BE IT RESOLVED by the Village Council that said curb and gutter improve-
ments be hereby accepted -and the Clerk be directed to cause notice to be published
in the St. Louis Park Dispatch that said Council will meet September 9, 1946 at
8 o'clock P. M. and pass upon said proposed assessments.
Hearing - Rezoning
A hearing was had on the application of Christian Stiener for rezoning of
the Northwest corner of Natchez Avenue and Minnetonka Boulevard. No one appeared.
Chairman referred this matter to the Committee of Whole.
Meeting Ajourned
The meeting was adjourned by President H. W. Perkins, pro tem at 11:30 P. M.

A special meeting of the Village Council was called to order by President
Erickson pursuant to due notice, August 26, 1946 at 8:00 P. M. with the follow-
ing Councilmen present at roll call:

In the absence of the Village Clerk, E. T. Montgomery, Village Attorney
was asked to act as Clerk of the meeting by President Erickson.
Sewer Bids - District #2
Bids for construction of a joint district sewer for Sanitary Joint District
Sewer #2 were received and opened as follows:

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the foregoing
bids were referred to the Village Engineer and Sewer Committee for examination and
report by unanimous vote of Councilmen present.

Bids for construction of lateral sanitary sewers in Sanitary Sewer District
1-I were received and opened as follows:

Hearing .- Curb&Gutter
Separate hearings were had on petitions for curb and gutter construction
described in the following resolution. No one appeared.
Resolution -
On motion of Trustee Bolmgren, seconded by Trustee Jorvig; the following
, resolution was adopted by unanimous vote of all Council members present:
RESOLUTION FOR CURB AND GUTTER CONSTRUCTION
WHEREAS, sufficient petitions in writing have been filed with the Village
Clerk requesting construction of curb and gutter on the West side of Wooddale
Avenue between 40h Street and 41st Street and on both sides of Georgia Avenue
between 32nd Street and 33rd Street, and the Village Council has met at the
time and place specified in a notice to all property owners published in the
August 26, 1946 169
St. Louis Park Dispatch August 9 and 16, 1946 and has heard all persons interested
and determined the necessity for the improvements petitioned for, therefore
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
curb and gutter with one foot gutter be constructed on the West side of Wooddale
Avenue between 40th Street and 41st Street and on both sides of Georgia Avenue
between 32nd Street and 33rd Street in accordance with plans and specifications
for same on file with the Village Engineer, the work to be done by contract and
the cost reported by the Village Engineer to the Council for assessment as Im-
provement Number K . The Village Clerk is directed to advertise for bids to be
opened September 16, 1946 ,
ill Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION DETERMINING SUFFICIENCY OF CURB
AND GUTTER PETITIONS
RESOLVED by the Village Council of the Village of St. Louis Park that
petition of James P. Sorenson and others for construction of curb and gutter on
the West side of Wooddale Avenue between 40th Street and 41st Street, and petition
of Harry D. Harper and others for construction of curb and gutter on both sides
of Georgia Avenue between 32nd Street and 33rd Street are hereby determined to be
sufficient petitions respectively signed by owners of more than 35% of the property
fronting on the portion of said Streets to be improved by such curb and gutter
construction.
Hearing-Vacation of Alley
A hearing was had on the petition of Victor E. Johnson and others for va-
cation of alley in Block 1, Rearrangement of St. Louis Park. No one appeared.
The matter was deferred to September 3, 1946 for preparation of a resolution for
vacation.
Minutes
The reading of minutes of meeting held August 19, 1946 was deferred until
III September 3rd meeting.,
Assessment Hearing - K-40
An assessment hearing was had on Street Improvement No. K-40. No one appeared.
Action on proposed assessment was deferred to the meeting of September 3, 1946.

Trustee Perkins arrived at the meeting at this time - 8:45 P. M.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
verified claims were approved and the President and Clerk were authorized to

Pin Ball Machine Licenses
Arnold H. Johnson presented his application for license to operate two pin
ball machines at 4336 Excelsior Boulevard. Applications were referred to the
Village Clerk.

