A meeting of the Village Council was called to Order by President
Erickson at 8:15, with the following Councilmen present at roll call:

Bids for Sewer Warrants Awarded
Sealed bids for purchase of $20,400.00 sewer warrants as described in the
following resolution were opened and read.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION PROVIDING FOR AWARD AND SALE OF SEWER WARRANTS
WHEREAS, pursuant to advertisement for bids published in the St. Louis Park
Dispatch, December 13 and 20, 1946, for purchase of 20,400.00 in sewer warrants
of this Village issued for construction of sewers in Storm Sewer Districts 13
and 14, and Sanitary Sewer District 1-K respectively, the following'bids have
been received and opened and appear to be in proper form:

THEREFORE,' BE IT RESOLVED by the Village Council of the Village of St. Louis
Park that the bid of Kalman &Company, Inc; and Juran & Moody Company for the
purchase of sewer warrants aggregating $20,400.00 authorized to be issued by
resolution of the Village Council, December 9, 1946 be hereby determined to be
the highest and best bid and the President and Clerk are hereby authorized and
directed to execute and deliver such warrants to said bidder upon payment of the
sum mentioned above, plus accrued interest and premium of $10.40 for District 14;
$23.20 for District 13 and $7.10 for District No. 1-K; said warrants to bear

interest at the rate of 1.8% for District 1-K and at the rate of 1.9% per annum
for Districts No. 13 and 14, and the President and Clerk are authorized to execute
purchase agreement submitted by said bidder.
Bids on Pumping Equipment
Sealed bids were received and opened from the following named bidders for
pumping equipment for Well #4 located at 41st Street and Natchez Avenue:
1. Fadden Pump & Equipment Company
2. Layne-Western Company
3. Fairbanks-Morse Company
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Water Department and Village Engineer for checking and recom-
mendation, by unanimous vote of Councilmen present.
Verified Claims
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
verified claims were approved, and the President and Clerk were authorized to

Bids on Fire Hose Rejected
On motion of Trustee Jorvig, seconded by Trustee Perkins, all bids on fire
hose received December 30, 1946 were rejected, and the Clerk was instructed to
return bid checks to bidders, by unanimous vote of 'Councilmen present.
Minutes
The minutes of meetings held December 23 and 30, 1946 were read and
approved as read.
Mrs, Mc Alpine - RE: Rezonin,s
Mrs. Walter Mc Alpine appeared regarding the Wayzata Boulevard rezoning.
Inasmuch as no report was received from the Planning Commission' s January 2, 1947
meeting. No action taken.

Inquiry Re Restaurant Location
Mrs. Bjork, 3781 Kipling Avenue asked about opening up a restaurant in
the Hunsaker home on Excelsior Boulevard. She was told that the property
would have to be rezoned to Commercial Use or a possible year to year permit.

President Erickson read the following Police Report for December, 1946
and ordered same placed on file:

Letters - Fire Department
Two letters were received from C. M. Williams, Fire Chief, dated January
6, 1947, stating that Omar Mc Gary and Truman Hedwall had completed their 6
months probation period, was read and ordered filed.
Special Permit - Water Service
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the request
of 0.' H. Flynn, 4346 Yosemite Avenue to connebt to the water service in the
basement at 4344 Yosemite Avenue was approved with the understanding that he
takes' out a separate water permit and meter, and that if and when watermain is
constructed past this property the'assessment'will be paid and a separate
connection to the watermain will be installed. Motion was passed by unanimous
vote of Councilmen present.
Health Officer Appointed
-President Erickson recommended the appointment of Dr. H. W. Darby, M. D. •
as Health Inspector for the Village for year 1947. On motion of Trustee Jorvig,
seconded by Trustee Bolmgren, the recommendation of President Erickson for the
appointment of Dr. H. W. Darby, M. D. as Health Inspector for the Village for
1947 was approved by unanimous vote of the Council.
Village Attorney Appointed
'President Erickson submitted the name of E. T. Montgomery as Village
Attorney for consideration of the Council. On motion of Trustee Perkins,
seconded by Trustee Jorvig, the appointment of E. T. Montgomery as Village
Attorney for the year 1947 was approved by unanimous vote of Councilmen present.
Village Engineer Appointed
°President Erickson submitted the name of J. C. Utton for Village Engineer
for consideration of the Council. On motion df Trustee Bolmgren, seconded by
Trustee Perkin , the appointment of J. C. UttOn as Village Engineer for the year
1947 was approved by unanimous vote of the Cotinoil.

Official Paper for 1947 Designated
'On motion of Trustee Perkins; seconded by Clerk Justad, the St. Louis Park
Dispatch was designated as the official paper 'for the Village Council for 1947,
or until further action is taken, by unanimoud vote of the Council.
Resolution •
°On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following '
resolution was adopted by unanimous vote of the Council:
RESOLUTION DESIGNATING DEPOSITORY FOR VILLAGE FUNDS
'BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the Northwestern National Bank of Hopkins Minnesota is hereby designated
as a depository for funds of the Village, and the Treasurer of the Village is
hereby directed to deposit in said bank all receipts of the Village for licenses,
inspection fees, permits, fines, and such other funds as may be directed by the
Village Council, provided that the aggregate amount of said deposits with said
bank shall not exceed $25,000.00 at' any one time, and provided further that said
bank deposits with the Federal Reserve Bank of Minneapolis, for the Treasurer of
the Village, securities of such kind and amount as to comply with Mason's Minne-
sota Statutes, 1927, Section 1973-1, and furnishes the Treasurer of the Village
with an assignment of said securities, as provided by said statute; and
BE IT FURTHER RESOLVED that the withdrawals from said account shall be upon
the written order of the Treasurer and countersigned by the Clerk.

