THEREFORE, BE IT RESOLVED by the Village Council of the Village of St.
Louis Park that said sidewalk improvements be accepted and that said Council
will meet at the Village Hall in said Village on the 14th day of October, 1946,
at 8 o'clock P. M. and hear testimony of all persons interested in or affected
by said improvements and ascertain the amount of benefits to property fronting
such sidewalks by reason of the construction thereof, separate hearings to be
held for each location.
Hearing Date Set - Street Vacation
On motion of Trustee Perkins, seconded by Trustee Bolmgren, October 14,
1946 was set as date of hearing on petition of G. E. Van Arsdale for the vaca-
tion for vacation of Princeton Avenue North of 38th Street to the NW line of
Blocks 6 and 7, Minikanda Vista Second Addition; also alley in Block 7, Mini-
kanda Vista Addition. Motion was passed by unanimous vote of Councilmen pres-
ent.
Council Members Authorized to Attend AMA '
On motion of Trustee Perkins, seconded by Trustee Bolmgren, all members
of the Village Council, Village Engineer and Village Attorney were authorized
to attend meeting of American Municipal Association, November 17, 1946 at
Chicago. Motion was passed by unanimous vote of Councilmen present.
Water Supt. & Village Engineer Authorized
to attend Water Works Meeting
On motion of--T-r-u.etee Bolmgren, seconded by Trustee-Perkins, the Water Dept.
Superintendent and Village Engineer were authorized to attend the American Watee
Works Association at Hibbing, Minnesota on October 4, 1946, by unanimous vote of
Councilmen present.

SPECIAL MEETING -- SEPTEMBER 30, 1946
A special meeting of the Village Council was called to order by
President Erickson at 8:35 P. M. with the following Councilmen present at
roll call:

Sidewalk Bids
Bids for sidewalk construction as advertised September 20, 1946 in the
St. Louis Park Dispatch were received from the following bidder:
1. George Madsen $2.10 per square yard
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bid
of George Madsen was referred to the Village Engineer for checking and recom-
mendation, by unanimous vote of Councilmen present.
Hearing -- Rezoning
A hearing was held on the petition of St. Louis Park Veterans of Foreign
Wars for the rezoning of Lots 20 to 23, inclusive, Block 2, Mazey & Langams

'Addition from Residential Use to Multiple Dwelling Use; also on recommendation
of the Village Planning Commission to rezone Lots 6 to 10, inclusive, Block
12, Calhoun Addition from Residential Use to Multiple Dwelling Use. Mr. Mc
Elderry, Mr. Gendreau and Mr. Stenrud appeared and discussed the rezoning.
Truman Hedwall appeared for the Veterans of Foreign Wars. On motion of Trus-
tee Perkins, seconded by Trustee Jorvig, the matter was referred to the Com-
mittee of Whole, by unanimous vote of Councilmen present.
([494 Appointment to Fire Civil Service Commission
Erickson recommended the reappointment of E. L. Mason to the
Fire Civil Service Commission for a three year term beginning September 20,
1946. On motion of Trustee Jorvig, seconded by Trustee Perkins, the appoint-
ment of E. L. Mason to the Fire Civil Service Commission for a three year
term beginning September 20, 1946 was approved by unanimous vote of Councilmen
present.
1Rezoning Suggested
Walter Mc Alpine
A letter dated September 27, 1946, signed by Walter Mc Alpine relative
to the rezoning of certain lots between Louisiana and Jersey Avenues, South
of Wayzata Boulevard was read. Letter was referred to the Village Planning
Commission for checking and recommendation.
Street Lighting Contract Discussed
The Overhead Street Lighting Contract was discussed with Paul Austin
, and Dick Furber of the Northern States Power Company and matter was referred
Ito the Committee of Whole.
Permit for Field Trials
John Bird, 292$ Natchez Avenue, St.•Louis` Park asked for
permit to hold
field trials on the former Jimmy Lentz driving course North of Highway No. 7
• and West of Texas Avenue. On motion of Trustee Perkins, seconded by Trustee
Jorvig, a permit was granted to Hennepin County Amateur Retriever Club to hold
, seven (7) field trials, the first Sunday of each month beginning December,
1946, subject to the Hennepin County Amateur Retriever Club's notifying our
' Chief of Police as to the dates. Motion was passed by unanimous vote of Coun-
cilmen present.

