M. with the following Councilmen present at roll call: Trustee Bolmgren Clerk Justad President Erickson Minutes The minutes of meeting held May 20, 1946 were read and approved as read. " u 310.40 H It It u 19.50 Black-topping West 36th Street Mr. Hedberg of Hedberg & Freidheim appeared in regard to the black-topping of West 36th Street, requesting that same not be done this year. They have approximately 1700 ft. frontage and stated that the droppings from their trucks would cover the black-top quickly. President Erickson said the matter would be given attention. III Trustee Jorvig Trustee Jorvig came in during above discussion - about 9:00 P. M. Petition Against Sidewalk Alvin Dahl and David A. Andreen, owners of Lots 13 and 14, Block 2, Lenox Addition appeared with a petition against sidewalk construction on the East side of Florida Avenue which was ordered by resolution April 29, 1946. President Erickson said the matter would be referred for consideration. North Star Theatre Plan Robert Gaus of the North Star Drama Mild, Inc. appeared in regard to a - new plan for his theatre showing changes which had to be made due to shortage of certain materials. The Council members agreed that they could se no objections to present plans and told Mr. Gaus that it was up to his group to build a theatre that will be of the best material available. May 27, 1946 Petition against Tar Mat A discussion was had with regard to the tar mat project (L-11)on West 35th Street from Texas Avenue to the West end of 35th Street. A petition against the project, signed by Alfred M. Elie and others was presented to the Council. They objected to the expense due to the property frontages. Mr. Utton, Village En- gineer estimated it would run about 28¢ a front foot based on 1945 costs. They also felt that it would be a speedway if tar-matted. The matter was referred to Committee of Whole and the Village Engineer was asked to hold up the work until he receives further word from the Village Council. Bid Accepted - Lot 30 Block 14, Lenox On motion of Trustee Bolmgren, seconded by Trustee Jorvig that the Village Council accept the bid of $350.00 made by Howard E. Behneng, 2324 Pleasant AvenueNef South, Minneapolis for the purchase of Lota30 Bk zU , I ena.Addition, and the ' President and Clerk were authorized to ' � oc - Mr. Behneng for the lot. Motion was passed by unanimous vote of Councilmen present. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, above petition was referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of Councilmen present. Petition for Grading & Graveling A petition dated May 24, 1946, singed by Walter McAlpine, 1333 Kentucky Avenue St. Louis Park for the grading and graveling of Kentucky Avenue between Wayzata Boulevard and 14th Street was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, above petition was referred to the Village Attorney and Vil- lage Engineer for checking and recommendation by unanimous vote of Councilmen present. Petition for Grading & Graveling A petition dated May 27, 1946, signed by Peder Mickelson, 4390 Coolidge Avenue, Edina and others for the grading and graveling of Georgia Avenue between 27th and 28th Streets was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, the above petition was referred to the Village Attorney and Vil- lage Engineer for checking and recommendation. Motion was passed by unanimous vote of Councilmen present. Petition for Grading & Graveling A petition dated May 27, 1946, signed by Lucile H. Preston for grading of Brownlow Avenue between 1st Street NW and 2nd Street NW was read to the Village Council, and on motion of Trustee Jorvig, seconded by Trustee Bolmgren, the petition was referred to the Village Engineer and Village Attorney for checking and recommendation by unanimous vote of Councilmen present. Petition for Water Main A petition dated May 27, 1946, signed by Peder Mickelson, 4390 Coolidge Ave., Edina, and others for the construction of water main in Georgia Avenue between 2 May 27, 1946 West 27th Street and West 28th Street was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, above petition was referred to the Village Attorney and Village Engineer for checking and recommendation by unanimous vote of Council- men present. Petition for Grading & Graveling A petition dated May 24, 1946, signed by Peter Stienstra, 2705 Raleigh Avenue and others for grading and graveling of Raleigh Avenue between West 28th Street and West 27th Street was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, above petition was referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of Councilmen present. Petition for Sidewalk • A petition dated May 21, 1946, signed by Peter Zubert for the construction of sidewalk on the East side of Jersey Avenue in front of Lots 13 to 18, in- clusive, Block 6, Lenox Addition, and in the West side of Jersey Avenue in front of Lots 19 to 29, inclusive was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the