SPECIAL MEETING --- JANUARY 27, 1947
A meeting of the Village Council was called to order by President
Erickson at 8:00 P. M. with the following Councilmen present at roll call:

Petition - Rezoning
The petition of F. J. Cook for rezoning to multiple dwelling of the East
half of Block 193, Rearrangement of St. Louis Park was referred to the Plan-
ning Commission.
Petition - Playgrounds
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the petition
for playgrounds in Browndale Area, signed by Mrs. C. B. Adams and others was
received and discussed, and referred to the Park Committee for checking and
recommendation by utianimous vote of Councilmen present.
Heating License Bond
On motion of Clerk Justad, seconded by Trustee Bolmgren, the heating
bond with Helmer A. Nordby, DBA Nordby Heating Company as principal, and the
Standard Accident Insurance Company of Detroit, Michigan as surety, in theIII
amount of $1,000.00, dated November 7, 1946, was approved by unanimous vote of
Councilmen present.
Plumbing License Bond
On motion of Clerk Justad, seconded by Trustee Bolmgren, the plumbing
bond (#84654-12-117-47) with Hutchinson & Carlson as principals and the United
States Fidelity and Guaranty Company of Baltimore as surety, in the amount of
$4,000.00, dated January 16, 1947, was approved by unanimous vote of Council-
men present.
Petition - Tar Mat (Alley)
A petition signed by Fred H. Peterson, 3129 Florida Avenue and others,
dated January 24, 1947,, for _the application of tar mat in alley in Block 15,
Lenox Addition was referred to the Village Engineer and Street Department for
checking and recommendation.

On motion of Trustee Bolmgren, seconded by Clerk Justad, the following
applications for 1947 licenses were .approved, and the President and Clerk were
authorized to issue same to expire December 31, 1947, by unanimous vote of
Councilmen present:

The Minnesota Department of Health report dated January 21, 1947 was re-
ferred to the Water Superintendent for checking and recommendation.
Ellida C. Parchen
On motion of Trustee Perkins, seconded by Trustee Bolmgren, Ellida C. Par-
chen was approved for employment in the Village Clerk's Office at a starting
salary of $140.00 per month with a $10.00 increase effective July 1, 1947; em-
ployment to begin at once. Motion was passed by unanimous vote of Councilmen
present.
Village Engineer's 1946 Report
The 1946 report of J. C. Utton, Village Engineer was read and ordered
placed on file.
Resolution
- On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION SETTING ASSESSMENT HEARINGS
WHEREAS, pursuant to resolutions of the Village Council heretofore adopted
construction of sidewalks has been completed within thirty days prior hereto at
the following locations in said Village:
West side of Vernon Avenue adjacent to Lots 22 and 23,
Block 1, Suburban Homes Company's Addition.
East side and West side of Edgewood Avenue from 31st
Street to 32nd Street.
THEREFORE, BE IT RESOLVED by the Village Council of the Village of St. Louis
Park that said Council will meet at the Village_Hall in said Village on the 24th
day of February, 1947, and will at said time and place hear testimony of all per-
sons interested or affected and ascertain the amount of benefits to property
fronting such sidewalks by reason of the construction thereof.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR
STREET DEPARTMENT ORDERS
WHEREAS, the Village Council has heretofore made certain street improve-
ments in the Village of St. Louis Park and levied assessments covering the cost
thereof by resolutions heretofore adopted as authorized by Chapter 382, Laws of
Minnesota, 1903, and said Council intends to issue orders of said Village in an
aggregate amount equal to the portion of said special assessments not paid
February 17, 1947, which is anticipated will be $29,000.00; therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it will receive and open bids on the 17th day of February, 1947, at 8 o'clock

Resolution, Continued:
P. M. at the Village Hall in said Village for street improvement orders of
said Village in the aggregate sum of $29,000.00, payable in three equal in-
stallments to be dated March 1, 1947, in denominations with maturities as fol-
lows:
Nos. 1 to 10 inclusive for $1,000.00 each, due March 1, 1948
Nos. 11 to 20 " for $1,000.00 each, due March 1, 1949
Nos. 21 to 29 " for $1,000.00 each, due March 1, 1950
Each of said installments shall be represented by five separate orders
in the face amount of $1,000.00 each and said orders shall bear interest at a
rate of not more than 3% per annum, payable semiannually and shall be signed
in behalf of the Village by the President and Clerk, and shall be in form as
follows: -

The Village Treasurer of the Village of St. Louis Park, Hennepin County,
Minnesota, is ordered and directed to pay to bearer the sum of One Thousand
($1,000.00) Dollars on the first day of March, 1948, and to pay interest there-
on at the rate of per cent per annum, payable semi-annually on the 1st day
of March and September each year, interest to maturity being represented by
separate interest coupons hereto attached; both principal and interest are pay-
able at Northwestern National Bank of Minneapolis, Minneapolis, Minnesota, in -
any coin or currency, which at the date of payment is legal tender for public
and private debts.
This order is one of an issue of orders of like date and tenor except as
to maturity, issued by the Village of St. Louis'Park under the provisions of
Chapter 382, Laws of Minnesota, 1903, in the aggregate amount of the unpaid bal-
ance of the cost of Public Improvements on certain streets in said Village in
anticipation of the collection of special assessments heretofore duly levied
on the property benefited thereby to pay the cost of said improvements, and
the full faith and credit and taxing powers of the Village have been and are
irrevocably pledged to the payment of the principal and the interest hereof.
IT IS HEREBY CERTIFIED AND RECITED that all acts, proceedings and things
required by the constitution and laws of the State of Minnesota to be done and
performed precedent to the full issuance of this order did not cause the in-
debtedness of the Village to exceed any constitutional or statutory limitation
of indebtedness.
IN WITNESS WHEREOF the Village of St. Louis Park, by its Village Council
has caused this order to be executed in its behalf by the President of the
Village Council and the, Village Clerk this first day of March, 1947.

