A meeting of the Village Council was called to order by President Erickson
at 8:30 P. M. with the following Councilmen present at roll call:

Dr. Fitch and his son talked to the Council regarding his son starting a Mink
Farm on his Father's property. President Erickson said the matter would be dis-
cussed by Committee of Whole and report made to Dr. Fitch.
Storm Sewer Bids Accepted a •
-District No. 13 -
- Bids for furnishing all labor, materials and equipment for the complete cons-
truction of a storm sewer system, and to perform such work, all in accordance with
the plans and specifications on file in the office of the Village Clerk received
April 29, 1946, and tabulated by the Village Engineer were read as follows:

• On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Phelps-Drake Company for the complete construction of a storm sewer system No. 13
(28th Street & Vernon Avenue) was considered the lowest bid of a responsible
bidder received pursuant to advertisement for bids in the St. Louis Park Dispatch,
and the President and Clerk were authorized to enter into a written contract in
behalf of the Village on forms approved by the Village Attorney. Motion was passed
by unanimous vote of the Council.

Cigarette License
• On motion of Trustee Bolmgren, seconded-by Trustee Perkins, the application
of John I. Daly for a license to sell cigarettes for year 1946 was approved and
the President and Clerk were authorized to issue same to expire-December 31, 1946.
Motion was passed by unanimous vote of Council.
Gas Station License
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application

of Hugh P. Mc Dermott for a license to operate a two-pump gasoline station at
Lake Street and Highway No. 7, for year 1946, was approved and the President and
Clerk were authorized to issue same to expire December 31, 1946, subject to
approval of Fire Marshall. Motion was passed by unanimous vote of the Council.

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the following
verified claims were approved and the President and Clerk were authorized to

Plumbing License
On motion of Trustee Perkins, seconded by Clerk Justad, the application of
George C. Penny, 452 Morgan -Avenue South, Minneapolis for a license to do plumb-
ing work in St. Louis •Park for year 1946 was approved and the President and Clerk
were authorized to issue same to expire December 31, 1946, by unanimous vote of
the Council.

,were presented to the Council, and on motion of Trustee Perkins, seconded by
Trustee Bolmgren, the estimates were approved and the President and Clerk were

Permission to Place Poles
On motion of Trustee Perkins, seconded by Trustee Jorvig, the application
of the Northern States Power Company for permission to place eight (8) poles
on Texas Avenue, South of Wayzata Boulevard was approved by unanimous vote of
the Council.
Petition - Grading Alley `
A petition dated May 6, 1946, signed by W. H. Rippberger and others for
grading of alley in Block 7, Park Manor Addition was presented to the Council,
and on motion of Trustee Jorvig, seconded by- Trustee Bolmgren, petition was
referred to the Village Engineer- and Village' Attorney for checking and• recommen-
dation by unanimous vote of the Council. '
Request for Street Light
A letter dated April 26, 1946 from Mrs. M. Plato, 3600 France Avenue,
asking for street light to be placed near her home was read to the Council. On
motion of Trustee Perkins, seconded by Trustee Bolmgren, the request of Mrs.
Platon was referred to the Police Department for checking and report by unani-
mous vote of the Council.
Plumber's Bond Approved
Alfred Wiik
On motion of Trustee Jorvig, seconded 'by Trustee Bolmgren, the Plumbers
License Bond with Alfred Wiik, DBA the Twin City Plumbing & Heating Company as
principal, and Continental Casualty Company of Chicago, Illinois as surety in
the amount of $4,000.00 'and dated December 31, 1945, was approved by unanimous
vote -of the Council.
Sidewalk Bond - G.S.Holt
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the sidewalk
bond #23 460621 with Gerald S. Holt as principal and the American Surety Company
as surety in the amount of $1,000.00, 'dated April 6, 1946, was approved by
unanimous vote of the Council.
Plumbers License Bond

On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Plumbers
License Bond with Gabriel Burman as principal, and National Casualty Company,
Chicago, Illinois as surety in the amount of $4,000.00 and dated April 19, 1946,
was approved by unanimous vote of the Council.

a license to do plumbing work in St. Louis Park for year 1946 was approved and
the President and Clerk were authorized to issue same to expire December 31, 1946;
also Plumbers Bond #2118228 with Ernest R. Spetz, DBA Spetz & Berg as principal
and the Fidelity & Casualty Company of New York as surety in the amount of $4,000.

