SPECIAL MEETING - JULY 8, 1946
A special meeting was held at the Village Hall at 8:00 P. M. Present,
Clerk Justad only. -
Hearing - Water Main Extensions III
Pursuant to motion passed by the Village Council June 17, 1946, and duly
published hearings were had on the following proposed water main extensions:
1. 36th Street from Xenwood to Webster
2. Oxford from Colorado to Dakota
3. Monterey from 25th to 27th
No one appeared regarding proposed extension 36th Street from Xenwood to
Webster Avenues. Leon Twedt, Mr. and Mrs. Frank Hoppe, Mr. and Mrs. Glen Nelson,
Mrs. Warner and Mrs. & Mrs. A. C. Johnson all appeared in favor of extension in
Oxford from Colorado to Dakota, Avenue. Ira Edwards appeared in opposition to
the proposed extension on Monterey between 25th and 27th Streets. He also said
that Swansons and Johnsons, property owners on Monterey asked him to submit their
opposition also.
In the absence of a quorum, further hearing on all three water main ex-
tensions were continued to July 15, 1946.

Bids for Sidewalk
Bids were received for sidewalk construction as per advertisement, from
the following bidders:
1. George Madsen $2.10 per sq. yard
2. John Finstad & Son $2.24 " " "
Qn motion of Trustee Perkins, seconded by Trustee Bolmgren, the above bids
were referred to the Village Engineer for checking and recommendation by unanimous
vote of the Council.
Bids for Adding Machine
Bids were received from the following bidders for one adding machine as per
advertisement for bids:
1. Underwood Elliot Fisher Co. $141.12
2. Remington Rand Company $151.20
On motion of Trustee Perkins, seconded by Trustee Jorvig, the above bids
were referred to the Engineer and Clerk for checking and recommendation by unani-
mous vote of the Council.
Permit for Two-family Dwelling Denied
J. M. Gustafson appeared in regard to his application for a permit to remodel
his home for a two-family (2725 Toledo Avenue). He stated that he has talked with
meighboring property owners and presented written statement signed by Edward Haynes
and others which was received by the Council. Mr. Marshall, 2735 Toledo Avenue
spoke in objection to the application; Mrs. Matshall also spoke in opposition 'to
a multiple dwelling in the neighborhood.
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the application
of J. M. Gustafson for a permit to make over his residence at 2725 Toledo Avenue
into a two-family dwelling was denied, by unanimous vote of the Council.
Permit for Rodeo, Etc.
The application of Arthur J. Eaton for a permit to conduct a Rodeo, Horse
Show and Musical Entertainment on the Ni of Lot 4 of Section 9, Township 117,
Range 21 West of the 5th P. M., on Sunday afternoon, July 28, 1946, was read -
no action was deemed necessary.
License for Fruit & Vegetable Market
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of Ted Goldstein for a license to operate a fruit and vegetable market at 4800
Excelsior Boulevard as per Ordinance A 6, to October 31, 1946 was approved and
the President and Clerk were authorized to issue license based on fee of $25.00
per month for 1st three months. Motion was passed by unanimous vote of Council.
Survey for Street Center
N. W. Joubert appeared for Ray Clark regarding Morningside Road or' 42nd
Street between Highway 100 and Yosemite Avenue, requesting that the Village
Engineer make a survey to find the correct center of Street and then for the
Village Council to correct boundary lines of Morningside Road between Highway
100 and Brookside Avenue.
On motion of Trustee Perkins, seconded bar Trustee Jorvig, the Village
Engineer was instructed to make a survey to determine the North and South line
of Morningside Road or 42nd Street between Brookside Avenue and Highway 100 and
the West line of Lot 12, Block 2, Brookside, by unanimous vote of the Council.
Hearing - Water Main Extensions
Separate hearings were had on the following water main extensions. N. H.
Epstein and Axel Reed opposed Colorado Avenue from West 28th Street to Minne-
tonka Boulevard. .
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council:
RESOLUTION FOR CONSTRUCTION OF WATER MAIN CONSTRUCTION
WHEREAS, the Village Council has met at the time and place specified in
a notice to all property owners whose property may be assessed for proposed
construction of Village water mains at the following locations in said Village:

