A meeting of the Village Council was called to order by President Erickson
at 8:25 P. M. with the following Councilmen present at roll call:

The minutes of'meetings held July 29, 1946 and August 5, 1946 were read
and approved as read. -
Verified Claims
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
verified claims were approved and the President and Clerk were authorized to
issue warrants for same, by the following roll call vote: Trustee Bolmgren, Yea;
Trustee Jorvig, Yea; Trustee Perkins, Yea; Clerk Justad, Yea; President Erickson,
Yea.

Bids - Street Marker
The following bids for Street Marker were received, pursuant to advertise-
ment for same:
1. Wm. H. Ziegler $401.00
2. G. N. Spiess Equipment Co. 458.20
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids
were referred to the Police Committee for checking and recommendation by unani-
mous vote of the Council.
Request for Permit for Gas Storage
The Anderson Brothers, Hennepin & Harmon (At. 7307) appeared regarding
a building permit for gas storage and distrubution building across the tracks
from the East end of the Commander Elevators. After discussion, the matter was
taken under advisement.

Halvorsen's Garage
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the matter of
moving M. L. Halvorsen's Garage was referred to the Village Attorney to take
action to have same moved, by unanimous vote of the Council.
Discussion RE Building
A discussion was had with Mr. Perlman regarding building on Lots 13, 14,
15, Block 4, Oak Lawn Addition facing 28th Street. He was told he should have a
35 foot setback on Raleigh Avenue. He said he would give it more study and take
it up with the Building Inspector later.
Artcraft Plastics Co.
Mr. Riordon of Artcraft Plastics Company appeared regarding complaints
against the continuance of the business at 4911 Excelsior Boulevard. He stated
that he had spoken to the petitioners and felt that they would be satisfied if
they closed up by next summer, and make certain corrections that would eliminate
noise.
Heating License & Bond
On motion of Clerk Justad, seconded by Trustee Bolmgren, the application
of Knoblauch-Pierson Engineering Company for a license to do heating work was
approved and the President and Clerk were authorized to issue license to expire
December 31, 1946; and the heating license bond with Knoblauch-Pierson Engineer-
ing Company as principal and Continental Casualty Company as surety in the amount
of $1,000.00, dated August 8, 1946. Motion was passed by unanimous vote of the
Council.
Petition for Grading &-Graveling
A petition dated August 7, 1946, signed by G. B. Miller, 2815 38th Avenue
South, Minneapolis, for grading and graveling of Kentucky Avenue between 22nd St.
and Cedar Lake Road was read.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above petition
was referred to the Village Engineer and Village Attorney for checking and recom-
mendation, by unanimous vote of Councilmen present.
Petition for Grading & Graveling
A petition dated August 7, 1946, signed by G. B. Miller, 2815 38th Avenue
South, Minneapolis, for grading and graveling of Jersey Avenue between 22nd St.
and Cedar Lake Road was read.

On motion of. Trustee Bolmgren, seconded by Trustee Jorvig, the above
petition was referred to the Village Engineer and Village Attorney for checking
and recommendation, by unanimous vote of the Council.
Single Meter Service
Qn motion of Clerk Justad, seconded by Trustee Bolmgren, the Northern States
Power Company was authorized to set up single meter service for light and power in
the Village Hall, account #2029-65204 & 5, and the Clerk was instructed to have the
necessary wiring done at Village expense to set up the service. Motion was passed
by unanimous vote of the Council.
Bingo - American Legion
A letter dated August 6, 1946 from the Frank Lundberg Post 282, American
Legion. stating that they were planning to conduct bingo parties on the following
dates - no action was taken.

