SPECIAL MEETING - JUNE 8, 1946
A meeting of the Village Council was called to order by President Erickson
at 11:00 A. M. with the following Councilmen present at roll call:
Trustee Perkins
President Erickson
Clerk Justad
President Erickson - Federal Housing
On motion of Trustee Perkins, seconded by Clerk Justad, President Erickson
was authorized to act for the Village of St. Louis Park and execute necessary
contracts to secure twenty (20) or more dwelling units from the Federal Housing
Administration; and is hereby voted the necessary travel expenses to complete
the deal. Motion was passed by unanimous vote of Councilmen present.
State Police Association Meeting
On motion of Clerk Justad, seconded by Trustee Perkins, two Police Officers
and two Councilmen were authorized to attend the State Police Association meeting
at Bemidji, Minnesota, June 17, 18, 1946 with expenses paid upon presentation of
a verified claim. Motion was passed by unanimous vote of Councilmen present.

Licenses Approved
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application

of Bernard Kogan, 5123 Minnetonka Boulevard, St. Louis Park for licenses
to sell milk at retail, cigarettes, and 3.2 beer off-sale for the year 1946
was approved, and the President and Clerk were authorized to issue same to
expire December 31, 1946. Motion was passed by unanimous vote of Councilmen pres-
ent.
Petition for Grading Alley
A petition dated June 17, 1946, signed by Adolph Fine and others for
the grading and graveling of Alley in Block 9. Park Manor was read. On motion
Trustee Bolmgren, seconded by Trustee Jorvig, the above petition was referred
to the Village Engineer and Village Attorney for checking and recommendation
by unanimous vote of Councilmen present.

Councilmen present.

A petition dated June 17, 1946, signed by Otto B. Brost and others
for the grading and graveling of Idaho Avenue between West 28th Street and
West 29th Street was read. On motion of Trustee Bolmgren, seconded by
Trustee Jorvig, above petition was referred to the Village Attorney and
Village Engineer for checking and recommendation by unanimous vote of Coun-

A petition dated May 20, 1946, signed by A. G. Bogen and others for the
extension of water main in Colorado Avenue between Minnetonka Boulevard and West
28th Street was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig,
the above petition was referred to the Village Attorney and Village Engineer for

A petition dated June 12, 1946, signed by Paul H. Johnson, 2923 Blackstone
Avenue, St. Louis Park and others for water main extension in Blackstone Avenue
between Minnetonka Boulevard and West 28th Street was referred to the Village
Attorney and Village Engineer for checking and recommendation by unanimous vote
of Councilmen present.

A petition dated June 17, 1946, signed by Julius G. Olson, 7721 North
Street and others for the extension of water main in North Street between
Pennsylvania and Rhode Island Avenues was read. On motion of Trustee Holmgren,
seconded by Trustee Jorvig, the above petition was referred to the Village
Attorney and Village Engineer for checking and recommendation by unanimous vote
of Councilmen present.
Petition for Water Main
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the petition
dated June 17, 1946, signed by Henry M. Ryan and others for the extension of
water main in South Street between Rhode Island and Pennsylvania Avenues was re-
ferred to the Village Attorney and Village Engineer for checking and 'recommenda-
tion by unanimous vote of Councilmen present.
Petition to Vacate Alley
A petition dated June 8, 1946, signed by Victor E. Johnson and others
for vacation of alley in Block 1, Rearrangement of St. Louis Park was read. On
111 motion of Trustee Jorvig, seconded by Trustee Bolmgren, above petition was re-
ferred to the Village Planning Commission for checking and recommendation by
unanimous vote of Councilmen present.
Bids for Curb and Gutter
Bids were received from the following bidders pursuant to advertisement
for bids in the St. Louis Park Dispatch, for the construction of curb and gutter
on the East side of Webster Avenue from West 28th Street to West 29th Street;
and on the West side of Edgewood Avenue from West 31st Street to West 32nd Street:
John Finstad and Son $1.38 per L. F.
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above
bid was referred to the Village Engineer and Street Department for checking and
recommendation by unanimous vote of Councilmen present.
Hearing - Street & Alley Improvements
L-45 to L-59
A hearing wgs had on the proposed Street and Alley Improvements numbered
L-45 to L-59 inclusive. Action was deferred to the meeting of June 24th, 1946.
Hearing - Grading Vernon Avenue
from 28th Street to Mtka. Blvd.

