Letter from C. S. Eaton of Crestview Association relative to Airports res-
ponsibility to citizens of Villages was referred to the Village Attorney.
Letter from W. A. Moes, president of the Golden Valley Civic League, Inc.
was referred to the Village Attorney.
III Letter from Ralph N. Stein, 3948 Yosemite Avenue relative to noises made by
trains; also barking of neighbors dog. President Erickson will reply.
Complaint - Squirrels
Mrs.3Martman, 3700 Colorado Avenue complained about squirrels getting into
her house by way of attic and asked permission to shoot them Complaint was re-
ferred to the Police Department.
Hayrack Parties
Trustee Peekins requested prosecution by the Police Department of hayrack
parties on the streets at night without lights.
Speed Limit on Highway #7
Trustee Bolmgren inquired as to progress of limiting speed on Highway No. 7.
President Erickson replied.
Police Civil Service Commission
President Erickson proposed Fletcher Ware as a member of the Police Civil
Service Commission . Action was deferred to September 3rd meeting.
Pump House Plans
Trustee Bolmgren presented plans and specifications for proposed pump house
at 41st Street and Natchez Avenue prepared by E. R. Ludwig, Architect. No action
taken at this time.
III Regular Meeting Postponed
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the regular meeting
of September 2, 1946 was postponed to September 3, 1946 because September 2nd
will be Labor Day. Motion was passed by unanimous vote of Councilmen present.

Safety Signals
Mr. Davenport and Mr. Branley of Minneapolis, Northfield & Southern Railroad
appeared and discussed safety signals on Dakota Avenue just North of Lake Street.
Mr. Branley said he would order material for signals at this point at once with
prospects of having same installed early in 1947. Other locations will be discus-
sed later, particularly on Cedar Lake Road.
The whistling of Engineers was also discussed and Mr. Branley said he would
caution the Engineers to be reasonable with use of whistles.
Dirt Removal
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Engineer was
authorized to remove dirt from 39th Street between Brunswick and Dakota Avenues
for use on Brunswick grading, and for the Engineer to deal with Terry Brothers
III
for same. Motion was passed by unanimous vote of Council.
Gravel Pit No. 3105
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Clerk was
instructed to write State Highway Department that the Village Council could not
approve their request to open up Gravel Pit No. 3105. Motion was passed by
unanimous vote of the Council.
Belmont Terrace Plat
On motion of Trustee Perkins, seconded by Trustee Holmgren, the Belmont
Terrace Plat was approved and the President and Clerk were authorized`to sign the
Belmont Terrace Plat upon receipt of Village Engineer J. C. Utton'a approval of
the grading and graveling of streets. Motion was passed by unanimous vote of
the Council.

Gravel Pit Operations
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
instructed to ask Landers, Norblom, Christenson Company to appear regarding
their gravel pit operations West of Texas Avdnue and South of Minnetonka Boule-
vard, by unanimous vote of the Council.
Heating License Bond
E. J. Morrow Co. -
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the heating
license bond with E. J. Morrow, DBA E. J. Morrow Company of Minneapolis, Minne-
sota as Principal and American Bonding Company of_Baltimore, Maryland as Surety,
111 in the amount of $1,000.00 and dated August 27, 1946 was approved by unanimous
vote of the Council.
Garbage Contract Bond
Helen L. Bradley
On motion of Trustee Jorvig, seconded by Trustee Perkins, the contract bond
with Helen L. Bradley, DBA Suburban Sanitary Drayage Company of St. Louis Park
as Principal and the New York Casualty Company, of New York as Surety, covering
Garbage Collection Contract for the year ending September 23, 1947 in the amount
of $5,000.00 was approved by unanimous vote of the Council.
Gas Main Extension
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of the Minneapolis Gas Light Company to extend gas main in Minnetonka Boulevard
from Louisiana Avenue to Texas Avenue; and in Texas Avenue from Minnetonka Boule-
vard to West Lake Street as shown on plan furnished by them, was approved by
unanimous vote of the Council.
Permission to Set Pole
NW Bell Teleyhone
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of the Northwestern Bell Telephone Company for permission to set one (1) pole in
the alley between 36th and 37th Streets West of Yosemite Avenue as shown in de-
tail on sketch P. E. #35, was approved by unanimous vote of Councilmen present.