BE IT FURTHER RESOLVED that the Clerk is authorized to advertise for bids
for purchase of said orders in the St. Louis Park Dispatch. The Council reserves
the right to reject any and all bids and award orders to a lower bidder or re-
advertise.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR ISSUANCE OF SIDEWALK ORDERS
WHEREAS sidewalks have been constructed at the following locations in the
Village and assessments in the sums hereinafter respectively set forth covering
the cost thereof have been duly levied, which assessments have not been paid
and more than twenty days have elapsed since the completion of the construction
of said walks.

that the President and Clerk be hereby authorized and directed to execute and
issue orders of said Village in the aggregate amount of each of said assessments,
to be dated February 15, 1947, with interest from said date until maturity at a
rate not to exceed 4% per annum payable in three equal annual installments due
June 1, 1948, June 1, 1949, and June 1, 1950 respectively.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the claim of

Frank J. Palmer for damages to automobile (License #313-512), in the amount-of
$63.50 was approved, and the President and Clerk were authorized to issue war-
rant for same, by unanimous vote of Councilmen present.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:

that said improvement is hereby accepted and that said Council will meet on the
10th day of March, 1947, at 8:00 o'clock P. M. at the Village Hall in said Vil-
lage and ascertain the amount of special benefits received by any properties in
said Village by reason of the construction of said improvement and hear the
testimony,in that connection of all persons interested or whose property is
affected who may appear in person or by attorney and present witnesses for ex-
amination.

able semi-annually on the 15th day of February and the 15th day
of August, on presentation and surrender of the annexed interest
coupons, both principal and interest payable at the office of the
Village Treasurer.
This certificate is one of a series of certificates of like
tenor, amounting in the aggregate to Eight Thousand, Four Hundred
Dollars, issued pursuant to Chapter 65, Laws of Minnesota, 1919,
and all amendments thereto, for street improvements in said Village.
IT IS HEREBY CERTIFIED that all acts, conditions, and things
required to be done precedent to and in the issuance of this certi-
ficate have been done and performed as required by law.
The full faith, credit, and resources of the Village of St.
Louis Park are hereby irrevocably pledged for the prompt payment of
the principal and interest of this certificate according to its
terms. .
IN WITNESS WHEREOF this certificate has been signed by the
President of the Village Council and the Clerk and the corporate seal
of said Village has been affixed hereto this 15th day of February,
1947.

BE IT FURTHER RESOLVED that the Clerk is directed to publish notice
in the St. Louis Park Dispatch fixing February 17, 1947 at 8:00 o'clock P. M.
at the Village Hall as the time and place where bids for said certificates will

BE IT FURTHER RESOLVED that a special assessment fund is hereby created
for these improvements and the proceeds from the sale of the certificates herein
authorized shall be placed in such fund. Into such fund shall be placed all
moneys received from the payment of any assessment levied on accountnof this fund.
A sufficient amount of moneys to provide for the payment of the principal and
interest of said certificates as they severally mature shall be without further
authority transferred by the Village Treasurer into such fund from the general
fund when the special assessment fund is insufficient to pay the principal and
interest of said certificates as they severally mature, but the fund from which
said moneys have been taken or used for the -payment of the principal or interest
shall be reimbursed with interest at 6% per •annum from the collection of unpaid
assessments on account of such improvements..

A meeting of the Village Council was called to order by President
Erickson at 8:24, with the following Councilmen present at roll call:

Bids for Pumps, Piping, Steel Tank, Electrical Equipment
Bids were received from the following bidders for the furnishing and
installing of pumps, piping, steel tank, heating and electrical equipment for
Village pump house at 41st Street and Natchez Avenue:
1. Fadden Pump & Equipment Co. 16,756.00

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids
were referred to the Village Engineer and Water Department Committee for tabu-
lation and recommendation, by unanimous vote of Councilmen present. .
Permission to Place Pole
On motion of Trustee Bolmgren, seconded by Clerk Justad, the application
of the Northwestern Bell Telephone Company for permission to place one (1) pole
in alley South of Minnetonka Boulevard between Idaho Avenue and Jersey Avenue
was approved by unanimous vote of Councilmen present.
Permismion to Place Pole
On motion of Clerk Justad, seconded by Trustee Bolmgren, the Northern
States Power Company's request for permission to place one (1) pole at Glen-
hurst Avenue and Highwood Road was approved by unanimous vote of Councilmen
present.
Hearing Date Set - Double Bungalows
On motion of Clerk Justad, seconded by Trustee Bolmgren, a hearing was
set for February 24, 1947 on the petition of A. W. Lampe for special permit to
build two double bungalows on the West one hundred and twenty-fight feet of
Lot B, Brooklawns. Motion was passed by unanimous vote of Councilmen present.