Heating License & Bond

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the application
of Minneapolis Gas Heating Company, 3994 Alabama Avenue, for a license to do heat-
ing work in St. Louis Park was approved and the President and Clerk were authorized
to issue license to expire December 31, 1946; also the Heating Bond with William
Sellner and John Hageman, DBA Minneapolis Gas Heat Engineering Company as principal
and_New Amsterdam Casualty Company of New York as surety in the amount of $1,000.
was approved by unanimous vote of the Council.
Weed Assessment Canceled
On;motion of Clerk Justad, seconded by Trustee Bolmgren, the assessment of
$2.65 for weed destruction against Lot 38 and North A of Lot 37, Block 8, Thorpe
Brothers Cedar Lake Heights Addition was canceled due to the fact weeds were not
destroyed on said lot and the County Auditor and County Treasurer were authorized
to takd this item off of tax roll and mail a new statement. Motion was passed
by unanimous vote -of the Council.
Check for Truck Damage
The Clerk presented to the Council a check from the American Casualty Co.
for $24.00 to cover damage to Village Truck on April 5th, 1946 by Emil Ferch.
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the Clerk was author-
ized to sign release on back of check covering the above payment and accept said
check in full payment of claim for the Village. Motion was passed by unanimous
vote of the Council.
Hearing Date Set for
Vacation of Alley
A report dated May 6, 1946 from the Planning Commission recommends the va-
cation of alley located between Inglewood and Joppa Avenues, South of Highway #7
and Minneapolis and'St. Louis Railway Tracts. On motion of Trustee Perkins,
seconded by Trustee Bolmgren, a hearing was set for June 24, 1946 on petition of
Walter Hagen and others for vacation of Alley between Inglewood and Joppa Avenues,
South of Highway #7 and Minneapolis & St. Louis Railway Tracks, by unanimous
vote of the Council.

Vacation of Alley
A report dated May 6, 1946 from the Planning Commission recommends the va-
cation of alley located between Ottawa and Natchez Avenues, from Minnetonka
Boulevard to 31st Street. On motion of Trustee Perkins, seconded by Trustee
Bolmgren, a hearing was set for June 24, 1946 on petition of Clarence S. Sten-
rud and others for vacation of alley in block between Ottawa Avenue and Natchez
Avenue from Minnetonka Boulevard to 31st Street, by unanimous vote of the Council.
Hearing Date Set for
Two-family Dwelling
A report from the Planning Commission regarding the petition of John M.
Gustafson, 2725 Toledo Avenue for two-family dwelling, recommends that a hearing
be held on same. On motion of Trustee Bolmgren, seconded by Trustee Perkins, a
hearing was set for June 24, 1946 on petition of John M. Gustafson, 2725 Toledo
Avenue to alter present dwelling to a two-family dwelling, by unanimous vote of
the Council.
Hearing - Curb & Gutter
Separate hearings were had on each of the petitions described in the follow-
ing resolution for curb and gutter construction. No one appeared.
Resolution
On motion of Clerk Justad, seconded by Trustee Bolmgren, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION FOR CURB AND GUTTER CONSTRUCTION
WHEREAS, petition of Walter L. Kairies and others for construction of curb
and gutter on the East side of Webster Avenue from 28th Street to 29th Street;

and petition of A. Fine Company and others for construction of curb and gutter
on the West side of Edgewood Avenue from 31st Street to 32nd Street, signed
respectively by owners of more than 35% in frontage of the real property abut-
ting on the protion of said streets to be improved have been filed with the
Village Clerk, and
•
WHEREAS the Village Council has met at the time and place specified in a
• notice to all property owners whose property is liable to be assessed for each
such improvement, published in the St. Louis Park Dispatch, April 19th and 26th,
1946 and has heard all persons interested, separate hearings having been con-
ducted as to each improvement and respectively determined the necessity for each
of said improvements; therefore,
BE IT RESOLVED by the Village Council of the Village of St. Louis Park

