Hearing - Curb & Gutter Assessments Separate hearings were had on proposed assessments for curb and gutter improvements numbered L-37, L-73, L-71 and L-72. No one appeared. Resolution On motion of Clerk Justad, seconded by Trustee Perkins, the following reso- lution was adopted by unanimous vote of the Council. Bids - Sewer Warrants Sealed bids for purchase of $13,500.00 sewer warrants as described in the following resolution were opened and read. Resolution On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by unanimous vote of the Council: RESOLUTION PROVIDING FOR AWARD AND SALE OF SEWER WARRANTS ' WHEREAS, pursuant to advertisement for bids published in the St. Louis Park Dispatch, August 23, 1946, for purchase of $13,500.00 in sewer warrants. of this Village issued for construction of sewers in Sewer Districts 1-H and 1-J res- pectively, the following bids have been received and opened and appear to be in proper form: 1. Kallman & Company)@ 11% interest and $10.90 premium Juran & Moody ) 2. J. M. Dain & Company ) Piper, Jaffiey & Hopwood) @ 1 3/4% interest and $20.00 premium 3. Allison-Williams Company @ 1.60% interst and $15.00 premium therefore, - SE IT RESOLVED by the Village Council of the Village of St. Louis Park that the bid of Kalman & Company for purchase of sewer warrants aggregating $13,500.00, authorized to be issued by resolution of the Village Council August 5th, be hereby determined to be the highest and best bid and the President and Clerk are hereby authorized and directed to execute and deliver such warrants to said bidder upon payment of the sum mentioned above, plus accrued interest and prem- ium of $10.90; said warrants to bear interest at the rate of li% per annum; and the President and Clerk are authorized to execute purchase agreement submitted by said bidder. Bids - Certificates of Indebtedness Bids for the purchase of indebtedness for water main construction aggregat- ing $53,000.00 described in the following resolution were opened and read. Resolution On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following resolution was adopted by unanimous vote of all members of the Council: RESOLUTION PROVIDING FOR AWARD AND SALE OF CERTIFICATES OF INDEBTEDNESS WHEREAS, pursuant to resolution of the Village Council adopted August 18, 1946 two weeks' published notice has been given that said Council will open and consider bids at this present meeting for certificates of indebtedness hereafter described, and said Council has met at the time and place specified in said notice and has opened and considered the following bids: 1. NW National Bank of Mpls. @ li% and $206.00 premium 2. Kalman & Company) Juran & Moody ) © 1.40% interest and $16.75 " 3. Allison Williams Co. © li"% interest and $71.00 " 4. J. M. Dain & Company ) Piper, Jaffrey & Hopwood) © 1.60% interest and $72.72 premium therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that said bid of Kalman & Company is hereby deemed most favorable and is hereby accepted, and the President and Clerk of the Village are hereby authorized and directed to execute and deliver certificates of indebtedness of the Village of September 9, 1946 2 0 7 St. Louis Park in the aggregate sum of $53,000.00 to finance construction of water mains as authorized in said resolution of August 18, 1946. Said Certifi- cates to bear interest at the rate of 1.4% per annum, payable semi-annually, upon payment to the Village Treasurer of the face amount thereof and accrued interest plus a premium of $16.75 in consideration therefor, and the President and Clerk are authorized to execute purchase agreement submitted by said bidder. L.N.C. Gravel Pit Mr. Nordblom of Landers, Nordblom, Christenson Company appeared pursuant to our letter of September 5, 1946, regarding gravel operations in pit West of Texas Avenue andSouth of Minnetonka Boulevard. He said their plans were to level and plat after digging was done. Under normal operations they will be through there within 4 or 5 years. Digging Near Republic Creosoting Plant Glenn Johnson appeared pursuant to our letter of September 5, 1946 to come in in regard to the digging near the Republic Creosoting Plant. It was suggested that the Council check with him on the grounds. Hearing Set for Rezoning 1 On motion of Trustee Jorvig, seconded by Trustee Bolmgren, a hearing was set for September 30, 1946 for the rezoning of Lots 20 to 23, inclusive, Block 2, Mazey & Langen's Addition from Residence to Multiple Dwelling; also Lots 6 to 10, inclusive, Block 2, Calhoun Addition, as recommended by the Planning Com- mission in their report dated September,6, 1946. Motion was passed by unanimous vote of the Council. Hearing Date Set for Vacation of[Portions of Streets & Alley On motion of Trustee