N. S. Power Co.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company's request for permission to set two (2) poles on Hillsboro
Avenue North of Minnetonka Boulevard (Estimate No. 80480) _was approved by unanimous
vote of the Council. - -

Street Sign Request
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the written
request of Harold A. Truax and others for the erection of a street sign at
Hillsboro and Frederick Avenues to clarify the location of their residences was
referred to the Street Department for checking and recommendation, by unanimous
vote of the Council.
Liquor License Bond
James P. Demos
On motion of Clerk Justad, seconded by Trustee Bolmgren, the Liquor
License Bond with James P. Demos of St._Louis Park as principal and_Western
Surety Company of Sioux Falls, South Dakota as Surety, in the amount of $4,000.,
dated August 23, 1946 to expire December 31, 1946 was approved by unanimous
vote of the Council.
Police Civil Service Appointment
President Erickson proposed the name of Fletcher Ware to succeed Nels
Swenson whose term expires October, 1, 1946. On motion of Trustee Jorvig,
seconded by Trustee Perkins, the appointment of Fletcher Ware to the Police Civil
Service Commission to succeed Nels Swenson for term beginning, October 1, 1946
and expiring October 1, 1949 was approved by unanimous vote of the Council.
Bid for Moving Dirt Awarded
On motion of Trustee Jorvig, seconded by Trustee Holmgren, the bid of
Terry Brothers for the moving of dirt to Lot 81, Auditors Subdivision #301
was determined to be the lowest bid of a responsible bidder pursuant to adver-
tisement for bids for same, and the President and Clerk were authorized to
enter into a contract with Terry Brothers to do the work at price bid upon
receipt of $550.00 by the Village Treasurer from the Owners of Lots 16, 17,
18, Auditors Subdivision #301 as their contribution toward the cost of the work.
Motion was passed by unanimous vote of the Council.

Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION VACATING ALLEY
WHEREAS, petition of Victor E. Johnson and others, who are a majority of
the owners of real property fronting on the line of alley in Block 1, Rearrange-
ment of St. Louis Park, requesting vacation of said alley has been duly filed with
the Village Council and said Council has met at the time and place specified in
a motice embracing a copy of said petition duly published and posted and has heard
all interested persons, and it appears that said alley has never beenje:pptoled )
or used as a public alley, and it is in the interest of the public that said alley
be vacated; now therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park'
that alley in block 1, Rearrangement of St. Louis Park, according to the plat
thereof on file and of record in the office of the Register of Deeds of Hennepin
County, Minnesota, as the same is now dedicated and laid out within the corporate
limits of said Village be hereby vacated.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:

Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION RE CONVEYANCE OF TAX FORFEITED
LANDS
WHEREAS, the School Board of Independent School District of St. Louis Park,
Hennepin County, Minnesota, desires to make application in behalf of said District
to the Commissioner of Taxation for the conveyance of title to the following des-
cribed tax forfeited lands:

present school grounds of Oak Hill School in St. Louis Park.
THEREBY BE IT RESOLVED by the Village Council of the Village of St. Louis
Park that the application as made by the School Board of Independent School Dis-
trict of St. Louis Park and that the classification of the above described lands
as non-conservation be approved.
AND BE IT FURTHER RESOLBED that a certified copy of this Resolution be
attached to said application.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION AUTHORIZING RECONVEYANCE OF
TAX-FORFEITED LANDS
WHEREAS, the State of Minnesota has heretofore conveyed to the Village
tax-forfeited lands described as Lots 30 to 38, inclusive, Block 314 Rearrange-
ment of St. Louis Park, and the Village Council deems it for the best interests
of the citizens of the Village that said lands be reconveyed to the State in
order that the Independent School District of St. Louis Park may apply for con-
veyance of the same for school uses; therefore, _
BE IT RESOLVED by the Village Council of the Village of St. Louis Park X
that the President and Clerk of the Village be hereby authorized to execute and
deliver reconveyance of said lands to the State of Minnesota.
Hearing - Curb & Gutter
No. L-37
Separate hearings were had on each of the curb and gutter improvements des-
cribed in the following resolution. No one appeared.
RESOLUTION
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION ADOPTING CURB AND GUTTER ASSESSMENT
WHEREAS, proposed assessment for the cost of curb and gutter improvement
No. L-37 on the West side of Edgewood Avenue from 31st Street to 32nd Street and
the East side of Webster Avenue from 28th Street to 29th Street has been duly
filed with the Village Clerk and open to public inspection, and notice has been
published in the St. Louis Park Dispatch July 26, 1946 that the Village Council
would pass upon said proposed assessment at this present meeting, and said Coun-
cil has met at the time and place specified in said notice and heard and passed
upon all objections to said assessment; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that said proposed assessment which is hereby referred to and made a part hereof
is hereby attached, and an assessment is hereby levied against each of the lots,
parts of lots, pieces and parcels of land described therein in the sums therein
respectively set forth, and each of said tracts of land is hereby found to be
benefited in the amount of the assessment levied against it herein; and
BE IT FURTHER RESOLVED that each assessment shall be payable in equal
annual installments extending over a period of five years, the first to be payable
on the first day of June, 1947, all deferred payments to bear interest at the rate
of 5% per annum. Said assessments and interest shall be a lien upon the property
therein specified concurrent with general taxes, as authorized by Chapter 65,
Laws of Minnesota, 1919, as amended.
Advertise for Water Meters
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Clerk was
instructed to advertise for bids for 500 water meters and 500 #2 copper horns;
bids to be opened,September 23, 1946; by unanimous vote of Council.
Rental on Voting Machine
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was