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION DESIGNATING DEPOSITORY
RESOLVED that the Northwestern National Bank of Minneapolis be hereby
designated as a depository for the funds of this Village, not to exceed however,
$350,000.00 at any one time,•and the Treasurer is hereby authorized to open or
continue an account or accounts with said Bank on such terms as, have been re-
quired by said Bank heretofore, in the name of the Village, and to deposit or
cause to be deposited in such account, any money, checks, drafts, orders, notes
111 or other instruments for the payment of money.
RESOLVED FURTHER, that- checks, warrants, or other withdrawal orders issued
against the funds of this Village on deposit with said Bank shall be signed by
0. B. Erickson as President of the Village Council; Joseph Justad as Village Clerk;
and by Mildred H. Melbourne as Village Treasurer.
RESOLVED FURTHER, that this notice shall continue in force until written
notice of its recision or modification has been received by said Bank.
RESOLVED FURTHER, that said Bank deposit with the Federal Reserve Bank of
Minneapolis as security for- such deposit, such securities as may be approved
by the Village Council in the amount required by law,

Street Commissioner Appointed
On motion of Trustee Perkins, seconded by Trustee Jorvig, Kenneth Johnson
was appointed as Street Commissioner for 1947, by unanimous vote of the Council.
Village Engineer' s Salary Set
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Salary of
J. C.' Utton, Village Engineer was set at $6,000.00 plus transportation, by unani-
mous vote of the Council.
Village Clerk' s Salary Set
On motion of Trustee Perkins, seconded by Trustee Jorvig, the salary of
Joseph Justad, Village Clerk for 1947 was set at $4,200.00. Motion was passed
by unanimous vote of four members of the Council. Clerk not voting.

Advertise for Bids
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was
authorized to advertise for bids on 2 - l ton dump trucks and 1 - 3/4 ton pick-
up truck - bids to be opened February 10, 1947. Motion was passed by unanimous
vote of Councilmen present.

Permit' for Trailer House
On motion of Trustee Bolmgren, seconded by Clerk Justad, the application
of Dale Willey, a Veteran, for permission to inhabit-a trailer house at the rear
of 6718 West Lake Street until May 1, 1947 was approved subject to the approval
of Village Health Inspector, without fee. Motion was passed by unanimous vote
of the Council.
Request for Examination
Village Accounts
. On motion of Trustee. Perkins, seconded by Trustee Bolmgren, the Village
Clerk• was authorized to forward forms requesting examination of Village Accounts
from December 31, 194 to December 31, 1946 to the Public Examiner's Office,
State. Capitol, St. Paul. Motion was passed by unanimous vote of the Council.
Application for Employment. Forms
•On motion of Trustee. Perkins, seconded by Trustee Bolmgren, the Clerk wqs
authorized to order a sufficient number of 'Application for Employment' forms
(#1707 Miller-Davis Co.), and to present one to each Village Employee, and to all
Applicants who may apply for work in the future, and request that same be filled
out and placed on file in the Clerk's Office. Motion was passed by unanimous
vote of the Council.

Adolph Fine Addition
•On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plat of
Adolph Fine's Addition, dated January 6, 1947, submitted by M. P. Johnson was
111 approved and accepted; and the President and Clerk were authorized to sign same
in the" name of the Village and to affix the Village seal thereto. Motion was
passed by unanimous vote of the Council.

Advertise for Bids on Pump
On motion of Trustee Bolmgren, seconded by Trustee Perkins, all bids on
pumping equipment received and opened January 6, 1947 were rejected and the
Clerk was instructed to advertise for new bids to be opened February 3, 1947,
by unanimous vote of Council.
Rezoning - Adolph Fine Addition
A hearing was had on the rezoning of Adolph Fine Addition from residential
to commercial and multiple dwelling use. _
IIIA petition signed by Walter H. Johnson and others was presented and read,
opposing this rezoning. A letter from Minneapolis, Northfield and Southern
Railroad in opposition to the rezoning of Lots 1 to 11, inclusive, Block 1,
Adolph Fine Addition and asking for commercial and industrial rezoning was read.
Letters from Fannie M. Worthington and D. H. Coonradt in opposition were read.
John J. Kelly, Attorney for Adolph Fine spoke in favor of rezoning. He
stated that there would be $$1,000,000.00 in new rental buildings. Mr. Fine pro-
posed to build modernistic type of buildings with four or five apartments each;
18 duplexes, 13 single dwellings, 1 commercial building.
Mr. Epstein asked how many single homes. Answer, 62, if all single homes
were built. Mr. Epstein said the area is crowded now and 162 additional build-
ings would make it more so. Mrs. Thoring appeared and opposed multiple dwel-
lings across from her home at 6200 Minnetonka Boulevard. C. W. Martzell, a
Veteran, 2941 Dakota Avenue feels that present values would go down if zoned
multiple dwelling and is opposed. H. F. Kennedy, 3124 Dakota Avenue stated that
this is the center of a large residential area and all signatures on petition
are bonafide. Mr. Epstein claimed that multiple dwelling areas blighted earlier
than residential areas. Mrs. Ormond, 3050 Dakota Avenue said she didn't see
why we need a congested area in a residential area with all the space available
in the Village. Said she moved to St. Louis Park to get away from a congested
area in Minneapolis.
F. C. Worthington; 3028 Dakota Avenue said he opposed the multiple dwelling
111 and commercial zoning as it makes for congestion and lowering of social condi-