A hearing deferred from meeting of June 10, 1946 was had on assessment for
grading improvement No. K-73 - Vernon Avenue from 28th Street to Minnetonka Blvd.
No one appeared. Action on the proposed assessment was deferred to June 24, 1946.
Electrical License
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the application
of Langford Electric Company, 805 Metropolitan Life Building, Minneapolis for a
license to do electrical work in St. Louis Park was approved, and the President
and Clerk were authorized to issue same to expire December 31, 1946. Motion was
passed by unanimous vote of Councilmen present.
Resolution
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of Councilmen present:

RESOLUTION CANCELING GARBAGE ASSESSMENT
BE IT RESOLVED by the Village Council of the Village of St. Louis Park,
that the following assessment in the sum of $7.90, levied pursuant to resolution
adopted October 1, 1945 be hereby canceled for the reason that said lands
during 1945 were vacant and not served by the Garbage Collection Service of the
Village of St. Louis Park, and the President and Clerk are hereby authorized to
refund the amount paid upon receipt of a verified claim signed by the taxpayer.

On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution wasradopted by unanimous vote of Councilmen present.
RESOLUTION CANCELING GARBAGE COOOLECTION
ASSESSMENT
BE IT RESOLVED by the Village Council of the Village of St. Louis Park,
that the following assessment in the sum of $ 7.90, levied pursuant to resolu-
tion adopted September 25, 1944 be hereby canceled, for the reason that said
lands during 1944 were vacant and not served by the Garbage Collection Service
of the Village of St. Louis Park, and the President and Clerk are hereby
authorized to refund the amount paid upon receipt of a verified claim signed by
the taxpayer.

Hearing - Curb & Gutter
L-69 to L-72
_ Separate hearings were had upon the proposed curb and gutter improvements
described in the following resolution. No one appeared.
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION FOR CURB AND GUTTER CONSTRUCTION
WHEREAS, sufficient petitions in writing have been filed with the Village
Clerk requesting construction of curb and gutter at the locations hereinafter
described and the Village Council has met at the time and place specified in a
notice to all property owners published in the St. Louis Park Dispatch on May
31st and June 7, 1946 and has conducted separate hearigs on each petition and
has heard all persons interested; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that it is necessary to construct curb and gutter at the following locations in
said Village and that curb and gutter be constructed by contract at each of said
locations with one-foot gutter, in accordance with plans and specifications for
same on file with the Village Engineer which are hereby approved:

Resolution
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION DETERMINING SUFFICIENCY OF CURB AND GUTTER
PETITIONS
RESOLVED by the Village Council of the Village of St. Louis Park that the
following petitions for curb and gutter construction filed with the Clerk-of
said Village be hereby determined to be sufficient petitions signed by owners
of more than 35% of property fronting upon the respective streets where said im
provements are to be made:
111 The petition of 0. W. Wiederholt for curb and
gutter on the East side of Browndale Avenue
from the South line of Lot 24, Block 2, Brown-
dale Park to Morningside Road.
The petition of G. A. Ringlund for curb and
gutter on the South side of 41st Street for
a distance of 180 feet West of Quentin Avenue.
The petition of W. L. Davis and others for
curb and gutter on the West side of Hampshire
Avenue from Minnetonka Boulevard to 31st St.

Resolution
On motion of Trustee Jorvig, seconded by Trustee Holmgren, the following
resolution was adopted by unanimous vote of all members of the Council present:
RESOLUTION ORDERING SIDEWALK
BE IT RESOLVED by the Village Council of the Village of St.Louis Park
that it is necessary and expedient to construct sidewalk on the West side of
Hampshire Avenue between Minnetonka Boulevard and 31st Street and on the South
side of Minnetonka Boulevard between Hampshire Avenue and Idaho Avenue, such
sidewalk to be five feet in width and constructed in accordance with standard
Village sidewalk specifications now on file with the Village Engineer. The
Village Engineer is directed to set stakes designating the exact location for
said walk, and
BE IT FURTHER RESOLVED that said sidewalk shall be completed by August
26, 1946 and,
BE IT FURTHER RESOLVED that the names of owners of all lots, parts of
lots and parcels of ground fronting the street where said walk is to be cons-
tructed are as follows:

