REGULAR MEETING -- JANUARY 20, 1947
A meeting of the Village Council was called to order by President
Erickson at 8:17 P. M. with the following Councilmen present at roll call:

Petition for Rezoning Denied
(Adolph Fine Property)
The Committee of the Whole recommended that the petition of Adolph Fine
for rezoning property bounded by Minnetonka Boulevard, 32nd Street, Dakota Ave-
nue and Minneapolis, Northfield and Southern Ry. tracks, from Residential to
Commercial, Multiple and Two-family Dwelling Use, be denied.
Trustee Jorvig
Trustee Jorvig arrived at this time.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the report
of the Committee of the Whole was accepted and the petition of Adolph Fine for
rezoning property bounded by Minnetonka Boulevard, 32nd Street, Dakota Avenue
and Minneapolis, Northfield and Southern Ry. Tracks from Residential to Com- ,
mercial, Multiple and Two-family Dwelling Use, dated December 4, 1946, was
denied by unanimous vote of the Council.
Attorney Kelly asked to speak before above motion was passed, stating
again that Adolph Fine would like to build four places along the tracks. No
action was taken.
Permit for Sign Approved -
On motion of Trustee Perkins, seconded by Trustee Bolmgren,• the applica-
tion of the Naegle Sign Company for a permit to place a sign on the East wall
of the Oscar Johnson store building located at Excelsior Boulevard and Highway
No. 100 was approved by the following roll call vote: Trustee Bolmgren, Yea;
Trustee Perkins, Yea; Trustee Jorvig, Nay; President Erickson, Yea; Clerk
Justad, Yea. -
Petition for Water Main
On motion of Trustee Bolmgren, seconded by Trustee Perkins, petition
dated January 17, 1947, signed by Grant-Burke Company and others for the laying
of water main on Pennsylvania Avenue between West Lake Street and Highway No.
7, was read, and referred to the Water Department and Village Engineer for
checking and recommendation by unanimous vote of the Council. -

Attorney was instructed to make arrangements to acquire the following property

Estimates Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
Estimates of contract work in progress as presented by Village Engineer J. C.
Utton were approved, and the President and Clerk were authorized to issue war-
rants covering same, by unanimous vote of the Council.

Taxi Driver's License
On motion of Trustee Jorvig, seconded by Trustee Perkins, the applica-
tion of Kenneth L. Soper, 2837 Nevada Avenue -for a license to drive a taxicab
for the Blue & Grey Taxicab Company in the Village of St. Louis Park for year
ending December 31, 1947 'was approved and the President and Clerk were authorized
to issue same. Motion was passed by unanimous vote of the Council.
Bid Accepted-Old Truck Chassis -
On motion of Trustee Perkins, seconded -by Trustee Jorvig, the bid of
$25.00 from James Harvey, Hopkins, Minnesota, R. R. #2, on the old truck chassis
parked on the dumping grounds West of Louisiana Avenue was accepted by unanimous
vote of the Council.
-Advertise for Bids - Safety Cage •
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk
was authorized to advertize for bids on safety cage on 100,000 gallon water
tank as per specifications on file in the Clerk's Office; bids to be opened
February 17, 1947. Motion was passed by unanimous_vote of the Council.
Minutes
The minutes of meetings held January 6th and 13th, 1947 were read and
approved.
4" Water Main - Culligan Co.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Culligan
Company were authorized to have 4 inch water main extended into their build-
ing at Brunswick and 36th St. by unanimous vote of the Council.

applications for 1947 licenses were approved, and the President and Clerk were
authorized to issue same to expire December 31, 1947, by unanimous vote of the

Dog Nuisance
- Trustee Bolmgren reported a dog nuisance in Brookside Addition and the
matter was referred to the Public Safety Committee.
South Crestview Plat Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Plat of
South Crestview Addition was approved and the President and Clerk were authorized
to sign same in the name of the Village, and affix Village seal thereto; and the
performance bond guaranteeing grading, with -Farm and °City General Agency, Inc.,
as Agents for Crestview Association as principals and Seaboard Surety Company
of New York as surety, dated January 3, 1947, in the amount of $1,000.00 was
approved by unanimous vote of the Council.
Recreation Program, 1947
A discussion of the recreation program for 1947 was had with the Park
Board and Recreational Planning Board -- A proposed budget was presented and
a meeting was suggested with the School Board , Recreational Planning Board,
Village Council and Park Board; Clerk Justad to make the arrangements.
Bus Stops
_ Mr. Middleton asked about the buses stopping on each corner on Excelsior
Boulevard. The matter was referred to the Public Utilities Committee.
Street Light Survey Requested
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
authorized to request Northern States Power Company to make a survey to determine
the need for seventeen lights on North Side at the following locations: On 16th
Street at Kentucky, Jersey, Edgewood, Colorado, Blackstone and Zarthan Avenues;
On 14th Street at Nevada and Colorado Avenues; On 18th Street at Jersey_and Colo-
rado Avenues; On Cedar Lake Road at Georgia, Florida, Dakota, Colorado, Black-
stone and Zarthan Avenues and on Franklin Avenue at Edgewood Avenue. Motion was
passed by unanimous vote of the Council.
Sign Agreement, M. N. & S. Ry.
On motion of Trustee Perkins, seconded by Trustee Bolnigren, the execution
of agreement with Minneapolis, Northfield and Southern Railway, dated January
9, 1947, for permission to construct 18" reinforced concrete sanitary sewer
across R. R. Right-of-way and under tracks at Brunswick Avenue and 33rd Street,
was approved by unanimous vote of the Council.

The meeting was adjourned by President Erickson at 10:20 P. M.