Perkins, seconded by Trustee Bolmgren, a hearing was set for September 30, 1946 in the matter of the application of the Minneapolis & St Louis Railway Company to vacate portions of Zabthan Avenue, Formerly Earle Street, St. Louis Avenue and the alley in Block 23, Rearrangement of St. Louis Park. Motion was passed by unanimous vote of the Council. Permit - Commercial Building On motion of Trustee Bolmgren, seconded .by Trustee Jorvig, the Building Inspector was authorized to issue a building permit for a commercial building on Lots 46 to 49, Block 317, Rearrangement of St. Louis Park with setback of 20 ft. from State Highway #7, by unanimous vote of the Council. Write Hopkins Re Sewer Bids The Clerk was authorized to write Hopkins Village Council that bid for Sewer District #2 would be awarded or rejected Monday, September 16, 1946. Bingo Party A letter from the Triangle Club, Most Holy Trinity School requesting per- mission to conduct Bingo parties on October 12, 1946 and December 7, 1946 was read and ordered placed on file. Permit - Light Mfg. Bldg. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Building Inspector was authorized to issue a building permit to Harold V. Kindseth to J erect a light manufacturing building on Lots 8 through 17, Block 187, Rearrange- ment of St. Louis Park, by unanimous vote of the Council. Special Permit to Connect to Water Main On motion of Trustee Bolmgren, seconded by Trustee Jorvig, a special permit wasp granted to F. J. Rogers, a Veteran, to connect house at 6112 West 41st Street with the water main in Alabama Avenue, with the understanding that he will pay thel assessment for water main if and when it is laid past the property. (Des- cription of Property - West 45 feet of Lot 5 and South 27 feet of the West 45 feet of Lot 4, Block 9, Brookside Addition) . Motion was passed by unanimous vote of the Council. _ Street Light Ordered On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern States Power Company was ordered to install a street light at 28th Street and Xen- wood Avenue, by unanimous vote of Council. Petition - Water Main A petition dated September 4, 1946, signed by Wallace T. Bruce, 2710 Ottawa Avenue and others for extension of water main in Dakota Avenue between West 27th and West 28th Streets was read. On motion of Trustee Perkins, seconded by Trustee Jorvig, the above petition 203 3 September 9, 1946 was referred to the Village Attorney and Village Engineer for checking and recom- mendation ecommendation by unanimous vote of the Council. Drainage Problem - 39th & Quentin On motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of H. 0. Ronning for assistance with drainage problem near his home at 3961 Quentin Avenue was read and referred to the Village Engineer for checking and recommendation by unanimous vote of the Council. Write Letter RE Residential Property On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village Attorney was instructed to write to A. E. Lindahl informing him that the proper- ty described as West part of Lot 16, La Petite ?Ferme is residential and cannot be used as commercial. Motion was passed by unanimous vote of the Council. Repair Fire Dept. Roof On motion of Trustee Jorvig, seconded by Clerk Justad, the Village Engineer was authorized to supply Street Department labor to tar and repair Fire Depart- ment building roof, by unanimous vote of the Council. Hearing Date Set - Rezoning On motion of Trustee Bolmgren, seconded by Clerk Justad, a hearing was set for October 14, 1946 on rezoning of property facing Highway #7 between alley in Block 314, Rearrangement of St. Louis Park and a point 1600 feet West of Texas Avenue, by unanimous vote of the Council. - Addition to Brick Com.an 's Buildi, • On motion of Trustee Perkins, seconded by Trustee Bolmgren, the proposed addition for the Cambridge Brick Company, Inc. located between Cambridge and 38th Streets and West of the Minneapolis, Northfield and Southern R. R. was approved and the Building Inspector was authorized to issue permit for same, by unanimous vote of the Council. Hearing Date Set - Rezoning On motion of Trustee Jorvig, seconded by Ttustee Bolmgren, a hearing was -set for September 30, 1946 for rezoning of Lots 20 to 23, inclusive, Block 2, Mazey & Langan's Addition from Residential to Multiple Dwelling as requested by St. Louis Park Post #5632, Veterans of Foreign Wars. Motion was passed by unanimous vote of the Council. Pump House Specifications Approved On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the plans and specifications for new pump house at 41st Street and Natchez Avenue as prepared by E. R. Ludwig was accepted and approved by unanimous vote of the Council. Meeting Adjourned The meeting was adjourned by President Erickson at 11:35 P.