Bid Awarded-Motor Patrol
On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid of
Rosholt Equipment Company for one Adams Motor Patrol of $8,433.20 was considered
the lowest bid of a responsible bidder received pursuant to advertisement for
bids in the St. Louis Park Dispatch, and the President and Clerk were authorized
to enter into a contract with Rosholt Equipment for one Adams Motor Patrol at
i $8,433.20, subject to delivery of same on or before January 1, 1947. Motion
was passed by unanimous vote of Councilmen present.
Resolution
The Village Clerk reported that Independent School District of St. Louis
Park had joined in execution of petition of Clarence S. Stenrud and others
for vacation of alley in block bounded by Minnetonka Boulevard, 31st Street,
' Ottawa Avenue and Natchez Avenue.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council pfesent:
RESOLUTION VACATING ALLEY
WHEREAS, petition of Clarence S. Stenrud and others who are a majority
, of the owners of real property fronting on the line of alley extending North
from 31st Street adjacent to Lots 10 to 21, both inclusive, Block 1, Mazey &
Langams Addition, requresting vacation of said alley has been duly filed with
the Village Council and said Council has met at the time and place specified
in a notice embracing a copy of said petition duly published and posted and
has heard all interested persons and regularly continued consideration of said
petition to this present meeting and it appears that said alley has not been
! improved, is a dead end alley and serves no public purpose; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said alley adjacent to Lots 10 to 21, both inclusive, Block 1, Mazey &
' Langams Addition, according to the plat thereof on file and of record in the
office of the Register of Deeds of Hennepin County, Minnesota, as the same is
now dedicated and laid out within the corporate limits of said Village be
, hereby vacated.

Sidewalk Bid Awarded
On motion of Trustee Perkins, seconded by Clerk Justad, the proposal
of George Madsen for construction of sidewalk on the East side of Jersey Avenue
adjacent to Lots 13 to 18, inclusive, Block 6, Lenox Addition, and other loca-
tions received pursuant to advertisement for bids at $2.10 per square yard was
determined to be the lowest bid of a responsible bidder received pursuant to
said advertisement, and the President and Clerk were authorized to execute con-
tract in behalf of the Village on form approved by the Village Attorney, provided
that no sidewalk be constructed adjacent to Lots 19, 20, 21, Block 3, Lenox
Addition. Motion was passed by unanimous vote of Council members present.
Bingo
A letter from the Church of Holy Family to conduct Bingo games on the 12th
of November, 1946, was read.
Verified Claims
On motion of Trustee Jorvig, seconded by Trustee Perkins, the following
verified claims were approved, and the President and Clerk were authorized to
issue warrants for same, by the following roll call vote: Trustee Jorvig, Yea;

Licenses Approved
On motion of Clerk Justad, seconded by Trustee Perkins, the application of
Nathan H. Goldstone, new owner of the Brookside Drug Store, 6001 Excelsior Blvd.
for licenses to sell 3.2 beer, off sale; sell cigarettes at retail, and to
operate a restaurant was approved and the President and Clerk were authorized to
issue licenses to expire December 31, 1946. Motion was approved by unanimous
vote of Councilmen present.
Street Light Ordered
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Northern
States Power Company were instructed to place a street light adjacent to Lot
37, Block .l, Minikanda Vista, near 3600 France Avenue (requested by Mrs. M.
Plateau), by unanimous vote of Councilmen present.
Advertise for Truck
.On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk Jorvig,
the Clerk was authorized to advertise for bids on a pick-up truck for the Water
Department as specifications recommended by the Water Superintendent; bids to be
opened October ft, 1946. Motion was passed .by unanimous vote of Councilmen

Restrictions on Use of Village Water Lifted
On motion of Clerk Justad, seconded by Trustee Jorvig, the restrictions
against sprinkling lawns and gardens with Village water, put on by Resolution
dated August 5, 1946 were lifted, effective October 1, 1946, by unanimous vote
of Councilmen present.
Use of Building - Sea Scout Troop #202
On motion of Trustee Jorvig, seconded by Trustee Perkins, the Sea Scout
Troop #202, St. Louis Park were authorized to use the frame building formerly
used by the Salvage Department, for storing of Troop craft and to place same
building on suitable spot in Block 5, Westmooreland Park, facing 36th Street.
Motion was passed by unanimous vote of Councilmen present.
Permit to Replace Sign
On motion of Trustee Perkins, seconded by Trustee Jorvig, the request of
Brede, Incorporated for permission to replace present sign at Lake Street and
Georgia Avenue for the Prest-O-Lite Company was approved with fee set at x¢5.00,
by unanimous vote of Councilmen present.
Special Permit to Erect Advertising Sign

A letter dated September 25, 1946 from Brede, Incorporated requesting a

special permit to erect a temporary advertising sign on Wayzata Boulevard between
Dr., Young's Broadcasting Station and the Riding Stables (Lot 117, Richmond Addi-
tion), was read ,On motion of Trustee Jorvig, seconded by Trustee Perkins, the
- above request of Brede, Incorporated for a special six-month permit to erect a
temporary advertising sign on Wayzata Boulevard between Dr. Young's Broadcasting
Station and the Riding Stables was approved by unanimous vote of Councilmen
present.
Electrical License
On motion of Clerk Justad, seconded by Trustee Jorvig, the application of
Ray C. Plant, 4520 Garfield Avenue South, Minneapolis, Minnesota for a license
to do electrical work in the Village of St. Louis Park was approved, and the
President and Clerk were authorized to issue same to expire December 31, 1946,
by unanimous vote of Councilmen present.