BE IT FURTHER RESOLVED that if said walk shall not be fully constructed
in the manner and in the_time prescribed, the Village Council may order the
same to be done by contract.
Proposed Widening of Wooddale
Mr. L. R. Gerber, 4092 Utica Avenue, representing the Wooddale Luthern
Church appeared in regard to proposed widening of Wooddale Avenue in the vicinity

of the church property; and requested that if a new curb line is to be established
that the church be notified promptly as they intended to improve their boulevard
and construct curb and gutter. The matter was referred to the Street Department
for investigation and report on the motion of Trustee Bolmgren and seconded by
Trustee Jorvig. Motion was passed by unanimous vote of Councilmen present.
Proposed Change in Heating Ordinance
Mr. S. W. Nickells, 4375 Wooddale Avenue requested a change in the Village
Heating so as to permit two fuel oil tanks of a maximum capacity of 550 gallon
oil tanks for home use. The Village Attorney was directed to prepare and submit
an ammendment to ordinance as requested.
Fuel Oil Tanks - Special Permit
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, S. W. Nickells
was given special permit to install two fuel oil tanks of maximum capacity of
275 gallons at 4375 Wooddale Avenue, subject to compliance with all other re-
quirements of the heating ordinance.
Field Office - Adolph Fine
Complaint
Mr. D. H. Coonradt, 6212 Minnetonka Boulevard and Walter H. Johnson, 6308
Minnetonka Boulevard appeared and inquired regarding permit granted Adolph Fine
for the construction of a Field Office at 6301 Minnetonka Boulevard. President
Erickson explained the. purpose of the temporary permit under the Zoning Ordinance.
The Clerk was directed to notify Adolph Fine to appear at the next Council
meeting to explain his use of the premises and.investigation of his buildings
was ordered.
Remodeling Oil Station
Herbert Sinclaire and Theodore Goldstein requested information as to re-
modeling of Oil Station at 4800 Excelsior Boulevard. They were informed that
they would have to conform with the Building Ordinance.
Hamburger Shop Permit
Approved
Oscar Erlansen appeared with a request for a permit to erect a building
to be used as a hamburger shop on Lot 5, Block 35, Rearrangement of St. Louis
Park. He explained that this -would be a temporary building until maximum
restrictions on building are lifted. Trustee Jorvig reported that the Plan-
ning Commission had approved the issueing of this permit. On motion of Trustee
Bolmgren, seconded by Trustee Jorvig the above permit was approved by unanimous
vote of Councilmen present.
Water Main Extensions
Mr. L. 0. Tvedt and Mr. C. R. Tvedt appeared in regard to petition for
watermain on Oxford Street from Dakota to Colorado Avenue. The report of the
Village Engineer on proposed water main extensions wqs read and the Clerk direct-
ed to publish notice of hearing to be held July 8, 1946 on proposed water main
extensions as set forth in said report dated June 17, 1946.
Telephone Pole Requested
Edina Auto Livery
Mr. Ross Koepp of the Edina Auto Livery requested permission to install a
telephone pole on Lake Street and France Avenue. He was advised to prepare and
file a written application showing the location of this pole. The possibility
of establishing a cab stand at this location was discussed and Mr. Koepp was
advised to include in his application, request for cab stand and permit.
Request to Improve Ball Field
A group headed by Mr. Kuhlman, High School principal appeared in behalf of
the High School ball players and other ball players in regard to improving bhe
ball field on Village property. Om motion of Trustee Bolmgren, seconded by
Trustee Jorvig, the above request was referred to the Park Board for immediate
action.
Estimates Approved
The following estimates prepared by the Village Engineer for contract work
in progress were presented to the Council, and on motion of Trustee Bolmgren,
seconded by Trustee Jorvig, the estimates were approved and the President and
Clerk were authorized to issue warrants covering same in the amounts specified.

Gas Main Extension
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Minneapolis
Gas Light Company was granted permit for gas main extensions numbered 4039,
4032, 4033, 4034, 4036 and 4037 as shown on plans accompanying applications
for same. _Motion was passed by unanimous vote of Councilmen present.
Permit for Erection of Electric Pole
On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the Northern
States Power Company were granted persmission to set one (1) pole on Dakota
Avenue North of Excelsior Boulevard, by unanimous vote of,Councilmen present.
Advertise for Bids
Storm Sewer District
No. 14
Plans and specifications as prepared by the Village Engineer for Storm
Sewer District No. 14. were approved and the Clerk was directed to advertise
for bids to.be opened July 22, 1946.
Federal Public Housing
Plans, specifications and regulations submitted by the Federal Public
Housing Authority, dated June 12, 1946 to the President of the Council for
erection of. a public housing project was presented to the Council. On motion
of Trustee Bolmgren, seconded by Trustee Jorvig,Lhe above mentioned plans,
specifications, etc. were referred to the Village Attorney and Village Engineer
for checking and recommendation, by unanimous vote of Councilmen present.
Planning Commission Reports
Reports of the Planning Commission dated April 4, May 20, and June 3, 1946
were read and ordered place on file with Village Clerk.
Civic Center Discussed
The proposed contract with Long & Thorshov, Inc. for plans for a Civic
Center was discussed. No action taken.