instructed to get a price on rental of a voting machine for one precint for the
November election, by unanimous vote of the Council.
Rezoning - Residence to Multiple Dwelling
A delegation from the St. Louis Park VFW appeared regarding the rezoning
of property on the NE corner of Ottawa Avenue and Highway #7 Service Drive from
Residential District to Multiple Dwelling District. They were told to present
their request to the Planning Commission next Thursday and to canvass the area
for public sentiment before the hearing.
Nite Horseback Riding, Etc.
Mr. Jurgens spoke about nite horseback riding from Eatons; also about
the condition of road - Vernon near 26th Street. Village Engineer J. C. Utton
and Trustee Perkins will check on September 4, 1946 and report.
Minutes
The minutes of meetings held August 19, 1946 and August 26, 1946 were read
and approved as read.
Location of Two New Wells
Trustee Perkins reported that the following locations have been suggested
for the two new well - Vermont at Webster and 400 feet West of Texas and 34th
Street./
Bond Company Released
Whereas, Harriett W. Jennings, DBA Jennings Tavern in the Village of St.
Louis Park and selling hard liquor "on sale" on License No. 847, and has as of
September 1, 1946 surrendered her license. .
On motion of Trustee Holmgren, seconded by Trustee Jorvig, the Western
Surety Company is hereby released from obligation as of September 1, 1946 under
Surety Bond No. 207415, dated October 18, 1945 in the amount of $4,000.00 with
Harriett W. Jennings as principal and the Western Surety Company as surety.
Motion was passed by unanimous vote of the Council.
Resolution
On motion of Trustee Perkins, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council:
ASSESSMENT RESOLUTION
WHEREAS, pursuant to resolution of the Village Council adopted July 29,
1946 and published in the St. Louis Park Dispatch August 2, 1946, the Village
Council has met at the time and place specified in said resolution and has heard
all testimony offered by interested parties in connection with proposed assess-
ments for Street Improvement No. K-40, and the Village Council has set the amount
of benefits conferred by said improvement upon each lot, part of lot, piece or
parcel of ground so benefited, rateably and in proportion to the special benefit
conferred upon it, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the amount of special benefits conferred upon each lot, part of lot, piece
or parcel of ground for the cost of said improvement without regard to cash
valuation, rateably, and in proportion to the special benefits conferred upon
it, is hereby determined to be as respectively set forth in the following list,
and there is hereby levied and assessed against each lot, part of lot, piece or
parcel of ground described therein an assessment equal to the sums therein res-
pectively set forth, as authorized by Chapter 382, Laws of Minnesota, 1903,
payable in three equal annual installments, the first of which shall be payable
concurrent with real estate taxes levied in 1946 and collected in 1947, to-
gether with a penalty of 10% if not paid in full within thirty (30) days after
publication of this resolution, and interest of 6% per annum from the date of
issuance of orders for financing this improvement.

SPECIAL MEETING - September 9, 1946 •
A special meeting of the Village Council was called to order by President
Erickson at 8:15 P. M. with the following Councilmen present at roll call:

Bids on Powered Motor Grader
Pursuant to advertisement for bids in the St. Louis Park Dispatch, Bids were
received and read from the following bidders for one motor grader as per speci-
fications on file with Village Clerk:
IIIBorchert-Ingersoll, Inc.
A-W Company, Inc. of Minnesota
The George T. Ryan Company
Rosholt Equipment Company
Wm. H. Ziegler Company, Inc.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids
for powered motor grader were referred to the Village Engineer and Street De-
partment for checking and recommendation by- unanimous vote of Council.