i Natchez Avenue from Excelsior Boulevard to West 41st Street
Georgia Avenue from West 29th Street to Minnetonka Blvd.
Colorado Avenue from West 28th Street to Minnetonka Blvd.
Blackstone Avenue from West 28th Street to Minnetonka Blvd.
North Street from Pennsylvania Avenue to Rhode Island Ave.
South Street from Pennsylvania Avenue to Rhode Island Ave.
Lake' Street from Cambridge Street to Rhode Island Avenue
Rhode Island Avenue from Lake Street to South Street
published in the St. Louis Park Dispatch June 28th and July 5th, 1946 and had
heard all persons appearing at said meeting and duly considered said proposed
improvements; now, therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is hereby determined to be necessary to construct Village water main
extensions in the public streets of the Village above described, except in
Colorado Avenue from 28th Street to Minnetonka Boulevard in accordance with
plans and specifications for same to be prepared by the Village Engineer and
filed with the Village Clerk, and
BE IT FURTHER RESOLVED that the cost of said improvements is to be assessed
against the property improved-as authorized by Chapter 425, Laws of Minnesota,
1921 as amended.
Sidewalk, Curb & Gutter, Etc.
New sidewalk between Highway #100 to Brookside Avenue on 41st Street was
discussed and the matter was referred to the Village Engineer for a survey of
said street for grade, curb and gutter and sidewalk.
Contractor's Bond
On motion of Clerk Justad, seconded by Trustee Bolmgren, the Contractors
bond of John A. Finstad and Norman Finstad, DBA John A. Finstad and Son as
principal and American Surety Company of New York as surety in the amount of
$1,725.00 for curb and gutter on the East side of Webster Avenue from 28th St.
to 29th St. and West side of Edgewood from 31st Street to 32nd Street, dated
June 28, 1946 was approved by unanimous vote of the Council.
Heating License Bond
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the heating
license bond of Earl F. Beaudry, DBA Beaudry Plumbing and Heating Company as
principal and the National Casualty Company as surety in the amount of $1,000.
dated July 2, 1946 was approved and accepted, by unanimous vote of Council.
Plumbers License & Bond
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the application
of Beldon-Porter Company for a Plumbers license was approved and the President
and Clerk were authorized to issue the license to expire December 31, 1946; and
the Plumbers License Bond for $4,000.00 with H. M. Porter, DBA Beldon-Porter
Company as principal, and National Casualty Company was approved and accepted by
unanimous vote of Council.
Estimates Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the following
estimates for contract work in progress were presented to the Council by J. C.
Utton, Village Engineer were approved, and the President and Clerk were authorized
to issue warrants to cover same, by unanimous vote of the Council:

Sanitary Sewer Bids Awarded
Village Engineer J. C. Utton presented the following tabulation of bids,
received July 1, 1944 for sanitary sewer in Alabama Avenue between Minnetonka
Boulevard and 28th Street; Kipling ,Avenue between 26th Street and 27th Street;
27th Street between Kipling Avenue and Lynn Avenue, stating that the bid' of
Lametti and Lametti are the lowest, bidders in the amount of $11,970.85. Also
that this bid is approximately 30% above prices received in May for the same
class of work - with date of completion very indefinite. Approximate cost per
front foot, $4.18.,

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Lametti & Lametti for the construction of sanitary sewer in Alabama Avenue be-
tween Minnetonka Boulevard-and 28th Street; Kipling Avenue between 26th Street
and 27th Street and 27th Street between Kipling Avenue and Lynn Avenue wa`s de-
termined the lowest bid of a responsible' bidder, received July 1,_ 1946, pursuant
to advertisement for bids;-and the President and Clerk were authorized to enter
into a written contract in behalf of the Village on forms approved by the Village
Attorney, and further the Clerk was authorized to return, the bid check for -
$2,205.00 deposited with bid of Ordei & Marian. Motion was passed by unani-
mous vote+of the, Council.
Permit - Twe-family Dwelling
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Building
Inspector was authorized to issue a building permit to A. W. Lampe, 3970 Dakota
Avenue for a two-family dwelling on Lot 18, Block 1, Brookview Park Addition
(NE corner Excelsior Boulevard and Brunswick Avenue)._ Motion was passed by
unanimous vote of the Council. _
Traffic Safety Conference
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Village
Engineer and two members of the Village Council were authorized to attend the
Governor's Traffic Safety Council Conference at Duluth, Minnesota, August 23rd,
1946 with necessary expenses paid. Motion was passed by unanimous vote of the
Council.
Justice of Peace Report
Justice of Peace, H. J. Kuhlman's return of fines covering cases #2425
to 2439 was read to the Village Council and ordered filed. - _
Petition for Sidewalk
A petition dated July 8, 1946, signed by Harold I. Munger, 4801 West
40th Street, St. Louis Park, for construction of sidewalk on the South side of
.West 40th Street from the East line of Ottawa Avenue to the West line of Lot 10,
Jerome & Wilder Addition was read.
On motion of Clerk Justad, seconded by Trustee Perkins, above petition
was referred to the Village Attorney and Village Engineer for checking and recom-
mendation, by unanimous vote of the Council.
Petition for Street & Alley Vacation
A petition dated July 3, 1946, signed by G. E. Van Arsdale, requesting the
vacation of Princeton Avenue North of 38th Street to the NW line of Blocks 6 and
7, Minikanda Vista Second Addition; also alley in Block 7, Minikanda Vista second
Addition was read.
On motion of Clerk Justad, seconded by Trustee Perkins, the above petition
was -referred to the Planning Commission for checking and recommendation by unani-
mous vote of the Council.
Permit Approved for Commercial Building
On motion of Trustee Perkins, seconded by Trustee Jorvig, the Building
Inspector was authorized to issue a building permit to Oscar Erlanson to erect a
commercial building on Lot 22, Block 35, Rearrangement of St. Louis Park, by
unanimous vote of the Council.
Advertise for Sanitary Sewer Bids
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and
specifications prepared by Village Engineer.J. C. Utton were approved and accepted
for the following sanitary sewer construction: Brunswick Avenue from 29th Street
to Minnetonka Boulevard; Minnetonka Boulevard from Brunswick Avenue to Dakota Ave-
nue, and the Clerk was authorized to advertise for bids for the above sanitary
sewer construction in the St. Louis Park Dispatch and the NW Contractor and Engineer;

