Water Main Extension On motion of Trustee Bolmgren, seconded by Trustee Perkins, the Village Engineer was' instructed to extend Village water main in Vernon Avenue South so as to connect with Minnetonka Boulevard and add same to present contract as an extra with the Contractor (Lametti & Lametti) having the job for the balance of Vernon Avenue from 29th Street South, the cost to be paid from ,Water Department funds. Motion was passed by unanimous vote of the Council. Special Permit to Connect I To Watermain On motion of Trustee Bolmgren, seconded by Trustee Perkins, a special permit was granted to Owner of Lot }5, Auditors Subdivision #318, to connect to 8 inch water main that terminates at the Northwest corner of 29th Street and Natchez Avenue, with the understanding that if and when' eight (8") III water main is extended past 5, Auditors Subdivision;1 pecial assessments will be paid. Motion was passed by unanimous vote of the Council. Sand & Gravel On motion of Trustee Perkins, seconded by Trustee Bolmgren, the proposi- tion of Landers-Norblom-Christenson Company as contained in their letter regarding bids on sand and gravel for 1946 was accepted and the Street Department was authorized to purchase sand and gravel from them until a change is made in writing. Motion was passed by unanimous vote of the Council. Meeting Adjourned Meeting was adjourned by President Erickson at 11:58 P. M. Crounse appeared for N. A. Jamgotch - asked for a permit to erect a Quonset Hut 40' x 60' on Lot 5 and SW part of Lot 4, Bassfords Addi- tion until such time as he can erect a permanent structure. After some dis- cussion, President-Erickson said the Village Council would take the matter un- der advisement. "Children Caution" Signs K. W. Derby, /3973 Alabama Avenue asked about the speed limit on Alabama Avenue and requested that "Children Caution" signs be placed at the intersection of Alabama Avenue and Brookside Avenue; also at 36th Street and Alabama Avenue. III President Erickson agreed to take the matter up with Chief of Police Nelson, and make plans to have signs placed as soon as they are available. Water Main Extension A. G. Bogen asked about the water main on Florida Avenue from Minnetonka Boulevard to 29th Street which had been ordered, but was discussed on April 8, 1946 with others in the block. A letter dated April 13, 1946 from Orville J. Hamlin was read in favor of this extension. No further action was taken at this time. Petition for Water Main On motion of Trustee Perkins, seconded by Trustee Jorvig, the petition • signed by James T. Wood and others for water main extension in Cambridge St. between Lake Street and Texas Avenue was referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of the Council. Hearing - Street Improvements , Separate hearings were had on proposed street improvements Nos. L-35 and L-36. Victor Formo appeared in regard to No. L-35. Resolution , Un motion of Trustee Perkins, seconded by Trustee Bolmgren, the following resolution was adopted by roll call vote,as follows: President Erickson, Yea; Clerk Justad, Yea; Trustee Perkins, Yea; Trustee Jorvig, Yea; Trustee Bolmgren, III Yea. RESOLUTION ORDERING STREET IMPROVEMENT WHEREAS, pursuant to resolution adopted by the Village Council, March 25, 1946, and published in the St. Louis Park Dispatch March 29, 1946, the Village Council has met at the time and place specified therein and heard all persons interested with reference to proposed improvements No. L-35 and No. L-36, res- pectively, and WHEREAS, Metalloy Corporation, owner of one-half of the property affected had agreed to levy of assessment for the entire cost of the improvement, there- fore, April 15, 1946 BE IT RESOLVED that the following portion of existing street in said Village be improved by grading to grade established by the Village Council: L-35 - Edgewood Avenue from Great Northern Railway Right-of-way to Cedar Lake Road. BE IT FURTHER RESOLVED that action on Improvement L-36 be deferred until May 6, 1946. BE IT FURTHER RESOLVED that the entire expense of said .improvement be paid in the first instance out of the permanent improvement revolving fund, and that plans and specifications for said improvement prepared by the Village Engineer be hereby approved, and the Clerk authorized to advertise for bids for fur- nishing of labor and materials for completion of said improvement. Applicant for Position on Fire Department A letter dated April 12, 1946 from Walter F. Hilchee,,-a Veteran, apply- ing for a position on the Fire Department was read and referred to the Fire Civil Service Commission. Street Light Authorized On motion of Clerk Justad, seconded by Trustee Bolmgren, the Northern States Power Company was instructed to install a street light at the corner of Monterey Avenue and 26th Street, by unanimous vote of the Council. Gas Main Extension On motion of Trustee Bolmgren, seconded by Clerk Justad, the application of the Minneapolis Gas Light Company for permission to extend gas main extension #3979 on Vernon Avenue from 41st Street to serve 4145 Vernon Avenue; and ex- tension xtension #3973 on Highway #7 Service Road from Monterey Avenue East to serve 4518 Highway #7 was approved by unanimous vote of the Council. Gas Main Extension On motion of Trustee Bolmgren, seconded by Clerk Justad, the application of the Minneapolis Gas Light Company for a permit to extend gas main ex- tension #3976 and No. 3977 was granted on the following streets: Hampshire Avenue and Georgia Avenue between 28th and 29th Streets Salem Avenue from 27th Street to serve 2647. Motion was passed by unanimous vote of the Council. License - Gas Station On motion of Clerk Justad, seconded