
of Lots 16, 17, 18, Block 3, Brookview Park as requested in petition of Rudolph
0. Trones and P. B. Otnes was approved, and the Village Attorney was instructed
to draw up an Ordinance amending the Zoning Ordinance, changing Lots 16, 17, 18,
Block 3, Brookview Park from "C" Density to "D" Density. Motion was passed by
unanimous vote of the Council.
Date of Hearing Set
A discussion was had on the petition of Earl C. Ware and others for grading
of alley in Block 1, Parkview Addition. On motion of Trustee Perkins, seconded
by Trustee Jorvig, November 10, 1947 was set as date of hearing for grading of
alley in Block 1, Parkview Addition, and the Clerk was authorized to advertise
for bids for the work. Motion was approved by unanimous vote of the Council.
Special Permit to Connect to Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special
permit was granted to Martin D. Grady to connect to the water main on Huntington
Avenue at the North side of West 34th Street to supply his home at 3400 Hunt-
ington Avenue with water. It being understood that an assessment of $63.00
will be paid at the time the permit is taken out, this assessment payment to be
credited to any future assessment for water main extension if or when water main
is constructed past this property. Motion was passed by unanimous vote of the
Council.
Permission to Place Poles
On motion of Clerk Justad, seconded by Trustee Jorvig, the Northern
States Power Company were granted permission to place poles at the following
locations, by unanimous vote of the Council:

and The Aetna Casualty and Surety Company as surety, dated October 3, 1947,
in "the amount of $7,336.80, covering contract for lateral sanitary sewer 'No.
1-0, was approved by unanimous vote of Councilmen present.

On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by roll call vote of all members of the Council present

RESOLUTION SETTING HEARING FOR ALLEY IMPROVEMENT
WHEREAS, the Village Council desires on its own motion to improve alley
in Block 1, Parkview, as authorized by‘ Chapter 382, Laws of Minnesota 1903,
therefore,
BE IT RESOLVED that it is necessary and expedient to improve alley in
Block 1, Parkview, by grading and graveling.
• BE IT FURTHER RESOLVED that the Village Council will meet at the Village
Hall in said Village on the 10th day of November, 1947, and will at said time
and place hear all persons interested for and against said improvement and determine
whether the same shall be made; that in case said improvement shall be made the
total cost thereof or so much thereof as represents the benefits received as de-
termined by said Council, will be assessed against lots, parts of lots, pieces or
parcels of land benefited by said improvement.

Bus Transportation - Deephaven Line
- Mr. Olinger of the Deephaven Bus Company appeared before the Council and
discussed the proposed extension of the Minneapolis Street Railway Company's
bus line on Minnetonka Boulevard to Georgia Avenue. He stated that he plans
to make an application to the Railroad and Warehouse Commission for the extension
of his present bus service from Georgia Avenue to Lake Street on Minnetonka
Boulevard.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above
request of the Deephaven Bus Company was referred to the Transportation Committee;
and the contract or agreement regarding the present Deephaven bus schedule on
Minnetonka Boulevard was referred to the Village Attorney for checking by unani-
mout vote of Councilmen present.
Trap Shooting
Mention was made of Ordinance for trap shooting. The ordinance has not
been drafted as of this date, but the Village Attorney is working on same. Mr.
Eaton and Associates were present, also Mrs. Wilkinson who asked that the dis-
cussion of this ordinance be held up until October 20th, at which time Mr.
Wilkinson can be present.
Plans & Specifications for Well #6
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Village
Engineer was instructed to prepare plans and specifications for pumps and equip-
ment for Well No. 6, by unanimous vote of the Council.
Advertise for Tree Planting
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
instructed to advertise for the planting of 20 trees on Water Department property;
bids to be opened October 27, 1947. Motion was passed by unanimous vote of the
Council.
Advertise for Meters, Copper Horns, Corporation Stops
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was
instructed to advertise for bids on 500 water meters, 500 copperhorns and 500
corporation stops, by unanimous vote of the Council. Bids to be opened 11-17-47.
Advertise for 11 Ton Truck
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk
was instructed to advertise for bids for one 1 ton truck as per specifications
on file; bids to be opened November 10, 1947. Motion was passed by unanimous
vote of the Council.
21-'1 Fire Hose Bid Awarded
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Ralph Miller, dated September 15, 1947 for 1,000 feet of 21 inch hose for the
Street and Water Departments was determined to be the lowest bid of a responsible