bids to be opened on August 26, 1946. Motion was passed by unanimous vote of
the Council.
Advertise for Grading Bids
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and
specifications prepared by Village Engineer, J. C. Utton were approved and accept-
ed for the following grading projects:
Hampshire Avenue from 27th to 29th Streets
Georgia Avenue from 27th to 29th Streets
Zarthan Avenue from 39th Street to Cambridge Street
Brunswick Avenue from Excelsior Boulevard to Mpls.
Northfield and Southern Railroad
Salem Avenue from 26 th 28th Streets
West 27th Street from Toledo to Raleigh Avenues
Division Street from Quebec to Texas Avenues
Alley in Block 11, Park Manor Addition
and the Clerk was authorized to advertise for bids for the above grading projects
in the St. Louis Park Dispatch; bids to be opened August 5, 1946. Motion was
passed by unanimous vote of the Council.
Resolution - Land List 188 "C"
Clerk Justad offered the following resolution:
WHEREAS, the Village Council of the Village of St. Louis Park, Hennepin
County, Minnesota, has received from the Land Commissioner of Hennepin County,
a list of land in said Village of St. Louis Park which has become the absolute
property of the State of Minnesota under the provisions of laws declaring the
forfeiture of lands to the State for taxes, which lands have been classified by
the County Board of said Hennepin County as non-conservation and for sale, pur-
suant to the Laws of Minnesota for 1935, Chapter 386, Section 1, as amended,
which list of land is designated as List 188 "C", July 1st, 1946, and
WHEREAS, this Council has made a complete examination of all facts and
circumstances relating to such parcels,
NOW THEREFORE, acting pursuant to said Section 1, Chapter 386, as amended,
BE IT RESOLVED, that the Village Council of said Village of St. Louis Park
approve the classification of the said County Board of said lands as non-conser-
vation and for sale.
The question was on the adoption of the resolution, and the roll being
called there were five yeas and no nays as follows: Trustee Bolmgren,- Yea;
Trustee Perkins, Yea; President Erickson, Yea; Clerk Justad, Yea; ,Trustee Jorvig,
Yea; and so the resolution was adopted.

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the plans and
specifications prepared by Village Engineer J. C. Utton were approved and accepted

bids to be opened on August 26, 1946. Motion was passed by unanimous vote of
-the Council.
Street Grading Accepted
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the grading of
July 15, 1946 131
Streets in Eide and Martins Addition were approved and streets were accepted
upon the recommendation of the Village Engineer, J. C. Utton, and the Clerk was
authorized to endorse the cashiers check in the amount of $1,500. on deposit
with undertaking for grading of said streets 'back to George W. Eide and Cloyd
H. Martins, by unanimous vote of the Council.
Refund on Building Permits
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the President
and Clerk were authorized to refund fees paid for building permits #3812 and
3813 in the amount of $113.00 to Beckman & Frederickson, Inc., as requested by
Stanley Frederickson, 10 France Avenue South, in his letter of July 5, 1946 in
which he states the buildings will not be erected this year. Motion was passed
111 by unanimous vote of the Council.
Electrical License Approved
On motion of Clerk Justad, seconded by Trustee Bolmgren, the application
of John M. Christianson for a license to do electrical work was approved and