Complaint - Disregard of Water Restrictions
E. W. Swanson, 5632 West 39th Street complained about the disregard of
sprinkling restrictions. He was informed that a penalty of $ 5.00 per day can
be added to the water bill of a violator upon proof of the violation.
Request for Rezoning
Allen Meyers requested that consideration be given his application for
reoning his property on Wayzata Boulevard so that he may install a gas station.
He was informed that his application would be referred to the Village Planning
Commission to be taken up at their next meeting on September 5, 1946.
Mc Alpine Property
Mr. McAlpine appeared in response to request to explain use of his property
on Kentucky Avenue & 13th Street for business purposes - storage of well drill-
ing equipment, trucks and supplies. It was suggested that he talk this matter
over with the North Side Improvement Association, and return to the next Council
meeting on September 3, 1946.
Bids, Certificates of Indebtedness
Sealed bids were •received and opened for $4,750.00 certificates of indebt-
edness as described in the following resolution.
Resolution
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION PROVIDING FOR AWARD AND SALE OF
CERTIFICATES OF INDEBTEDNESS
WHEREAS, pursuant to resolution adopted by the Village Council August 5,
1946, two weeks' published notice has been given that said Council would open
and consider bids at this present meeting for certificates of indebtedness
aggregating $4,750.00 and said Council has met at the time and place specified in
said notice and has opened and considered the following bids:
Security National Bank, Hopkins - 12% interest with
$35.00 premium
and,
WHEREAS, the bid of Security National Bank of Hopkins is deemed most favor-
able; therefore,
BE IT •RESOLVED by the Village Council of the Village of St. Louis Park
that said bid of Security National Bank of Hopkins is hereby accepted and the
President and Clerk of the Village are hereby authorized and directed to execute
and deliver certificates of indebtedness of the Village of St. Louis Park in the
aggregate sum of $4,750.00 to bear interest at the rate of l2% per annum, payable
semi-annually, issued pursuant to resolution adopted August 5, 1946 for issuance
of certificates of indebtedness of curb and gutter, as authorized by Chapter 65,
Laws of Minnesota, 1919, as amended, upon the payment of $4,750.00 plus $35.00
premium and accrued interest to the Village Treasurer therefor.

Licenses-Cigarette, Restaurant
• On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of A. H. Johnson, 4336 Excelsior Boulevard, DBA Ray and Arnes for the following
licenses was approved, and the President and Clerk were authorized to issue same
to expire December 31, 1946:

• Motion was passed by unanimous vote of Councilmen present.
Pin -Ball Machine Licenses •
(Apex Amusement Co.) •
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Application
of Charles Swahn, DBA Apex Amusement -Company to operate two (2) pin ball machines
at Lilac Lanes Bawling Alley, Wooddale at Excelsior Boulevard was approved and the
President and Clerk were authorized to issue licenses to expire December 31, 1946.
Motion was passed by unanimous vote of Councilmen present.

Trustee Jorvig left the meeting at this time-9:30 P. M.

