HomeMy WebLinkAbout1946/09/23 - ADMIN - Minutes - City Council - Regular 214 September 16, 1946 - a penalty of one per cent (1%) as a service charge for collection of garbage and refuse for the period from September 1; 1945 to August 31, 1946, said assess- ments to bear interest at the rate of six per cent (6%) per annum from date of this resolution and to be certified to the County Auditor of Hennepin County for collection and remittance to the Village Treasurer in the same manner as for local improvements, as authorized by Chapter 223, Laws of Minnesota, 1943. Resolution ' On motion of Trustee Perkins, seconded by Trustee Bolmgrenry the follow- ing resolution was adopted by unanimous vote of Councilmen present: 1946 LEVY COLLECTIBLE, 1947 III RESOLVED, by the Village Council of the Village of St. Louis Park that the following sums of money be levied for the current year, 1946, collectible in 1947 upon the taxable property in said Village of.St. Louis Park for the follow- ing purposes: _ General Fund $119,000.00 Fire Dept. Relief Association 1/10 of 1 Mill 459.00 Minneapolis Interceptor Sewer Account 5,000.00 Lake Street District Sewer Sinking Fund (State Loan) 19,327.00 Work Ordered to Correct Drainage Problem On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Street Department was authorized to lay 125 feet of 12 inch pipe South of 35th Street on line with Crosby Road if extended South at a cost of $208.00 to relieve drain- age problem. M. The meeting was called to order by President Erickson with the following Councilmen present at roll call: Trustee Bolmgren Trustee Jorvig Trustee Perkins President Erickson In the absence of Clerk Justad, Village Attorney E. T. Montgomery was appointed by President Erickson to act as Clerk of the meeting. III Bids -- Water Meters and Copperhorns Bids were received and opened from the following bidders for 500 bronze 5/8 inch "A" water meters with 3/4" straight connections and enclosed oil gear trains; and 500 copperhorns with two male swivel and 2 3/4 inch female pipe connections as advertised in the St. Louis Park Dispatch: 1. Badger Meter Mfg. Company 2. Rockwell Manufacturing Company • (Pittsburgh Equitable Meter Division) 3. Ford Meter Box Company On motion of Trustee Bolmgren, seconded by Trustee Perkins, the above bids 215 September 23, 1946 for 500 water meters and 500 copperhorns were referred to the Water Department for checking and recommendation by unanimous vote of Councilmen present. Hearing -- Mink Farm A hearing was had on the application of E. L. Fitch for a permit to use rear of premises at 5700 West Lake Street for a Mink Farm for a period of one year. Walter R. Snodgrass appeared and presented a petition opposing the permit, signed by 'himself and others. Mrs. Inez Kullberg spoke in opposition. Mr. Jungquist, owner of the adjoining lot, also opposed. E. L. Fitch, Jr. spoke in support of his petition, and E. L. Fitch, Sr. also supported same. He said he would start with 15 mink and would have not to exceed 45 by Spring. III On motion of Trustee Perkins, seconded by Trustee Jorvig, above application was referred to Committee of Whole, by unanimous vote of Councilmen present. Joint Sewer District #2 Dr. F. M. Madden, President of the Council of the Village of Hopkins conferred with the Council in regard to the Joint District Sewer No. 2 Sewer Contract. He was advised that the contract would be brought to the Hopkins Council Meeting, September 24, 1946 and execution of the contract would be required at that time. THEREFORE, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that the total cost of each of said improvements is hereby determined to be in the respective amounts hereinafter set forth in the following list, and the amount of benefits conferred by said improvements upon each lot, part of lot, piece or parcel of ground so benefited thereby, rateably and in proportion to the special benefits conferred upon it, is hereby determined to be as respectively set forth in the following list, and there is hereby levied and assessed against each lot, part of lot, piece or parcel of ground described therein, an assessment equal to the sums therein respectively set forth, as authorized by Chapter 382, Laws of Minn. 1903, payable in three equal annual installments, the first of which shall be payable concurrent with the real estate taxes levied in 1946 and collected in 1947 together with a penalty of 10% if not paid in full within 30 days after publication of this resolution and interest ,at 6% per annum from .the date of issuance of orders for financing this improvement. Complaint Re IIIc Alpine Property W. T. Williams spoke in regard to the alleged violation of the Zoning Ordinance by Walter Mc Alpine, Well Driller, informing the Council that his com- plaint had not been satisfactorily adjusted. Mr. Mc Alpine explained that the pipe he is storing would be moved within about 30 days. President Erickson suggested that the matter be held open for 45 days to determine whether Mr. Mc Alpine by then has ceased to store pipe and equipment in his yard. Inquiry Re Pin Ball Licenses Robert -Leonard and R. C. Sorensen whose first year of service ended March 15, 1946, was set at $190.00 per month as of March 15, 1946, which includes the automatic $10.00 a month raise after the first year of service, and the President and Clerk were authorized to issue check for back pay of $60.00 upon receipt of a verified claim from Mr. Sorensen. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northwest- ern Bell Telephone Company's request for permission to place one pole in alley North of 32nd Street between Jersey and Kentucky Avenues, as shown on sketch was approved and motion passed by unanimous vote of the Councilmen present. Permission to Place Poles--NSP Co. On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern States Power Company's request for permission to place eight (8) poles on Frank- lin Avenue (Crestview Addition) from Flagg Avenue to Independence Avenue (Estimate No. 80608) was approved. Motion was passed by unanimous vote of Councilmen present. Petition for Street Lights A petition dated September 12, 1946, signed by L. J. Copeley, 3532 Glen- hurst Avenue for a street light on Glenhurst Avenue at Excelsior Boulevard; and on Glenhurst Avenue adjacent to and directly North of the Thirty-sixth Street lane on the West side of Glenhurst Avenue.