November 23, 1946 April 19, 1947
December 14, 1946 May 17, 1947
January 18, 1947 June 21, 1947.
Extension of Time on
Park Board Contract
A letter dated August 6, 1946 from Charles H. Ramsdell was read, requesting
further time to complete his work on the Park Board contract. There were no ob-
jections and letter was ordered placed on file.
Licenses Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of James P. Demos for the following licenses at 4630 Excelsior Boulevard formerly
held by Harriett W. Jennings was approved and the President and Clerk were author-
ized to issue the licenses with the fees as follows:

Street Grading Bid Awarded
Village Engineer J. C. Utton presented the following tabulation of bid re-
ceived August 5, 1946 from Terry Brothers for grading certain streets and alley:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bid
of Terry Brothers was determined the lowest bid (only bid) received from a res-
ponsible bidder pursuant to advertisement for bids in the St. Louis Park Dispatch
for grading certain streets and alley, and the President and Clerk were'author-
ized to enter into a written contract with Terry Brothers in behalf of the Village
by unanimous vote of the Council. -
Lots Sold
A letter was read, dated August 9, 1946 from E. H. Shursen, offering $1,300.
for Quit Claim Deed for Lots 1 to 24, Block 205 and Lots 1 to 3, Block 194, Re-
arrangement of St. Louis Park; also a letter from Paul Nelson offering $1,800.
for Lots 1 to 24, Block 205, Rearrangement of St. Louis Park.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the offer of
Paul Nelson was accepted, and the President and Clerk were authorized to execute
Quit Claim Deeds for Lots 1 to 24, inclusive, Block 205, Rearrangement of St.
111 Louis Park. Motion was passed by unanimous vote of Councilmen present.

Two New Wells
On motion of Trustee Holmgren, seconded by Trustee Perkins, the Engineer
and Water Department were instructed to prepare plans and specifications for 2
` new wells to be ready for operation by May 1, 1947. Motion waspassed by unani-
mous vote of the Council.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of the Council.
RESOLUTION LIMITING USE OF WATER
RESOLVED by the Village Council of the Village of St. Louis Park that there
is a shortage of water due to excessive lawn and garden sprinkling, and as the
restriction put on August 5, 1946 did not take, therefore,
BE IT RESOLVED that the use of water from the Village Water System for lawn
and garden sprinkling be authorized between the hours of 7 and 8:30 P. M. of each
day from August 12, 1946 until further notice.
Salary Changes
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the salaries of
Officer Carl Iverson and Fireman Irwin Freeland was set at $219.00 per month as
of September 1, 1946, by unanimous vote of the Council.
Special Sewer Permit
On motion of Trustee Perkins, seconded by Trustee Bolmgren, a special per-
mit was granted to W. E. Anderson, 2621 Webster Avenue, Lot 24, Block 1, Birch-
woods Addition, to connect with Lateral Sewer on Webster Aienue between 26th and
27th Streets, subject to payment of assessment of $69.20. Motion was passed by
unanimous vote of the Council.
Fix Drainage
On motion of Trustee Perkins, seconded by Trustee Jorvig, the street de-
partment was instructed to fix drainage at 16th and Colorado Avenue, by unanimous
vote of the Council.

Plumbing License & Bond
On motion of Clerk Justad, seconded by Trustee Perkins, the application
of Hilmar C. Guntzel, 517 Plymouth Avenue North for a license to do plumbing in
Village of St. Louis Park was approved and the President and Clerk were authorized
to issue license to expire December 31, 1946; and the License Bond of Hilmar C.
Guntzel as principal and the National Casualty Company as surety in the amount of
$4,000. dated August 9, 1946 was approved by unanimous vote of the Council.
Resolution
On motion of Clerk Justad, seconded by Trustee Bolmgren, the following
resolution was adopted by,unanimous vote of the Council.

WHEREAS, pursuant to resolutions heretofore adopted by the Village Coun=
oil, extensions to the public water supply system of the Village have been com-
pleted by contract at the following locations in said Village at a total cost
of $64,891.75:

improvements are made, as provided by law, which proposed assessments are now on
file with the Clerk and open to public inspection; therefore,
BE IT RESOLVED by the Village Council that said water main extensions be
hereby accepted and the Clerk be directed to cause notice to be published in the
St. Louis Park Dispatch that said Council will meet on September 9, 1946 at
8 o'clock P. M. gnd pass upon said proposed assessments.
Proceed with Veterans Housin&
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village

Engineer was instructed to proceed with the work designated as "A" on the
Veterans Housing F P H C Plat, dated August 9, 1946, by unanimous vote of the
Council.

The meeting was adjourned by President Erickson at 11:40 P. M.