Justice of Peace Report of Fines of Justice E. A. Linnee for period Feb-
ruary 20, 1946 to July 20, 1946, inclusive, was received, read and ordered placed

Rent Old Pump House
On motion of Trustee Jorvig , seconded by Trustee Perkins , the re-
quest of Scott Hudson to rent the West half of the Village Pump House located at
6021 West 36th Street for living quarters for himself was approved at a rental of
$5.00 per month, by unanimous vote of Councilmen present.
Check Grade -- 27th St. - Salem & Toledo
A letter from Arthur W. Anderson, 2700 Salem Avenue relative to the grade
on 27th Street between Salem and Toledo Avenues was read and referred to Trustee
Perkins and Street Department Committee for checking and report, by unanimous vote
of Councilmen present.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous roll call vote as follows: Trustee Perkins,
Yea; Trustee Jorvig, Yea; Clerk Justad, Yea; President Erickson, Yea:
RESOLUTION SETTING HEARING FOR STREET IMPROVEMENT
WHEREAS, the Village Council desires on its own motion to improve Nevada
Avenue from Minnetonka Boulevard to 31st Street by grading and graveling, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
it is necessary and expedient to improve Nevada Avenue from Minnetonka Boulevard
to 31st Street by grading to grade established by the Village Engineer, and gravel-
ing, and
BE IT FURTHER RESOLVED that said Village Council will meet at the Village
Hall in said Village on the 4th day of November, 1946 at 8 o'clock P. M. and will
at' said time and place hear all persons interested for and against said improve-
ment and determine whether said improvement will be made; that in case said im-
provement shall be made the total cost thereof, or so much thereof as represents
the benefits received as determined by said Council will be assessed against the
lots, parts of lots, pieces or parcels of land benefited by said improvement.
Hearing Date Set -- Rezoning
, On motion of Clerk Justad, seconded by Trustee Jorvig, a hearing was set
for October 28, 1946 on rezoning from multiple dwelling use to commercial use,
Lots 8 to 23, inclusive, Block 2; Lots 10 to 21, inclusive, Block 3; Lots 12 to
18, inclusive, Block 4, Calhoun Lakeside Park. Motion was passed by unanimous
111 vote of Councilmen present.
Plumber's License Bond
On motion of Clerk Justad, seconded by Trustee Jorvig, Plumber's License
Bond with William G. Heathcock, DBA Hopkins Plumbing and Heating Company as Prin-
cipal, and United States Fidelity and Guaranty Company, a Corporation of Baltimore,
Maryland, as Surety, in the amount of $4,000. and dated September 16, 1946, was
approved, by unanimous vote of Councilmen present.
Resolution
On motion of Trustee Perkins seconded by Clerk Justad, the following reso-
lution was adopted by unanimous vote of all members of the Council present:
RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS
FOR SEWER WARRANTS _
WHEREAS, the Village Council on ,ugust 19 1946 adopted a resolution for
234, September 30, 1946
construction of joint district sewer for Joint District Sewer District No. 2
and a contract has been entered into for construction of such sewer, dated
September 16, 1946, and
WHEREAS, it-appears to the Village Council that the total cost to the
Village of St. Louis Park of construction of said sewer will be $650,608.30,
all of which cost the Council proposes to assess against benefited property in
said sewer district; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that in anticipation of the collection of such special assessments the Village
Council will issue warrants on the fund of Joint Sanitary Sewer District No. 2
in the aggregate sum of $650,000., which shall be dated November 15, 1946, in
denominations of $1,000 each, payable in annual installments, as follows:

The Village Treasurer of the Village of St. Louis Park,
Hennepin County, Minnesota, is ordered and directed to pay the bearer
out of the fund of Joint Sanitary Sewer District No. 2 the sum of $1,000.
on the 1St day of November, 1948, and to pay interest thereon at the rate
of per cent per annum befdre and after maturity, payable semi-anni' lly
on-the 1$t day of November and It day of May in each year, interest to
maturity being represented by separate interest coupons hereto attached.
Both principal and interest are payable at Northwestern National Bank of
Minneapolis, in any coin or currency which at the time of payment is legal
tender for public and private debts.
This is one of an issue of said sewer warrants of like date and
tenor except as to maturity issued by the Village of St. Louis Park under
provisions of Chapter 312, Laws of Minnesota, 1903 and amendments thereto,
in anticipation of the collection of special assessments heretofore or
hereafter to be duly levied on the property benefited by the construction
of sanitary sewers in Joint Sanitary Sewer District No. 2 in said Village,
and the full faith and credit and taxing powers -of the Village have been
and are hereby irrevocably pledged to the payment of the principal and
interest hereof.
It is hereby certified and recited that all acts, proceedings
and things required by the Constitution and Laws of the State of Minne-
sota to be done and performed precedent to and in the issuance of this
warrant have been done and performed at the time and in the manner as
required by law and that the issuance of this warrant will not cause the
indebtedness of the Village to exceed any constitutional or statutory
limitation of indebtedness. - -
IN WITNESS WHEREOF the Village of St. Louis Park, by its Village-
Council, has caused this warrant to be executed on its behalf by the