bidder for the 400 lb. pressure hose, and the Clerk was instructed to issue a
purchase order for same for immediate delivery. Motion was passed by unanimous
vote of the Council.
New Grade Approved
On motion of Trustee Perkins, seconded by Trustee Jorvig, the new grade
on 39th Street between Huntington and Inglewood Avenues as established by
Village Engineer, J. C. Utton, October 10, 1947, was approved by unanimous vote
of the Council. •
Street Light Ordered
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company were instructed to install a street light at the corner of
Excelsior Boulevard and Princeton Avenue where it runs North (Bunnys Corner),
by unanimous vote of the Council.
Heating License
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of H. 0. Soderlin, DBA H. 0. Soderlin Plumbing and Heating Company, 3725 Chicago
Avenue, Minneapolis, Minnesota, for a 1947 Heating License was approved, and the
President and Clerk were authorized to issue license to expire December 31, 1947,
by unanimous vote of the Council.

The petition dated October 7, 1947 for sanitary sewer in Raleigh Avenue
from 41st Street North to Brookview Addition was read. On motion of Clerk Justad,
seconded by Trustee Bolmgren, the above petition was referred to the Village
Engineer for checking and recommendation by unanimous vote of the Council

Industrial Commission' s Report
On Street Department Shop
The following report and recommendations from the Industrial Commission of
Minnesota on the Street Department Shop Building were read and referred to K.
Johnson, Street Commissioner ---
"You°are hereby directed to immediately comply with the
provisions of Section 18241, Minnesota Statutes, 1941, as
follows:
1. Provide individual towels and soap for washing
facilities.
2. Provide a paint spray booth for spraying operations
• or stop spraying with paint.
Garbage Disposal Contract
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the President
and Clerk are hereby authorized to execute an agreement for extension of term
of contract for garbage disposal existing between the Village of St. Louis Park
and Helen L. Bradley, for a period of two (2) years from December, 15, 1948,

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of .the Council present:
RESOLUTION FOR RECONVEYANCE OF TAX FORFEITED LANDS
WHEREAS, the Village of St. Louis Park has heretofore acquired Lots 20 to
38 inclusive, Block.193, Rearrangement of St. Louis Park from the State of
Minnesota pursuant to Mason's Supplement 1940, Section 2164-14, and the Village
Park Board has abandoned its plans to use said premises for a public park,
4., therefore,
BE IT RESOLVED by the Village Council that the President and Clerk of
the Village be hereby authorized and directed to execute a reconveyance to the
State of Minnesota.

WHEREAS, the assessable cost of said improvements aggregates $80,000.00,
all of which will be assessed against the property improved by said water main
extensions; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said improvements be hereby consolidated and that certificates of indebted-
ness of said Village be issued in the aggregate amount of $80,000.00 to defray
the whole cost,of said improvements as authorized by Chapter 425, Laws of Minne-
sota 1921, as amended; such certificates shall be dated November 15, 1947, and
shall be in denominations of $1,000.00 each with maturities as follows:
$8,000.00 thereof due on November 15, 1949, and
$8,000.00 due on the 15th day of November of
each succeeding year to and including the 15th
day of November, 1959.
Said certificates will bear interest at a rate not to exceed 3 per cent
per annum and which shall be in form as follows:

THIS IS TO CERTIFY that the Village of St. Louis Park, Hennepin

per cent per annum, payable semi-annually on the 1st day of
September and the 1st day of March, on presentation and surrender of
the annexed interest coupons, both principal and interest payable at
the office of the Village Treasurer.
This certificate is one of a series of certificates of like
tenor, amount in the aggregate to Eighty Thousand Dollars, issued
pursuant to Chapter 425, Laws of Minnesota 1921, and all amendments
thereto, for water main construction in said Village.

' BE IT FURTHER RESOLVED that the Clerk is, directed to publish notice in
- the St. Louis Park Dispatch fixing November 10, 1947, at 8 o'clock P. M. at the
<--Village Hall as the time and place where bids for said certificates will be '
opened and considered. The Council reserves the right to reject any and all
• offers, and
BE IT FURTHER RESOLVED that a special assessment fund is hereby created
for these improvements and the proceeds from e sale of the certificates herein
authorized shall to placed in such fund. Int? such fund shall be placed all
. moneys received from the payment of any assesient levied on account of this
fund. A sufficient amount of moneys to provide for the payment of the principal
and interest of said certificates as they severally mature shall be without
further authority transferred by the Village Treasurer into such fund from the
general fund when the special assessment fund is insufficient to pay the prin-
cipal and interest of said certificates as they severally mature, but the fund
e▪° - from which said moneys have been taken or used4for the payment of the principal
or interest shall be reimbursed with interest at 6% per annum from the collection III