Riding Stable License Approved
On motion of Trustee Bolmgren, seconded by Trustee Perkins, the applica-
tion of M. P. Johnson for a license to operate a riding stable on Wayzata
Boulevard near Texas Avenue (formerly operated as Ward's Stables) was approved,
subject to requirements of Ordinance No. 199 as amended; and the President and
Clerk were authorized to issue license to expire December 31, 1946. Motion was
passed by unanimous vote of the Council.
Heating License Approved
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of the National Furnace Company, 4304 Coolidge Avenue, St. Louis Park, for a
license to do heating work was approved, and the President and Clerk were auth-
orized to issue license to expire December 31, 1946. Motion was passed by un-
animous vote of the Council.
Special Bond - Village Treasurer
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the special
bond of Mildred H. Melbourne as Treasurer of Lake Street Joint District Sewer
Fund 1-E was set at $50,000. for year commencing August 31, 1946, by unanimous
vote of Councilmen present.
Bingo - SLP Vol. Fireman's
Relief Association
A request dated July 1, 1946, from the St. Louis Park Volunteer Fireman's
Relief Association, for permission to operate Bingo at their Annual Carnival to
be held August 3 and 4, 1946 at the Village Park on corner of_Brunswick Avenue
and West 37th Street was read. No action taken.
Lighting - State Highway #100
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was
instructed to write a letter to Commissioner Hoffman of State Highway Department
asking if there are any plans being made by the Highway Department for the light-
ing of intersections of Village Streets with Highway No. .100. Motion was passed
by unanimous vote of the Council.
Two-family Dwelling Permits Denied
A report from the Planning Commission dated July 9, 1946 regarding the
building of two (2) two-family dwellings on Lot 9, Hillcrest Addition, as request-
ed by B. H. Yund and L. N. Lundstrom was read, stating that this request is in
conflict with Section 19, Paragraph 18 of the Zoning Ordinance.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the request of
B. H. Yund and L. N. Lundstrom to erect two (2) two-family dwellings on Lot 9,
Hillcrest, was denied by unanimous vote of Councilmen present.
Letter to C. J. Browne
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Clerk was
instructed to write C. J. Browne and tell him that the Village Council was very
dissatisfied with the progress being made on water tank, by unanimous vote of the
Council.
Temporary Building Permit
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Building
Inspector was authorized to issue a temporary building permit to Frank Prout,
5201 West 28th Street to erect a double car garage -on Salem Avenue right-of-way,
South of 28th Street, subject to signed agreement to be prepared by the Village
Attorney. Motion was passed by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Clerk Justad, the plans and
specifications for water main extension from Hamilton from Hamilton and Yosemite
Avenues Southeast across Highway No. 7 to South Service Drive, were accepted and

RESOLUTION SETTING ASSESSMENT HEARINGS FOR CURB AND GUTTER
WHEREAS, pursuant to resolutions heretofore adopted by the Village Council
contract has been entered into for construction of curb and gutter improvements
No. K-87, K-75, K-88 and L-39, and the Clerk with the assestance of the. Engineer
has calculated the proper amount to be specially assessed for each of said im-
provements against every lot, piece or parcel of land abutting upon the respective
streets where said improvements were made, as provided by law, which proposed
assessment is now on file with the Clerk and open to public inspection; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park that
said curb and gutter improvements be hereby accepted and the Clerk_be directed to
cause notice to be published in the St. Louis Park Dispatch that said Council will
meet on the 5th day of August, 1946, at the Village Hall and pass upon said pro-
posed assessments.

WHEREAS, the Village Council has met at the time and place specified in a
notice to all property owners whose property may be assessed for proposed cons-
truction of Village water mains at the following locations in said Village:
In Oxford Street from Colorado to Dakota Avenues
In 36th Street from Xenwood to Webster Avenues
published in the St. Louis Park Dispatch June 21st and 28th, 1946, and the
original hearing having been adjourned to this present meeting, and all persons
appearing having been heard, and the Council having duly considered said proposed
improvements; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is hereby determined to be necessary to construct Village water main ex-
tensions in the public streets of the Village above described in accordance with
plans and specifications for same to be prepared by the Village Engineer and filed
with the Village Clerk, and
BE IT FURTHER RESOLVED that the cost of said improvements is to be assessed
against the property improved as authorized by Chapter 425, Laws of 1921, as
amended.

The adjourned hearing was had on proposed water main extension in Monterey
Avenue between 27th Street and 25th Street. A letter from Mrs. 0. Swanson,
2503 Monterey Avenue in opposition was read. Action was deferred to July 29th,
1946.

Is On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Treasurer
was authorized to pay up to $450.00 for Lot 1, Block 18, The Bronx Addition for
use by the Water Department, by unanimous vote of the Council.
Legal Opinion - Regulate Traffic
The Village Attorney's opinion dated July 15, 1946 regarding the legal power
of the Village Council to regulate traffic on State Highways in the Village was
read and discussed at length.