Permission to Place Poles
N. S. Power Company
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Northern
States Power Company's request for permission to set poles at the following loca-
tions was approved by unanimous vote of Councilmen present:
Five (5) poles in alley between Colorado
and Edgewood Avenues from Cambridge to
Goodrich Avenues (Estimate No. 80662).
One (1) pole on Zarthan Avenue between
Excelsior Boulevard and West 39th Street
Estimate No. 62-2830).
One (1) pole on Lynn Avenue at Vallacher
Avenue (Estimate 62-2833) .
Concrete Floors-F.P.H.
On m6tion of Trustee Perkins, seconded by Trustee Bolmgren that a letter be
sent to Federal Public Housing Authority stating that the Village Council does
not favor the use of concrete floors in the proposed Veterans Housing Project be-
cause of climatic conditions. Motion was passed by unanimous vote of Councilmen
present. '
Resolution'
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution"was adopted by unanimous vote of all members of the Council present:
RESOLUTION AMENDING RESOLUTION APPROVING SEWER
CONTRACT FORM FOR JOINT DISTRICT SEWER #2
WHEREAS, the Village Council has heretofore approved plans and specifications,
including form of contract, and authorized advertisement for bids based thereon
for construction of joint district sewer for Sanitary Sewer District No. 2, and the
Village Clerk has discovered that the form of contract inadvertently omitted a
provision for progress payments as prepared and furnished all bidders who have been
furnished copies of the plans, specifications and contract forms, with an addendum
amending the form of contract providing for progress payments at thirty-day inter-
vals equal to 80% of the value of the work completed, and said addendum conforms to
the original intention of the Village Council at the time of approval of said form
of contract; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
said addendum be hereby approved and ratified.
Hearing-Assessments Resolution
Separate hearings deferred from Meeting of August 19, 1946 were had on pro-
posed assessments covering construction of sidewalk improvements described in the
following resolution. No one appeared.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
resolution-was adopted by unanimous vote of all Members of the Council present:
SIDEWALK ASSESSMENT RESOLUTION
WHEREAS, the Village Council has met at the time and place specified in a
resolution'adopted July 15, 1946 and which was duly served on owners of property
fronting on sidewalks constructed at the following locations in said Village:
North side of Vallacher Avenue from Natchez Avenue to
' Southwesterly lot line of Lot 30, Block 3, Minikanda
Vista.
South side of Vallacher Avenue from Northeasterly lot
line of Lot 3 to the Southeasterly lot line of Lot 11,
Block 9, Minikanda Vista.
West side of Dakota Avenue adjacent to Lots 8, 9, and
10, Block 1, Parkview.
East side of Edgewood Avenue adjacent to Lots 18 to 24,
inclusive, Block 1, Parkview.

BE IF FUttTHER RESOLVED that there is hereby levied against each lot,
part of lot and parcel of ground above described an assessment in the sums res-
pectively hereinabove set forth, which shall be a charge against the same as in
State, County and Village taxes, payable in three installments, the first of
which shall be due concurrent with taxes collected in the year 1947.
Industrial Building Permit
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Anderson Brothers for a permit to erect an industrial building at Milwaukee
Tracks and Highway ##100 was approved by.unanimous vote of Councilmen prevent.
Hearing - Rezoning
September 26, 1946 was the date set for hearing on application of C. F.
AUGUST 26, 1946 173
Lohman for rezoning certain portions of property adjacent to Highway No. 7 to
be platted as "The Knolls".
Communications Read
Letter dated August 23, 1946 from G. F. Lohman regarding plat of "The Knolls".
Letter from C. S. Eaton of Crestview Association relative to Airports res-
ponsibility to citizens of Villages was referred to the Village Attorney.
Letter from W. A. Moes, president of the Golden Valley Civic League, Inc.
was referred to the Village Attorney.
III Letter from Ralph N. Stein, 3948 Yosemite Avenue relative to noises made by
trains; also barking of neighbors dog. President Erickson will reply.
Complaint - Squirrels
Mrs.3Martman, 3700 Colorado Avenue complained about squirrels getting into
her house by way of attic and asked permission to shoot them Complaint was re-
ferred to the Police Department.
Hayrack Parties
Trustee Peekins requested prosecution by the Police Department of hayrack
parties on the streets at night without lights.
Speed Limit on Highway #7
Trustee Bolmgren inquired as to progress of limiting speed on Highway No. 7.
President Erickson replied.
Police Civil Service Commission
President Erickson proposed Fletcher Ware as a member of the Police Civil
Service Commission . Action was deferred to September 3rd meeting.
Pump House Plans
Trustee Bolmgren presented plans and specifications for proposed pump house
at 41st Street and Natchez Avenue prepared by E. R. Ludwig, Architect. No action
taken at this time.
III Regular Meeting Postponed
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the regular meeting
of September 2, 1946 was postponed to September 3, 1946 because September 2nd
will be Labor Day. Motion was passed by unanimous vote of Councilmen present.
Meeting Adjourned
The meeting was adjourned by President Erickson at 10:55 P. M.