Resolution
On motion of Clerk Justad, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION DETERMINING SUFFICIENCY OF CURB AND'
GUTTER PETITION
RESOLVED by the Village Council of the Village of St. Louis Park that
111 petition of W. Y. Ormond and others for construction of curb and gutter on the
West side of Dakota Avenue from Minnetonka Boulevard to West 31st Street is here-
by determined to be a sufficient petition signed by owners of more than 35% of
real property fronting on portion of said street to be improved by said curb and
gutter.
Ordinance
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
Ordinance was passed by unanimous vote of Councilmen present:
ORDINANCE NO. 244 •
AN ORDINANCE CREATING SANITARY SEWER DISTRICT NO. 1-N
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. There is hereby created and established a Sanitary Lateral
Sewer District in the Village of St. Louis Park to be known as Sanitary Sewer
District No. 1-N, the area of which shall be as follows:
Lots 39 to 43, both inclusive, Auditor's Subdivision
No. 318, Hennepin County; Lots 18 to 28, both' inclu-
sive, Block 4, Latham's Minnetonka Boulevard Tract.
Section• 2.- This Ordinance shall take effect from and after its publication.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CONSTRUCTION OF SANITARY SEWERS
IN SANITARY SEWER DISTRICT 1-11' •
WHEREAS, the Village Council deems it necessary and in the public interest
that lateral sanitary sewer be constructed for Sanitary Sewer District 1-N in
Raleigh Avenue from 29th Street to Minnetonka Boulevard; therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
lateral sanitary sewer be constructed at said location in accordance with plans and

specifications therefor which have been prepared by the Village Engineer and
which are hereby approved, and
BE IT FURTHER RESOLVED that-the Clerk be directed to advertise for bids
for construction of said sewer to be opened by the Village Council, October 28,
1946.
Bid Awarded -- Sanitary Sewer 1-M
On motion of Trustee Perkins, seconded by Trustee Jorvig, the bid of
Lametti & Lametti for the construction of sanitary lateral sewers for Sanitary
Sewer District No. 1-M to be located in Brunswick Avenue from 29th Street to
Minnetonka Boulevard; and in Minnetonka Boulevard from Brunswick Avenue to -
Dakota Avenue, in accordance with plans and specifications therefor which are
on file with the Village Engineer, was determined to be the lowest bid received
pursuant to advertisement for bids for same ($11,836.50), and the President
and Clerk were authorized to execute contract in behalf of the Village on
form approved by the Village Attorney for the construction of sanitary lateral
sewers for Sanitary Sewer District No, 1-M located in Brunswick Avenue from 29th
Street to Minnetonka Boulevard; and in Minnetonka Boulevard from Brunswick to
Dakota Avenues, with Lametti & Lametti at price bid. Motion was passed by un-
animous vote of Councilmen present.
Minutes
The minutes of meetings held September 16th and 23rd, 1946 were read and
approved as read.
Permit for Mink Farm Denied
The Committee of Whole discussed the application of Ernest Fitch for a
permit to operate a Mink Farm at rear of premises at 5700 West Lake Street. Be-
cause these premises are located in a Residential,Use District, the Council did
not feel that they could grant permit for Mink Farm; and the Clerk was asked to
notify Mr. Fitch.
Ordinance
On motion of Trustee Jorvig, seconded by Clerk Justad, the following Ordi-
nance was passed by unanimous vote of Councilmen present:
ORDINANCE NO. 245
AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE
VILLAGE OF ST. LOUIS PARK
The Village Council of the Village of St. Louis Park do ordain as follows:
Section 1. The Zoning Ordinance of the Village of St. Louis Park adopted
by the Village Council, January 20, 1932, as heretofore amended, is hereby further
amended by deleting from the Residential District of the Village of St. Louis
Park as specified therein:
Lots 20 to 23, inclusive, Block 2
Maxey & Langams Addition
and the said described land is hereby included within the Multiple Dwelling Dist-
rict as specified in said Ordinance.
Section 2. This Ordinance shall take effect from and after its publication.