that curb and gutter with one-foot gutter be constructed on the East side of
Webster Avenue from 28th Street to 29th Street, as Improvement No. L-37, and
BE IT FURTHER RESOLVED that curb and gutter with one-foot gutter be
constructed on the West side of Edgewood Avenue from 31st Street to 32nd St.,
also as Improvement No. L-37, and
BE IT FURTHER RESOLVED that the Clerk be directed to advertise for bids
for construction of said curb and gutter in accordance with specifications
which have been prepared by the Village Engineer and which are hereby approved,
said bids to be opened by the Village Council May 20, 1946.
Sewer Agreement
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the president
and clerk were authorized to sign sewer agreement in behalf of the Village
•with Village of Hopkins as prepared by the Village Attorney. Motion was passed
by unanimous vote of the Council.
Vacation Pay for Veterans
On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the President
and Clerk were authorized to issue warrants to the following Veterans for va-
cations they would have been entitled to if they had been employed and not in
the Service:

Motion was passed by unanimous vote of the Council.
Boulevard Established
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the inside
and outside boulevards on Vallacher Avenue between Natchez and Lynn Avenues was
established as per plat filed in the Village Engineer's office. Motion was
passed by unanimous vote of the Council.
Fire Insurance •
The insurance Committee reports that -
1. We have received the appraisal of all properties
belonging to the Village of St. Louis Park as
prepared by the Appraisal Service Company, Minne-
apolis dated April 1, 1946 ,

2. Based on said appraisal of April 1st, 1946, we
have ordered the following insurance policies
from Associated Agencies to cover the buildings
and contents of buildings owned by the Village
of St. Louis Park in the total of $168,960.00III
for buildings and 413,500.00 for contents of
buildings at 80% Co-Insurance, as follows:

Fire Insurance, Continued:
3. We have ordered these policies on a five-year
budget plan which gives the Village a saving
of 20%. The three-year plan formerly employed
made a saving of 10% discount.
4. The above policies are written so that 1/5 of
the entire group will come due each year but due
to recent regulations the Companies represented
are giving us the 5-year rate on the 1, 2, 3 and
4-year policies as well.
111 5. The Insurance Committee recommends the accept-
ance of the above mentioned policies.
On motion of Trustee Perkins, seconded by Trustee Jorvig, the recommenda-
tion of the Insurance Committee was accepted and the policies listed above were
approved, and the Clerk was authorized to sign the 80% Co-Insurance clause for
the Village, by unanimous vote of the Council.
Sidewalk Canceled
On motion of Trustee Perkins, seconded by Trustee Bolmgren, the sidewalk
ordered in front of 4609 Vallacher was canceled and the Village Engineer was
authorized to cancel same with contractor, by unanimous vote of the Council.
Sanitary Sewer 1-I Bid Accepted
Bids for furnishing all labor, materials and equipment for the laying of
the 9" lateral sewer in Natchez Avenue from the present lift station across
Highway No. 7 and South 250 feet; the completion of the lift station and the
laying of the 4 inch C. I. P. force main in Natchez Avenue from the lift station
to Minnetonka Boulevard, all in accordance with the plans and specifications on
file in the office of the Village Clerk received April 22, 1946, and tabulated
by the Village Engineer were read as follows:

On motion of Trustee Perkins, seconded by Trustee Bolmgren, the bid of
Lametti & Lametti for laying of the 9 inch. lateral sewer in Natchez Avenue from
the present lift station across Nighway No. 7 and South 250 feet; the completion
of the lift station and the laying of the 4 inch C.I.P. force main in Natchez
Avenue from the lift station to Minnetonka Boulevard was considered the lowest
bid pf a responsible bidder received pursuant to advertisement for bids in the
St. Louis Park Dispatch, and the President and Clerk were authorized to enter into
a written contract in behalf of the Village on forms approved by the Village
Attorney. Motion was passed by unanimous vote of the Council.
Resolution
On motion of Clerk Justad; seconded by Trustee Perkins, the following
resolution was adopted by unanimous vote of the Council:
RESOLUTION CANCELING GARBAGE COLLECTION
ASSESSMENTS
• BE IT RESOLVED by the Village Council of the Village of St. Louis Park
that the following assessments levied pursuant to resolution adopted October 1,
1945.be hereby canceled, for the reason that said lands during 1945 were vacant
and not served by the garbage collection service of the Village of St. Louis Park,
and the Treasurer and Auditor of Hennepin County are hereby authorized to cancel
said assessments on their respective records.