above petition was referred to the Village Attorney and Village Engineer for checking and recommendation. Motion was passed by unanimous vote of Councilmen present. Electric License Approved On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of Oscar Thue, DBA Marquette Electric Company, 302 Marquette Avenue, Minneapolis, for a license to do electrical work in St. Louis Park was approved, and the Presi- dent and Clerk were authorized to issue same to expire December 31, 1946. Motion was passed by unanimous vote of Council Members present. Heating License Approved On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of Ralph Stewart, DBA Bryant Gas Heating Company, 3020 East Franklin Avenue, Minneapolis for a license to do heating work in St. Louis Park was approved, and the President and Clerk were authorized to issue same to expire December 31, 1946. Motion was passed by unanimous vote of Councilmen present. Gas Station License On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of James Kay, Jr., DBA Kay Motors, Incorporated at 5101 Minnetonka Boulevard, St. Louis Park for a license to operate a two-pump gas station was approved, and the President and Clerk were authorized to issue same to expire December 31, 1946. Motion was passed by unanimous vote of Councilmen present. Boulevard Damage A letter dated May 25, 1946 from Edward I. Harlow, 2837 Yosemite Avenue was read regarding damage done to his boulevard by Contractors putting in sewer and requesting that steps be taken to have same put in same shape as found by , Contractors. On motion of Clerk Justad, seconded by Trustee Bolmgren, above complaint was referred to the Village Engineer for attention, by unanimous vote of Councilmen present. Petition for Sidewalk A petition dated May 27, 1946, signed by E. L. Bellin, 3912 Zarthan Avenue and others for construction of sidewalk on the West side of Zarthan Avenue from 39th Street to Excelsior Boulevard was read. On motion of Trustee Bolmgren, seconded by Trustee Jorvig, petition was referred to the Village Attorney and Village Engineer for checking and recommendation by unanimous vote of Councilmen present. Resolution On motion of Trustee Bolmgren seconded by Trustee Jorvig, the following resolution was adopted by unanimous vote of all members of the Council present. RESOLUTION ORDERING SIDEWALK 111 WHEREAS, the Village Council has been petitioned by a majority of the owners of property fronting on the East side of Edgewood Avenue from 31st Street to 32nd Street for construction of sidewalk at said location; therefore, BE IT RESOLVED by the Village Council of the Village of St. Louis Park that it is necessary and expedient to construct sidewalk on the East side of Edgewood Avenue from 31st Street to 32nd Street, such sidewalk to be five feet in width and constructed in accordance with standard Village sidewalk specifica- tions now on file with the Village Clerk. The Village Engineer is hereby directed to set stakes designating the exact location for said walk, and BE IT FURTHER RESOLVED that said sidewalk shall be completed by July 29, 1946, and - May 27, 1946 93 Sidewalk Resolution Continued: BE IT FURTHER RESOLVED that the names of the owners of all lots, parts of lots and parcels of ground fronting the street where said walk is to be constructed are as follows: SIGNATURE OF OWNER LEGAL DESCRIPTION OF PROPERTY OWNED _ Esther V. BE IT FURTHER RESOLVED that if said walk shall not be fully constructed in the manner and in the time herein prescribed, the Village Council may order the same to be done by the Village Engineer acting as Street Commissioner or by contract. . Date of Hearing Set Curb & Gutter On motion of Trustee Jorvig, seconded by Trustee Bolmgren, June 17, 1946 was set as date of hearing on the following curb and gutter construction: Lot 9, Block 2, Minikanda Vista 2nd Addition Lot 24, Block 2, Browndale Park Addition West side of Hampshire Avenue from Minnetonka Boulevard to 31st Street On 41st Street from 130 feet West of Quentin Avenue (South Side) - Lot 6, Yale Land Companys _ Garden Lots (NWly 200 feet of SWly 185 feet). ' Motion was passed by unanimous vote of Councilmen present. Report - Sawdust Pile ' A report from the Fire Department regarding sawdust pile adjacent to the Eaton Riding Academy Stable was read. On motion of Trustee Jorvig, seconded by Trustee Bolmgren, the Clerk was instructed to-write Eatons and ask that they conform with recommendation of Fire Marshall to cover sawdust with three or four inches of gravel. Motion was passed by unanimous vote of Councilmen present. Water Connection Approved - (Wooddale Luthern Church) ' A letter dated May 27, 1946 from H. J. Motz-kus, Wooddale Luthern Church requesting permission to connect the water to'new Parish House with the church building. On motion of Trustee Jorvig, seconded by Clerk Justad, above request was approved by unanimous vote of Councilmen present.