by Trustee Bolmgren, the application of Wm. G. Burgess at 6000 Excelsior Boulevard for a license to operate a 3- pump gas station was approved, and the ,President and Clerk were authorized to issue same to expire December 31, 1946. Motion was passed by unanimous vote of the Council. Licenses Approved On motion of Trustee Bolmgren, seconded, by Clerk Justad, the application of George L. Brooks, 4300-4306 Excelsior Boulevard for the following licenses was approved, and the President and Clerk were authorized to issue same to ex- pire December 31, 1946: Sell Cigarettes Operate a Restaurant Operate a 3-Pump Gas Station Hearing Date Set for Alley Vacation A petition dated April 15, 1946 for vacation of portion of alley ad- jacent to Lot 251, Norwaldo, signed by Theodore Wilson and wife and Roger Krause and wife was presented to the Council. On motion of Clerk Justad, seconded by Trustee Bolmgren, May 13, 1946 ' was set' for a hearing on vacation of portion of Alley adjacent to Lot 251, Norwaldo, by unanimous vote of the Council. Petition for Sidewalk A petition dated April 10, 1946, signed by Grace M. Krohn, 3945 Xen- wood Avenue and others for construction of sidewalk on the East side of Xen- wood Avenue between 39th Street and Excelsior Boulevard was presented to the April 15, 1946 59 Village Council and on Motion of Clerk Justad, seconded by Trustee Jorvig, the petition was referred to the Village Attorney and Village Engineer for checking and recommendation. Motion was passed by unanimous, vote of` the Council. Petition for Grading and Graveling A petition received April'12, 1946, signed by M. P. Johnson and others for grading and graveling of Georgia Avenue between 28th & 29th Streets was presented to the Council, and on motion of Clerk Justad, seconded by Trustee Bolmgren, the petition was referred to the Village Attorney and Village Engineer for checking and recommendation, by unanimous vote of the Council. ' Petition to Vacate Alley A petition dated April 15, 1946, signed by Walter Hagen, 3059 Joppa Avenue for vacation of alley between Blocks 1 and 2, Manhattan Park 1st Addition, located between Inglewood and Joppa Avenues, South of Highway No. 7 and the Minneapolis and St. Louis Railroad tracks, was presented to the Council. On motion of Clerk Justad, seconded by Trustee Bolmgren, above petition was referred to the Planning Commission for checking and recommendation by unanimous vote of the Council. Petition for Sidewalk A petition for construction of sidewalk on the West side of Xenwood Avenue between 39th Street and Excelsior Boulevard, signed by E. T. Christman, 3908 Xenwood Avenue and others was presented to the Council. On motion of Clerk Justad, seconded by Trustee Bolmgren, the above petition was referred to the Village En- gineer and Village Attorney for checking and recommendation by unanimous vote of the Council. Petition for Sidewalk A petition dated April 9, 1946, signed by Russell E. Payne, 3049 Florida Avenue and others for construction of sidewalk on the East side of Florida Avenue from Minnetonka Boulevard to 31st Street, was presented to the Council. On motion of .Trustee Bolmgren, seconded by Clerk Justad, the above petition was re- ferred to the Village Engineer and Village Attorney for checking and recommendation by unanimous vote of the Council. Petition for Grading A petition dated April 9, 1946, signed by Helmer Lundeen, 5900 West 39th Street, and others for the grading of Zarthan Avenue from 39th Street to Cambridge Street was presented to the Council. On motion of Trustee Perkins, seconded by Trustee Jorvig, above petition was referred to the Village Attorney. and Village Engineer for checking and recommendation by unanimous vote of the Council. Petition for Sanitary Sewer A petition dated April 11, 1946, signed by Cecil R. Malmgren and others for the extension of sanitary'sewer on Alabama Avenue between 28th and Minnetonka Boulevard, was read. On motion of Trustee ,Perkins, seconded by Trustee Jorvig, the above petition was referred to the Village Attorney and Village Engineer for checking and recommendation. Motion was passed by unanimous' vote of the Council. Trailer Permit Approved _ _ On motion of Trustee Jorvig, seconded by Trustee Bolmgren, Emil R. Moskof was granted a permit to inhabit a trailer house on the back of Lot known as 3136 Florida Avenue until September 30, 1946, subject to the approval of Village Health Officer. Motion was passed by unanimous vote of the Council. Joseph H. Gosnell Resigns ( Park Board ) A letter dated April 12, 1946 from Joseph H. Gosnell, Jr. presenting his resignation from the Park Board was read, and on, motion of Trustee Jorvig, seconded by Trustee Perkins, the resignation of Joseph H. Gosnell, Jr. as a member of the Park Board was accepted and the Clerk asked to write letter thanking him for past service. Motion was passed by unanimous vote of the Council. Deed Accepted On motion of Trustee Perkins, seconded by Trustee Jorvig, the Village Council accepted the Deed dated February 27, 1946, signed by Bronson-Erickson, Inc., for x Lots 40, 41 and 42, Auditors Subdivision #294, to be used as streets,,and the— Village Attorney was instructed to record the deed in the Register of Deeds Office, by unanimous vote of the Council. (Brookview Drive, Wood Lane Drive & Edgebrook Drive) Bond Accepted - J. Finstad & Son On motion of Trustee Perkins, seconded by Trustee Bolmgren, Bond #23460667 for sidewalk, curb and gutter construction furnished by. John Finstad & Son as principal and American Surety Company of New York as surety in the amount of 17,000., dated April 11, 1946 was approved by unanimous vote of the Council.
